The frequency of major accidents which has probability of occurrence at the high pressure underground pipeline of industrial estate such an Ulsan, Yeo-ju by the other construction such as an excavation work will be compared to city gas underground pipeline to derive the basic event by the FTA and present. Also, Observe and analyze the pipe damage impact factor such as an excavation frequency, patrol cycle. As a result, It contributes to the safety improvement of high pressure gas buried pipeline due to obtain importance and sensitivity of the pipe damge impact factors.

Many countries in the world have regulated cross-border supply in basic telecommunications services based on GATS exception rule for telecommunications because of anti-competition behavior control, domestic consumer protection, tax levy, national security, etc. Korea partially regulates cross-border supply in telecommunications service through the WTO and the domestic law and regulation. However, WTO and FTA negotiations, cross-border supply regulation are strongly demanded to deregulation. Therefore, it is required to review the effectiveness of cross-border supply regulation to prepare the counter plan for that regulation. Thus, the major countries of the telecommunication services regulation regarding the cross-border supply are reviewed. In addition, it is retrieved some implications for Korean regulation policy by reviewing the actual regulation of many countries cases.

Gas safety devices are very effective to prevent catastrophic gas accident in domestic. The safety devices are included in domestic gas equipment such as extinguishing safety device and adapted at pipeline such as fuse cock, shut off device with gas alarm and so forth. In spite of using those safety devices, a few hundreds of gas accident was happened annually in residential house. In this study, we analysed systematically the domestic accidents which was happened in five years using fault tree analysis(FTA) method and analysed the effectiveness of individual safety device. And also, it was suggested that the rate of accident was decreased quantitatively by increasing safety device which is adapted in domestic. By analysis of 769 gas accidents in domestic, the order of effectiveness of safety device to prevent domestic gas accident was the multi-functional gas-safe-meter(micom-meter), fuse cock, gas leak alarm and CO alarm. If the above four kind of safety device are adapted to every house, about $59\%$ of accident will be reduced and the most of catastrophic gas accident will be Prevented in domestic.

Recently, Korean agriculture and rural areas face a huge crisis due to the change in the market environment of agricultural products under WTO and FTA. Thus, rural policy needs to break from the agriculture-centered sectoral perspective and to develop the various potentials in rural areas. The transformation of rural policy is also required from the aspect of increasing regional differentiation in rural areas. In this context, the paper aims to classify the regional types of rural areas and analyse their features in geographical location, population, farming, public finance and so an. The result of analysis shows that rural areas can be classified into 5, 9 or 15 regional types by stages. This implies that there is significant regional differentiation ill rural areas. However, there is regional polarization as much as differentiation in rural areas. In this point, rural policy should catch up regional polarization as well as diversity in rural areas.

하이브리드 굴삭기는 에너지 재생 및 연비향상을 위하여 기존의 유압부품들 중 일부를 전기부품으로 대체하여 시스템을 구성하고 있다. 따라서, 하이브리드 굴삭기의 신뢰성을 평가하고 보장하기 위해서는 기계적인 부하와 전기적인 부하가 복합적으로 영향을 미쳐 발생되는 고장모드를 고려하여 신뢰성평가기법을 개발하여야 한다. 특히 하이브리드 굴삭기는 가혹한 실외 환경조건에서 운용되므로 새롭게 개발되는 부품들에 대하여 설계 결함을 조기에 발견하기 위한 복합 내환경 시험과 초가속 수명시험이 수행되어야만 한다. 본 연구에서는 FMEA, FMECA, FTA 및 HALT 등의 다양한 신뢰성 기법을 사용하여 하이브리드 굴삭기의 신뢰성평가기법을 개발하였고, 개발대상 하이브리드 굴삭기의 주요 동력전달 파트인 선회구동 시스템에 대한 신뢰성평가장비를 개발하고 구축하였다. 본 연구에서 개발된 하이브리드 굴삭기 신뢰성평가기법은 하이브리드 자동차의 부품들에 대한 신뢰성평가에도 유용하게 사용될 수 있을 것으로 기대된다.

2007년초 공정거래위원회는 공정거래법 개정안을 입법예고하면서 동의명령제를 포함시켰으나 부처간 협의과정에서 동의명령제 도입 규정이 삭제된 바 있다. 그 이후 3월초 한국과 미국은 한미간의 자유무역협정(FTA)에 동의명령제를 포함시키기로 합의하였기 때문에 앞으로 이의 도입이 불가피하게 되었다. 동의명령제에 대해서는아직 그내용이 널리 알려져 있지 않아서 도입 필요성에 대해서도 이해가 넓지 않은 것 같다. 본 고에서는 동의명령제가 어떤 제도이며. 우리나라에서 왜 동의명령제의 도입이 필요한지를 살펴보겠다.

본고는 지난 3월 18일 오전 5시 KBS 1FM에 방송된 "농수산 정책진단"(중앙대 윤석원 교수 진행)을 기록 발췌한 것으로, 방송에 참여한 협회 이승호 협회장은 한미 FTA 협상의 추진상 문제점과 낙농산업의 피해규모 양상을 열거하고 왜 기본적으로 한미 TA를 반대할 수 밖에 없는지의 당위성을 밝히며 당장이라도 협상은 중단되어야 함을 역설할 바 있다. 특히 유제품 시장개방 확대 위기속에 우리 낙농산업의 안정을 위한 정책과제로 전국단일쿼터제 실시와 변칙적인 수입유제품의 수입을 억제하기 위한 HS code의 세분화, 구내 치즈산업의 육성을 위한 제도마련, 학교우유급식 확대를 위한 급식관련법안의 개정 등이 제시되었다.

The quantitative evaluation method of the safety management cost was suggested to prevent a gas accident as a major industrial accident. In a gas governor station, process risk assessments such as the fault tree analysis(FTA) and the consequence analysis were performed. Based on process risk assessments, potential accident costs were estimated and the cost-benefit analysis(CBA) was performed. From the cost-benefit analysis for five classification items of safety management cost, the order of the cost/benefit ratio was estimated.
