The final purpose of this study is to evaluate the seismic performance of unreinforced masonry (URM) building more accurately. For that, shear strength and hysteresis model considering failure mode of the URM wall were discussed. The shear strength of URM wall without openings could be calculated by determining on the minimum value between the rocking strength suggested by domestic research and the sliding strength suggested by FEMA. The wall having openings could be predicted properly by the FEMA method. And the nonlinear hysteresis models for flexural and shear behaviors considering failure mode were proposed. As the result of the nonlinear cyclic analysis that carried out using suggested models, these analysis models were proper to represent the seismic behavior of URM walls.

Most of the columns in centrally braced steel frame buildings are usually designed as the gravity columns to reduce connection cost. For a rational seismic performance evaluation of centrally braced steel frame buildings, it is important to properly incorporate in the analysis the P-${\Delta}$ effects arising from the gravity columns. An effective scheme for the P-${\Delta}$ effects modeling due to the gravity columns was illustrated based on the concept of fictitious leaning column. Seismic performance evaluation of inverted V braced steel frames with or without P-${\Delta}$ effects modeling was conducted by following the FEMA 273 NSP (Nonlinear Static Procedure). The problem in estimating dynamic P-${\Delta}$ modification factor (C3) in FEMA 273 was discussed. The results of this study indicated that the P-${\Delta}$ effects should be included in the seismic performance evaluation of centrally braced steel frames. This study also showed that the inverted V braced frames, retrofitted by applying the tie bars to redistribute the inelastic demand over the height of the building, exhibit significantly improved seismic performance.

Domestic steel moment resisting frames were designed in accordance with the former KBC2005 and the current KBC2009, and then their seismic performance was evaluated in accordance with FEMA355F by utilizing nonlinear dynamic analysis. The results from the procedure in FEMA355F were different with those from the capacity spectrum method utilizing nonlinear static push-over analysis. In particular, the domestic steel moment resisting frames have a weak panel zone, so their behavior can be estimated more precisely by nonlinear dynamic analysis. The domestic steel moment resisting frames satisfied the performance goal if located at a site class $S_B$ or $S_C$, regardless of the story number and the response modification factor. However, if they are located at a site class $S_D$ or $S_E$, performance goal satisfaction cannot be guaranteed. No matter what standard is used for the design, KBC2005 or KBC2009, the domestic steel moment resisting frames may possess satisfactory seismic performance if the site condition is relatively good.

The purpose of this study is to evaluate the seismic performance of the frame which is assumed to be used with Welded Unreinforced Flange-Bolted web (WUF-B) connections and detailed in compliance with FEMA 350 recommended seismic design criteria. In FEMA 350, these types of connections are only valid for Ordinary Moment-Resisting Steel Frames (OMRSFs). For this purpose, based on test results, we proposed an analytical model for the Post-Northridge WUF-B connections with different panel zone strength ratios. Using the connection model, SAC Phase II three and nine-story frames were modeled and analyzed. From a nonlinear static pushover analysis, ductility, maximum strength, and the maximum interstory drift ratio were investigated for buildings with Post-Northridge details. Moreover, the maximum interstory drift ratio of each performance level (IO and CP) was also investigated through Incremental Dynamic Analysis (IDA). Analytical results were compared with those of buildings with either Pre-Northridge connection or ductile connections with no fracture. The analytical results showed that buildings with Post-Northridge WUF-B connections provide superior strength and interstory drift ratio capacity than buildings with Pre-Northridge WUF-B connections.

In the construction of end-plate connections, the end-plate is welded to the end of the beam in a factory and fastened by bolts in the field. This connection is widely used in advanced countries such as European countries and the U.S. Its design and connection details are prescribed in Eurocode 3, AISC LRFD, and FEMA 350. In Korea, the standards for seismic design in KBC 2005 have been reinforced based on IBC 2000 in the U.S., and it is expected that the connection details in the U.S. will be adopted for the establishment of beam-to-column design standards. In the U.S. thick end-plates are used for the connections to prevent beam rupture. The use of the connections in Korea, however, may lead toover-design. In this experimental study, the design standards for the end-plate connections provided by FEMA-350 were analyzed and structural tests for six specimens were conducted with the variables being the shim plate and the connection shape, to provide the best specifications for connections with plastic deformation in the end-plate for use in Korea.

Unusual precipitation caused by typhoons and severe rain stormscan threaten human life and property. Thus, various organizations prepare emergency action plans (EAPs) to provide proper guidelines for operators, experts, and emergency response personnel to protect and enhance critical infrastructure. For example, FEMA and DHS have various types of EAPs for dams, levees, and other structures to protect people and property. FEMA defines EAPs as official documents to decrease the damage and impact in emergency situations and to reduce casualties. These documents should consider all possible situations in an emergency and can reduce problems in facility management. This study analyzes EAPs for infrastructure from the USA, Japan, and Korea in order to suggest an ideal EAP framework. EAPcontent can include how to guide experts and operators in disaster stages (mitigation, preparedness, response, and recovery), how to operate emergency equipment, and how to protect critical infrastructure and life. The suggested EAP framework performed very well in a test location. It can therefore be used for infrastructure organizations in Korea and to inform of the appropriate processes and methods for risk reduction in flood disasters.

Two methods of the nonlinear static pushover analysis have been presented for the performance-based seismic design and evaluation of MDOF continuous bridges. Guidelines for buildings presented in FEMA-273 applying the Displacement Coefficient Method (DCM) and in ATC applying the Capacity Spectrum Method(CSM) have been modified for MDOF bridges. Two methods are compared with the time- history analysis. The lateral load distribution pattern for seismic loads has been examined in the static pushover analysis. The force-based fiber frame finite element has been implemented in the modeling of reinforced concrete piers.
Prefabricated structures are constructed by bolted connections of separated members. The design and analysis of these structures are generally performed by defining fully hinges for the connection of separated members at the joint of junction. In practice, these connections are not fully hinged. Therefore, the assumption of semi-rigid connections (restrained or partially fixity) instead of fully hinge connections is a more realistic approach for bolted connections used in the prefabricated elements. The aim of this study is to investigate the effects of semi-rigid connections on seismic performance of prefabricated structures. Nonlinear static analysis (pushover analysis) of a selected RC prefabricated structure is performed with SAP2000 structural analysis program by considering various partially fixity percentages for bolted connections. The target values of roof displacements obtained from the analyses according to ATC-40, FEMA-356, FEMA-440, and TEC-2007 codes are compared each other. The numerical results are given in tables and figures comparatively and discussed. The results show that the effects of semi-rigid connections should be considered in design and analysis of the prefabricated structures.
The rotation capacity of the moment connections could significantly influence on the seismic performance of steel moment resisting frames. Current seismic provisions require that beam-to-column connections in Intermediate Moment Frames (IMF) should have a drift capacity as large as 0.02 radian. The objective of this study was to evaluate the effect of the rotation capacity of moment connections on the seismic performance of high-rise IMFs. For this purpose, thirty- and forty-story high-rise IMFs were designed according to the current seismic design provisions. The seismic performance of designed model frames was evaluated according to FEMA P695. This study showed that the forty-story IMF satisfied the seismic performance objective specified in FEMA P695 when the rotation capacity of the connections was larger than 0.02. However, thirty-story IMFs satisfied the performance objective when the connection rotation capacity is larger than 0.03.
