  • The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present since May 27th, 2009. But recently, there's a controversy about whether it has been performed properly or the results is significant. These new discussions were arose from lack of validity and appropriateness we had yet to find. At this point, it needs to establish sound MTSA scheme through the comprehensive review. This research developed a suitable meta-evaluation model for MSTA with applying theory of the teta-evaluation, that is the evaluation of evaluations and verified by using meta-evaluation methods like as literature studies, expert reviews, surveys and etc. The results of this study can be used to evaluate MTSA activities and it will contribute to improving MTSA scheme.

  • The concept of sustainability in residential area is closely related to the notion of amenity, livability, health and interchangeably used with the terms of urban growth management, urban regeneration, new urbanism, urban village movement, compact development, smart growth and the quality of residential environment. Residential Performance Management System (RPMS This system is developed granted by 'Korea Institute of Construction & Transportation Technology Evaluation and Planning' (KICTEP) during 2005-2008.)is a kind of decision making supportive program developed for the evaluation and assessment of various urban performances. It can be utilized for various purposes by many of urban related expert like planner, manager, etc. This study investigate the schematic model for the applying the indicators of quality of residential environment developed by SDI (Seoul Development Institute) using RPMS.

  • Recently, public certificates issued by nationally-recognized certification bodies have been abolished, and internet companies have issued their own common certificates as certification authority. The Electronic Signature Act was amended in a way to assign responsibility to Internet companies. As the use of a joint certificate issued by Internet companies as a certification authority is allowed, it is expected that the fraud damage caused by the theft of public key certificates will increase. We propose an authentication model that can be used in a security gateway that combines PKI with a blockchain with integrity and security. and to evaluate its practicality, we evaluated the security of the authentication model using Sugeno's hierarchical fuzzy integral, an evaluation method that excludes human subjectivity and importance degree using Delphi method by expert group. The blockchain-based joint certificate is expected to be used as a base technology for services that prevent reckless issuance and misuse of public certificates, and secure security and convenience.

Machine Learning-based Concrete Crack Detection Framework for Facility Maintenance (시설물의 유지관리를 위한 기계학습 기반 콘크리트 균열 감지 프레임워크)

  • The deterioration of facilities is an unavoidable phenomenon. For the management of aging facilities, cracks can be detected and tracked, and the condition of the facilities can be indirectly inferred. Therefore, crack detection plays a crucial role in the management of aged facilities. Conventional maintenances are conducted using the crack detection results. For example, maintenance activities to prevent further deterioration can be performed. However, currently, most crack detection relies only on human judgment, so if the area of the facility is large, cost and time are excessively used, and different judgment results may occur depending on the expert's competence, it causes reliability problems. This paper proposes a concrete crack detection framework based on machine learning to overcome these limitations. Fully automated concrete crack detection was possible through the proposed framework, which showed a high accuracy of 96%. It is expected that effective and efficient management will be possible through the proposed framework in this paper.

Usability Evaluation between Pen and Touch Method in SmartPhone (스마트폰에서 펜 방식과 터치 방식의 사용성 평가)

  • The smartphone of pen input device makes a stage appearance by the development of the latest technology. Such smartphone chooses both touch method using hand and pen input device simultaneously. This research try to conduct usability evaluation in order to find the user's preference between pen input and touch input method. We recruit five novices and five expert for it. We presented all participants the task of touch input and pen input in series. This research conducts the unstructured interview after doing tasks as a pilot study. As a result, we found that it was influenced according to the feature of the task. However, most of the participants prefer to do touch method overall. Specially the result of this research reveals that the novice group prefers the pen input method. We expect to suggest the design guideline for product development to extend pen input method in smartphone.

  • With the advent of autonomous ships, it is emerging as one of the very important issues not only to operate with a minimum crew or unmanned ships, but also to secure the safety of ships to prevent marine accidents. On-site inspection of the hull is mainly performed by the inspector's visual inspection, and video information is recorded using a small camera if necessary. However, due to the shortage of inspection personnel, time and space constraints, and the pandemic situation, the necessity of introducing an automated inspection system using artificial intelligence and remote inspection is becoming more important. Furthermore, research on hardware and software that enables the automated inspection system to operate normally even under the harsh environmental conditions of a ship is absolutely necessary. For automated inspection systems, it is important to review artificial intelligence technologies and equipment that can perform a variety of hull failure detection and classification. To address this, it is important to classify the hull failure. Based on various guidelines and expert opinions, we divided them into 6 types(Crack, Corrosion, Pitting, Deformation, Indent, Others). It was decided to apply object detection technology to cracks of hull failure. After that, YOLOv5 was decided as an artificial intelligence model suitable for survey and a common hull crack dataset was trained. Based on the performance results, it aims to present the possibility of applying artificial intelligence in the field by determining and testing the equipment required for survey.

  • Along with hardware implementation of cultural arts, the importance of cultivating and securing professionals who are able to operate and mange it from the political perspective is highlighted as a political issue. In addition, with growing public demand for culture, performing arts are enlarged and professionalized, and this increased the number of large-scale musicals and activated exchanges with overseas performances, which raised the demand for personnel of performing technology. Like this, growing theaters require professionals in the performing technology field for technically safe and quality performance. The certification system for performing arts professionals is to develop quality of theaters and performing arts by increasing vocational professionalism and safety in the performing technology field. This system performed since 2000 is getting positioned, and employees who worked for the performing technology field at this time showed a lot of attentions with certainty they would receive credit for artistic professionalism and raise pride as a performing arts professional. However, the government's political strategy to secure professionals of cultural arts and interest in human resource(HR) policy in the performing arts field were relatively insufficient. Therefore, this study examined the problems by looking into actual conditions regarding operation and role under the initial purpose of the certification system, and purposed the improvement plan as a first certification system to cultivate Korean performing arts professionals.

Ranking Determination of Foods and Foodborne Pathogens for Impact of Climate Change on Microbiological Food Safety (미생물학적 식품안전을 위한 기후변화 영향 식품 및 식중독 세균 우선순위 결정)

  • This study was performed to determine the ranking foods and related foodborne pathogens for the impact of climate change, e.g., increasing temperature, on microbiological food safety. To do this, we developed an impact-ranking model comprising an Excel spreadsheet by using Risk Ranger. Because of a lack of data, input values in this model were determined on the basis of an expert's opinion. These values also were converted to normal distribution, and the developed model was simulated using @RISK. In conclusion, the 5 superior ranking foods and related foodborne pathogens for climate change impact were as follows: ready-to-eat foods (RTE) (Staphylococcus aureus, Salmonella spp., and Escherichia coli O157:H7); bread and rice cakes (S. aureus and Bacillus cereus); meat and egg products (Salmonella spp., E. coli O157:H7, and S. aureus); tofu (bean curds) and jellies (B. cereus, E. coli O157:H7, and S. aureus); and fish products (S. aureus, Vibrio spp., and E. coli O157:H7).

A Study on the Design of Data Model for Route Information based on S-100 (S-100 기반의 항로정보 데이터 모델 설계에 관한 연구)

  • According to the Maritime Safety Act, there are all 34 routes including 5 traffic safety zones, 3 traffic separation schemes, 26 routes designated by regional maritime affairs departments in the Republic of Korea. In the SOLAS convention, the route information should be is effectively used for the safe navigation. However, the route information is complicatedly composed of the location of the route, the navigation rule by each route, the restriction of the navigation, and the anchorages. Moreover, the present method of providing information using the navigational chart and other publications is not effective for users to grasp the navigational information. Therefore, it was conducted to study the design of the S-100 based routing information data model developed by the International Hydrographic Organization to find ways to more effectively provide route information. To do this, the analysis of route requirement, selection of items, encoding test and users' review were carried out. Through expert user review, it was evaluated that the study on the design of the route information data model can be utilized as a good basic data for the route information integration service. Future research on the development of route information data models is expected to provide integrated route information services.

  • Library and information research is often directed towards either the management of resources (e.g., the economics of resource management), their storage and retrieval (e.g., much information retrieval research), and the users of these resources (the whole area of information behaviour. However, the question that is less often asked is, "What research do librarians want to have carried out to help them in their work?" Clearly, some of the topics just mentioned will fall into the priority areas, but what do librarians actually perceive will be of use to them. There is a notion that a research-practice gap exists in the field and perhaps the reason for that is that researchers do not ask the practioners what research will be of value to them. To find an answer to this question on a global basis would, of course, be impossible - at least impossible without the level of funding that would be difficult to obtain from any source. However, it is possible to carry out research on a national level that could prove useful both to practitioners and to the library and information research community. This was the aim of a project, supported by the Svensk Biblioteksf$\"{o}$rening (Swedish Library Association), which was carried out in 2008/2009. Ideas on potential research projects were collected from librarians themselves, from discussion group archives and from the professional journals in a number of countries. These ideas were then grouped thematically and formed the basis of two rounds of a Delphi process to solicit the opinions of a panel of librarians in different sectors, recommended by their peers as 'expert' in their field. The Delphi process was concluded with a workshop involving a subset of the panel. This paper will report on the results of the investigation, which attracted a great deal of interest within the profession in Sweden, and will also reflect on issues that were ranked lowly in the investigation. For example, not a great deal of priority was given to topics relating to the development and use of technology: why was this? And would the same result be found in other countries? One major area of research interest was into the future of libraries and a topic of relevance here, especially for academic and research libraries, is the changing information behaviour of researchers: what, now, do researchers want of libraries? Clearly, technology is playing a role here, but digitized resources and the World Wide Web may not be the answer to every researcher's need. Research into libraries and research for libraries ought to figure largely in the profession's view of its aims, objectives and visions of the future: but for it to do so requires a recognition that the work will not be done unless researchers and practitioners come together to determine how to approach the future.
