Evaluation on Flexural Strength and Shear Strength of RC Beams Extracted from Existing Apartment Housings (기존 공동주택에서 채취한 보의 휨 내력 및 전단내력 평가)

  • The static strengths of the existing RC beams were experimentally investigated in this paper to understand the strength characteristics of existing structural members and to get appropriate data in strengthening RC members in the remodelling construction. Ten RC beams were prepared by cutting and extracting directly from the demolition site of apartment housings and tested in order to evaluate the flexural and shear strengths of existing RC beams by their geometric condition. From the test results, it was found that most of the specimens had a sufficient structural capacity except for some special case, for example, specimens with severe cracks or concrete losses caused by improper casting. Therefore, the severely deteriorated members originated from bad concrete casting or careless construction process should be repaired and strengthened in remodelling construction.

The possibility of South Korea to become a member state of APSCO: an analysis from Legal and political perspectives (韓國加入亞太空間合作組織的可能性 : 基于法律与政策的分析)

  • Asia-Pacific Space Cooperation Organization (APSCO) is the only intergovernmental space cooperation organization in Asia. Since its establishment to date, eight countries have signed the convention and become member states. South Korea participated actively in the preparatory phase of creating the organization, and one conference organized by AP-MCSTA which is the predecessor of APSCO was held in South Korea. However, after the APSCO Convention was opened for signature in 2005 to date, South Korea does not ratify the Convention and become a member. The rapid development of space commercialization and privatization, as well as the fastest growing commercial space market in Asia, provides opportunities for Asian countries to cooperate with each other in relevant space fields. And to participate in the existing cooperation framework (e.g., the APSCO) by the Asian space countries (e.g., South Korea) could be a proper choice. Even if the essential cooperation in particular space fields is challenging, joint space programs among different Asian countries for dealing with the common events can be initiated at the first steps. Since APSCO has learned the successful legal arrangements from ESA, the legal measures established by its Convention are believed to be qualified to ensure the achievement of benefits of different member states. For example, the regulation of the "fair return" principle confirms that the return of interests from the relevant programs is in proportion to the member's investment in the programs. Moreover, the distinguish of basic and optional activities intends to authorize the freedom of the members to choose programs to participate. And for the voting procedure, the acceptance of the "consensus" by the Council is in favor of protecting the member's interest when making decisions. However, political factors that are potential to block the participation of South Korea in APSCO are difficult to be ignored. A recent event is an announcement of deploying THAAD by South Korea, which causes tension between South Korea and China. The cooperation between these two states in space activities will be influenced. A long-standing barrier is that China acts as a non-member of the main international export control mechanism, i.e., the MTCR. The U.S takes this fact as the main reason to prevent South Korea to cooperate with China in developing space programs. Although the political factors that will block the participation of South Korea in APSCO are not easy to removed shortly, legal measures can be taken to reduce the political influence. More specifically, APSCO is recommended to ensure the achievement of commercial interests of different cooperation programs by regulating precisely the implementation of the "fair return" principle. Furthermore, APSCO is also suggested to contribute to managing the common regional events by sharing satellite data. And it is anticipated that these measures can effectively response the requirements of the rapid development of space commercialization and the increasing common needs of Asia, thereby to provide a platform for the further cooperation. In addition, in order to directly reduce the political influence, two legal measures are necessary to be taken: Firstly, to clarify the rights and responsibilities of the host state (i.e., China) as providing assistance, coordination and services to the management of the Organization to release the worries of the other member states that the host state will control the Organization's activities. And secondly, to illustrate that the cooperation in APSCO is for the non-military purpose (a narrow sense of "peaceful purpose") to reduce the political concerns. Regional cooperation in Asia regarding space affairs is considered to be a general trend in the future, so if the participation of South Korea in APSCO can be finally proved to be feasible, there will be an opportunity to discuss the creation of a comprehensive institutionalized framework for space cooperation in Asia.

Evaluation on the Bending Behavior After Yield of RC Beam by Using Image Processing Method(II): Focused on the Tensile Part (영상 분석 기법을 이용한 RC 부재의 항복 후 휨 거동 분석(II): 인장부를 중심으로)

  • As the limit state design method is applied as a method of designing concrete structures, the ultimate state is considered in the analysis or design. In fact, when the reinforced concrete member bears tensile force, the force is transmitted from the rebar to the concrete, and the structure bears the tensile force to the ultimate state even after yield. Therefore, the accurate evaluation of behavior after yield, it is necessary to study the tension stiffening effect after yield of the flexural member. In this study, a 4-point bending test was conducted on the RC simple beam having a rectangular cross section of the double reinforcement, and the behavior of the member was analyzed in detail using the image analysis method. Using the analysis results, the estimation formula for the tension stiffening effect after yield was proposed, and the applicability of this was verified through the experimental results of existing study. The difference between the ultimate strain and the yield strain representing the ductile behavior of the member is similar to the experimental results. The prediction of the proposed formula is relatively accurate.

  • This study made member specimen for taking specimen, core with the concrete mixing normal concrete, admixture and conducted the same air curing as field conditions. After performing destructive and nondestructive test by age, estimate expression was suggested by analyzing correlations between compressive strength, rebound number and ultrasonic pulse velocity and the results are as follows. As a result of comparing error rate of existing expressions and this estimation expression, error rate of this estimation is reduced compared to existing expressions and has higher reliability. When conventional concrete expression is applied to admixture concrete, error rate occurs and then this study suggests the estimation expressions depending on types of admixture concrete.

  • This study starts from the question if the characteristic of existing conventional site-specificity can be applied to the modern city space in information media era as it is. The evolution and spread of media technology acted as the catalyst which establishes the identity of an individual and promotes the social sense of belonging as the new type of community member as well as expanded the communication territory of man. Moreover, as the perfect merge of third dimensional space with second dimensional media was accomplished, the meaning of city as the place is getting changed and extended to city space as the information platform which integrates and intermediates the various information composing city. Hereupon, this study is willing to analyze the limits which the characteristics of physical, active and meaningful elements which are the forming primary factors in the existing place theory have and establish the new meaning of city as the place through the case studies which are applied by the characteristics of hyper spacio-temporal, mobility and polysemy as the characteristics transformed by information platformization of city space.

  • The remaining service life (RSL) of buildings has been an important issue in the field of building and facility management, and its development is also one of the essential factors for achieving sustainable infrastructure. Since the estimation of RSL of buildings is heavily affected by the subjectivity of individual inspector or engineer, much effort has been placed in the development of a rational method that can estimate the RSL of existing buildings more quantitatively using objective measurement indices. Various uncertain factors contribute to the deterioration of the structural performance of buildings, and most of the common building structures are constructed not with a single structural member but with various types of structural components (e.g., beams, slabs, and columns) in multistory floors. Most existing RSL estimation methods, however, consider only an individual factor. In this study, an estimation method for RSL of concrete buildings is presented by utilizing a fuzzy theory to consider the effects of multiple influencing factors on the deterioration of durability (e.g., concrete carbonation, chloride attack, sulfate attack), as well as the current structural condition (or damage level) of buildings.

  • The objective of correction is to let criminals receive education, be reformed and get vocational training during prison term by being separated from society and live as sound citizens after being released from prison. The facilities that execute such mission are referred to as corrective institution, and in Korea, some 47,000 persons are accommodated at 50 locations. Corrective facilities are facilities existing to separate and accommodate criminals safely, and return them to society after eliminating criminal nature from the convicts during the accommodation period. But corrective facilities in Korea representing the characteristics of corrective facilities vividly focusing on security. Therefore, while present pursuit of corrective facilities is to seek for reformation of criminals rather than separation of them from society, existing prison buildings are not appropriate facilitated at the moment. This study has the purpose to planning of indoor environment of corrective facility ward building as healing environment. Specifically, this study is contributing to propose a model of criminals healing environment equivalent to hospital facility to raise the effect of healing the criminal nature of criminals and cut the period of restoring them by applying healing environment elements and return the criminals to the society as successfully reformed social member.

Seismic Performance of an Existing Low-Rise Reinforced Concrete Piloti Building Retrofitted by Steel Rod Damper (강봉댐퍼로 보강한 기존 저층 철근콘크리트 필로티 건물의 내진성능)

  • In this study, shaking table test was carried out to evaluate the seismic behavior and performance of low-rise reinforced concrete (RC) piloti structures with and without retrofit. The specimens were designed considering the characteristics of existing building with pilotis such as natural period, distribution factor of strength and stiffness between columns and core wall on the first soft story. The test for the non-retrofit specimen showed that damage was concentrated on the stiffer member on the same floor as the core wall failed by shear fracture whereas columns experienced slight flexural cracks. Considering the failure mode of the non-retrofit specimen, the retrofit method using steel rod damper was presented for improving the seismic performance of piloti structures. The results of the test for retrofit specimen revealed that the retrofit method was effective for controlling the damage as the main RC structural members were not destroyed and most of input energy was dissipated by hysteretic behavior of the damper.

  • In-place analysis for offshore platforms is essentially required to make proper design for new structures and true assessment for existing structures. The structural integrity of platform components under the maximum and minimum operating loads of environmental conditions is required for risk assessment and inspection plan development. In-place analyses have been executed to check that the structural member with all appurtenances robustness and capability to support the applied loads in either storm condition or operating condition. A nonlinear finite element analysis is adopted for the platform structure above the seabed and the pile-soil interaction to estimate the in-place behavior of a typical fixed offshore platform. The analysis includes interpretation of dynamic design parameters based on the available site-specific data, together with foundation design recommendations for in-place loading conditions. The SACS software is utilized to calculate the natural frequencies of the model and to obtain the response of platform joints according to in-place analysis then the stresses at selected members, as well as their nodal displacements. The directions of environmental loads and water depth variations have important effects on the results of the in-place analysis behavior. The result shows that the in-place analysis is quite crucial for safe design and operation of offshore platform and assessment for existing offshore structures.

Behaviour of Truss Bridges by Using the Post-tensioning (후긴장을 이용한 트러스의 성능 향상 평가)

  • The technique of posttensioning has been used successfully to improve the performance of existing concrete structures. However, very few applications of this technique can be found in steel structures. Posttensioning by means of high strength cable or bar can be used to effectively increase the working load capacity of Truss Bridges. The benefits of posttensioning trusses can be achieved in strengthening of existing structures as well as in the design of new structures. In this paper, the elastic behavior of posttensioned trusses with straight and draped tendon profiles is examined. For the analysis of posttensioned trusses in the elastic range of behavior, two methods are presented, namely, the flexibility method and the mixed-method, i.e., a combination of the stiffness and flexibility methods. Using the presented methods, the effects of design variables such as the tendon profile, truss type, prestress force, and tendon eccentricity on the working load and deflection of trusses are studied. The results show that the allowable load of truss increases proportionally with increase in prestress force and eccentricity. Posttesioning enlarges the elastic range, increases redundancy, and reduces deflection and member stresses. Thus, the remaining life of a truss bridge can be increased relatively inexpensively.
