A variety of safety issues were investigated for chemical reactors using a toluene solvent in case of a fire at small to middle scale chemical plants. The issues covered the operation of pressure-relieving valves and the subsequent discharges of the toluene to the atmosphere either directly or through an absorber, which represent the current practice at most small chemical plants. It was shown that the safety valve on the reactor may not operate within about twenty minutes after an external fire breaks out, but, once relieved, the toluene vapor released directly to the atmosphere may form a large explosion range on the ground. It was also shown that if the discharge is routed to an existing absorber used for the scrubbing of volatile organic compounds or dusts, the column may not operate normally due to excessive pressure drops or flooding, resulting in the hazardous release of toluene vapors. This study proposed two ways of alleviating these risks. The first is to ruduce the discharge itself from the safety valve by using adequate insulation and protection covers on the reactor and then introduce it into the circulation water at the bottom of the absorber through a dip linet pipe equipped with a ring-shaped sparger. This will enhance the condensation of toluene vapors with the reduced effluent vapors treated in the packing layers above. The second is to install a separate quench drum to condense the routed toluene vapors more effectively than the existing absorber.

The inelastic response of many structural steel and reinforced concrete structures subject to extreme loadings can be characterized by elastoplastic behaviors. Although excursion beyond the elastic range is usually not permitted under normal conditions of service, the extent of permanent damage a structure may sustain when subjected to extreme conditions, such as severe blast or earthquake loading, is frequently of interest to the engineer. A blast is usually the result of an explosion defined as a "sudden expansion". This paper discusses the basic concept that defines blast loadings on structures and corresponding elastoplastic structural response (displacement, velocity, and acceleration) and try to explain a crack propagation of concrete in sudden expansion. According to nonlinear finite element analysis, the crack forms of static and dynamic states displayed different in RC structural members. This paper also provides useful data for the dynamic fracture analysis of RC frame structures.
The government is promoting various policies to reduce greenhouse gas emissions for carbon neutrality, one of the key tasks is to revitalize the hydrogen economy. As one of these policies the government has formulated a plan to incorporate hydrogen into existing city gas pipes, and aims to commercialize 20% hydrogen mixing by 2026. In preparation for the commercialization of city gas and hydrogen mixture, this study quantitatively predicts the scale of damage and the range of impact in the event of leakage of these two gas mixtures. The quantitative damage prediction method is to calculate the damage conversion distance through the calculation of the TNT equivalent by setting the leakage amount of the gas mixture in the event of an accident under a virtual scenario.

This experiment was designed to assess the physical and chemical properties of growing media substituted with a range of increasing concentrations of pretreated wood and to relate these properties to plant growth responses. For preparing the growing media, each material was combined with rural soil, peat, perlite and pretreated wood. Physicochemical properties studied were similar to ideal substrate ranges for plant growth on growing media, including pretreated wood. Physical properties were also well maintained over time. In comparison to plants growing in 100% rural soil, tall fescue(Festuca arundinacea) in the prepared growing media achieved better growth, especially when using the 50% rural soil + 50% PPW(peat + perlite + pretreated wood, 3:1:6(w/w/w)) and 30% rural soil + 70% PPW (peat + perlite + pretreated wood, 3:1:6(w/w/w)), and showed improved germination percentage. We confirmed the potential use of growing media, including pretreated wood. Furthermore, our results show a correlation among the physicochemical properties of tall fescue(Festuca arundinacea); physical properties were significantly influenced by germination and aerial parts. The root length of physicochemical properties was correlated with bulk density and organic compound (p<0.01).

This study applied ALOHA Program to predict the damage caused by fire and explosion predicted to occur from gas leakage at LPG stations and presented plans to prevent damages by diagramming the impact range and distance. The propane gas leakage from LPG stations causes human damage like breathing issues and property damage, including building destruction to residents in the surrounding areas. As a way to reduce this, first, the hazardous substance safety manager of the LPG station needs to check frequently whether the meters and safety valves are working properly to prevent leakage in advance. Second, the LPG stations' storage tanks should be worked by the person who received "hazardous substance safety manager training" under the provisions of the Act on the Safety Control of Hazardous Substances and has been appointed as a "hazardous substance safety manager" by the fire department. Third, LPG station's various safety device functions, such as overfill prevention devices, must be checked on a regular basis. Finally, wearing work clothes and shoes that prevent static electricity at LPG stations is highly recommended, as static can cause a fire when gas leaks.

Latest technological innovation in the development of compact lower power radios has led to the explosion of Internet of Things. With Wi-Fi, Zigbee and other physical layer protocols offering short coverage area there was a need for a RF protocol that had a larger coverage area with low power consumption. LoRa offers Long Range with lower power consumption. LoRa offers point to point and point to multipoint connections. with Single hop communication in place the need for routing protocols are eliminated. LoRa Wide Area Network stack can accommodate thousands of nodes under a single LoRa gateway with a single hop communication between the end nodes and LoRaWAN gateway. This paper takes an experimental approach to analyze the basic physical layer parameters of LoRa and the practical coverage offered by a LoRaWAN under highly dense urban conditions with variable topography. The insights gained from the practical deployment of the LoRaWAN network, and the subsequent performance analysis is used to design a novel public utility monitoring platform. The second half of the papers is designing a robust platform to integrate both existing wired sensor water meters, current and future generation wireless water meters. The Common Automated Metering Platform is designed to integrate both wired sensors and wireless (LoRaWAN and Wi-Fi) supported water meters. This integrated platform reduces the number of nodes under each LoRaWAN gateway and thus improves the scalability of the network. This architecture is currently designed to accommodate one utility application but can be modified to integrate multi-utility applications.
Due to the development of industry and improvement of living standards, the amount of natural gas used in the world is constantly increasing, and related industrial facilities such as power plants, storage facilities, and supply pipelines are constantly increasing. Natural gas is a convenient and clean fuel that does not pollute the environment, but in the event of an accident due to leakage, it can cause human casualties, large-scale property damage, and negative effects on the global warming effect. In addition to the severe penalties under the Severe Disaster Punishment Act, it is necessary to ensure safety. Therefore, by applying the principle of laser-based absorption spectroscopy, we developed a long-range portable methane leakage gas detection system that can detect the concentration of methane leaking from a distance of up to 30 meters and verified its effectiveness.
Highly-porous $SnO_2$thin films were prepared for recognizing and detecting of the inflammable gases, like butane, propane, LPG, carbon monoxide. To obtain sensing films, Sn, Pt/Sn, Au/Sn, and Pt,Au/Sn films were deposited employing a thermal evaporator for Sn film and a sputter for novel metals of Pt or/and Au. These films were annealed for 2 h at $700^{\circ}C$ to form $SnO_2$-based thin films. The films showed the tetragonal structure and also exhibited many defects and porosity, which could give high sensitivity to thin films. The thin films showed high sensitivity and reproductivity to the tested gases(butane, propane, LPG, and carbon monoxide) to even to low gas concentrations in range of workplace environmental standards. Especially, Pt/$SnO_2$film showed the highest sensitivity to butane, LPG, and carbon monoxide. And pure $SnO_2$ film manifested the highest sensitivity to propane. By using the sensing patterns from the films, we could reliably recognize the kinds and the quantities of the tested inflammable gases within the range of the threshold limit values(TLV) and the lower explosion limit(LEL) through the principal component analysis(PCA).

A quantitative risk assessment and consequence analysis for PBL(Poly Butadiene Latex) reaction processes were performed. As a result of the Quantitative risk assessment, for the accident probability of PBL reactors causing a reaction runaway, was calculated as $9.197{\times}10^{-5}/yr$ The most important factor that affected the accident probability of PBL reactor was the relief device. When the reactor exploded, peak overpressure at the target point was $5.066{\times}10^5(Pa)$ and the range of effects windows to be broken occurred in almost all of the factory areas. The maximum radius of effect was 27m, in which workers could be die by the direct for eardrum damage was calculated at 77m. When the PBL reactor exploded, the extent of structural damage to buildings was calculated from the center of the explosion to a range of 52m. The results of the study's assessment have provided a direction for facility's improvement as well as effective safety investment.
Purpose: One of the methods for preventing disasters such as fire, explosion, and electric shock caused by electricity is to perform grounding. In case of the grounding current includes a frequency component having a high, it is preferable to measure grounding impedance rather than grounding resistance. This study proposes countermeasures to reduce grounding impedance to suppress an ground potential rise due to a grounding current having a frequency component of several kHz or more. Method: General grounding rods and needles-typed grounding rods were buried in the ground, and grounding resistance and grounding impedance were measured, respectively. The characteristics of grounding impedance according to frequency were identified. Result: There was little difference in the measurement results of the grounding resistance between general grounding rods and needles-typed grounding rods. In a frequency range lower than 62.5kHz, there was little difference in the measurement results of the grounding resistance between general grounding rods and needles-typed grounding rods. In a frequency range higher than 62.5kHz, the grounding impedance of needles-typed grounding rods was reduced by about 15% than the grounding impedance of general grounding rods. Conclusion: In the commercial frequency domain, it is effective to connect several grounding rods (common grounding) to lower the grounding resistance value. In the frequency domain of several kHz or more, it is expected that needles-typed grounding rods can effectively reduce the ground potential rise due to the grounding current.
