In LTE-Advanced that different networks coexist, it is considered that it is actually difficult to provide service continuity with a procedural and static control method applied to the existing voice service. This paper suggests Service Self-Organization to support the service continuity effectively based on SON. It means a method in which a subscriber's terminal collects information about its current condition and base station around, and a base station, through the data collected by monitoring inner or adjacent base station, shares related data and converges, controlling service continuity on its own. In other words, as context information of mobile terminal and base station changes, set-up of related functions such as ISHO, cell selection, source allocation, load control, and QoS mapping is adapted; each function fits into the change, exchanges the process of reorganization, and interacts; these actions go toward to satisfy service continuity. Simulation results show that it provides better performances than the conventional one with the measure of resource utilization rate and outage probability.

Mendeley readership data could be used to understand how research outcome be spent outside of academia in multi way. So it could be utilized to understand unknown world which citation rate could not explain still now. This study, by conducting a country network analysis using Mendeley's co readership data about articles of Korea related research, clusters countries that share common academic interest. As a result, the US and other advanced countries in all fields showed high overall and regional centrality, indicating that they have overall cooperation and potential for exchange of Korea related studies. Some developing countries have shown high regional centrality and are linked to common academic interests. In the medical and social sciences, the OECD and developing countries have formed a separate group of readers, and the engineering sector has been characterized by emerging developing countries as a large community of readers. In addition, engineering science field has shown that network density is relatively high, so there might be high possibility of academic exchanges, knowledge dissemination and cooperation among countries.
There is ample research on the Korea-China-Japan trilateral relationship in various directions that includes geopolitical aspects. There still exist escalated tensions in politics and diplomacy despite the remarkable growth in the economic and cultural exchanges between these countries. This study presents a way of representing national identity based on survey results via principal component analysis, and investigates if these national identities can be related to conflict and cooperation among the three countries. The results show that the attachment to the nation does not affect the conflicts between the countries and that a more friendly awareness of other countries tends to give a positive effect to cooperation between countries.

A multi-agent technology has emerged as new paradigms that can flexibly and promptly cope with various environmental changes and complex problems. Accordingly, many studies have been carried out to establish multi-agent systems in an effort to solve dynamic problems in many fields. However, most previous research on the multi-agent frameworks aimed at, on the behalf of a user, exchanging and sharing information among agents, reusing agents, and suggesting job cooperation in order to integrate and assimilate heterogeneous agents. That is, their frameworks mainly focused on the basic functions of general multi-agents. Therefore, they are not suitable to the development of the proper system for a specific field such as a negotiation. The goal of this research is to design a multi-agent framework for the negotiation system that supports the evaluation of the negotiation messages, management of the negotiation messages, and message exchanges among the negotiation agents.

E-Business Platform for SMEs in GMS Countries(GMSEB) is a E-business service portal which based on Yunnan, face to ASEAN, connect with China's mainland. lt is established by Kunming Dongxun Sic&Tech Co.,Ltd and E-Business Centre of Yunnan University of Financial & Economics, who get supports from UNESCAP, Science and Technology Department of Yunnan Provincial and Yunnan SMEs Bureau. The portal will bulid a B2B & B2C E-business and. ASP portal to provide service of e-business and enterprise management informatization according with the different languages and situation to China and GMS countries. The paper starts with analysis of the policy in China of promoting GMS cooperation and exchanges, importance of Yunnan and cultural universality in GMS countries. It expounds the necessity of establishing such a regional e-commerce platform. The project explores how to develop the model of e-business and enterprise management informationization for SMEs under the condition of weak economic strength and scarcity of Information Technology talents. To promote the SMEs in GMS countries participate in the integration with the global economy through the international SMEs'E-business Platform, make a fairly rapid progress by full play to its advantages.

Online exchange is a cost-effective approach to trade goods and information among multiple sellers and buyers. Shipping industry includes lots of global entities such as shippers, liners, ship owners and shipping agents. Marine insurance companies and ship repairers and many other groups are also supporting the industry. However, international shipping exchanges are located on few cities in the world. Its our motivation that a shipping market can be online so that market participants do the dealing while sitting where they are with more efficient manner, preferable price and larger pool of candidates of trading partners. This paper presents Korean governmental project of building a cyber shipping exchange. The exchange covers ship sale and purchase, charter, insurance, freight futures, repairs, supplying of ships oil and database service. The workflows of each business were analyzed and designed to fit for online environment. The project includes design of trading mechanism, online documents, data flow, data storage and security. Online match making and trading mechanisms such as auction, reverse auction, bid are used. The whole trading process involves multiple organizations and business processes. So, this Paper focuses on how each organization would play their roles so that users can complete transactions with integrated and transparent view. The online exchange selves also as maritime portal site that links to other sites for cooperation vertically or horizontally, and serves database and information in global perspective. Korean education in China began at Peking University in the 1950s. At present, The Korean language education in China has made remarkable progress in many aspects such as scale, scope, level and achievement. In addition, with the increasingly frequent economic and cultural exchanges or cooperation between China and South Korea and the increasing trend of internationalization, the prosperity of Korean wave culture and the sound development of China-South Korea relations, the country's demand for Korean language talents is increasing day by day. However, with the rise of Korean education in China in recent years, some hidden problems also surfaced. In this paper, the Korean language proficiency test(TOPIK) is used to evaluate the Korean language proficiency of Korean learners, and Chinese juniors are used to evaluate the Korean language proficiency. In addition, a questionnaire survey was conducted to analyze the learning media of Chinese Korean learners at the present stage, and the relationship between learning media and learning outcomes was concluded. At the same time, deficiencies and problems existed in Korean education in colleges and universities were proposed and their own ideas were put forward.

In edge computing scenarios, IoT end devices play a crucial role in relaying and forwarding data to significantly improve IoT network performance. However, traditional routing mechanisms are not applicable to this scenario due to differences in network size and environment. Therefore, it becomes crucial to establish an effective and reliable data transmission path to ensure secure communication between devices. In this paper, we propose a trusted path selection strategy that comprehensively considers multiple attributes, such as link stability and edge cooperation, and selects a stable and secure data transmission path based on the link life cycle, energy level, trust level, and authentication status. In addition, we propose the Stability-based On-demand Multipath Distance Vector (STAOMDV) protocol based on the Ad hoc AOMDV protocol. The STAOMDV protocol implements the collection and updating of link stability attributes during the route discovery and maintenance process. By integrating the STAOMDV protocol with the proposed path selection strategy, a dependable and efficient routing mechanism is established for IoT networks in edge computing scenarios. Simulation results validate that the proposed STAOMDV model achieves a balance in network energy consumption and extends the overall network lifespan.

The City-to-City cooperation(C2C) in Korea has been made by economic needs based on industrial conditions. However, now it is necessary to cover environmental and social aspects as well as economic in order to respond to the realization of the international value, the domestic demands, and the changing comprehensive conditions. In particular, inter city cooperation is important because the efforts for solving environmental problems are impossible individually in each local government. In Korea, C2C have promoted in various ways by complex interests between cities. C2C build a creative environment by catalysis in the process of exchanges between different cities. And its purpose and the process and results appeared in environmental, social and economic sustainability of the green city. Therefore, this study analyze the C2C cases in Korea by pursuing value types. The purpose of this study is awaken to the importance of C2C and seek a direction for its successful realization and activation. The result of this study can be a guide for the success of C2C.

In this study, a case study was conducted on Advanced Nano Products Co.,Ltd, a company that was established in 2000 and has the core technology to produce and commercialize nano materials and ultrafine nano powders based on nano technology. Deviating from the general case study, a case study analysis frame was set based on the theory of technology management and industry-university cooperation theory, and cases were analyzed. In this case study, Advanced Nano Products Co.,Ltd. was analyzed from two analytical perspectives: the establishment of a Management Of Technology system within the company and the Industry-Academic Cooperation activity. Based on this theoretical-based analysis framework, company visit interviews and related data research and analysis were conducted. As a result of the study of the case company, it was possible to derive how the technology management and industry-university cooperation affect the growth stage of the company as follows. First, the strategic use of technology management is an important factor in strengthening the competitive advantage and core competencies of venture companies, and for survival and growth of startups in the early stages. Second, strategic use of technology management and patents and establishment of a patent management system are a part of business strategy and play a pivotal role in corporate performance. Third, the human and material infrastructure of universities affects the growth of companies in the early stage of start-up, and the high utilization of industry-university cooperation promotes the growth of companies. Fourth, continuous industry-academic cooperation activities in the growth and maturity stages of a company's growth stage are the basis for activating external exchanges and building networks. Lastly, technology management and industry-university cooperation were found to be growth factors for each growth stage of a company. In order for a company to develop continuously from the start-up to the growth and maturity stages, it is necessary to establish a technology management system from the beginning and promote strategic technology management activities. In addition, it can be said that it is important to carry out various industry-academic cooperation activities outside the company. As a result of the case analysis, it was found that Advanced Nano Products Co.,Ltd, which performed these two major activities well, overcame the crisis step by step and continued to grow until now. This study shows how the use of technology management and industry-academic cooperation creates value in each growth stage of technology-based venture companies. In addition, its active use will play a big role in the growth of other venture companies. The results of this case study can be a valid reference for growth research of technology start-up venture companies and related field application and utilization.
