As a case study of an ex-post evaluation of regulations, in this paper I evaluate the 'uniform settlement rate requirement', a regulation that was introduced in 1986 and that was applied to the international telephone market in the U.S. for more than 20 years. In a bilateral market between the U.S. and a foreign country, each U.S. firm and its foreign partner jointly provide international telephone service in both directions, compensating each other for terminating incoming calls to their respective countries. The per-minute compensation amount for providing the termination service, referred to as the settlement rate, is determined by a bargaining process involving the two firms. In principle, each U.S. firm could have a different settlement rate for the same foreign country. In 1986, however, the Federal Communications Commission introduced the Uniform Settlement Rate Requirement (USRR), which required all U.S. firms to pay the same settlement rate to a given foreign country. The USRR significantly affected the relative bargaining positions of the U.S. and foreign firms, thereby changing negotiated settlement rates. This paper identifies two main routes through which the settlement rates are changed by the implementation of the USRR: the Competition-Induced-Incentive Effect and the Most-Favored-Nation Effect. I then empirically evaluate the USRR by estimating a bargaining model and conducting counterfactual experiments aimed at measuring the size of the two effects of the USRR. The experiments show remarkably large impacts due to the USRR. Requiring a uniform settlement rate, for instance, results in an average 32.2 percent increase in the negotiated settlement rates and an overall 13.7 percent ($3.43 billion) decrease in the total surplus in the U.S. These results provide very strong evidence against the implementation of the USRR in the 1990s and early 2000s.

The purpose of this study is to suggest improvement directions and strategies for the minimization of ex-post damage and prevention of the generation of derelict fishing gear which lead to decreased fisheries resources and deteriorated marine ecosystem through ghost fishing and damaging spawning and growth grounds. Current problems related to derelict fishing gear in Korea are lack of reliable data on the generation amount of derelict fishing gear, absence of life-cycle monitoring and management system, insufficient supports for derelict fishing gear collection programs and R&D investment in environmentally friendly fishing gear, etc. Thus, this study suggests three basic improvement directions to prevent the generation and minimize the damage of derelict fishing gear. Such improvement directions contain more detailed strategies such as establishment of fishing gear management law and life-cycle management system, strengthening entry regulations on fisheries causing serious ghost fishing problems, increased supports for R&D investment and dissemination of bio-degradable fishing nets, and promotion of voluntary agreements among competing fishermen's groups.

According to the study and experiments performed on the Improvement of Maintaining Temperature of Aviation Dangerous Goods, a conclusion was drawn that clear technical guidelines should be established from the design and assembly stage of temperature-controlled packaging, taking into account actual transportation environment. In particular, profiles consisting of only two types of summer and winter are difficult to adjust flexibly in transportation process with severe weather and temperature changes such as spring and fall. To this end, there is a need to establish a compromise profile configuration for summer and winter. It was also found that the condition of the refrigerant, temperature control, and the speed of the packaging operation have a significant impact on maintaining constant temperature. Therefore, all packing operations need to be completed within a short period of time in the environment close to the target temperature. The current packing instructions provided by packaging manufacturers do not provide precise instructions on post-conditioning, but the experiments in this study confirmed that post-conditioning is very important for maintaining the target temperature, so it is necessary to provide precise legal packing technical instructions.
This Paper document that managers' cash compensation is more sensitive to negative stock return than positive stock return. Also, this paper analyse that managers' cash compensation react symmetrically to accounting earnings and losses. Since stock returns include both unrealized gains and unrealized losses, we expect managers' cash compensation to be less sensitive to stock returns when returns contain unrealized gains(positive returns) than when returns contain unrealized losses(negative returns). But accounting earnings exclude unrealized gains and include unrealized losses, so managers' cash compensation will react symmetrically to accounting earnings and losses. Analyzing 5,815 firm-year data for 2000-2011, we find that managers' cash compensation reacts asymmetrically to stock retruns whereas managers' cash compensation reacts symmetrically to accounting performance. This finding is consistent with boards of directors seeking to mitigate ex post settling up problem that would arise of managers' cash compensation was equally sensitive to positive and negative stock return.
This paper attempts to analyze the institutionalization process of Environmental Impact Assessment(EIA) system within the context of Korean environmental policy. The implementation of EIA in the 1980's was not seriously considered by other government agencies and was sometimes degraded as mere formality due to the inherent problems of the system. With viewing the theory and practice of EIA in Korea, this paper argues that it is essential to reinforce ex post facto management incorporate the participation of residents of concerned areas, upgrade the validity of assessment by selecting a credible assessment-agenices and develop the required technologies. Finally, this paper acknowledge the necessity of devising the mechanism to reconcile the conflict between the regional interest and the national interest.

This study objectively in examines materials related to factory rationalization of D Corp., a regionally based enterprise. One reason that previous factory rationalizations have not been all that effective is that each firm has not used strategies specially designed for it Despite the fact that each firm has a different culture, and different human and physical resources, the application of rationalization without any modifications has produced many problems. In order to stabilize the production system and reduce the capacity of the factory, D Corp. changed the basic 5 S's and stimulated the factory atmosphere through computer education. Rationalization stabilized and standardized the factory, and organized the physical resources and each area of the factory according to their place in the process of production. It also made improvements that verified the party responsible for the flow of the complex production system, and simplified analysis supervision of production, and ex post management. We think that the successful example of D Corp. can serve as a real, tangible model for small and medium regionally-based firms to follow.
The purpose of this study was to analyze developed case of archiving on Mega Sport Event for searching effective method on a documentation of Mega Sport Event. For the more, it will be conducted to study law of Mega Sport Event record management, humane and Material resource and method related to record management of the Mega Sports Event organizing committee.
Purpose: This quantitative meta analysis sought to determine the effectiveness of SMIs. Method: Forty-six experimental studies with a randomized or nonequivalent control group pre-post test design were included in the analysis. The selected studies were classified according to the sample characteristics, the types and methods of the interventions, and the types of outcome variables. Six intervention types were distinguished: cognitive-behavioral intervention(CBT), relaxation techniques(RT), exercise(EX), multimodal programs 1 and 2(MT1, 2), and organization-focused interventions(OTs). Effect sizes were calculated for the 4 outcome categories across intervention types: psycho-social outcome, behavioral-personal resources, physiologic, and organizational outcome. Results : Individual worker-focused interventions(ITs) were more effective than OTs. A small but significant overall effect was found A moderate effect was found for RT, and small effects were found for other ITs, The effect size for OTs was the smallest. The interventions involving CBT and RT appeared to be the preferred means of reducing worker's psycho-social and organizational outcomes. With regard to physiologic outcomes, RT appeared to be most effective. CBT appeared to be most effective in reducing psycho-social outcomes. The effects of OT were non-significant, except for the psycho-social outcomes. Conclusions: SMIs are effective. Interventions involving RT and CBT are more effective than other types.

Purpose: The purpose of the study was to compare recipients' health behavior, attitude to using medicaid, medication compliance, and the changes in hospital cost and visit-day of in-patient and out-patient care between tele-care regions (TCR) and general care regions (GCR) in Korean medicaid. Method: The design of the study was ex-post facto comparing recipients in TCR and GCR. The sample included 625 persons in TCR and 410 persons in GCR. To collect materials, the case manager interviewed recipients of medicaid and filled out questionnaires which were analyzed through SAS/PC 9.1. Results: In studying health behavior and medication, compliance was not significant. However, the attitude to using medicaid was significantly more positive in TCR than in GCR. In out-patients, the change of hospital visit-day was not significant between TCR and GCR, but TCR showed a reduction in hospital cost compared to GCR. For in-patient recipients, GCR showed a greater reduction in changes in hospital cost and visit-day compared to TCR. Conclusions: The results of the study show that attitudes to using medicaid via telephone are positive and results are more effective than hospital visit consultation, and the cost of out-patient care could be reduced.
Purpose: This study was conducted to identify the conceptual definition and attributes of 'Taeoom' (or workplace bullying) inflicted to newly employed nurses in Korea. Method: Walker & Avant(2011)'s eight-stage process was used to perform a conceptual analysis of 'Taeoom'. Literature review of 40 studies published between Jan. 2009 and March 2018 published in Korea was followed by the in-depth interview with nine newly employed hospital nurses and the ex-post review of results by nursing experts. Findings: 'Taeoom' was associated with five attributes: (1) bullying for no reason, (2) peer rejection for no reason, (3) decreased physical function and psychological withdrawal, and (4) verbal abuse, defamation and nagging, (5) impotent feeling due to power imbalance. Four antecedents found in this study include offensive action, distrust, power imbalance, and undue workload exceeding capacity. As consequences of Taeoom, negative physical and psychological symptoms and turnover intention were increased while nursing performance was decreased. Conclusion: This study suggests the need for more qualitative researches with more comprehensive approach on Taeoom and the development of effective program to improve the organizational culture in nursing field. This study is significant in that it provides a qualitative but comparative review on the attributes, antecedents and consequences of Taeoom through literature review accompanied by focus group interview and expert review.
