최근 기후변화 적응 분야의 연구에 있어 리스크 평가가 적응정책 수립의 중간 과정으로서 논의되고 있다. 기후변화 리스크 평가는 기존의 기후변화 영향평가, 취약성 평가와 더불어 적응정책을 도출하는 데 있어, 관리방안 구성의 매개체로서 역할을 하는 것으로 알려져 있으며 영국 적응정책 수립에 활용되었다. 목적은 영국의 국가 적응정책 수립에 활용된 정성적 리스크 평가의 방법의 일부를 국내 적응정책 수립의 각 부문에 대해 적용하고, 이를 유형화하여 관리방안의 방향을 도출하고자 하는 것이다. 방법으로는 델파이 기법을 응용한 전문가 설문조사와 Klinke and Renn(2002)이 제안한 유형화의 방법을 적용하였다. 논문에 사용된 기후변화 리스크는 국내 기후변화 영향 및 취약성 보고서, 국가기후변화적응대책, 영국 리스크 평가에 사용된 목록 등을 활용하였다. 분석결과 총 125개 리스크 중 42개가 선택되었다. 리스크의 영향정도와 관리의 시급성이 높은 리스크의 경우는 이상기상, 극한기상과 관련하여 반복적이고 피해규모가 커지는 풍수해 관련 리스크가 다수를 차지하였다. 또한, 생태계 변화, 기반시설 대응과 같은 중장기적 대응이 필요한 리스크도 다수 도출되었다. 국내의 기후변화 리스크는 사회적 신뢰와 촉발메커니즘, 책임성 등이 관리에서 요구되는 유형으로 나타났다. 시사점으로 시민사회의 역량강화와 상호간 신뢰, 정책구성에 있어 시민참여 등을 통해 자율적 적응의 폭을 넓일 것을 제안하였다.
분포지의 환경특성, 개체군구조, 생태적지위, 생활사 특성 그리고 개체군 통계적 연구는 효과적인 보전을 위해 필수적인 정보이다. 우리는 12년간의 분포조사를 통해 총 37개의 분포지를 확인하였고 그중 12개 지역에 있는 25개의 집단을 대상으로 생육지의 환경과 개체군 구조를 조사하였다. 강원도 평창군 대관령면의 8개 집단을 대상으로 4년간에 걸친 개체군동태를 조사하였다. 4년간의 재배실험과 화분매개곤충의 영향을 관찰하였다. 조사결과 산작약은 비교적 넓은 식생환경에 걸쳐 분포하였다. 조사가 이루어진 25개 집단의 개체군 구조는 비교적 안정적인 집단과 극단적으로 성체만이 존재하는 집단 등 상당한 차이를 나타내었다. 조사기간 동안 상층식생에 생성된 숲 틈이 개체군 동태에 영향을 미치는 요인으로는 추정되었다. 재배실험에서 유묘는 토양의 유기물이 상대적으로 적은 곳에서 잘 성장하였다. 화분매개곤충의 방문이 결실한 종자의 수와 결실률에서 높게 나타나는 경향이 있었다. 결론적으로, 산작약의 분포는 환경적 요인과 더불어 분포에 관여하는 다른 요인의 연구가 필요하며 그 중에서 종자의 운반체에 대한 연구의 필요성을 제안하였다. 현재의 산작약 개체군은 과거 급격한 분포지의 감소 이후 확대되는 과정으로 평가되었다. 멸종위기야생식물인 산작약의 효과적인 보전을 위해서는 시공간적 확장을 통한 종에 대한 이해와 이를 바탕으로 한 생태계의 건강성 유지를 제안하였다.

Introduction: A new third version of the Copenhagen Psychosocial Questionnaire (COPSOQ III) has been developed in response to trends in working life, theoretical concepts, and international experience. A key component of the COPSOQ III is a defined set of mandatory core items to be included in national short, middle, and long versions of the questionnaire. The aim of the present article is to present and test the reliability of the new international middle version of the COPSOQ III. Methods: The questionnaire was tested among 23,361 employees during 2016-2017 in Canada, Spain, France, Germany, Sweden, and Turkey. A total of 26 dimensions (measured through scales or single items) of the middle version and two from the long version were tested. Psychometric properties of the dimensions were assessed regarding reliability (Cronbach α), ceiling and floor effects (fractions with extreme answers), and distinctiveness (correlations with other dimensions). Results: Most international middle dimensions had satisfactory reliability in most countries, though some ceiling and floor effects were present. Dimensions with missing values were rare. Most dimensions had low to medium intercorrelations. Conclusions: The COPSOQ III offers reliable and distinct measures of a wide range of psychosocial dimensions of modern working life in different countries; although a few measures could be improved. Future testing should focus on validation of the COPSOQ items and dimensions using both qualitative and quantitative approaches. Such investigations would enhance the basis for recommendations using the COPSOQ III.
The release, sampling and analytical methods have been developed and tested for perfluorocarbons (PFCs) atmospheric tracers in order to gain insight into the atmospheric transport and dispersion over the urban conditions of Seoul, Korea. Although PFCs tracer experiments provide unique opportunities to test local and urban scale of transport and dispersion, no previous experiment with PFCs has been conducted in Korea. PMCH and PDCH were chosen as targeted tracers in our study due to their extreme low ambient concentrations and great sensitivities among various PFCs. For PFCs release system, a set of micro-metering pump, electronic balance, vaporizing furnace and high speed blower was constructed for precise and accurate release of tracers. The precision of released rate by this system was estimated to be 1%. Samplings of PFCs were carried out by fabricated portable air samplers with micro pumps and rotameters into glass tubes packed with 150 mg of Carboxen-569. The uncertainty of these sampling system was maintained below 14%. PMCH and PDCH were quantified in GC/ECD with preconditioned injection system to eliminate the interference compounds using traps and subsequent catalytic conversion system prior to column separation. Three intensive field test were undertaken during the springtime of 2002 to 2004 in eastern part of Seoul. Daily background samples were collected to characterize the background levels of PMCH and PDCH prior to their release. The observed background concentrations of PMCH ranged from 3.5 to 10.1 fL/L and varied randomly in location and time in this study. Its mean and standard variation of background concentration ($6.8{\pm}1.9\;fL/L$) are higher than those ($3.2{\sim}5.8\;fL/L$) of other historic tracer studies. Identified uncertainty for background PMCH was $1.7{\sim}2.0\;fL/L$ using this analytical system. Combined relative uncertainty in determining the tracer's concentrations was estimated as 17%. However, its background concentrations and uncertainty in concentration determination were found to be low and stable enough for tracer study.
The IPCC 5th Assessment Report (Climate Change 2013: The Physical Science Basis) was accepted at the 36th Session of the IPCC on 26 September 2013 in Stockholm, Sweden. It consists of the full scientific and technical assessment undertaken by Working Group I. This comprehensive assessment of the physical aspects of climate change puts a focus on those elements that are relevant to understand past, document current, and project future of climate change. The assessment builds on the IPCC Fourth Assessment Report and the recent Special Report on Managing the Risk of Extreme Events and Disasters to Advance Climate Change Adaptation. The assessment covers the current knowledge of various processes within, and interactions among, climate system components, which determine the sensitivity and response of the system to changes in forcing, and they quantify the link between the changes in atmospheric constituents, and hence radiative forcing, and the consequent detection and attribution of climate change. Projections of changes in all climate system components are based on model simulations forced by a new set of scenarios. The report also provides a comprehensive assessment of past and future sea level change in a dedicated chapter. The primary purpose of this Technical Summary is to provide the link between the complete assessment of the multiple lines of independent evidence presented in the main report and the highly condensed summary prepared as Policy makers Summary. The Technical Summary thus serves as a starting point for those readers who seek the full information on more specific topics covered by this assessment. Warming of the climate system is unequivocal, and since the 1950s, many of the observed changes are unprecedented over decades to millennia. The atmosphere and ocean have warmed, the amounts of snow and ice have diminished, sea level has risen, and the concentrations of greenhouse gases have increased. Total radiative forcing is positive, and has led to an uptake of energy by the climate system. The largest contribution to total radiative forcing is caused by the increase in the atmospheric concentration of $CO_2$ since 1750. Human influence on the climate system is clear. This is evident from the increasing greenhouse gas concentrations in the atmosphere, positive radiative forcing, observed warming, and understanding of the climate system. Continued emissions of greenhouse gases will cause further warming and changes in all components of the climate system. Limiting climate change will require substantial and sustained reductions of greenhouse gas emissions. The in-depth review for past, present and future of climate change is carried out on the basis of the IPCC 5th Assessment Report.
제주도는 우리나라 최다우지역에 속하지만 강우량의 편차가 심하여 이에 따른 년간 지히수 함양량과 적정개발량이 큰 차이를 보이고 있다. 이에 제주도에서는 이상 가뭄이 지속시 해수침투, 지하수위 강하 등의 장해를 예방하기 위하여 대표적인 지하수 관측정의 수위를 기준으로 수위 강하에 따른 적절한 조치를 취할 수 있도록 지하수 관리제도를 도입하였다. 본 연구에서는 이상 가뭄이 지속시 지하수 자원의 적절한 관리를 위해 강우량과 지하수위 관측자료의 분석을 통해 지하수위 강하에 따른 단계별 제한 조치를 취할 수 있는 지하수 관리수위를 제시하였다 우선, 제준 도의 30년간 강우자료를 대상으로 99% 신뢰구간의 하한값을 각 유역별 기준 강우량으로 설정하였으며, 기준 강우량 이하의 강우가 3개월 이상 지속된 기간의 지하수위 관측자료를 추출하였다. 이와 같이 추출된 지하수위 관측자료의 99% 신뢰구간의 하한값을 기준 지하수위로 설정하고, 기준 지하수위의 일정비율을 단계별 지하수 관리수위로 제시하였다.
북한은 "자력갱생"의 경제기조 아래, 에너지 수급원을 수력과 화력에 집중해왔으나, 구 공산권의 몰락에 따른 관련 기자재 공급 불안정, 홍수 등 각종재해에 따른 설비 노후화 등에 기인한 극심한 에너지난을 겪으며, 에너지원의 다양화에 대한 관심이 대내외적으로 증대되고 있다. 특히, 신재생에너지는 북한 송전망 상황에 부합하는 분산형 에너지원이라는 점과, 자력갱생 기조에 부합하는 자체 생산 가능한 에너지라는 점에서 대북 에너지지원의 최선책으로 회자되고 있으며, 바이오가스는 식량증산과 연계하여 북한 주민의 인권 향상에 기여할 수 있어, 인도적 지원측면에서 FAO, WFP 등 국제기구를 통한 지원이 원활할 것으로 예상되는 바, 신재생에너지원 중에서도 지원가능성이 가장 높은 에너지원으로 손꼽히고 있다. 그러나 한편으로는 지원 물품의 군사적 용도로의 전용가능성과 전략물자의 유입에 대한 우려 또한 높은 실정이며, 북한의 핵실험 및 미사일 발사 등 군사적 도발에 따른 UN 안전보장이사회결의와 국제사회의 경제제재가 대북 지원의 걸림돌이 되고 있다. 본 논문에서는 바이오가스플랜트의 대북지원 가능 물품에 대하여 UN 제재품목여부를 기반으로 제재가능성을 평가하고, 원활한 대북지원을 위한 해결책을 논하고자 한다.
우리나라는 여름철 강수량이 연 강수량의 약 70% 이상을 차지하고 일 강우량이 200 mm가 넘는 극한강우가 증가하고 있다. 강우는 산사태를 유발하는 가장 직접적인 인자로서 이를 활용한 산사태 발생 예측 기준을 설정하고 경보를 발령하여 산사태로 인한 피해를 최소화 하는 것이 필요하다. 본 연구에서는 기존의 발생한 산사태이력 중 발생시점 및 장소가 분명한 12개소를 선정하고 각 지역의 강우데이터를 수집하여 분석하였으며, RTI (Rainfall Triggering Index) 모델에 사용된 각 인자들을 한국의 산사태 유발 강우특성에 따라 적정성을 검토하여 반영하고 강우강도의 단위시간을 달리한 3가지 모델을 비교하였다. 분석결과, 60-minutes RTI 모델은 3개소에서 산사태 발생 예측에 실패하였으며, 30-minutes RTI 모델 및 10-minutes RTI 모델은 모두 사전예측 가능하였다. 각 모델별 산사태 발생 경보에 따른 평균 대응시간은 60-minutes RTI model이 4.04시간, 30-minutes RTI model과 10-minutes RTI model은 각각 6.08과 9.15시간으로 단위시간이 짧은 강우강도를 사용한 RTI 모델이 산사태 사전예측실패 가능성이 적고 보다 긴 대응시간을 확보 할 수 있는 것으로 나타났다. 이를 통해 산사태 발생 예측을 통한 대응시간은 단위시간을 세분화한 모델일수록 더 많은 시간을 확보 할 수 있음을 알 수 있다. 또한, 단시간 내 발생하는 변동성이 큰 강우강도 가진 한국의 강우특성을 고려할 때 시간 단위 이하의 강우강도를 적용하는 것이 RTI 모델을 통한 산사태 예측과 조기경보시스템의 정확도를 높일 수 있을 것으로 판단된다.
본 연구는 홍수조절댐의 운영패턴 변화에 따른 수질환경에 미치는 영향을 분석한 것이다. 홍수조절댐은 홍수시 하천유량을 일시적으로 담수하여 홍수를 지체시키는 한편, 평상시에는 자연하천 흐름상태를 유지하는 특성을 가지고 있다. 댐 건설 후 담수시 수질변화는 유역모델(HSPF)과 댐 내 수리 수질변화모델(EFDC)을 연계하여 예측하였다. 강우시 유역에서 유출되는 비점오염원의 유출특성을 반영하기 위하여 HSPF 유역모델을 이용하여 분석하였으며, HSPF의 분석된 자료를 EFDC 모델의 입력 자료로 적용하였다. 수질모의 결과 댐 건설 후 수몰로 인한 오염원 감소와 강우시 일시적 저류로 인하여 수질이 향상되는 것으로 예측되었다. 또한 홍수조절댐의 특성상 담수되는 기간이 짧으므로(2~3일) 부영양화 등 수질 악영향은 거의 없는 것으로 분석되었다. 계획 중인 댐의 환경영향평가 단계에서는 모델의 충분한 보정을 할 수 없기 때문에 정확한 모의에 일부 한계가 있을 수 있다. 그러나 향후 실측자료 확보를 통하여 모델의 신뢰도를 향상시킨다면, 이를 활용하여 신규 홍수조절댐의 환경영향평가 시 다양한 운영조건에 따른 수환경의 영향을 검토할 수 있을 것으로 판단된다.
부유식 해양구조물은 설계수명 동안 조우할 수 있는 가장 극심한 환경하중을 고려하여 설계되어야 한다. 본 연구의 해석 대상인 부유식 파력-해상풍력 복합 발전시스템에 가장 큰 영향을 미치는 환경하중은 파랑하중이다. 파랑하중의 주요 매개변수는 파장, 파고, 파향이며, 이들의 조합에 따라 구조물의 거동특성에 미치는 영향은 판이하다. 이에 따라, 대상 해역이 가지는 파랑의 특성과 구조물이 가지는 응답 특성을 기반으로 극한 응답을 주는 파랑인자를 탐색하는 과정이 필요하다. 즉, 환경조건 범위에서 발생할 수 있는 모든 파랑조건을 탐색하여 최대 응답을 발생시키는 등가설계파를 추출해야 한다. 이는 특정 하중의 최대 설계 응답과 동일한 응답 수준을 주는 규칙파를 탐색하는 일련의 과정을 통해 계산 가능하다. 본 연구에서는 부유식 파력-해상풍력 복합 발전시스템에 작용하는 특정 하중 인자에 대해 등가설계파를 산정하였으며, 전체구조해석에 활용하였다.
