The Development of E-learning Competency Modeling and Education Roadmap for Human Resource in Science & Technology (과학기술인력 이러닝 역량모델링 및 교육로드맵 개발)

  • E-learning has become one of the popular educational method in these day. In recognition of the growing e-learning, numerous researchers of S&T have utilized for the training aimed at enhancing competency. In the circumstances, previous studies have yield interesting results regarding certain factors that competency based programs may increase effectiveness of education. Therefore this research described here contributes to design competency modeling and education roadmap for human resource in S&T. The study uses survey, FGI, delphi technique, and expert workshop for selecting the main competencies. In particular, the results are including training roadmap of 5 level in each of two groups as researchers and S&T managers. These findings can be possible to develop customized programs and supported long-term career development path plan for human resource in S&T.

  • This paper aims at finding some lessons applicable to successful implementation of 'The 3D Printing R/D Project' through both examining the process of adopting overseas industrialized housing production technological knowhow by home builders during the 1970's~1980's period and thereafter until now the various efforts to adjust the technologies efficiently to the Korea's unique situation. Some meaningful lessons can be summarized as follows; I) Deep understanding of 3DP technological know-why along with its inheritance, II) Readjusting of R/D period and goals(cf. Global leader Winsun's 15 years experiment), III) Restructuring for more collaborative R/D B&E system among participating researchers IV) Fostering 3DP expert-engineers and technicians from the early stage, V) Clearing legal barriers in users' adopting 3DP methods necessary, VI) Development of appropriate building material besides concrete. Therefore, it is highly recommended that the above-mentioned 6 lessons positively accepted and applied to the Research Implementation Plan in due course, especially by KICT consortium and KAIA under the guidance of Ministry of Land, Infrastructure and Transport.

  • This study examines the most recent successful venture development practices in the United States, Israel, Germany, Finland, and China. The purpose of this study was to find out which foreign country's venture promotion policy is appropriate to korea, why foreign country's venture policy is appropriate to korea and why it is not appropriate, and to draw policy implications for domestic venture promotion and development. The research method was conducted by 50 panel of venture experts using Delphi research technique called 'expert consensus'. As a result of the Delphi research, Finland's venture promotion policy has received the highest evaluation in the usefulness, ease and suitability. Like Finland, the establishment of venture ecosystem through organic activities of private, government, industry, academia, and research was analyzed as the first priority for domestic venture policy. Analyzed. In addition, it was analyzed that the venture policy followed by the private sector under the government's strong promotion policy was no longer appropriate.

  • This paper is a study on the "Development of Assessment Index for Women's Entrepreneurship support programs." This research highlights the absence of specific assessment indicators for selecting women-led enterprises in women's entrepreneurship support programs, thereby illuminating the limitations of current evaluation methods. It emphasizes the necessity for effective indicators to more successfully select women entrepreneurs and enterprises. The study derives numerous success factors for women's entrepreneurial ventures from prior research and develops a more likely to succeed assessment index for women-led enterprises using the Delphi methodology and collaboration with expert panels. The result is a new assessment index reflecting the characteristics of women entrepreneurs, expected to overcome the limitations of existing selection methods and contribute to enhancing social support and policy development for women-led enterprises.

  • Knowledge which is represented by formal logic are widely used in many domains such like artificial intelligence, information retrieval, e-commerce and so on. And for medical field, medical documentary records retrieval, information systems in hospitals, medical data sharing, remote treatment and expert systems need knowledge representation technology. To retrieve information intellectually and provide advanced information services, systematically controlled mechanism is needed to represent and share knowledge. Importantly, medical expert's knowledge should be represented in a form that is understandable to computers and also to humans to be applied to the medical information system supporting decision making. And it should have a suitable and efficient structure for its own purposes including reasoning, extendability of knowledge, management of data, accuracy of expressions, diversity, and so on. we call it ontology which can be processed with machines. We can use the ontology to represent traditional medicine knowledge in structured and systematic way with visualization, then also it can also be used education materials. Hence, the authors developed an Shanghanlun ontology by way of showing an example, so that we suggested a methodology for ontology development and also a model to structure the traditional medical knowledge. And this result can be used for student to learn Shanghanlun by graphical representation of it's knowledge. We analyzed the text of Shanghanlun to construct relational database including it's original text, symptoms and herb formulars. And then we classified the terms following some criterion, confirmed the structure of the ontology to describe semantic relations between the terms, especially we developed the ontology considering visual representation. The ontology developed in this study provides database showing fomulas, herbs, symptoms, the name of diseases and the text written in Shanghanlun. It's easy to retrieve contents by their semantic relations so that it is convenient to search knowledge of Shanghanlun and to learn it. It can display the related concepts by searching terms and provides expanded information with a simple click. It has some limitations such as standardization problems, short coverage of pattern(證), and error in chinese characters input. But we believe this research can be used for basic foundation to make traditional medicine more structural and systematic, to develop application softwares, and also to applied it in Shanghanlun educations.

Automatic Bone Segmentation from CT Images Using Chan-Vese Multiphase Active Contour

  • In image-guided surgery, automatic bone segmentation of Computed Tomography (CT) images is an important but challenging step. Previous attempts include intensity-, edge-, region-, and deformable curve-based approaches [1], but none claims fully satisfactory performance. Although active contour (AC) techniques possess many excellent characteristics, their applications in CT image segmentation have not worthily exploited yet. In this study, we have evaluated the automaticity and performance of the model of Chan-Vese Multiphase AC Without Edges towards knee bone segmentation from CT images. This model is suitable because it is initialization-insensitive and topology-adaptive. Its segmentation results have been qualitatively compared with those from four other widely used AC models: namely Gradient Vector Flow (GVF) AC, Geometric AC, Geodesic AC, and GVF Fast Geometric AC. To quantitatively evaluate its performance, the results from a commercial software and a medical expert have been used. The evaluation results show that the Chan-Vese model provides superior performance with least user interaction, proving its suitability for automatic bone segmentation from CT images.

  • Current web accessibility checks and automatic assessments have been pointed out that the assessment items and scores are evaluated from the developer's point of view rather than from the user's one. In addition, although most of the grades of an automatic assessment on the public web sites are excellent because they are built in accordance with the web accessibility development guidelines, not a few web sites shows relatively low grades in evaluating their usability test made by those users. Taking into account the inadequacy of these web accessibility assessments, this study has identified the differences between the grades of usability evaluations and automatic evaluations for people with low vision and analyzed the major factors affecting web accessibility usability evaluations using Repertory Grid Techniques. Also, the Hard Laddering method of the Means-End Chain theory was adopted to visualize the relationship between Attributes-Conferences-Value and a hierarchical value system analysis based on FGI(Focused Group Interview) to people with the low vision. This study proposed the measures to improve the current web accessibility automatic assessment allocation, expert evaluation criteria, and user task assessment. In particular, it is a web accessibility user evaluation model that can consider the web accessibility quality certification criteria and user review assessment by directly analyzing the user cognitive structure and value system. This study is expected to be useful as a research to enhance the quality of web accessibility assessment.

The Role of Dealers'Non-Mediated Power in Fostering SME Manufacturers' Cooperation: SME Manufacturers' Perspective

  • Purpose - Distribution channels cannot function without cooperation. While evidence suggests channel power plays a fundamental role in fostering successful manufacturer-dealer channel cooperation in Western countries distribution systems, little is known empirically as to how dealers' possession of non-mediated powers influence SME manufacturers' cooperation in Asian developing countries. Research design, data, methodology - Drawing upon the extant distribution channels literatures; this study conceptualizes a model and examines the effects of dealer's non-mediated powers on manufacturing SME firms, as well as the mediating influence of trust, relationship satisfaction and commitment. A survey of 400 manufacturing SMEs in Taiwan empirically supports the proposed hypothesis. Results - The model is acceptable in terms of overall goodness of fit. Acceptable model fit are indicated by χ2/(df): 2.35, GFI≧.90; RMSEA values≦ .08; IFI, TLI and CFI values≧.90. Our results indicate that, GFI (0.910), IFI (0.937), TLI (0.903), CFI (0.936), and RMSEA (0.079) and therefore, achieved the suggested thresholds. Conclusions - The results of this study have some managerial implications for managers in the dealer's firms. The overall implication from the findings is that managers can utilize expert, referent and traditional legitimate powers to attain channel cooperation with manufacturing SMEs in addition to garnering their trust, relationship satisfaction and commitment.

  • The use of Unmanned Aircraft Systems (UASs) in the construction and agriculture industries continues to gain in popularity and use. Firms within these industries have begun to utilize UASs to perform many of the traditional processes and procedures, which can result in a reduction in total work force and costs needed for a task. However, as with any technology, there is a learning curve and UASs do change the way certain activities are completed. Due to this, there exist firms and individuals that have not or are not willing to invest in UASs yet. The objective of this study is to explore the applications of UASs in construction and agricultural industries to discuss the benefits, challenges, and reasons of investing in UASs. This paper conducted an in-depth literature review of current topics on UASs in construction and agriculture. Additionally, six expert interviews were conducted with individuals from construction and agricultural industries in the southeastern United States. Ultimately, this study successfully found several benefits and challenges to using UASs and discussed the reasons that some firms invest in UASs while other still do not.

Survey of Corrosion Cost in China and Preventive Strategies

  • A national consultative project entitled "corrosion cost survey in China and preventive strategies" was funded by the Chinese Academy of Engineering in 1998. Soon afterwards, an expert group was organized jointly by the Institute of Metal Research, CAS and Chinese Society of Corrosion and Protection. The report on corrosion cost survey in China was published in 2003. According to this report the overall annual corrosion cost in China estimated by the Uhlig Method and Hoar Method at 1997-2001 was found to be 200.7 billion Yuan RMB and 228.8 billion Yuan RMB respectively, which is equivalent to 2% of the gross national product of China. However the total cost of corrosion including the direct and indirect cost was estimated to be more than 500 billion Yuan RMB per year in China. Among them, corrosion cost of infrastructure ranked in first comparing with other sectors. Although corrosion costs in some sectors, such as electric power, petrochemical, oil pipeline and railway in China has reduced in the past years, significant losses are still being encountered in most sectors of industries and cost-effective methods have not always been implemented. Both successful and unsuccessful cases in corrosion control and corrosion management were collected. As the investment in capital construction continues increasing rapidly in China, the maintenance and life extension of the infrastructures will become a big issue. The preventive strategies have been suggested
