  • Facilities Sharing is defined as the access providers who is holding the telecommunications facilities rent their facilities to the access seekers who is not holding them to promote the fair competition among carriers in a narrow sense and to avoid the duplication of investment in a broad sense. MIC, the regulator in Korea, has revised the current policy of facilities access toward mandatory system. The purpose of this paper is to review the pricing principle of facilities sharing in major countries and to discuss the implications of this case study.

Solving Facility Rearrangement Problem Using a Genetic Algorithm and a Heuristic Local Search

  • In this paper, a procedure using a genetic algorithm (GA) and a heuristic local search (HLS) is proposed for solving facility rearrangement problem (FRP). FRP is a decision problem for stopping/running of facilities and integration of stopped facilities to running facilities to maximize the production capacity of running facilities under the cost constraint. FRP is formulated as an integer programming model for maximizing the total production capacity under the constraint of the total facility operating cost. In the cases of 90 percent of cost constraint and more than 20 facilities, the previous solving method was not effective. To find effective alternatives, this solving procedure using a GA and a HLS is developed. Stopping/running of facilities are searched by GA. The shifting the production operation of stopped facilities into running facilities is searched by HLS, and this local search is executed for one individual in this GA procedure. The effectiveness of the proposed procedure using a GA and HLS is demonstrated by numerical experiment.

  • Jedoguk and Jaesiljaesanjeongriguk were the offices related to the reorganization of the royal finance during the Residency-General period and surveyed royal facilities. Jedoguk surveyed palaces, offices and royal ritual facilities in the manner of traditional survey. However, Jaesiljaesajeongriguk which is the successor office to Jedoguk surveyed royal facilities using the modern surveying techniques and figured out the value of royal facilities. In 1908, most of the royal facilities were nationalized and were managed as government property by Takjibu. These nationalized royal facilities were used new modern facilities under the rule of Japanese.

  • The aims of this study are proposal for architectural design guidelines and reviewing the remodeling tendencies in the campus facilities. To achieve these purposes, the architectural remodeling characteristics of 23 campus facilities have been investigated, and the technical construction methods were also analyzed for each one of these facilities. The results from this study are as follows : (1) The requests from the changes of academic plan and the degradation and obsolescence are highly occupied the causes of architectural remodeling in campus facilities. (2) In technical construction methods, the horizontal and vertical additions are effective in campus facilities remodeling. (3) According to the recent campus remodeling tendencies, the campus facility remodeling plan and schedule should be included in campus facility master plan.

  • An architectural practice cannot help involving a social art as its own concept. Especially the school facilities are subjected to the influence of not only the educational needs and the national curriculum, but also the sociocultural context with the change of the times. This study aims to explore the commonality of school facilities and give a theoretic background to the private-public partnership for building new schools and renovating old school buildings. After it studies about the relationship between the roles of school and community, it classifies' the commonality of school facilities' into 4 categories the educational commonality, school as the public good, the esthetic functions to society and the social role as community center. Finally, this paper proposes some methods for improving the commonality of school facilities.

  • This study has the purpose to reveal the differences of residents' using behaviors and patterns of living facilities at new 3 residential areas in the middle-sized city. The 3 residential areas had differentiated development concepts; (1) residential area in the downtown, (2) government-residence compound area in the downtown, and (3) industry-residence compound area in the outskirts. Followings are the results of the study. 1) The shopping facilities, banking facilities, public open facilities with high using level are planned in proper places. 2) The using pattern of shopping facilities show a improper pattern. Therefore it is necessary to plan the shopping facilities to induce the resident to change the proper using pattern.

  • This study aims to indicate fundamental problems and also to supply basic data for the reasonable distribution of the educational facilities in an effort to build better educational environments by examining and analyzing their changing process in primary and secondary schools in accordance with the changes in school year system in the period between 1900 to 1993. The following conclusion can be drawn : a. Separation of Middle and high schools due to the change of the school year system in 1951 into 6 - 3 - 3 - 4, has had great influence upon the arrangement of the educational facilities. b. Educational facilities in primary and secondary school are expanding, but they do not meet the criterion on an appropriate scale. Especially educational facilities of high schools need to be extended.

  • The purpose of this study was to make a survey of the operation of childcare facilities in rural regions through in-depth interviews with 5 facility principals. Owing to regional disadvantages, rural childcare facilities have many problems as follows: uneven distribution of facilities, shortage of teachers, financial difficulties, unsuitable programs for rural regions, insufficient reeducation of principals and teachers, and poor operations and accessibility for handicapped or very young children. The principals proposed that many conditions might be made better as follows: evenly distributing facilities in step with needs and supply, raising the salary of teachers of rural facilities, supporting the facilities themselves side by side with supporting children, improving 'childcare fee supporting system' of the Ministry of Agriculture and Forestry, developing and spreading programs suitable for rural regions, and promoting the reeducation of principals and teachers through online programs.

  • In this research, safety requirements for guard rail, buffer stop, car stop scotch block, protection device, fire protection facilities, safety siding, escape facilities and inundation protection facilities are studied to establish a standard. First, various kinds of guard rails and their construction methods are investigated. Researches on the level difference of main track and guard rail, joint, length, and fastening force of guard rail are done. Second, the classification of buffer stop and car stop scotch block and its characteristics are examined, and the impact force, speed limit and capacity of buffer stop are summarized. Details of protection device, fire protection facilities, safety siding, escape facilities and inundation protection facilities are also investigated. From this fundamental research results, basic data on the safety facilities of railroad system are established.

  • In early 1970s, open education was introduced with drastically changing educational concept. Since then, open education has brought about new concept and variations in curriculum, schools have adopted open education since mid 1980s. Open education which has advanced in foreign countries, how-ever, do not fit to the Korean educational situation without some modification in educational facilities. This education in Korea faced and making some suggestions on educational facilities for the effective open ducation in Korea. After briefly reviewing the conceprs of open education. I introduced educational facilities for open education regarded as basic in advanced countries, then I analyzed through questionaire current status of educational facilities of 23 Korean schools which have adopted open education. Finally I made some suggestions to improve educational facilities for effective open education of Korea.
