As our society is becoming an aging society, there is an increasing number of the elderly. Recently, mobility handicapped like the elderly and the disable take part in many social activities. It is required public transportation systems for them. Already, the traffic policy for mobility handicapped including pregnant woman and child, has been established in many cities. Particularly, the convenience of mobility for the handicapped in the urban rail stations is depend on a pedestrian facilities like escalators and elevators. The pedestrian facilities have been built in urban rail stations without rules for mobility handicapped. To make the more convenient and more safe stations, the more study about mobility handicapped and non-mobility handicapped is needed. This paper preferentially discusses the pedestrian facilities with other convenience facilities in urban rail stations. This paper explains also their preference, relative satisfaction and importance for the convenience facilities including the a pedestrian facilities in urban rail stations and makes clear the difference between both groups.

The purpose of this study is to minimize physical obstacles for handicapped students in university dormitories. To carry out this study, we have surveyed 10 Universities in Korea. First we have studied the law and the theory of architectural planning and design guides those are related with handicapped people. And it was surveyed the existing state of the dormitories facilities and made a checklist. And the satisfaction about the facilities was questioned to the handicapped students who used those buildings. It is concluded that most of the universities which we have surveyed were equipped with good facilities for the general students but don't have regards for handicapped people at that time. As the result of the rate of the satisfaction, they are satisfied those facilities generally. As you can see the result of this research, the facilities in University are not very good for handicapped people in many points. So that kind of many facilities must be taken into consideration for handicapped people in the stage of architectural programming in the process of designing the dormitory building.

Many university campus facilities are recently remodeled to provide the substantial learning rights of handicapped students to embody the dignity and value as man by many campus authorities. This study aims to identify the interior public spaces between entrances and class rooms for handicapped students of S and D campuses. The summaries of this research are as follows. $\bullet$Since S campus was built long years ago before the related law for the handicapped person enacted, it was thought that the campus master plan to consider handicapped students' activations must be established and the campus educational facilities was remodelled by campus master plan. $\bullet$Since D campus was built lately after the related law for them enacted, it was thought that the officer who is responsible for campus facilities for handicapped students put in order it by repair plan every year. By remodelling every year steadily according to each campus master plan, all handicapped students must be guaranteed the same learning rights as normal men to remove obstacles as the upper mentioned imperfections in using exterior campus facilities.

The purpose of this study is to minimize physical obstacles, to propose how we can improve them, and to get the basic information to establish the welfare policy for handicapped students in the university dormitory by studying and analyzing actual conditions of existing facilities and its improving transition which provide most important living accommodation to university students. To carry out this study, they have been surveyed 10 Universities in Korea as a case study which 1 university in Seoul & Kyunggi province, 2 universities in Chungchung province, 5 universities in Jeolla province and 2 universities in Kyungsang province. And they have been studied in relation to the law, theory of the architectural planning & design, and general consideration about handicapped people. As a result the checklist about the facilities was made. The term of survey was in August 2001 and in September 2004. It is concluded that most of universities which have been surveyed were equipped with good facilities for general students without regards for handicapped people at that time. As you can see the result of this research, the facilities of boarding house for handicapped people are very scanty in many universities. So they must be required facilities for handicapped people in the stage of architectural programming, the process of designing the dormitory facility.

The handicapped as a member of a society should possess the same opportunity of a perfect participation in public affairs and an equal opportunity in parity of treatment. All sorts of physical and social barriers surrounding the handicapped who can not having a impairment and disability give a less chance to have a share in their society. Therefore, this discrimination barriers must be phased off not only by handicapped but also by normal social members so as to perfect and free access to movement, all of social institution and social activities. Therefor, this paper provides a basic data which conducts investigation and analysis on the outdoor access environment for the handicapped's easy access to public building or facilities. It would be most import rules to make a decision between improvement rate and object for public building or public facilities.

The purpose of this study was analyzing with present conditions and content analysis of the parking area for the handicapped people. The researcher investigate to that establishment ratio, accessibility, the induction and guidance, and safe walking passage security, and proper space of the parking area for the handicapped people was established by lawfully. The results as follows. In spite of the regulation established by law, regulations was not established 40% on region government. The parking area for the handicapped people established Properly consider to the accessibility. But the size and height of the stand-up guide plate of the induction and guidance which corresponds in legal establishment standard of the handicapped people. then this research analyzes problems and suggests alternatives of the facilities.

The mobility and accessibility enhancement is gradually becoming a global interest due to the growth in the aging population and concerns about people with disabilities. The main purpose of this study is to know the current situation in barrier-free level in railroad facilities in order to allow the mobility handicapped to travel in a safe and convenient manner. The research has started with investigating current situation for the mobility handicapped people and explores the needs of barrier-free facilities. 84 domestic railroad facilities were evaluated based on assessment tool developed from the mobility handicapped act. As a result, the fact that the mobility handicapped experienced limited accessibility due to various types of obstacles in the facilities was discovered. Based on the evaluation, obstacles in the facilities were analyzed and categorized by specific dimensions, users' accessibility, mobility, usability, and clarity (way-finding). This study suggests barrier-free design for passenger facilities focused on train station. Because mobility and accessibility are emphasized in current society, improvement of the mobility handicapped' movement should be considered. Barrier-free design for passenger facilities should be realized throughout comprehending the reasons why these obstacles occur in the facilities not using installation convenience facilities. This study has meaning in finding out the obstacles in each cause of occurrence(accessibility, mobility, usability, and clarity (way-finding)).

The disabled peoples increase in number by disasters from the industrialization and urbanization. The physically handicapped people experience many difficulties in using the facilities in the public buildings. So, this survey proposed the necessary conditions for the handicapped peoples to use without any trouble in public buildings. The objects of investigation were public buildings, village offices, a public library, synthesis hospitals banks, an express bus station, a wedding building, a railroad station etc.. Conclusions were as follow \circled1 The most of buildings were established access road in regulations but parking area was established inappropriately in regulations \circled2 The most of convenience facilities were concentrated on first floor but were established barely in more than second floor. \circled3 The most of convenient facilities were established in appropriately in regulations. \circled4 The other convenient facilities(reception desk, ticket agency, work desk etc.) were not established nearly in the buildings of investigation.

The student hall and its convenient facilities are hot-core space for various student activities in university campus. It has been for most of the student a place of sweet memories and romance imprinted by a positive image of a cozy atmosphere of unique eating establishments or student hectic activities that used to take place. However, it is questionable whether that facilities are open for all of the students and other users including the handicapped. Therefore, the purpose of this study is to evaluate student convenient facilities and to provide an improvement guideline for the wellbeing of students and other users, based on universal design concept. For that purpose, eight universities were selected for an investigation and 81 survey items were developed based on universal design concept; supportive, adaptable, accessible, and safety-oriented design. The analysis found that accessibility to main entry areas, main entry doors, stairs, and handicapped parking were positively evaluated, while information system for handicapped, handicapped public bath, and corridors lacked some notion of supportive and accessible design. Finally the study suggested some useful planning and design guidelines for an extensive and precise application of universal design concept.

장애인 편의시설에 관한 본격적인 관심은 1988년 서울 장애인올림픽대회를 계기로 장애인의 물리적 환경개선에 대한 욕구가 높아지고 장애인복지법이 전면 개정되어 편의시설 설치조항이 구체화된 1990년도 초부터라고 할 수 있다. 그러나, 최근 들어 서구의 유니버설 디자인개념의 확산과 함께 장애인 편의시설의 설치방향에 대한 새로운 개념정립이 필요하다는 목소리가 높아졌다. 즉, 장애인을 독립적인 주제로 다루는 물리적 환경은 그들의 요구를 만족시키기보다는 오히려 비장애인으로부터 격리시키게 되고 그들의 차별감을 가중시키는 결과를 낳았으며, 장애인 편의시설은 장애인전용 보다는 장애인을 포함한 모든 사람들에게 접근의 자유를 보장한다는 원칙에서 출발하여야 한다는 것이다. 최근 제정 시행되고 있는 '장애인 노인 임산부 등의 편의증진 보장에 관한 법률(1998)'은 이러한 움직임을 반영하기 위하여, 적용 대상을 장애인뿐만 아니라 노인, 임산부 등으로 확대하였고 장애인들도 비장애인들이 이용하는 시설과 설비를 안전하고 편리하며 동등하게 이용하도록 하여 이들의 사회참여를 증진시켜야 함을 명확히 밝히고 있다. 또한, 장애인들이 다양한 유형의 차별에 대해 직접 상담을 의뢰, 당사자들의 권리의식이 높아지는 등 당사자들의 적극적인 참여가 높아지고 있는 것으로 나타났다. 그러나, 편의시설의 설치수가 급속히 증대됨에도 불구하고 대부분의 편의시설이 양적 및 질적으로 기본적 수준을 갖추고 있지 못해, 장애인들의 일상생활의 생활반경을 축소시키며 그들의 사회활동을 저해하는 요인으로 작용하고 있다. 또한, 우리나라의 공공건물을 볼 때 장애인 노인 임산부 등에 활동에 시설적 부적절함이 현실이다. 따라서, 본 연구는 공공건물 이용 시 발생되는 시설적 부적절함을 조사할 수 있는 실태조사리스트를 개발하여 시설 특성에 대한 개선요구를 체계적이고 심층적으로 파악함으로써 공공건물 편의시설 관리기준 방향들을 제시하고자 한다.
