증거기반훈련(EBT)은 고속화되고 대형화되는 항공운송시장의 안전 운항을 위해, 실제 항공기 사고, 준사고, 운항, 훈련 데이터(Evidence)를 기반으로 조종사의 역량(Competency) 및 자신감(Confidence)을 향상하고 문제해결을 위한 회복력(Resilience)을 강화하는 훈련·평가 프로그램이다. 이러한 증거기반훈련(EBT)을 전문교육기관의 교육 체계에 적용하고 문제점을 개선하기 위해, 현재의 평가 기준에서 EBT의 핵심역량을 적용한 평가 기준으로의 개선과 실기시험관 및 교관 표준화를 위한 제도 개선, 모의비행훈련장치의 활용이라는 3가지 개선방안을 제시하였다.

EBT has designed and implemented a training program that relies on evidence from events such as Flight Operation Quality Assurance (FOQA), accidents, and incidents specific to each airline. The goal is to enhance the overall skills of the flight crew. This involves assessing the capabilities of individual crew members and, based on the findings, providing additional training to address any shortcomings. To create a training program aligned with the objectives of EBT, this study focused on analyzing data from hard landing incidents in domestic airlines obtained through FOQA events. A practical EBT training program was then developed, specifically targeting adverse weather conditions. The program evaluates landing capabilities, and the results guide the supplementation of any deficiencies in the landing skills of each flight crew member, ultimately aiming to enhance their confidence.

The International Civil Aviation Organization (ICAO) developed Doc 9995 "Manual of Evidence-based Training," with the intention of providing guidance by establishing a new methodology for the development and conduct of a recurrent training and assessment program. The airline pilot training regulations were largely based on the evidence of hull losses from early generation jets, and in order to mitigate a risk, simply repeating an event in a training program was sufficient. At the time, studies concluded that it was time to change the paradigm of training and assessment program for pilots. One airline alone implemented Evidence-Based Training (EBT) program in their flight crew training and assessment program while another airline partially implemented the EBT program. In the regulatory framework of MOLIT, specific EBT regulations have not been established yet. Therefore, it is recommended to develop rules and standards that comply with ICAO SARPs as soon as possible. In this study we review the key steps in the implementation of the baseline EBT, approval process of baseline EBT program, and policy options regarding the implementation of EBT. It will provide guidance to operators, Approved Training Organizations (ATO), and stakeholders.

항공사에서는 보다 효과적인 교육훈련을 실시하고자 실무와 연계한 훈련 프로그램을 도입하고자 하였다. 이를 위해 항공사들은 항공 인력의 실무 역량 강화 및 안전 문화 증진을 위해 증거 기반 훈련(EBT)을 시행해 오고 있다. 항공사들은 효과적인 EBT 모델 개발을 위해 운항 데이터 및 사례 연구를 분석하여 항공 인력의 역량 및 실무 능력을 체계적으로 평가할 수 있다. 또한 승무원 자원 관리(CRM)와 같은 기술적 방법 및 인적 요인을 포함하는 전체적인 접근법을 적용하여 EBT 모델을 구성할 수 있다. EBT 도입으로 인해 항공사들은 조종사의 실무 업무에 대한 진단 및 피드백 시스템을 구축하게 되며 개인 맞춤형 교육을 제공할 수 있고 교육 성과를 거쳐 교육 효과를 검증하는 교육훈련 체계를 확립하게 된다.

항공사고조사 분석자료를 통해 ICAO (International Civil Aviation Organization)와 IATA (International Air Transport Association) 회원국의 전문가들은 비행 안전에 추가적인 개선이 필요함에 공감하게 되었고 조종사 훈련에 대하여 대대적으로 포괄적인 검토가 이루어졌다. 이 검토 결과 조종사의 기술적인 부분뿐만 아니라 CRM (crew resource management)과 관련된 비기술적인 부분의 역량 개발에 중점을 두게 되었다. 2013년에 ICAO에서 항공안전 증진을 위한 조종사의 역량 개발과 강화를 위해 체약국에 EBT (evidence-based training) 시행을 권고하였다. 본 연구에서는 국내 항공사들은 어떻게 EBT 훈련프로그램을 활용하고 있고 비정상 상황에 조우하였을 때 위협과 과실을 어떻게 관리하여 운항 본연의 목적인 안전을 확보하고 증진할 수 있는지, EBT의 중요한 부분을 차지하고 있는 비기술적인 핵심역량을 개선 발전시킬 방안을 도출하고자 한다.

최근 항공산업은 항공 기술과 운항환경의 발달로 상당히 안전화되었으나, 인적요인(Human Factor)에 의한 사고 및 준 사고는 계속 발생하고 있다. 따라서 조종사의 훈련은 항공안전을 위한 가장 중요한 과제이나 각국의 규정에서 정하는 훈련과 실제 필요한 훈련 사이에 간격이 있어, 이를 향상하기 위해서 역량기반훈련을 기반으로 한 부조종사 자격제도(Multi-Crew Pilot License, MPL), 증거기반훈련(Evidence Based Training, EBT), 향상된 자격프로그램(Advanced Qualification Programme, AQP)이 개발되었다. 항공 선진국의 항공사들은 기존의 법정 요구량 충족위주 훈련과 항목 중심의 획일적인(One size fits all) 훈련의 패러다임을 개선하여 국제민간항공기구(International Civil Aviation Organization, ICAO)와 국제항공운송협회(International Air Transport Association, IATA)에서 제시하는 데로 개인의 역량을 더 향상 시킬 수 있는 효율적인 훈련 프로그램을 실시하여 사고 유발 인적요인을 감소시키고 있다. 역량을 중심으로 하는 조종사 훈련은 변화하는 복잡한 환경에서 예상하지 못한 위협이 발생하였을 때, 조종사들이 적절히 대처 할 수 있는 레질리언트 크루(Resilient Crew)를 양성하는 데 효과적이다.
