As we move from the industrial age to the information age, domestic industries are changing rapidly, and rural society is also laying the foundation to make use of information technologies. Through this kind of modernization, the size of agricultural facilities has been increasing on a significant scale. But, in reality, there are many difficulties in the maintenance of agricultural facilities in proportion to their growing number. Accordingly, this research aims to solve the fundamental problems that occur with agricultural facilities in the maintenance stage. In addition, it aims to provide information on how to maintain and manage facilities for farmers. The presentation of the maintenance information was conducted using a case-based reasoning method that solves current problems based on past cases. The tool of case-based reasoning was applied to define the establishment of the base for cases, characteristic variables and maintenance measures. The effectiveness of a CBR model was examined through the case study. The use of the case-based reasoning method is judged to be effective as a tool to support the decisions of farmers regarding maintenance. When the maintenance measures derived through the CBR model are offered to farmers, the fundamental problems of maintaining agricultural facilities will be solved, and the damage to such facilities minimized.

Uiryung Watershed area, located at the confluence of Nam River and Nagdong River has 9000 ha of agricultural land area and 3024 ha of paddy rice field have been reclaimed and managed by Korean Agricultural and Rural Infrastructure Corporation(KARICO) in the riparian area since 1954. In spite of irrigation and drainage improvement projects in last 3 decades since 1970, there are severe drought and innundation problems in the area. To improve the difficulties and efficient usage of irrigation water not only for agriculture but also for environmental conservation and cultural ceremony, Automatic Water management system has been installed supported by Ministry of Agriculture and Fishery in Korean Government. The control office in Uiryung Branch Office of KARICO, receive all the water management records from Remote Terminal Units in 7 reservoirs and 26 Pump stations to operate the decision supporting system of irrigation and drainage facility during cropping period. Since the completion of the water management system at the end of 2003, the electric cost decrease in 80 % than average years. In spite of decrease of two technical assistants since 2004, complains from farmers for the water management are very rare. The technological experience from the automatic water management system would contribute not only for the efficient water management of Uiryang area but also for the modernization of water management of other watershed areas in the future.
Purpose - The purpose of this research paper is twofold. First, this paper attempts to grasp the damage caused to small and medium-size retail traders from online wholesalers in the field. Second, this paper engages in a psychological characterization of the enterprise spirit and the management of small and medium-size entrepreneurs in the retail trade business that are harmed by online wholesalers. Research design, data, and methodology - Data on three large Korean wholesalers engaged in ongoing litigation during the first half of 2014, including E-Mart Traders E-Club, and regarding applications for business adjustments from three large wholesalers were used. Results - The results show that small and medium-size distribution merchants seek political support for facility modernization, policy-specific funds, development of the distribution of PB products, advanced distribution techniques, joint logistics systems, establishment of distribution and logistics centers, sharing of parking facilities, and joint ordering systems. Conclusions - This study examined the damage to, and the government's support of policy demands from, small retail traders.

Based on the results of the survey and analysis of this study, we suggested a plan to activate the use of Capital Area Public Charnel Facilities as follows. First, the elderly population in Korea increased from 11.9% in 2013 to 16.4% in 2020, and the number of deaths also increased from 266,257 in 2013 to 305,127 in 2020. The supply of Public Charnel Facilities should be expanded, reflecting the cremation demand in the future and condition for the supply and increasing demand of Public Charnel Facilities after cremation, due to an increase of 14.6%. Second, it is urgent to expand the supply because the available period of using Capital Area Public Charnel Facilities is a short period of at least one year up to five years. However, as it is difficult to build Public Charnel Facilities due to location conflicts with local residents, joint construction plans between local governments should be promoted along with renting Private Charnel Facilities. Third, the enshrinement number ratio of the Public Charnel Facilities to the total cremation number of Capital Area Public Cremation Facilities is 16.3%, which is low. Therefore, when building Public Charnel Facilities, improvement plans for the use of public funeral facilities, such as modernization and promotion of facility level, quality improvement of service level, and creation of a pleasant environment, should be actively promoted.
This study investigated the operation criteria of specialized complexes for horticultural production reflecting the farmers' preferences. First, the analysis of the communal activity included six factors: the group purchase of consumables for common activity, group purchase of the greenhouse apparatus, cooperative seed raising, use of a common air conditioning and heating system, cooperative shipping, and soil examination and certification system. The results of the Importance-Performance analysis can be summarized as follows. The factors requiring good management included the group purchase of consumables for common activity, group purchase of the greenhouse apparatus, and cooperative shipping. The factors with a lower priority included cooperative seed raising and the use of a common air conditioning and heating system. While the importance of the soil examination and certification system was low, the satisfaction was high, so this factor needs to be managed to avoid overkill. Second, the analysis of information exchange and education included six factors: production technique information, greenhouse facility management information, distribution-related information, production technique education, greenhouse facility management education, and distribution-related education. The results of the Importance-Performance analysis can be summarized as follows. The factor of production technique education was the most important determinant, plus the factors requiring good management included production technique information, greenhouse facility management information, and distribution-related information. The factors with a lower priority included greenhouse facility management education and distribution-related education. Therefore, to enhance productivity through facility modernization, the scaling up and creation of more specialized horticulture complexes are recommended as policy measures to gain export competitiveness. As the Korean government is expected to expand the scale of specialized horticulture complexes, the results of this paper can be widely utilized.

Old-age public libraries constructed in the 1970s and 1980s are exposed to safety problems and user complaints due to facility aging. For this reasons, demands and in-depth discussions for the remodeling of old public libraries are on the rise. The Korean Committee on Library and Information Policy has set this issue as a major initiative, and local governments are also interested in establishing an action plan. The purpose of this study is to analyze the feasibility for remodeling of 8 obsolete public libraries in Busan metropolitan city. In details, this study analyzes the libraries that need to be remodeled with the reasonable grounds, and suggests in what order and manner the remodeling should proceed. The data were collected from literature review, on site field survey, and questionnaire survey targeting librarians and library users. The final conclusions were verified through working-level meetings and experts' advise.
This thesis is a study on the change and the process of the development of the hygiene administration during the period of modernization of our nation which promoted by the open door policy of our country chiefly under the pressure of the foreign countries. During that period Korea had reorganized the old political system radically and introduced the western medical system. Through the close study of literature concerning the system of the hygiene administration, the laws of health and hygiene, the environmental sanitation organizations and their practical activities the author obtained the conclusions as following 1. The government passed around 40 laws of health and hygiene from the time when the bureau of hygiene was founded in 1894 to the annex of Korea to Japan. Most of the laws were believed to be established by the enforecement of Japanese government. When the epidemics were prevailing, a decree for the prevention of the epidemics was proclaimed by the Japanese president of the headquarters of national police. It is shown well that the sovereignty of Korea had been deprived. 2. After the armex of Korea to Japan, the hygiene police and the general police belonging to the bureau of national police shared the tasks of health and hygiene. This was a temporary system which had existed just during the colonial period. As for the water-supply which is the most important facility among the various environmental hygiene facilities, the rate of supply was remarkably high in Japanese rather than in Korean. 3. During the period of American military administration, it is notable that the division of hygiene in the bureau of national police was replaced by the bureau of hygiene. This period is regarded as the turning point when hygiene administration was operated by means of education along with the introuction of American system of public health. 4. Ever since the foundation of the republic government, the laws of health and hygiene which had been established during the colonial period have been put into operation without rriuch change except several regulations concerning food.

The purpose of the study is a theoretical and practical justification for building a mechanism for financing health facilities based on public-private partnerships from a pension fund in regions with environmental problems. The theoretical background is built on works of local and foreign authors on state and non-state pension provisions issues, pension funds' assets management. This study provides an analysis of the health status of the population of the Kyzylorda region; it analyzes also the worldwide and Kazakhstan practice of investing pension funds and implementing projects. There has been legislative and methodological framework for financing health projects based on public-private partnerships in Kazakhstan. The scientific methods considered in this study made it possible to develop a mechanism for financial support for the modernization of a healthcare facility using the budget of pension funds. The authors point out possible risks in the implementation of projects in the field of healthcare and make recommendations on the construction a mechanism for financing healthcare facilities in the regions of Kazakhstan with environmental problems. In addition, they underline the key insights of the analysis, which are requisites for identifying the profitability of project for business and social effects for the public. Factors influencing efficacy, effect and implementation risks identified.
In the modernization process of the city, urbanization raised a variety of social issues. Urbanization brought noticeable changes in dwelling patterns, such as drastic changes in the housing lifestyle, that revolved around the metropolitan areas of Seoul and Busan etc. before and after the expansion of economic growth. Especially in 1985, when 23.8% of the country's population was concentrated in Seoul, the imbalance of housing supply and demand caused a vast range of housing shortage. The shortage, that resulted from public sector mishandling of natural housing demand, lead to the occurrence of private sector rental housing. The occurrence of this abnormal rental housing supply, became a major cause of Korea's typical lease system called 'Co-dwelling', where the leaseholder and tenant physically lives in the same residence. The leaseholder and tenant's 'Co-dwelling' started from partial renting of traditional Korean-style housing and transformed with the transition of dwelling form and time. However, after 1985, legalization of multi-family housing, Korean rental housing started to be planned in the beginning of it's housing construction and to be produced as an independent space with separate circulation. Also in terms of facility, it changed from partial renting of a space within the residence to an assembly of small individual spaces. However, the background of this deep-rooted 'Co-dwelling' lease system, in different forms and periods of residence, is still based on the lack of public sector rental housing supply and private sector supply of rental space to utilize extra space, 'Jeonsei' payment.
As Korea has undergone rapid modernization, urbanization and industrialization, women's social participation has increased. Accordingly, child care facilities have shown continuous growth in numbers. However, according to research, child care facilities in Korea lag behind those in other nations in terms of quality. Given that, it seem urgent to enhance the quality of child care facilities and improve their indoor environment. Above all, overall atmosphere, colors and finishing materials are connected directly with educational effects as well as feelings and health of facility users. This study assesses the current state of child care facilities and preferences by focusing primarily on interior atmosphere, materials and colors. For This Study, 7 facilities were surveyed, and 46 subjects were participated for this study. The findings suggest that "pretty" style is preferred to "natural" style. As regards flooring material, wood floor is preferred. It is recommended to lay pastel colored carpet or PVC flooring material to the wood floor. As for wall, it is desirable to divide the wall spaces by adding wood and painting to simple wallpapers. In case of the ceiling noise absorptive material is recommended to use instead of wallpapers. For the doors, it is desirable to use contrasting materials and colors given accessibility for children. In the meantime, rather than strong primary colors, soft color or pastel colors are desirable for furniture. This study has limitations because of insufficiency of case study samples. However, it is significant in that the study results may be used as primary source of information to improve the environment of child care facilities.
