서울 저층주거 밀집지역 공공생활지원시설 설정방향에 관한 연구 (A Study to Set up Guideline for Public Facilities as Infrastructure of Low-rise Residential Community in Seoul)

  • Low-rise residential community is the most popular type (51%) of residential neighborhoods in Seoul. Currently, there is a shortage of public facilities needed for living conditions and the quality of life in low-rise residential areas. This study defines 'public facility' as infrastructure to improve the living environment and used by residents jointly in low-rise residential areas. In this regard, this study analyzes current legal and institutional standards, latest trends in public facility of apartments, and residents' demand and satisfaction level in order to find out the criteria for installation of priority public facilities. As a result, the essential facility basically conforms to the number of household which is the standard of the facility supply in apartment. However, considering the limitations on the accessibility due to low density, it should consider two standards at the same time: the number of household and distance (radius of neighborhood). In conclusion, it is necessary to install legally prescribed facilities according to the number of household and distance: 500 households facilities in 250m radius neighborhood and 1,000 households facilities in 400m radius neighborhood. Also, considering the reality of low-rise residential area, it is necessary to integrate some facilities that can be functionally linked to improve level of utility and efficiency of operation and management. It is expected that the output of this study can be applied to institutionalize of the legal basis for the public facility of low-rise residential community.

한국과 독일의 분산식 빗물관리를 위한 제도 비교 연구 (Comparative Study of the System for Decentralized Rainwater Management in Korea and Germany)

  • This study begins by examining the reason for the lack of urban planning that takes the water cycle into consideration. While there are institutions that support environmentally friendly development or smooth water circulation, these designs are not reflected in planning nor in the real world. After reviewing foreign case studies, policy suggestions and possible policy implications for Korea are derived. In Korea, there is not a sufficient level of relevant laws or institutions systematically established to make it possible to deal with rainwater in a decentralized way. Instead, facility standards or guidelines are considered separately for the control of water and for preventing natural disasters. And even though an environmentally friendly approach is stipulated in relevant laws in terms of spatial planning, there are no planning systems or implementation tools to actualize this kind of approach. The factors that make decentralized rainwater management possible in urban planning are analyzed based on the case study of Germany. Germany requires developers to plan in order to achieve ecological urban development. In addition, as a detailed implementation tool to promote conservation of the water cycle, the law provides for various kinds of measures such as restrictions on the proportion of impervious surface area according to the use of the land, required compensation measures for environmental degradation following development, introduction of a fee for rainwater runoff and the establishment of ecological landscape planning. The actual reason these measures can be implemented however is the provision of planning guidelines and design criteria for rainwater utilization, absorption and containment, and the construction of a database for various environmental information.

한·일 국립대학 시설 기준 및 캠퍼스 면적 비교·분석 (A Comparison Analysis on the Facility Standards and Campus Sizes of the National Universities in Korea and Japan)

  • 본 연구는 우리나라와 교육제도적 측면에서 많은 유사성이 있으며, 대학입학자원 감소라는 문제를 한국보다 먼저 맞이하여 대응하고 있는 일본과 한국의 국립대학교 시설기준 및 국가수준의 대학시설 관련 정책, 실제 대학 캠퍼스 사례를 조사, 분석하였다. 이를 통해 대학시설에 대한 양국의 국가 차원의 접근방식과 기본 철학의 차이점을 살펴보고, 향후 대학 캠퍼스 계획 수립 시 주요 계획요소 및 개선방향을 파악하고자 하였다. 연구 결과는 다음과 같다. 첫째, 한국은 주요 현안이나 이슈를 중심으로 한 개별 프로젝트별로 대학시설 관련 정책을 추진하는 경향이 있는 반면 일본은 5년마다 국립대학시설 관련 정비계획을 수립하여 종합적이고 중장기적인 계획에 따라 국립대학시설 정책을 추진하는 것으로 나타났다. 둘째, 사례조사를 통해 본 양국의 대학시설 면적의 경우, 일본의 사례조사 대학의 평균 대학시설 면적이 한국의 사례조사 대학의 평균 대학시설 면적에 비해 약 5.6%, 일본의 학생 1인당 대학시설 면적이 한국보다 약 13% 넓은 것으로 나타났다. 일본 대학시설의 전체 연면적도 한국보다 20.7% 정도 크고, 일본의 학생 1인당 대학시설 면적이 한국보다 56.7%가량 넓은 것으로 조사되었다. 반면, 지원시설 중 기숙사의 경우 한국의 기숙사 전체 층 면적이 일본보다 2.5배 넓었고, 기숙사 수용률은 한국이 일본보다 5.6% 높은 특징을 보였다. 셋째, 두 나라의 대학시설 기준 항목과 제도는 비슷하지만 학생정원 산정 방법, 계열구분, 교사 및 교지면적 산정 방식 등은 두 나라 간에 차이가 있는 것으로 나타났다.

국립공원 집단시설지구 자연경관관리를 위한 층고규제 합리화 방안 (A Study Identifying Improved Building Height Regulations for Managing Natural Landscape in Collective Facility Districts in and around National Parks)

  • 본 연구는 국립공원 내부 혹은 경계에 연접하고 있는 집단시설지구 내의 건축물 층고 규제 기준을 정량화 된 합리적 높이 기준으로 개선하는데 목표를 두고 진행되었다. 전국 국립공원의 집단시설지구 건축물의 높이를 시뮬레이션함으로써 주요 조망점으로부터 건축물 상단을 지나는 조망선이 배후산지의 몇 부 능선까지 도달하는지를 분석하는 과정을 거쳤다. 분석 결과로 내륙의 산악형 국립공원 내부 혹은 경계에 입지하는 시설지구와 배후 산지가 있는 해안형 국립공원내의 시설지구의 경우, 3부 능선 보전을 목표로 하게 될 때 최대 허용 건축물 높이를 8.82m로 산정하는 것이 합리적이라는 결론을 얻을 수 있었다. 층수로 환산하면 3~3.5층 정도라고 할 수 있다. 이는 건축물 최대 허용 높이를 규정하는 것으로 랏지, 코티지 등을 제외한 호텔 등의 숙박시설에 적용하는 것이 바람직할 것으로 사료된다. 다만 해안해상형 중에서 배후 산지가 존재하지 않는 경우는 별도의 기준을 적용할 필요가 있다. 모든 집단시설지구에 동등한 일률적 기준을 적용하게 되면 지역 특성을 고려한 경관관리가 어렵다는 점과 조망점의 위치, 조망점 선정방법의 차이, 조망각도 차이 등의 변수에 따라 기준 적용 편차가 있을 수 있음을 고려하여야 한다. 향후 높이규정과 함께 각 지구별 경관계획에 의해 해당 지구의 자연환경에 적합한 차별화된 경관관리 전략이 필요하다.

한국과 일본 녹지체계의 발전 특성에 대한 연구 (A Comparative Study on the Development Characteristic of Parks and Green Systems between Korea and Japan)

  • Japan has been tried to integrate Western planning theories into its parks and green systems in the past. However this effect has been regarded unsuccessful. One of reasons for this is that the green systems have been treated as an urban facility, instead as systems. Another reason has to deal with greenbelt's stationary and reservation characteristics that make difficulty to respond timely to the rapid urbanization. The parks and green systems in Korea was introduced in 1990 and began to be promoted fully with the 'Parte and Green Master Plan' established in 2005. However, due to its short history, incomplete aspects exist in its philosophy and methods for promoting the system. Based on these experiences, the current green zone plans in Japan considers the green structure as an independent institution and amenity plan, not a tool of urban planning, that can be a medium for realization of urban visions. And main characteristics of this approach are 1) classifying the green structure into four categories in order to respond to urban forms and purposes, 2) pursuing confirmity with urban planning, and 3) executing the landscape plan based upon core green areas. From reviews upon experiences of Japan as well as considerations on demands and conditions of green systems in Korea, we proposed the following five new strategies for the construction of the urban parte and green system in Korea. They are 1) to develop urban parks and green systems into a genre of urban development improving the quality and local competitiveness of cities rather than a means of urban planning; 2) to form the integrated structure of urban green zones; 3) to transform the urban parte and green systems into practical systems as the centers of localities; 4) to raise criteria for planning and execution plans for effective implementations of the urban parte and green systems, and 5) to provide specific guidelines for the construction of urban parks and green systems through organizing research groups or specialists.

농촌마을 유형에 따른 거주환경 분석과 만족도 연구 (An Analysis of Residential Environment and Satisfaction by Rural Area Types)

  • This study analyzed the types of Rural Villages, divided the areas with six criteria such as geographical environment and selected three target areas to observe them. Through these target areas, it attempted to analyze the difference and correlation of satisfaction with the residential environment depending on the characteristics of the Rural Village. In investigating and analyzing the satisfaction of the residents in the Rural Villages, it divided it into 'satisfaction with rural village life', 'satisfaction with housing' and 'satisfaction with village environment,' and compared and analyzed them with the physical environment of the Rural Village. Based on this, according to the type of local Rural Village, it analyzed with what part there were high relations with resident's satisfaction with the Rural Village. As a result, there was no significant difference between groups by the Rural villages, but residents were more satisfied with the natural environment of the village rather than individual housing. The analysis of the correlation between satisfaction with Rural villages and various factors, the more distance there is between the individual housing and the meeting facility, the lower their satisfaction with the Rural village became. In the future, when a community center or meeting facility is planned, it would heighten the resident's happiness when it is located at the physical center of the village rather than at the entrance of it.

학교시설의 장애물 없는 생활환경(BF) 인증기준 평가지표 개선방향에 관한 연구 - 우수시설학교를 대상으로 - (A Study on improving Direction of the Barrier-Free Certification Evaluation Item of School Facilities)

  • 본 연구는 학교시설의 장애물 없는 생활환경(BF)인증이 의무화됨에 따라 학교시설에 대한 장애물 없는 생활환경(BF)인증 평가지표에 대한 기초연구로, 장애물 없는 생활환경(BF)인증 평가지표를 바탕으로 학교시설의 편의시설 설치현황을 조사 및 분석하여 학교시설에 적합한 장애물 없는 생활환경(BF)인증 평가지표의 개선방향성을 모색하고자 하였다. 우수시설학교로 선정된 조사대상학교의 편의시설 중 매개시설, 내부시설의 현황과 장애물 없는 생활환경(BF)인증 평가지표를 비교분석한 결과, 배점획득항목에 따라 학교시설에 기 반영되어진 항목과 중 하위 배점 기준으로 최소로 반영되어지는 항목으로 분류될 수 있었으며, 기 반영되는 항목은 배점기준의 변별력이 다소 미흡하여 배점 기준 등의 개선이 필요하다. 누구나 이용하기 편리한 학교시설을 위해 중 하위 배점을 획득하는 항목에 대해 기준개선 및 배점 조정으로 질적 향상을 이끌어내야 한다.

교통시설 상호연관성 분석방법론 개발 (Development of the Analysis Methodology for Interrelationship between Transportation Facilities)

  • PURPOSES : Lots of criticism such as over/duplication investment, inconsistency of the policies among local governments and national plans etc. has been aroused due to the policy of supply-driven construction for transportation facilities. Recently, according to the environmental-friendly transportation policy, the investment of railroad has been expanded gradually, however the duplication with existing road facility makes it difficult to construct railroad. Thus it is necessary to evaluate the interrelationship between new project and existing facilities in the planning stage. However the method and the criteria for analyzing the duplication and over-investment of projects are not established in the manual, thus the feasibility of these projects are carried out from the economic point of view. METHODS: First, It reviewed about interrelationship criteria(domestic, overseas) and proposed implications and this study directions. Next, It developed the methods of evaluating independency, competitiveness and complementarity. RESULTS : In this study, the methods of evaluating independency, competitiveness and complementarity etc. are suggested to analyze the interrelationship between transportation facilities. The case study was carried out to examine the applicability of the methods. CONCLUSIONS: The methods raise rationality of decision-making compared to existing one. In the future, these methods are introduced into the manual of pre-feasibility study and feasibility study, more efficient decision-making and investment are expected.

대안교육 지역 특성화학교의 적정시설 모델개발을 위한 기초연구 (A Basic Study on the Optimum Facilities Criteria Modeling of Regional Specialized Schools for Alternative Education)

  • Educational environment that change rapidly, trial and error of system, breakdown of school environment by this and private education expense increase etc. are big social problem that we are facing present. Government is enforcing recognizing these problems and develops various program but the change and expansion of school facilities to achieve various program such as those are still unprepared. Now, important agenda that is lifelong education concept that is always can reeducate with social problem such as school leaving is come to the fore. So, specification high school for vocational education and alternative education cope in educational system and educational environment that is changed newly in existent school system. As the beginning step of the purpose of research, this study compares the attempt of school types and change of the school operation system for alternative education by between Korea and Japan and survey some regional cases. And the specification high school for alternative education which correspond to changed educational environment newly and architectural planning of educational facility that can activate those will be done. Also, this study aims that propose basic data that raise school facilities and educational environment by establishing guide line of optimum facilities for specification high school that wish to reorganize again or establish newly using existent school facilities and presents.

의료시설 사업계획서의 건축사업비 산정에 관한 연구 (A Study on the Calculation of Construction Project Cost of Healthcare Facility Business Plan)

  • Purpose: The purpose of this study is to provide an effective construction project cost estimation tool for preparing a business plan of healthcare facilities which can be practically used for development projects. Methods: In order to provide a tool for calculating construction project costs, this study analyzed the Building and Related Laws, the Building Technology Promotion Laws, the Ministry of Land, Infrastructure and Transport notifications and directives, the Ministry of Trade, Industry and Energy notifications, the detailed guidelines of the Ministry of Strategy and Finance, the Building Service Industry Promotion Acts, various certification standards, actual project budget calculation cases, etc. with advices from related experts. Results: 1) Construction cost is classified into construction costs, architectural design costs, supervision costs, incidental costs, and each sub-element. In particular, since there are many incidental cost items, essential items to be reviewed during planning are derived and costs are calculated according to appropriate consideration criteria. 2) Criteria for Payment calculation mainly applies the construction cost rate method or the actual cost fixed amount method in consideration of the characteristics and scope of work. Implications: There are many calculation factors that need to be applied to the construction project cost. Therefore, it is necessary to organize the calculation process more clearly.
