The Effect of the Performance of Firefighting Construction Supervision Personnel on the Completion Inspection of Firefighting Facility Construction in Apartments (소방공사감리원의 업무수행능력이 아파트 소방시설공사의 완공검사에 미치는 영향)

  • In this study, results of completion inspection are investigated according to the performance of the firefighting construction supervision personnel and according to the necessity of clean air supply in a performance test of the firefighting construction supervision personnel. The results of the completion inspection are measured and the causes of defects in the fire protection facilities after issuance of a completion inspection certificate are analyzed. The findings of this investigation can be used to minimize the risk of apartment fires and improve the performance of firefighting construction supervision personnel. The results of this study are summarized as follows. First, the results of the completion inspection conducted by the firefighting construction supervision personnel varies according to particular occupation. The performance of fire facility supervisors from design companies and fire construction companies were significantly higher than the fire officers. Therefore, it is necessary to employ supervisors who have experience in supervising the construction of apartments, in order to improve the performance of fire construction supervision officers. Second, the analysis of the completion inspection results according to the necessity of a clean air supply for performance tests of firefighting construction supervision personnel showed that the necessity of a clean air supply was significantly higher for fire facility supervisors from design companies and fire construction companies than for the fire officers. In order to improve, the completion inspection should be carried out up until the completion date of the building. In addition, a system needs to be established to ensure that clients are not able to demand that a completion inspection certificate be issued on the construction completion date. Finally, it is found that defects of completion inspection after issuance of a completion inspection certificate affects the result of the completion inspection. The results of the completion inspections conducted by the fire facility supervisors from design companies and fire construction companies were affected significantly less by defects than that of the general contractors. Research shows that faults have occured in firefighting facilities after the issuance of a completion inspection certificate due to the client and the construction company demanding the issuance of the completion inspection certificate.

  • Recently, the demand for mobile system is growing owing to the spread of smart phones to enable the real-time business process. This paper proposes the real-time facility maintenance management system using an android-based mobile application to apply to the facility defect/maintenance field for the apartment building complex. The proposed system model aims to develop the comprehensive management system to integrate the web and mobile system to lead to the realization of mobile office. The security measures required in the mobile system are technically analyzed and implemented on the system.

  • Recently, the demand for mobile systems is remarkably growing due to the explosive spread of smart phones. The mobile system based on the smart phones enables the real time communication and business process by utilizing the on-line information on the spot anytime and anywhere. This paper proposes a development model to use android-based mobile applications to be applicable to the facility defect maintenance management in apartment buildings. The proposed methodology aims to implement an incorporated system to bind the web-based system and the mobile system in systematic interaction in order to feasibly realize the concept of mobile office.

  • An efficient cost management is important for the domestic social overhead capital(SOC) based on a long lifecycle after 30 years since completion. Maintenance in South Korea have had the restrictions of consistency and suitability of decision-making by the establishment of a budget plan based on the company estimate and repair and reinforcement methods determined by the inspection and diagnosis engineers' subjective determination for each facility. To resolve this issue, the Korea Institute of Civil Engineering and Building Technology is currently in development of a methodology to propose an optimum maintenance method according to the damage of components by artificial intelligence. This study has deduced the primary factors by analyzing information generated during bridge maintenance and management as a prior step for the development of technologies, and conducted a preliminary analysis to select the optimum artificial intelligence technology.

Legal Violation of The Chemical Substances Control Act by Hazardous Chemical Business Operators in Ulsan Industrial Areas (울산지역 유해화학물질 영업자의 화학물질관리법 위반 현황과 내용)

  • Objectives: Business operators handling hazardous chemicals regulated under the Chemical Substances Control Act (CSCA) must receive permits to operate their business from the Ministry of Environment. This study analyzed the status of recent legal violation in chemical handling workplaces in Ulsan where a large volume of chemicals is handled for industrial use. Methods: A total of 557 corporations have been granted legal status as business operators in Ulsan. For all business operators, legal violations in regard to the CSCA that were discovered by the environmental office in the last five years (2018~2022) were thoroughly analyzed. Results: A total of 225 violations of the CSCA have been discovered at 165 corporations, with the violation rate accounting for approximately 27% of all business operators. In particular, 22% of the 165 violators (36 corporations) were discovered to have violated twice or more, and some business operators (6%) even violated in consecutive years. Non-compliance of facility inspection was the most frequent violation (45 cases, 20.1%), followed by non-reporting of important changes in the permitted matters (23 cases, 10.3%), non-completion of legal safety education (19 cases, 8.5%), failure to secure permission for modification in the permitted matters (18 cases, 8.0%), and failure to submit chemical transport plans (16 cases, 7.1%). Conclusions: Most of the violations could have been prevented if the field personnel had paid sufficient attention. Thus, it is fundamentally necessary to create an environment for spontaneous safety management for themselves and to strengthen individual capabilities.

The Relationship between the Characteristics of Naturalized Plant and Working Type on Major Forest Restoration Sites (주요 산림복원사업지 내 귀화식물의 특성과 공종 간 영향 관계)

  • This study was designed to identify the actual state of naturalized plants and invasive alien species that cause disturbances to the ecosystem, plants which are introduced after forest restoration, and explore the implications resulting from the project. Onsite examination included 29 sites which have been subjected to forest restoration by the Korea Forest Service. Once these were chosen, activity took place twice a year in the spring (May-June) and in the summer (August-September) in 2020 and 2021. Areas not relevant to the project sites were excluded from this activity so that we could identify the plants that could be understood to have been introduced or brought into the site after the actual forest restoration. And the correlation was analyzed, between the naturalized flora within the project sites and the working types applied to the site through confirmation of completion of the restoration project. The naturalized plants appearing on the entire site cover a total of 109 taxa, which includes 29 families, 80 genera, 108 species and 1 subspecies, while invasive plants included 3 families, 7 genera and 8 species. The number of classifications and the naturalization rate gradually decreased over time, after the project. While there was no significant difference between the number of classification groups and the naturalization rate for naturalized plants between project sites, given the number of taxa of naturalized plants, organized by type of damage, there were relatively more naturalized plants that appeared in the severed section of the Baekdudaegan Mountain Range, as well as at quarry and facility sites. Seeding apparently results in naturalization rates as high as 15.545%, on average, based on comparisons of naturalization rates by sowing, seeding, planting, herb planting, and sod pitching channels, all of these being methods of vegetation for planting/greening of bareland and slopes within the project areas. With no seeding, it was 9.167%, higher than the average. As for other vegetation, there was no significant difference depending on application of the working type. This means that unlike the plants subjected to planting, the working type of seed planting which makes it difficult to identify whether a certain plant is a naturalized plant greatly affects the introduction of naturalized plants to the restoration sites, even when using herb planting and sod pitching to control plants and results. Therefore the study suggests that there be inspection by experts of seeds when sowing within restoration sites. The results of this study suggest good practices that will help to direct effective vegetation restoration and follow-up management.
