건물부문의 탄소배출량 절감을 위한 ESG의 활용방안과 발전방향 (A Study on the Utilization of ESG for Reducing Carbon Emissions in the Building Sector and Development Directions)

  • 최근 유엔에 의해 전 세계 탄소배출량 중 건물부문에서 발생하는 탄소배출량이 38%로 기타 산업부문(32%), 운송부문(23%)을 제치고 가장 높다는 사실이 밝혀지면서, 해외 선진국을 필두로 건물부문의 탄소배출량을 절감하기 위한 방안으로 ESG가 적극 활용되고 있다. 국내에서도 올해 국민연금이 '투자자산 50% 이상 ESG 고려'를 발표하면서 건설업계와 자산운용사들을 중심으로 건물부문에 ESG를 도입하려는 움직임이 속도가 붙고 있다. 그러나 국내의 ESG 평가시스템은 아직까지 주로 기업지배구조와 사회적 책임 분야에 집중되어 있어 환경 분야에 대한 관심도는 선진국 대비 뒤처져 있는 편이다. 앞으로 건물부문 ESG는 10년 동안 급성장할 것으로 전망되며, 이에 대비한 다음과 같은 발전방향을 제언한다. 첫째, 인센티브제 확대이다. 정부가 환경 규제 등 건물부문 ESG와 관련한 정책을 성공적으로 시행하기 위해서는 규제 위반에 따른 임대 제한이나 징벌세 등과 같은 네거티브 제도 외에 규제 준수 시 세금 감면, 건축물 기준 완화 등과 같은 인센티브 제도를 지금보다 더 확대해야 한다. 둘째, 표준화된 ESG 기준 정립이다. 글로벌 기준과 거리가 먼 독자적인 한국형 ESG 기준을 만들기 보다는 글로벌 기준과 평가방법의 공통부분을 잘 정리하여 모든 이해관계자가 동일하게 활용할 수 있는 표준 교과서 형태의 지침을 만들어 제공하는 것이 필요하다. 셋째, 건물부문 ESG와 디지털 전환(DX)을 연계시키는 노력이다. 인력중심으로 운영되고 있는 건물부문 운영방식을 디지털화하여 지능형 중심으로 전환해야 실질적인 에너지 절감과 탄소배출량 절감을 실현할 수 있기 때문이다.

중국 상장기업의 경영자지분율과 부채만기 (Managerial Stock Ownership and Debt Maturity: Evidence from Chinese Firms)

  • 본 연구는 중국 상장기업을 대상으로 경영자지분율과 부채만기 사이에 음(-)의 상관관계가 존재하는가를 분석한다. 중국은 자본주의의 경험이 짧아 전문경영자의 역할을 분석한 연구는 아직 미진한 상황이다. 이러한 상황에서 본 연구는 미국과 같은 선진국에서와 마찬가지로 경영자지분율이 부채만기에 미치는 영향을 분석함으로써 인센티브시스템으로서 경영자에 대한 주식부여의 효과를 검증한다는 데 의의가 있다. 본 연구의 실증분석 결과를 요약하면 다음과 같다. 첫째, 중국 기업의 경우에도 미국기업과 같이 경영자지분율과 장기부채비중 사이에 통계적으로 유의한 음(-)의 상관관계가 존재하는 것으로 나타났다. 둘째, 전체 표본을 정부지배기업과 민간지배기업으로 나누어 분석한 결과에서는 정부지배기업은 경영자지분율과 장기부채비중 사이에 유의하지 않은 양(+)의 상관관계가 존재하는 반면에 민간지배기업은 경영자지분율과 장기부채비중 사이에 통계적으로 유의한 음(-)의 상관관계가 존재하는 것으로 나타났다.

  • 우리나라 중소기업들은 열악한 보상체계와 근로자의 이직 등으로 인해 심각한 인력부족 현상에 시달리고 있다. 지금까지 정부차원에서 중소기업의 인력 문제를 해결하기 위해 꾸준히 노력해 왔지만, 중소기업들의 인력난은 해소되고 있지 못하다. 중소기업 입장에서 경영성과에 직접적으로 기여할 수 있는 핵심인력의 장기재직은 매우 중요한 사안이다. 하지만 우리나라 중소기업 인력지원 정책은 주로 신규 채용과 우수 인력의 중소기업 유입을 중심으로 이루어져 왔으며, 아직까지 기존 우수 인력들이 중소기업에 장기간 근무할 수 있도록 유인하는 정책은 상대적으로 미흡한 실정이다. 이에 본 연구에서는 중소기업 핵심인력의 장기재직을 유인하기 위한 정책방안을 모색하고자 하였다. 이를 위해 먼저, 핵심인력에 대한 개념을 정립하고 특징을 파악하였으며, 공제사업 도입의 필요성을 검토하였다. 아울러 본 연구에서는 현재 우리나라에서 운영되고 있는 공제사업에 대한 심층적인 현황분석을 통해 정책의 효과를 높일 수 있는 지원방안을 제시하고자 하였다.

DEA에 의한 병원 효율성 평가에서 질적 측면 통합 모형에 관한 연구 - 국립대학교병원에 대한 분석을 중심으로 - (A Study on Quality-incorporating Models in Evaluation of Hospital Efficiency with Data Envelopment Analysis - An Analysis on National University Hospitals in Korea -)

  • Rising healthcare cost is a global phenomenon that justifies governments' introduction of 'incentive regulation' plan for the improvement of hospital efficiency. A number of previous studies tried to evaluate the efficiency of healthcare organization by using Data Envelopment Analysis(DEA), a common efficiency benchmarking method. However, there is a concern that this kind of efficiency evaluation could induce "quantity-quality trade-off". Moreover, as quality aspect is especially important in terms of 'effectiveness' of health care, it should be considered in efficiency evaluation of healthcare organization. A number of different models were tried so far to incorporate quality aspect into DEA, however, none is universally recognized as a standard. Thus, in this study, previous quality-incorporating DEA models were categorized into 6 types according to the way of incorporating quality aspect, and strengths and limitations of each type were reviewed with a set of artificial data as an example. Based on this review, a new quality-incorporating efficiency evaluation model, named Quality-adjusted output DEA(QAO-DEA), was suggested. As an exploratory empirical analysis, technical efficiency of human resource were measured with different quality-incorporating DEA models, using 2004 data from National University Hospitals. In conclusion, Quality-adjusted output DEA(QAO-DEA) model seems to be one of the most desirable alternatives to incorporate quality aspect in efficiency evaluation of hospital, and deserves the consideration as a policy tool to induce simultaneous improvement of both efficiency and quality.

일부 치과기공사의 여가만족도 및 관련요인에 대한 연구 (A Study of the relevant factors affecting the satisfaction of leisure activities among the dental technicians)

  • This study explored the status of free time activities among the dental technicians who are working at Seoul, Gyonggido, and Gangwondo. On the basis of this research, we aim to present needs and applicable solutions to improve the working conditions and enhance the quality of life through more effective time management in free time activities that lead to their self development and far more enriched life. 500 subjects were randomly chosen and the questionary sheets were provided. Among them, 305 sheets were returned to be analysed through SPSS Win 10.0 software and the results are as follows; First, mean in the satisfaction of leisure activities was 3.44(SD=.73). Mean in sub categories was as follows; psychological factor(M=3.65, SD=.71), social factor(M=3.54, SD=.75), rest factors(M=3.52, SD=.63), physical factor(M=3.43, SD=.88), other factors(M=3.40, SD=.66), circumstantial factor(M=3.33, SD=.63), educational factor(M=3.24, SD=.73). Second, the most relevant sub categories in the satisfaction of leisure activities were social, educational, physical, and other circumstantial factors by sequence. Factors that affect leisure activities satisfaction were career and status of health, which shows statistical significance(p<.001). That is to say, contention of this study is that the general characteristics are closely related with and affect the types and the level of satisfaction in leisure activities of the subjects. Considering these results, the dental businesses and the associations of dental technicians should recognize the needs to improve the time management through more efficient cooperations between dentists and back office dental team, systemized working time, and introduction of incentive system among others. On the basis of this appreciation, the dental business should provide more time and various opportunities with the dental technicians. Dental technicians also need to reconsider their appreciations of leisure activities, that is, leisure activities are not just spending time doing something but they refresh them and enable them to be more active and faithful to home and work.

병원 인력관리에 관한 관계법규 고찰 (Related Regulations of Hospital Personnel Management)

  • As a hospital deals with people in their particular states, namely patients, computerization and automation in organization systems are very limited. Even though state-of-the-art medical systems such as the OCS, the HIS, the EMR, and the FACS are facilitating the computerization and informatization processes, they are for convenience and effectiveness. Ultimately, however, we should depend on specialists including doctors, nurses, pharmacists, and medical engineers. Therefore, a hospital is a representative labor-intensive body. Like other similar organizations, hospitals require a lot of manpower. But they are quite different in that hospital people hold variety and complexity in their qualifications and licenses. In personnel management, a hospital is twice controlled owing to the special characteristics that human life is at stake. First, the quota of medical manpower should be obeyed lest the quality of medical services should be lowered, and their roles and interrelations are even regulated. Second, in spite of the peculiarity of hospitals, the duties of obligatory employment and social insurances should not be neglected like other companies. In order that each hospital can preserve the proper level of medical services, securing the appropriate level of medical personnel has to be regulated. However, as the personnel cost is one of the important indices of hospital management, too much regulation in manpower supply can lead to poor hospital management and, in the end, the drop of the quality of medical services. In sum, as far as hospital personnel is concerned, some autonomy ought to be given to each hospital so that it can control the quality of hospital services. In addition to this minimum regulation of personnel, certain incentive and reward systems like the graded nursing system need to be prepared.

비율(보합) 급제하에서 어업(자원)관리에 관한 연구 - 대형기선저인망어업을 중심으로 - (A Study on Fisheries Resource Management Under the Rate Payment System - In Case of Large Trawl Fisheries -)

  • Korean fishery wage system has been evolved with the different titles. However, Since the law of fishing crew was enacted in 1984, the fishery wage system has been established as a rate system, which is a legal term. The present rate system in practice shows various contents and modalities, depending on fisheries and regions, but the fisheries of large trawl cooperative employ a rate system of fixed plus rate wage. However, such change did not transform basically the properties of pure rate scheme. As well known, fishing vessel owners face an awful lot of difficulty in managing and controlling effectively the production process because fishing activities are carried out in the seas remote from the land. Thus, it tend to be inevitable for vessel owners to employ a rate system to induce fishermen's positive motivation for promoting productivity and saving operating costs. However, the rate system has worked out as a driving force, which induce an increase in production more strongly under the expansion of vessel numbers and power and the keener competition of fishing activities. Even though the control mechanism of fishing instruments are well established, fishermen become naturally to have an incentive to increase their fishing effort for maximizing production since they are able to raise their shares by maximizing the quantity harvested. Thus, as far as the rate system exists, fisheries administration may have much difficulty in realizing its fishery management goals only through vessel reduction and fishing gear regulations. Also, under the rate system fishery management authority may be in face of a serious dilemma between the spontaneous rate system and vessel reduction policy. If the realistic aspect of the rate system is recognized and resource restoration and profit promotion are main policy goals, it is necessary to develop effective ways to control vessel owners' and fishermen's production-maximizing motives at an appropriate level. From this point of view, it seems reasonable to introduce TAC system by species or by fisheries into the existing fishery system. The research results suggest that if the fisheries administration could understand clearly the spontaneous fisheries wage system, it would know the norm of TAC and the basic reasons for illegal fishing activities and thus it would be able to develop and implement more realistic resource management policies.

한우산업의 발전전략 (Development Strategies of The Hanwoo [Korean Native Cattle] Industry)

  • The structure of the Hanwoo (Korean Native Cattle) Industry remains very weak and vulnerable to the WTO/IMF system. Considering that the majority of cattle farmers are small sized, and that marketing systems are outdated and inefficient, rapid expansion of lower priced beef imports by WTO system and rapid increasing of production costs by IMF system would lead to the deprivation of a regular source of farm income and threaten the stability of rural life. Accordingly, the Hanwoo industry should be expanded in accordance with progress in the implementation of (1) programs for the structural adjustment and (2) measures to compensate for the loss. Efforts for lowering major production factor costs needs to continue, In order to increase the supply of calves at low cost, the programs of collective cow-calf farms should be expanded, thereby reducing the cost of calf purchase, which constitutes the largest share of Hanwoo production cost. Also, feedlot operations should be encouraged for small herd farms in order to achieve a substantial saving in beef production costs by integrated operations from calf production to cattle fattening. A substantial saving would also be made by collective purchase and distribution of various inputs through the cooperatives' channels. Extension services should be strengthened for cattle farm management, cattle care and feeding, prevention of cattle disease, etc. In order to minimize cash outlays for commercial mixed feeds, utilization of far by-products as feeds should be enhanced and production of forage crops productive of resources, such as land and rural labor, during the farm o(f-season, needs to be encouraged. Also, technological development for enhancing the nutritional value of farm by-products should be encouraged. Measures for successful segregation of the Hanwoo beef market should be implemented, thereby enhancing incentive for quality beef producers and protecting consumers willing to pay higher price for quality beef. For development of the Hanwoo industry, a considerable time frame would be required in order for (1) small livestock farmers to make a successful adjustment by staying in the enterprise and achieving increased price efficiency (2) livestock farmers to acquire know-how for producing quality Hanwoo beef, (3) the ongoing Government policy of enhancing price-quality competitiveness, and for improving the quality Hanwoo beef marketing to take root. (4) consumers to increase their ability to distinguish meat quality, and others.

게임이론과 한반도를 둘러싼 수산자원의 협력적 관리체계에 관한 연구 (Game Theory and a Study on Fishery Co-operation System in the Seas Surrounding Korea)

  • The main purpose of this study is to explain fishery relation in the seas surrounding Korea and how the Prisoner's Dilemma (PD), within game theory is applied to the region and suggest possible co-operative approaches in the region. The seas surrounding Korea are very productive fishing grounds with abundant fisheries resources because of the favourable marine environment, including its geographical features and physical oceanography. Nevertheless, Fishery relations among the coastal states in the region have been historically characterized by conflict rather than co-operation. Based on the PD game where there is always an incentive to do better by not co-operating, in order to ensure a share of the short-run benefits, fishing countries in the region have so far pursued the non-co-operative strategy of 'don't fish responsibly' rather than the co-operative strategy of 'fish responsibly'. Considering rapidly deteriorating situations in terms of fishery resources, regional co-operation among coastal states is urgently required to eliminate overfishing and increase fish stocks to sustainable levels. The West Sea/East China Sea and the East Sea, semi-enclosed seas, have unitary ecosystems, and many migratory fish species are shared between coastal states. Therefore, one countries' efforts alone cannot effectively manage and conserve the fishery resources and close co-operation among coastal states is required. The 1982 UN Convention and other international instruments emphasize the role of RFOs in managing and conserving capture fisheries and encourage states to establish Regional Fishery organizations (RFOs) or strengthen existing RFOs to facilitate conservation and management for fish stocks. Therefore, an international regime is worthy of serious consideration in that it provides fundamental advantages for the conservation of fish stocks for the fishery characteristic of the region.

북한의 대남 사이버공격 양상과 행태 : 사이버파워와 강압이론을 통한 분석 (North Korea's Cyber Attack Patterns and Behaviors : An Analysis Based on Cyber Power and Coercion Theory)

  • 본 논문은 주요 국제정치이론을 바탕으로 2009년 들어 지속되어온 북한의 사이버 상에서 대남공격 행태를 분석하여 한국의 정책적 대응방안을 제시하는 것이 목적이다. 이를 위해 본 논문은 국제안보학계에서 최근 주목받는 '사이버파워'의 행동영역과 특성 및 '강압의 역동성' 모델을 적용하였다. 북한의 사이버공격 유형은 권력기반 잠식, 지도자 리더십 공격과 음해, 군사작전 방해, 사회불안과 혼란유도 유형으로 분류된다. 사이버파워 유형과 수단 면에서 북한의 GPS 교란, 국방부 서버해킹, EMP 등은 보복 위협성이 강한 하드파워이고, 사이버머니 현금화, 렌섬웨어 등은 소프트웨어를 볼모로 거액의 돈을 강탈하거나 요구하는 점에서 설득 유인의 행동 영역에서 힘으로 분석된다. 북한의 사이버공격은 2차 핵실험을 기점으로 현실적 제재에 따른 탈출구적 성격을 갖는다. 한국은 북한의 공세적 사이버파워가 방법과 능력에서 변화하고 있음을 명확히 인식하고, 북한의 행동이 이득보다 감당할 수 없는 손실이 훨씬 더 클 것이라는 결과를 갖게끔 만드는 것이 중요하다. 이를 위해서는 사이버심리전, EMP공격 대비, 해킹보안의 전문성 강화 등 제도적 보완과 신설을 통해 공격과 방어가 동시에 이루어지는 사이버보안과 역량을 강화할 필요가 있다.
