Keeping A Community Sustainable: Development of Affordable Housing for the Elderly in Nonmetropolitan Areas

  • Affordable housing has been a critical issue in the face of global economy and notably formulated a crucial agenda of the housing policy. While each local government seriously considers many approaches to providing affordable housing, a unique and innovative way to address it at a community level is fully uncovered, particularly nonmetropolitan areas where resources for economic development are limited and vulnerable. The purpose of this study is to examine the mechanism of the provision of affordable housing for the elderly in nonmetropolitan areas. In doing so, this research investigates the housing development and delineates it as one viable solution that stimulates local communities. The affordable housing development, as a viable option to spur local development and vibrate community, is closely reviewed, and the factors to make it feasible are drawn. The findings indicate that it is widely recognized that keeping the elderly in the community positively contributes to maintaining a sustainable community. In fact, the idea of affordable housing development for middle-class elderly people is brought by one inspired long-time resident, and it is expedited by the consensus and cohesion of local community. The development stimulates local businesses in relation to housing, and all homes sold by the elderly moving in the new housing are available for young families. Also, the presence of affordable housing for the elderly who are able to independently live is extended to a picture of aging-in-place at a broader level.

  • As cities face increasing problems such as aging, environmental pollution and growth limits, we have been trying to incorporate sustainability into urban planning and related policies. However, it is very difficult to generate a 'sustainable spatial plans' because there are trade-offs among environmental, society, and economic values. This is a kind of non-linear problem, and has limitations to be solved by existing qualitative expert knowledge. Many researches from abroad have used the meta heuristic optimization algorithms such as Genetic Algorithms(GAs), Simulated Annealing(SA), Ant Colony Optimization(ACO) and so on to synthesize competing values in spaces. GAs is the most frequently applied theory and have been known to produce 'good-enough plans' in a reasonable time. Therefore we collected the research on 'spatial optimization model based GAs' and analyzed in terms of 'study area', 'optimization objective', 'fitness function', and 'effectiveness/efficiency'. We expect the results of this study can suggest that 'what problems the spatial optimization model can be applied to' and 'linkage possibility with existing planning methodology'.

  • In Korea has been supplied a large quantities of apartments since 1970s. The deteriorated middle-rise apartments of 1970s' have been rebuilt. It isn't lucrative to reconstruct the high-rise Apartment estates of the early 1990s' new towns in the capital area. Therefore the sustainable regeneration strategies of them have to be found. This research have been focused on the social and economical changes based on demography and the turning of technology and paradigm, the cities competitiveness compared with 2nd era new towns, physical deterioration of themselves. In these aspects, high-rise apartment estates in the 1st new towns face to 10 challenges such as an aging society, a multicultural society, U-city, an environmentally-friendly situation, the cities competitiveness of social, conomical and physical environment, the declining of estates, buildings and units. This study analyzed problems of 1st new town apartment estates and suggested regeneration tasks in accordence with those problems. The tasks are as follows. To accommodate the 1st new town apartment estates to social changes, they need to have a variety of community facilities and units, an opportunity of esidents participation. to establish a self-sufficient economy, a community usiness has to be vitalized and an ecological environment, an infrastructure of u-city and an improvement of physical environment obtained.

Robust Controls of a Galvanometer : A Feasibility Study

  • Optical scanning systems use glavanometers to point the laser beam to the desired position on the workpiece. The angular speed of a galvanometer is typically controlled using Proportional+Integral+Derivative(PID) control algorithms. However, natural variations in the dynamics of different galvanometers due to manufacturing, aging, and environmental factors(i.e., process uncertainty) impose a hard limit on the bandwidth of the galvanometer control system. In general, the control bandwidth translates directly into efficiency of the system response. Since the optical scanning system must have rapid response, the higher control bandwidth is required. Auto-tuning PID algorithms have been accepted in this area since they could overcome some of the problems related to process uncertainty. However, when the galvanometer is attached to a larger mechanical system, the combined dynamics often exhibit resonances. It is well understood that PId algorithms may not have the capacity to increase the control bandwidth in the face of such resonances. This paper compares the achieable performance and robustness of a galvanometer control system using a PID controller tuned by the Ziegler-Nichols method and a controller designed by the Quantitative Feedback Theory(QFT) method. The results clearly indicate that-in contrast to PID designs-QFT can deliver a single, fixed controller which will supply high bandwidth design even when the dynamics is uncertain and includes mechanical resonances.

Autophagy Is Pro-Senescence When Seen in Close-Up, but Anti-Senescence in Long-Shot

  • When mammalian cells and animals face a variety of internal or external stresses, they need to make homeostatic changes so as to cope with various stresses. To this end, mammalian cells are equipped with two critical stress responses, autophagy and cellular senescence. Autophagy and cellular senescence share a number of stimuli including telomere shortening, DNA damage, oncogenic stress and oxidative stress, suggesting their intimate relationship. Autophagy is originally thought to suppress cellular senescence by removing damaged macromolecules or organelles, yet recent studies also indicated that autophagy promotes cellular senescence by facilitating the synthesis of senescence-associated secretory proteins. These seemingly opposite roles of autophagy may reflect a complex picture of autophagic regulation on cellular senescence, including different types of autophagy or a unique spatiotemporal activation of autophagy. Thus, a better understanding of autophagy process will lead us to not only elucidate the conundrum how autophagy plays dual roles in the regulation of cellular senescence but also helps the development of new therapeutic strategies for many human diseases associated with cellular senescence. We address the pro-senescence and anti-senescence roles of autophagy while focusing on the potential mechanistic aspects of this complex relationship between autophagy and cellular senescence.

노인공동생활가정의 운영 실태 및 활성화 방안 (Elderly Group Homes in Korea - How They are Operated and What Needs to Be Done to Promote Them? -)

  • This study is aimed at identifying and evaluating the current operating model of elderly group homes in Korea, which were introduced with the amendment to the Welfare of the Aged Act in 2008, based on a survey of 25 managers of such homes. There are several key themes identified in the evaluation of their operation in terms of human resources, service, space and finance. The number of employees at the homes complied with the applicable law, with the majority having more employees than the minimum legal requirement for the care of residents. A wide variety of service programs were offered for residents. Typically located within detached houses purchased on the first floor, the homes varied in size from 73 square meters to 560 square meters, with each having a distinctly residence-like atmosphere. The greatest challenge such homes face was a shortage of financial resources. Many struggled to operate because they have no other source of revenue than payments from residents. Consequently, to help promote elderly group homes, there needs to be state-level support for the view that providing assistance for self-sufficient elders can save social costs in the long run by delaying their transition to a physical state requiring constant nursing.

  • We achieved both industrialization and democratization during the shortest period in the world. We also achieved good performance in national health insurance: universal coverage, solidarity in financing, equitable access of health care. However, national health insurance system has faced the problem of sustainability: various expenditure and financing problems. The problem of sustainablity has two facets of economic sustainability and fiscal sustainability. Economic sustainability refers to growth in health spending as a proportion of gross domestic product(GDP). Rapid increasing rate of health spending exceeds the growth rate of domestic product. Growth in health spending is more likely to threaten other areas of economic activity. Concern on fiscal sustainability relates to revenue and expenditure on health care. Health care financing face demographic and technical obstacles. Democratic obstacle is aging problem. Technical obstacle is collection of contribution. Expenditure of health care has various problems in benefit structure and efficiency of health care system. In this article, I suggest several policy reforms to enhance sustainability: generating additional revenue from value added tax, changing method of levying contribution, increasing efficiency of health care system by introducing the competition principle. restructuring of benefit scheme of health insurance. contracting with health care institutions to provide health care services.

New anti-wrinkle cosmetics

  • In the aged skin especially in the face and eyelid, deep and slight wrinkles are one of the remarkable phenomena of aging and the cause of wrinkle is various. Among the cause of wrinkles an oxidative stress plays an important roles in wrinkle formation process. It caused the lipid peroxidation of cell membrane, the increase of the MMPs(MatrixMetalloProteinase) gene expression and cellular DNA damage. These ROS induced materials may cause the degradation of collagen matrix system in the dermis and cause the formation of skin wrinkle. So, it is very important for protecting skin wrinkle formation to regulate ROS activity. In this study, we developed one active ingredient having multi functional activities such as activation of collagen synthesis, inhibition of MMPs activity, lipid peroxidation and free radical scavenging activity and inhibition of free radical induced DNA damage in vitro. Pericarpium castaneae extracts showed collagen synthesis increase in Normal Human Fibroblast and the inhibition of elastase activity (IC$\_$50/ of Elastase: 43.9$\mu\textrm{g}$/㎖). It showed also anti-oxidative activity (IC$\_$50/ : 48$\mu\textrm{g}$/㎖) and free radical scavenging activity(IC$\_$50/: 7.6$\mu\textrm{g}$/㎖). Conclusively, Pericarpium castaneae extracts may be used as an ingredient for new anti-wrinkle cosmetics.

Factors Influencing Post-Adoption Resistance to Self-Order Kiosks at Fast-Food Restaurants: A Focus on the New-Silver Generation

  • Due to the phenomenon of aging, a new consumer segment known as the "new-silver generation" is emerging. Unlike the previous silver generation, this generation possesses significant economic power and consuming willingness, attracting attention from consumer goods companies. However, both the new-silver generation and the elderly face challenges in adopting contactless or self-service technologies such as self-order kiosks, resulting in negative reactions. Therefore, this study aims to investigate the attitude and response of the newsilver generation towards kiosks, as well as the factors influencing their resistance to such technology. By applying theoretical perspectives from the innovation resistance model, technostress theory, and the value-based model, this study identifies influencing factors for innovation resistance among the new-silver generation when using contactless technologies implemented in fast-food restaurants. The findings indicate that a lower awareness of new technologies and services corresponds to decreased adoption resistance, while a higher perceived value leads to more positive behaviors and attitudes among the new-silver generation utilizing kiosks at fast-food restaurants.

Evaluating Staircase Safety Using BIM-based Virtual Simulation: Focusing on the Elderly in the Republic of Korea

  • As the population is aging, accidents involving elderly people are also increasing (2014:11,667 persons; 2018: 11,797 persons). In the case of the elderly population, falling accidents are the primary direct or indirect causes of death; in particular, they face an elevated risk of staircase falls. This study proposes a method of evaluating the safety of staircases using Building Information Modeling (BIM)-based virtual simulation. By making a virtual user with the behavioral characteristics of the elderly respond to a staircase in a BIM model, its safety performance can be evaluated. The evaluation criteria were derived from regulations, elements, and characteristics relevant to the safety of staircases. To validate the proposed method, safety evaluation tests were simulated on actual staircases. The evaluation result of the test simulation shows the safety scores of 1.97 points for the elderly user and 2.95 points for the average male adult user against a required safety score of a minimum of 2 points. That is, safety is relative to users as the safety of the same staircase can be different depending upon the different behavioral characteristics of users. The study suggests that the risk of staircase-related fall accidents to the elderly can be reduced by improving staircase designs through the proposed method.
