옥외저장탱크 누출, 폭발 및 화재사고 대응방안에 관한 고찰 (The Study on the Countermeasure Plans about Leakage, Explosion and Fire Accidents of Atmospheric Storage Tank)

  • 지난 2014.4.4.(금)14:50, 울산소재 대형 옥외저장탱크에 원유 충전 중 누출사고가 발생하여 사고현장에 긴급구조통제단이 가동됐다. 사고업체, 소방기관 및 유관기관이 지휘소에 모여 대응과 수습방안을 논의한 뒤 전원차단 및 시설작동금지, 가스농도 측정, 유증기 발생 억제, 누출 원유를 타탱크와 공정과정으로 이송, 해양오염 방지조치 등의 협업체계를 구축하여 수습하였다. 이 수습과정에서 유증기 발생방지와 점화원 차단을 가장 중시하여 조치함으로써 사고업체와 소방기관이 가장 우려했던 폭발과 화재사고는 발생하지 않았다. 이에 본 연구는 일반적인 재난의 긴급구조통제단과는 달리 운영해야 할 옥외탱크의 유류 누출, 폭발 및 화재 시의 긴급구조통제단 운영체계개선을 제시하고, 옥외탱크 유류 누출로 인한 폭발과 화재사고로 전이했을 경우를 가정한 방유제 바닥 종류에 따른 화염 확산속도와 연소시간을 실험 비교하였다. 또한, 소방차 포 노즐의 방사각도와 펌프압력에 따른 방사거리와 포의 도포면적을 실험 분석하여, 이후 옥외저장탱크의 유류 누출로 인한 폭발과 화재 시를 대비한 효과적인 현장대응과 수습방안을 제시하는 데 중점을 두었다.

LPG BLEVE 피해분석 및 안전거리 설정에 관한 연구 (A Study on Damage Analysis Safety Distance Setting for LPG BLEVE)

  • Boiling Liquid Expanding Vapor Explosion(BLEVE) can cause not only economic damage to the plant but also serious casualties. LPG accidents account for 89.6 percent of all accidents caused by gas leaks in Korea over the past nine years, while casualties from accidents also account for 73 percent of all accidents, according to statistics from the Korea Gas Safety Corporation. In addition, a potential explosion and a fire accident from one LPG storage tank may affect the nearby storage tanks, causing secondary and tertiary damage (domino effect). The safety distance standards for LPG used by LPG workplaces, charging stations, and homes in Korea have become stricter following the explosion of LPG charging stations in Bucheon. The safety distance regulation is divided into regulations based on the distance damage and the risk including frequency. This study suggests two approaches to optimizing the safety distance based on the just consequence and risk including frequencies. Using the Phast 7.2 Risk Assessment software by DNV GL, the explosion overpressure and heat radiation were derived according to the distance caused by BLEVE in the worst-case scenario, and accident and damage probability were derived by considering the probit function and domino effect. In addition, the safety distance between LPG tanks or LPG charging stations was derived to minimize damage effects by utilizing these measures.

재해분석을 통한 정전기 안전관리 수준 향상 방안 연구 (A Study on the Improvement Plan of Electrostatic Safety Management Level through Injury Analysis)

  • The characteristic of fire and explosion related to electrostatic discharge is that it is difficult to reproduce the electrostatic charge and discharge phenomenon in addition to the large human and material damage. Therefore, in order to prevent accidents and disasters related to electrostatic in fire and explosion hazard areas, it is important to manage the level of electrostatic in a safe manner from the perspective of system between industrial facilities and human bodies. Rule 325 of the Occupational Safety and Health Regulations, "Prevention of Fire / Explosion due to Electrostatic", requires the use of grounding, conductive materials, humidification and electrification in order to prevent the risk of disaster caused by static explosion and electrostatic in the production process. In order to comply with these measures, related technologies, standards and systems are needed from the viewpoint of preventive measures related to electrostatic in fire and explosion hazard areas, but in Korea, it is still insufficient. Therefore, technical, institutional and managerial measures are needed as a precautionary measure to improve the level of ESD safety in fire and explosion hazard areas and prevent electrostatic related injury. In Korea, we analyzed the current status and characteristics of electrostatic related disaster by using the statistics of industrial accident and fire statistics of the Ministry of Employment and Labor. We also analyzed the current status and characteristics of electrostatic related disasters in Japan using JNIOSH accidents and disasters investigation cases and JNIOSH fire accident data of Japan Fire Bureau. The purpose of this study is to compare and analyze the current status of electrostatic related accidents and disasters in Korea and Japan in order to improve the safety management of electrostatic in fire and explosion hazard areas. In order to prevent accidents and disasters in the industrial field, The technical, institutional, and managerial measures to manage the level of electrostatic in a safe state were derived from the system point of view.

목재 부유분진의 폭발 위험성 평가 (Hazard Assessment of Explosion in Suspended Dust of Wood)

  • 분진폭발은 플라스틱류, 제약, 목재, 곡물 저장고, 고체연료 및 화학약품의 제조와 같은 다양한 산업에서 발생되고 있다. 본 연구에서는 폐목재를 재활용하여 Particle board를 생산하는 공정의 사이로 분진, 함머밀 분진 및 뉴송 분진을 선택하여 분진폭발 특성을 평가하였다. 실험은 20 L 구형 폭발용기를 이용하여 목재 부유분진의 최대폭발압력, 분진폭발지수, 폭발한하계, 및 최소 점화에너지를 측정하고, 평가하였다. 이들 연구결과는 Particle board를 생산하는 제조공정의 화재 폭발사고 예방을 위한 공정안전 정보로 활용할 수 있을 것이다.

A Probabilistic Approach to Quantifying Uncertainties in the In-vessel Steam Explosion During Severe Accidents at a Nuclear Power Plant

  • The uncertainty analysis for the in-vessel steam explosion during severe accidents at a nuclear power plant is performed using a probabilistic approach. This approach consists of four steps; 1) screening, 2) quantification of uncertainty 3) propagation of uncertainty, and 4) output analysis. And the specific methods which satisfy the sub-objectives of each step are prepared and presented. Compared with existing ones, the unique feature of this approach is the improved estimation of uncertainties through quantification, which ensures the defensibility of the resultant failure probability distributions. Using the approach, the containment failure probability due to in-vessel steam explosion is calculated. The results of analysis show that 1) pour diameter is the most dominant factor and slug condensed phase fraction is the least and 2) fraction of core molten is the second most dominant factor, which is identified as distinct feature of this study as compared with previous studies.

  • Gas turbines generating power operate in high temperature condition and use natural gas as fuel. For that reason, there are many cases where damage is done to the hot gas parts caused by the high temperature and many accidents occur like gas explosions, then various efforts are needed to maintain the hot gas parts and prevent accidents. It is difficult to find the root causes of damage to the hot gas parts from the gas explosion caused by gas leakage through rotor cooling air line from fuel gas heat exchanger during the shut down. To prevent gas turbine from damage, removal of gas leakage inside of gas turbine is required by purging the turbine before firing, improving the fuel gas heating system and installing alarm systems for detecting gas leakage from stop valve to turbine while the gas turbine has shut down.

수소충전소 및 수소자동차의 사고 시나리오 개발 (Development of Accident Scenarios for Hydrogen Refueling Station and Fuel Cell Vehicle)

  • The registration rate of eco-friendly vehicles, such as hydrogen vehicles, is increasing rapidly, however, few first responders have experienced related accidents. Accident scenarios at hydrogen refueling stations and hydrogen vehicles on a road were investigated, and the relative importance of each scenario was analyzed using AHP analysis. Leakage, jet flame, and explosion that occurred inside and outside the hydrogen refueling station were reviewed, and the hydrogen gas explosion in the compartment showed the highest importance value. In case of the hydrogen vehicle, traffic accident statistics and actual accidents were used. It was analyzed that the hydrogen vessel explosion on the road due to the failure of TPRD and the leakage in the underground parking area were difficult to respond. The developed accident scenarios are expected to be used for first responder training.

  • The use of metals such as aluminum and titanium and the related industrial facilities have been continuously increasing to meet the requirements of the improvement of high-tech products due to the development of industry, and explosion of metal dust. Semiconductor process Metal dust is essential, but research is insufficient. The purpose of this study is to identify risk by analyzing the quantitative risk such as maximum explosion pressure and minimum explosion concentration applied international test standard in order to select the semiconductor process facilities handling dust and to predict possible risk of accidents.

국내 LP 및 천연가스사고 Database 구축 및 분석에 관한 연구 (Constructing a Database Structure for the Domestic LP Gas and Natural Gas Accidents and its Analysis)

  • 본 연구에서는 1991년부터 최근까지 16년간 발생된 3,593건의 가스사고[천연가스(NG) 및 액화석유가스(LPG)]사례를 수집하여 Database를 구축하였으며, 이를 근거로 사고의 발생건수를 형태 및 원인별로 분석하였다. 분석결과를 살펴보면 사고의 형태로는 누출, 폭발, 그리고 화재의 순서로 많이 발생하였다. 사고발생위치로는 화재는 밸브부위에서, 폭발은 호스부위에서, 그리고 누출은 배관부근에서 가스사고가 많이 발생한 것으로 나타났다. 또한 화재, 폭발, 누출의 각각의 경우에 Poisson 분석법을 적용하여 향후 5년 이내의 화재, 폭발 및 누출에 대한 가장 가능성이 높은 발생확률을 예측하였다. 향후 본 연구에서 구축한 국내가스사고 Database를 매년 지속적으로 보완 개정을 하면 국내 가스사고 예측에 대한 보다 신뢰성 있는 정보를 제공해 줄 수 있어 효과적인 가스안전관리 대책수립에 기여할 것으로 기대된다.

국내 제조업 화재감시자 운영의 문제 확인 및 개선방안 (Identification of Problems and Improvement Measures of Fire Observer Operation in Domestic Manufacturing Industry)

  • Sparks cause most fire and explosion accidents in the manufacturing industry during hot work, which ignites surrounding combustible materials. Such incidents lead to high casualties due to suffocation from toxic gases and lack of evacuation. Therefore, the government recently enacted and revised 'The Occupational Safety and Health Act' to prevent fires and explosions at work sites, incorporating legal standards for fire observers, which are important in preventing accidents and the spread of fire during hot work. However, there are notable shortcomings in conducting professional cause analysis of these accidents and in aligning them with advanced foreign legal standards. Additionally, there is a lack of literature review reflecting the manufacturing industry characteristics. Despite the recent enactment and revision of legal standards, gathering sufficient opinions and professional reviews remains insufficient. To address these gaps, interviews were conducted with safety and health workers, analyzing recent fire and explosion causes in domestic manufacturing industries, and reviewing both domestic and international legal standards. Conclusively, proposed improvement measures were centered on the professionalization of fire observer education, enhancing their roles and authority realistically, and improving fire observer placement and operation standards. Consequently, additional 'Occupational Safety and Health Act' standards are necessary for fire observer education and defining the government's role. Second, precise legal standards outlining the role and authority of fire observers are required. Third tailored fire observer arrangements and management standards appropriate for varying work characteristics and company sizes are required. This study emphasizes the importance of supplementing relevant legal standards to prevent fire accidents in the manufacturing industry.
