As respiratory tract infections (RTI) account for about 60% of all antibiotic prescriptions in outpatient care setting, there are significant concerns about emerging resistance that are largely due to the excessive or inappropriate use of antibacterial agents for viral respiratory infections. This study was aimed to develop retrospective drug utilization review (DUR) program of antibiotics for RTIs using Delphi methods. Retrospective DUR criteria of antibiotics for RTIs were identified based on clinical practice guidelines and opinion of experts. Expert panel members were clinical doctors and pharmacists and Delphi method was applied by survey on 16 members of panels. The claim data from Korean Health Insurance Review & Assessment (HIRA) were used to examine trends in outpatient antibiotic prescription between Janunary to December of 2008. As results, Quality index for RTI was assessed for the claim type, antibiotics use of quantity, duration, number and cost. Antibiotic prescription rate for RTIs, Defined Daily Dose (DDD), and duration of antibiotics use were more recognized as significant quality index by experts' opinion. Use of first line agents suggested by guidelines was low and duration of antibiotics use was shorter compared to the recommendations. Antibiotics were over prescribed for RITs. However, dose and duration of antibiotics were under-used.
The purpose of the research is to analyze the status and problems of the e-Learning quality assurance system on e-Learning contents and service provider(institutes) in the field of enterprise education. In addition, the research is to suggest the direction and strategies for revising and developing the system. The research put emphasis on two systems of the e-Learning quality assurance(contents, service provider) which directly influence financial support of government. This study depended mostly on literature review, supplemented by expert panel meetings. In the case of the quality assurance system on e-Learning contents, the followings are suggested; (1)admitting the contents made of the combination of modules in the approved module set, (2)making easier the qualifying of modified contents for maintenance, (3)revising evaluation criteria, (4)providing substantial feedback. In the field of service provider, the followings are requested; (1)differentiating of qualifying system by industry and scale of company, (2)extending the qualifying cycle, (3)improving the feedback and sharing system.

It is well accepted that gloss variation deteriorates the print quality and there are various objective ways to measure this. Several studies now have shown that the coefficient of variation in the octave band passed printed gloss image has an excellent correlation with ratings by an expert panel using a magnitude estimation scaling method. The correlation improves when the gloss level is also taken into account beyond that of the COV. There is also evidence that the correlation would improve even more if the gloss spatial distribution could be better accounted for. We show that much (at least 80% and perhaps up to 90%) of the gloss distribution can be accounted for by the paper topography over a wide range of dimensions (scale). Recent work has supported the role that microroughness and multiple surface scattering play in the gloss distribution. This offers the promise of showing that even a greater amount of gloss variationcan be explained by topography.

Many organizations are looking for digital innovation to apply in business process management and this information revolution leaves its effect on the businesses and anticipate competitors. In this article, investigates the strength of the relationship between business process management (BMP) and Digital Innovations (DI) since it has been underdeveloped. The results and findings are extracted from international survey with explanations of expert panel to generalized a positive and moderate link of multiple factors that are affecting the strategic decision-making in business process management. It is extended to the Technology Organization Environment (TOE) framework and contour organizations along their Digital Process Innovation (DPI).
In the global economy, Korean foreign direct investment (FDI) to Southeast Asian countries expands rapidly as the countries try to make attracting investment strategies and to improve their investment condition. This paper, using panel-data for 2004-2006 in Indonesia, Vietnam and Malaya which are the main countries of Korean FDI for last ten years, shows analysis of the Korean FDI performance in Southeast Asia and compares the Korean firms' achievement with the case of China. According to the forty nine firms' official sources in Indonesia, Vietnam and Malaya, presented to the Export-Import Bank of Korea, over fifty percent of FDI consists of M&A. And Korean FDI has concentrated in the manufacturing industry. In order to measure the FDI performance, the study sets a regression function; operating profit ratio is the dependent variable and the total sales, expert ratio and investment period are the independent variables representing firms' volume, purpose of FDI and firms' adaptation to the local countries.
Most of the learning analytics research has investigated how quantitative data can affect learning. The information that is provided to learners has been determined by teachers and researchers based on reviews of the previous literature. However, there have been few studies on standard learning activities that are performed in e-learning environments independent of the teaching methods or on learning behavior data that are obtained through learning analytics. This study aims to explore the general learning activities and learning behaviors that can be used in the analysis of learning data. Learning activities and learning behavior are defined in conjunction with the concept of learning analytics to identify the differences between teachers' and learners' learning activities. Learning activities and learning behavior were verified by an expert panel review in an e-learning environment. The differences between instructors and learners in their usage were analyzed using a survey method. As results, 8 learning activities and 29 learning behaviors were validated. The Research has shown that instructors' degree of utilization is higher than that of the learners.
Purpose: This study aimed to develop a Hybrid Clinical Practicum Environment Scale for Nursing Students (HCPES-NS) and verify its validity and reliability. Methods: The HCPES-NS was constructed following the DeVellis guidelines. The initial items were written based on a literature review and individual in-depth interviews. Content validity was verified through an expert panel review. To confirm the validity and reliability of the scale, a survey was conducted with 449 nursing students enrolled in 12 nursing colleges. Data were analyzed using item analysis, exploratory factor analysis, confirmatory factor analysis, concurrent validity, and reliability tests. Results: Factor analysis showed that the HCPES-NS consists of 15 items on five subdomains: clinical site atmosphere, interpersonal relationship, alternative online practicum contents, provision of learning information, and clinical performance facilitation. A higher score indicated a more positive perception of the clinical practicum environment. The concurrent validity of the HCPES-NS was confirmed by its positive correlation with the Clinical Learning Environment Scale (r = .77). The Cronbach's α reliability of the HCPES-NS was .84. Conclusion: The HCPES-NS is both valid and reliable. This scale reflects the clinical practicum environment and includes an online practicum factor. It may be used effectively by faculty members and educators to evaluate nursing students' perceptions of clinical practicum environments.
In this paper, I have attempted to show how the environmental controversy surrounding the Saemangeurn Reclamation Project in Korea has been framed as narrow scientific debates. First of all, science, or specifically the Expert Review Pane, has played dual roles in the controversy. On the one hand, it has contributed to illuminating the future environmental impacts of reclamation, by so doing, to providing a momentum to reconsider the project. This has significant meaning that environmental concerns successfully checked the symbolic national project of developmental era through adopting a joint-investigation scheme that guaranteed participation of environmental groups on an equal footing with the government. On the other hand, by limiting the scope and participants of discussion, it fundamentally blocked the possibilities of public debates and deliberative decision-making with full considerations of the political, social, and cultural aspects of the controversy. I have shown that this is due to the realist belief shared by both the developers and the environmentalists in Korea that 'proper' science would disclose the truth. Environmental groups, in particular, were naive in evaluating the role of scientific expertise in the controversy and neglected the political role of the Expert Review Pane as a ritual. In opposition to the realist argument, I have shown through the analysis of the water quality debates concerning the future fresh water lakes that scientific 'facts' were not discovered but constructed through complex negotiations, conflicts, and compromises among related actors. The framing of the controversy as an experts' debate has resulted in the exclusion of an important actor from the discussion. Little attention has been paid throughout the controversy to the very people who have lived in the Saemangeum area for generations and will lose their livelihood all together soon. About 20,000 fishermen are living on the Saemangeum tidal flats.

The computerized prospective Drug Utilization Review (DUR) program supported by the Korean government has provided alerts to physicians and pharmacists since December 2010. This study aims to propose and apply the tiering system in "drug combinations to avoid (DCA)" and "age-precaution" alerts based on severity to improve the compliance of users. To propose the severity and clinical importance of 647 DCA alerts and 140 age precautions, a Delphi evaluation survey was conducted. An expert panel comprising 5 clinical pharmacists and 5 physicians were participated in mail surveys. Based on the results of Delphi survey, DCA pairs were classified into 3 groups; group 1 (70.6%), 2 (26.9%), and 3 (2.8%). Drug-age precaution ingredients were also classified into three groups; group 1 (53.6%), group 2 (40.7%), and group 3 (5.7%). When this grouping was applied to claim data from 2011 to 2013, the majority of alerts had occurred in the groups of high severity. Presenting DUR alerts with severity level is expected to improve the compliance of clinicians. The implementation of tiering system in DUR criteria should be considered.
