This study examined the causes and remedies of bid-rigging in the construction industry through a survey of procurement practitioners. The study identified potential problems from the business, construction, and bidding environments, and proposed improvements to the procurement and bidding systems to address these problems. The study found that transparency, fairness, and diversity are important factors in reducing bid-rigging. These factors can be achieved through a variety of measures, such as expanding bidding systems, strengthening fairness standards, and increasing the diversity of participating companies. The study also found that unfair subcontracting regulations are a problem that needs to be addressed. There were differences in the perceptions of the causes of bid-rigging between the general and specialized construction groups. However, there was no difference in the perceptions of improvements to the procurement system between the two groups. This suggests that a consistent solution to bid-rigging can be found. The study's findings are expected to contribute to the resolution and prevention of bid-rigging in the construction industry.

This paper examines the perceptions of sustainability, which is conceptualised as cross-generational social preferences, on the formation of international environmental agreements (IEAs) in a two-stage game in two periods. There are two scenarios are considered: myopic and sustainable development scenarios. The myopic scenario assumes the decision makers only concern the present welfare. Whilst the scenario of sustainable development has two characters: cross-generational fairness and altruism. When both are taken into account, a coalition will be expanded. The numerical example indicates that the marginal cost of the total emissions is the crucial factor for the formation of IEAs. Only when the marginal cost is low, a sustainable system can be succeeded. While, the technological advancement may lead to a more efficient production per unit of emissions, it also encourages countries to emit more in total and have a lower level of welfare. The results confirm the importance of sustainability to IEAs. The lesson learnt from this study is: when decision makers are myopic, the system is unsustainable even if an IEA is formed. Only when the perception of sustainability is considered, the system could be sustainable. Regardless of the existence of IEAs, international environmental conventions shall not neglect the fundamental goal to pursue sustainable development.

The average number of counselors in Korea was large than those in Japan, but income of counselors was higher in Japan. Average numbers of counseling were large, the level of perception on the significance of counseling tasks was lower in Korea, but degree of job satisfaction was higher in Korea than their Japanese counterparts. Second, evaluation scores of Korean counselors were higher than those in their Japanese counterparts in the light of objectiveness and fairness of counseling. On the other hand, the degree of job satisfaction among counselors and their perceptions on the significance of counseling tasks affected the evaluation scores. In contrast, both degree of job satisfaction and hours of job-training education generated those impacts. finally, Korean counselors highly evaluated their agencies' counseling tasks than their Japanese counterparts. This study, expending the existing concept of hostile media perception to biased media perception, empirically examined the effects of TV audience's political disposition(liberal, neutral, conservative) and broadcasting company's political disposition perceived by the audience(liberal, neutral, conservative) on evaluations of the broadcasting channel(interestedness, diversity, creativity, reliability, usefulness, fairness, public interest). With the nationwide online survey data from 624 adult audiences, a broadcasting company evaluated as the most neutral in political disposition at the moments of data gathering was selected and respondents' evaluations of the broadcasting channel were analyzed in a two-way factorial multiple analysis of covariance(MANCOVA). The results showed that the perceived political disposition of the broadcasting company affects audiences' evaluations of the channel while audiences' their own political dispositions do not. In addition, due to the interaction effects between audience's and broadcasting company's political dispositions, congruency in political dispositions led to positive evaluations(congenial media perceptions) while incongruency led to negative ones(hostile media perceptions). Based on these results, theoretical and empirical implications were discussed in terms of the formation of attitudes toward TV broadcasting channels.
