Empirical Analysis on Potential Labor Migration between Countries Implemented by Harris-Todaro Model: Result from Korea, China, and Japan (Harris-Todaro 모형에 의한 국가간 잠재적 노동인구 이동에 관한 실증분석: 한-중-일 3국을 중심으로)

  • This study aims to examine potential labor migration between Korea, China, and Japan by Harris-Todaro model which is enhanced in the presence of expected income differential. The results suggest that Korean labor forces are bi-directionally migrated to China and Japan, simultaneously, and Chinese labor forces have been switched from inflow to outflow. On the other hand, Japanese labor markets are characterized by inflow from Korea, and outflow to China. The nature of labor markets in Northeast Asia have been largely transformed such that inflow of immigrants is gradually intimidated. This is mainly due to the fact that the labor markets are gradually homogenized in this region. To this end, it could be tentatively concluded that the labor markets in Northeast Asia seem to be operated by substitutionary rather than complementary natures.

Impact of Adjusted Out-of-Pocket Maximum Rules of Long-stay Admissions in Long-Term Care Hospitals (요양병원 장기입원에 대한 본인부담상한제 개편 영향 분석)

  • Purpose: This study aimed to determine the effect of adjusted out-of-pocket maximum rules in the 'differential co-payment ceiling', which means having a higher burden of co-payment, that expanded to the entire ceiling level in long-stay admission patients in long-term care hospitals(LTCH). Methodology: We used health insurance claim data between January 1, 2022, and December 31, 2022 received from the National Health Insurance Service. The study populations were inpatients in long-term care hospitals more than 1 days during the study period. We performed the difference in characteristics of the LTCH patient of the differential and general ceiling by the chi-square test. We estimated the change of the population, cost, and co-payments per person under the assumption of restructuring. Finding: Based on adjusted out-of-pocket maximum rules in 2023, it was expected that the number of benefits decreases at the high-income level while increasing at the low-income level. The burden of health expenditure after reimbursement of co-payment ceiling, is expected to increase by 65.1% in the highest medical necessity, whereas the low medical necessity would decreases compared to 2022. Practical Implications: The results demonstrate that the current out-of-pocket maximum rules do not reflect the needs of medical necessity. This study suggested the need to reflect the medical necessity in LTCH on the out-of-pocket maximum rules in the future.

A Study on Rational Improvement of the Pension Income and Retirement Income Taxation (연금소득 및 퇴직소득 세제의 합리적 개선방안에 관한 연구)

  • [Purpose] The purpose of this study is to point out the issue of pensions and retirement income tax which were amended from 2012 to 2016 and present a rational and intellectual improvement to this issue. [Methodology] This study was carried out a literature survey about the tax laws of pension income and retirement income. In order to confirm the differences between the case-by-case tax burden, calculated the effect of tax burden by presenting the examples in the case of retirement income. [Findings] It is necessary to apply the differential multiples in accordance with the seniority when leaving the company rather than applying the five times or 12 times in the tax base as the current retirement income tax. Also, It should be given the flexibility of pension income to ease the requirements of inevitable temporary receipt of a pension income. In addition, it is needed to expand separate taxation threshold which is current 12 million won. Finally, the annual limit of tax incentives for IRP should be increased significantly more than the current 7 million won. [Implications] The improvement of the study is to offer suggestions on the revision of retirement income and pension income taxation to the tax authorities or National Pension Service and retirement pension providers. The result of this study is expected to be used as reference to develop policy options on the legislative process.

  • Rapid urban growth is characterized in most developing countries. Overurbanization, in this paper, which means rural-urban migration continues to exceed rates of urban job creation, thus leading to a less than optimal allocation of labor between the rural and urban sectors. In consequence of over-urbanization third world cities are suffering unemployment, underemployment and misemployment. Rural-urban migration, a few years ago, was viewed favorably with regards to the economic development, but recent developing countries are experiencing the opposite. Rural-urban expected income differential can act to exacerbate the urban unemployment situation even though urban employment might expand as a direct result of governement policy. Agricultural investment, especially land saving technology - irrigation, drainage, etc. - and rural industrialization seems to be the best policy to reduce overurbanization.
