Energy policy is known to have higher path dependency among policy fields (Kuper and van Soest, 2003; OECD, 2012; Kikkawa, 2013) and is a critical component of the infrastructure development undertaken in the early stages of nation building. Actor roles, such as those played by interest groups, are firmly formed, making it unlikely that institutional change can be implemented. In resource-challenged Japan, energy policy is an especially critical policy area for the Japanese government. In comparing energy policy making in Japan and Germany, Japan’s policy community is relatively firm (Hartwig et al., 2015), and it is improbable that institutional change can occur. The Japanese government’s approach to energy policy has shifted incrementally in the past half century, with the most recent being the 2012 implementation of the “Feed-In Tariff Law” (Act on Special Measures Concerning Procurement of Renewable Electric Energy by Operators of Electric Utilities), which encourages new investment in renewable electricity generation and promotes the use of renewable energy. Yet, who were the actors involved and the factors that influenced the establishment of this new law? This study attempts to assess the factors associated with implementing the law as well as the roles of the relevant major actors. In answering this question, we focus on identifying the policy networks among government, political parties, and interest groups, which suggests that success in persuading key economic groups could be a factor in promoting the law. Our data is based on the “Global Environmental Policy Network Survey 2012-2013 (GEPON2)” which was conducted immediately after the March 11, 2011 Great East Japan Earthquake with respondents including political parties, the government, interest groups, and civil society organizations. Our results suggest that the Feed in Tariff (FIT) Law’s network structure is similar to the information network and support network, and that the actors at the center of the network support the FIT Law. The strength of our research lays in our focus on political networks and their contributing mechanism to the law’s implementation through analysis of the political process. From an academic perspective, identifying the key actors and factors may be significant in explaining institutional change in policy areas with high path dependency. Close examination of this issue also has implications for a society that can promote renewable and sustainable energy resources.
재생에너지 육성을 위한 각국의 정책적 개입이 강화되는 가운데 우리나라도 2002년 발전차액지원제도(FIT)를 도입하여 재생에너지에 육성을 직접적으로 지원하였으나 2012년 의무할당제(RPS)를 도입하여 발전차액지원제도를 대체하는 정책수단의 전환이 발생하였다. 이는 현재 우리나라에서만 발견되는 독특한 배경으로, 발전차액지원제도와 의무할당제의 비교를 다룬 기존 논의에서 나아가 정책수단 전환의 성과에 초점을 맞춘 새로운 답이 요구된다. 이에 본 연구에서는 의무할당제 전환이 이루어진 2012년 전후 정책 효율성의 변화를 자료포락분석(DEA)과 맘퀴스트 지수(Malmquist Index)를 사용하여 분석하였다. 그 결과 에너지원에 따라 의무할당제 전환 이후 정책효율성의 제고에 차이가 발생한 것을 알 수 있었다. 이는 재생에너지 사업자들이 기술력 또는 가격경쟁력이 확보된 에너지원에 대해서만 자발적으로 시장에 진입하였고, 이것이 의무할당제 전환 이후의 재생에너지 보급 성과가 특정 에너지원에 편중된 것으로 해석된다. 본 연구의 결과는 재생에너지 정책의 목표가 보급 확대와 성장동력화에 있음을 고려할 때 정책수단의 선택에 있어 기술, 시장 등을 고려한 다면적 분석이 필요하며, 이를 바탕으로 각 재생에너지원의 현황에 맞춘 다각화된 개입이 필요함을 시사한다.
정부는 신재생에너지 보급지원을 위해 2002년도부터 발전차액지원제도를 시행해 오고 있다. 본 연구에서는 발전차액지원제도와 관련된 에너지관리공단의 내부 자료를 이용하여 119개의 태양광발전사업의 실증평가를 시행하였다. 실증분석을 위해 단위투자비당 발전량을 지수화하고 투자비 대비 효율을 산출하였다. 또한 이 분석을 위해 일사량, 설비용량, 모듈 인버터 투자비 등을 고려하였다. 분석결과 투자대비 효율 산정결과에 일사량과 단위 설비용량당 모 듈 인버터 투자비의 영향이 크게 나타난 것으로 확인되었다. 단위 투자비당 발전량을 분석한 결과 전라도의 태양광발전소의 효율은 분석 대상인 24개 지역의 평균보다는 높으나 발전소별 편차가 높게 나타난다는 점은 향후 보급사업을 평가하는 경우 추가적으로 고려되어야 할 문제라고 판단된다. 기타 자료분석 결과에 따라 효율관리를 위한 대안을 제시하였다.
Korean government set the goal of 5.6% to use renewable energy in electricity generation by 2011 compared with the current use of 0.13%. To achieve this goal, an innovative plan for market competitiveness would be required in addition to the feed-in-tariff [FIT] which is carried out at present in Korea. As a countermeasure, Ministry of Commerce, Industry and Energy [MOCIE] has taken it into consideration to introduce a Renewable Portfolio Standard [RPS] that is a purchase obligation program as an alternative plan to the FIT. Furthermore, the active renewable energy market may result from and also reversely result in the aid of North Korea with renewable energy. In this paper, we review The RPS in several country cases. Plans, systems, markets and institutionalization for solving efficiency in the area of renewable energy are discussed.
본 논문은 효율적인 RPS 제도의 도입을 위해 현재 운영 중인 FIT 제도와 RPS 제도를 비교 분석하였다. 분석은 선형계획법을 이용하여 최소의 비용으로 신재생에너지 목표를 달성하는 발전원별 포트폴리오를 찾고, 이때의 최적 비용을 도출하여 비교한다. 비용은 신재생에너지 전력생산을 위한 건설 및 운영비용과 정부보조(FIT 제도) 또는 의무할당 전력회사의 부담(RPS 제도)으로 구성된다. FIT 모형은 전력의 시장가격 (SMP) 변화에 따라 최적해가 어떻게 달라지는지 민감도 분석을 하고, RPS 모형은 REC의 시장가격과 전력회사들의 인증서 구입비중에 따라 민감도 분석을 한다. 분석결과 RPS 제도는 FIT에 비해 비용이 많이 소요되고 특정 발전원에 집중되어 개발될 것으로 나타났다. 또한 전력생산자들은 의무이행을 위한 외부조달보다는 자체조달을 선호할 것으로 보인다. 이에 따라 태양광, 풍력과 같이 타 발전원에 비해 경쟁력이 부족한 에너지원의 개발수요를 창출하기 위해서는 기술개발과 함께 발전차액지원 등의 정부 지원정책이 병행되어야 할 것이다. 효과적인 RPS 제도의 도입을 위한 외부 조달 비율 가이드라인 제시는 국내 신재생에너지 기술개발 및 산업육성을 위해 필수적인 고려사항이 될 것이다. 국내 RPS 제도의 성공적인 도입을 위해서는 각 발전원별 특성과 경쟁력을 고려한 제도의 보완과 현행 FIT 제도와의 협력이 필요한 것으로 분석되었다.

RPS의 국내도입이 전력시장과 국민경제에 미치는 영향은 그리 크지 않으며 외부효과를 감하면 편익을 초래함. 또한 수요조사결과 RPS에 대한 선호도가 비교적 높게 나타나며 산$\cdot$ 재생에너지발전의 시장확대 수단으로 높은 점수를 매기고 있음 그러나 RPS의 기본설계를 신중히 가져가야 할 것이며, 법제도 정비에 임해서는 기존에 실시되고 있는 기준가격우선구매제도(발전차액보전)의 고려해야 함.
바이오매스는 풍부한 신재생에너지로 화석연료에 의한 온실가스 배출을 줄일 수 있는 자원으로 활용될 수 있다. 인도네시아에서는 경제성이 우수한 대량의 조림지 부산물과 팜 부산물이 발생된다. 일반적으로 바이오매스들은 낮은 열량 및 연소 효율에 의해 연료로서 사용하기 어려운 경우가 많다. 최근 이러한 바이오매스를 고품위 연료로 전환하는 반탄화 기술 개발이 활발하며, 유럽을 중심으로 다수의 생산 설비가 상용화되었다. 우리나라는 현재 ~ 2 million ton yr-1 이상의 혼소용 우드팰릿을 동남아시아에서 수입하고 있다. 하지만 반탄화 연료 시장은 아직 열리지 않았고, 추후 국내 기술 및 시장 환경 성숙에 따라 도입되리라 예상된다. 인도네시아 현지 혼소용 연료로서 반탄화된 조림지 부산물은 신재생에너지 확대 정책(feed-in-tariff, FIT) 하에서 경제성 확보 가능하다. 하지만 팜 부산물인 EFB (empty fruit bunch, EFB)를 혼소용 연료로 사용하기 위해서는 알카리 금속 제거에 따른 경제성 저하 극복 방안이 강구되어야 한다. ETS (emission trading system, ETS)와 CDM (clean development mechanism, CDM)제도의 지원을 받는 경우 EFB는 연료 민감성이 낮은 시멘트 소성로에서 기존 석탄을 대체할 수 있을 것으로 판단된다.
신재생에너지전력의 중심적인 보급정책으로서는 FIT제도와 RPS제도를 들 수 있다. 그런데 2008년 들어 한국 정부는 2012년부터는 기존의 FIT제도로부터 RPS를 중심으로 하는 제도로 이행할 것을 발표했다. 일본의 경험에서 RPS제도는 FIT제도에 비하여 특히 태양광발전 등 설비형 신재생에너지전력의 보급 확대 측면 에서 성과가 떨어지는 제도로 인식되고 있다. RPS제도로의 이행 철회가 불가능하다면 RPS도입 이후 몇 가지 문제점을 안고 있는 일본의 경우를 타산지석으로 삼아서 (1) 도입 의무량을 높게 설정하며, (2) 태양광이나 풍력 등 설비형 신재생에너지전력을 RPS제도로부터 분리하여 별도 지원책을 실시하거나, (3) RPS 할당량을 기술별 규모별로 가능한 한 세분화 및 차별화하는 등으로 동일 신재생에너지 발전기술 내의 경쟁 촉진을 유도하는 제도로 이행하는 방안을 마련해야 할 것이다. 아울러 신재생에너지 발전 지원을 위한 재원으로서 석유기반기금, 그리고 전력산업기반기금 등의 기존 에너지관련기금 재원의 일부로 구성되는 신재생에너지개발보급촉진기금(가칭)의 신설이나 독일처럼 차액 지원분을 전기요금으로 자동 전가하는 방식, 즉 전국민이 골고루 부담하는 방식을 검토해 볼 필요가 있다.

Korea has been at the forefront of green growth initiatives. In 2008, the government declared the new vision toward 'low-carbon society and green growth'. The government subsidies and Feed-in Tariff (FIT) increased domestic usage of solar power by supplying photovoltaic housing and photovoltaic generation systems. Since 2000, solar power industry has been the world's fastest growing source with the annual growth rate of 52.5%. Especially, BIPV(Building Integrated Photovoltaic) systems are capturing a growing portion of the renewable energy market due to several reasons. BIPV consists of photovoltaic cells and modules integrated into the building envelope such as a roof or facades. By avoiding the cost of conventional materials, the incremental cost of photovoltaics is reduced and its life-cycle cost is improved. When it comes to atypical building, numerous problems occur because PV modules are flat, stationary, and have its orientation determined by building surface. However, previous studies mainly focused on improving installations of solar PV technologies on ground and rooftop photovoltaic array and developing prediction model to estimate the amount of produced electricity. Consequently, this paper discusses the problem during a planning and design stage of BIPV systems and suggests the method to select optimal design of the systems by applying the national strategy and economic policies. Furthermore, the paper aims to develop BIM tool based on the engineering knowledge from experts in order for non-specialists to design photovoltaic generation systems easily.
