A Study on Government Service Innovation with Intelligent(AI): Based on e-Government Website Assessment Data (전자정부 웹사이트 평가 결과 데이터 기반 지능형(AI) 정부 웹서비스 관리 방안 연구)

  • As a key of access to public participation and information, e-government is taking the active role of public service by relevant laws and policy measures for universal use of e-government websites. To improve the accessibility of web contents, the level of deriving the results for each detailed evaluation item according to the Korean web contents accessibility guideline is carried out, which is an important factor according to the detailed evaluation items for each website property and requires data-based management. In this paper, detailed indicators are analyzed based on the quality control level diagnosis results of existing domestic e-government websites, and the results are classified according to high and low to propose new improvement directions and induce detailed improvement. Depending on the necessity of management according to the detailed indicators for each website attribute, not only results but also level diagnosis to strengthen web service quality suggests directions for future improvement through accurate detailed analysis and research for policy feedback. This study ultimately makes it possible to expect government system management based on predicted data through deduction history management based on evaluation score data on public websites. And it provides several theoretical and practical implications through correlation and synergy. The characteristics of each score for the quality management of public sector websites were identified, and the accuracy of evaluation, the possibility of sophisticated analysis, such as analysis of characteristics of each institution, were expanded. With creating an environment for improving the quality of public websites and it is expected that the possibility of evaluation accuracy and elaborate analysis can be expanded in the e-government performance and the post-introduction stage of government website service.

A Study on Improving Laws and Regulations for Open Access of Research Papers from National Research and Development Projects (국가R&D 논문성과물의 오픈액세스를 위한 법규 개선방안)

  • Open Access (OA) policy to scholarly publications from publicly funded research goes toward making a law at the national level. The purpose of this study is to suggest the ways of improving laws and regulations for OA of scientific publications from national R&D projects. For that purpose, this study analyzed cases of USA, Spain, Germany, and France which have already legislated OA related laws and regulations. Based on the results, the followings were proposed: 1) to unify definitions of research outcomes and to include research papers to the definition. 2) to strengthen OA obligations by amending "Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc." by to specify related articles about submission, making public, enrolling, deposition, and possession of research papers, and 3) to revise administrative rules and "Regulations on Management of National Research and Development Projects" which common to all administrative according to amending the law.

Cultural Property in the territory of the North Korea considered from 'the law of the Democratic People's Republic of Korea on Protection of Cultural Property' (「문화유물보호법」을 통해 본 북한의 문화유산)

  • In this paper we examine cultural properties of the North Korea from 'the law of the Democratic People's Republic of Korea on Protection of Cultural Property". This law was adopted the Resolution of the Standing Committee of the Supreme People's Assembly of DPR of Korea in 1994. For our study, some other laws or rules established after the end of Japanese colonial occupation (1910-1945) in North Korea were examined. The policy on protection and conservation of cultural property in North Korea seems to have taken place a relatively rapid. The purpose of this law is to carry out the policy with a view to contributing to establishment of strict system and order for protection and management of cultural property, to their preservation in original state, to their proper inheritance and development, and to enhancement of national pride and confidence among the people. This law consists of 6 chapters (52 articles): (1) Fundamentals of the law on protection of cultural property, (2) Archaeological excavation and collection of cultural relics, (3) Evaluation and registration of cultural property, (4) Preservation and management of cultural property, (5) Restoration of cultural property, and (6) Guidance and control of cultural property protection. Nevertheless, it is difficult to find the evidence of efforts to exploit the cultural properties from an academic point of view in North Korea since the late 1980s.

A Case Study on Overseas Policy for Effective Conservation of Natural Resources (자연자원의 효율적인 보전을 위한 해외정책 사례 연구)

  • Repeated use of land is depleting future resources and causing many ecological problems, prompting the need for a natural resource policy focusing on effective conservation. This study aims to identify methods based on international cases useful for introducing sustainable conservation of domestic natural resources. Currently, South Korea has developed and enforced many management and evaluation strategies for natural resources. However, due to limitations on policies and management, they show signs of strain. Therefore, this study compares and analyzes international conservation policies for nature and scenery, such as Germany's impact mitigation regulation, the USA's HEA (habitat equivalency analysis) and REA (resource equivalency analysis) policies, and Japan's three laws for landscape and greenery, to achieve the following three goals: first, find natural resources suitable for South Korea and define them. Second, plan goals for mitigation of total natural resources and build a basis for them. Third, establish effective complete plans for evaluating the total amount of natural resources.

  • For the greenhouse gas emissions' reduction of fossil fuel, the energy policy on promotion of alternative energy should be implemented. Accordingly, national policies on the development and promotion of alternative energy were made and related laws and regulations are being made and comprehensive plans should be followed. The policies and strategies for promoting the renewable energy have been insufficient in comparison with that of the developed countries. This paper suggests the optimal subsidy level for Photovoltaic and Wind Power.

A Study on the Regulations of National R&D Performance Management System (국가연구개발 성과관리 법제 운영에 관한 소고)

  • In order to accomplish the successful performance management of the national research and development programs, it is necessary to establish the legal system that provide a institutional foundation and to set up and practice the relative substantial operating system. This paper aims to study the problems and improvement measures of the Performance Management System in National R&D Programs. For this purpose, the development of legal system on the performance management in national R&D programs was surveyed, the problems in existing laws and ordinances on the performance management were analyzed, and lastly the improvement measures on the legal system of the performance management were suggested. The legal system of performance management is being composed of and managed with The Framework Act On Science And Technology that prescribed the national science and technology policy direction, and Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc. that prescribed the basic policies of performance management process and methods, and Regulations On The Management, Etc. Of The National Research And Development Projects that prescribed the concrete methodologies on performance management. Results of the study, it is necessary that the performance management laws and ordinances need improvement of Compatibility, the object and range of performance management system extend more widely to the whole field of national R&D programs in principle, and the performance management process and methods improve reasonably considering the goal and direction of national R&D policy.

  • The Housing Performance Rating System, enacted on 9 January 2006, an active measure containing provisions on improved quality and advanced performance of the Fire-Protection System for equalized ability to secure safety of life to some extent, is a desirable policy in fire-safety regard. The study of theoretical background of each performance rating section for the purpose of active and wide application of The Fire-Protection System category of the Housing Performance Rating System currently in effect internally. In accordance with the result of the study, the reform measures for the currently detailed evaluation criteria have been suggested to improve the performance of the Fire-Protection area of The Housing Performance Rating System currently being in force based on the assumption of prior settlement of the following; upward settlement of the point distribution standards on the performance ratings of each head backed up by an institutional Government policy with overriding priority; and urgently enacted Fire-Protection related laws and regulations.

Policy Implications for the Improvement of Librarianship Employment (사서직 취업률 향상을 위한 정책방향에 대한 고찰)

  • The employment prospects of graduates in the Library and Information academic has largely concentrated in the field of librarianship as well as the curriculum of the academic itself. Since there are limitations in increasing the number of libraries and the available posts in the librarianship, the full-time jobs in the field are also limited. Even for the available posts in the field of librarianship, the majority is in contract based posts which does not guarantee a good working environment. The purpose of this research is to make policy implications to improve the employment rates of librarians. The main research methods include literature review of the previous studies and available statistical data, and a questionnaire targeting students and librarians. The targeting policy implications can be categorized into 4 factors, including, as supply side, improvements in the qualification of librarian certificate, in training for librarians, and as demand side, laws on library employment, and improvement of library services for co-operatives. There are 15 detailed strategies to support the 4 factors. For the improvement of strategies in library related laws, the following elements will be considered; supporting system for temporary jobs, the title of librarian post and the library itself, and librarian placement criteria in terms of its realization and mandatory, and obligations in library evaluation. The Council discussions propose the expansion of librarian award system, provision of information systems for librarian jobs, and developments in promotional materials and their deployment for librarians.

  • The objective of this study is to revise the related regulations and laws of intelligent transport systems performance tests and methods. This study improves the reliability of present traffic information, reduce public discontent by systematic reforms and reduce national and social costs through the analysis of intelligent transport system performance tests'current status and problems. This study will maximize the investment profits and efficiency of ITS system as the reliability of transportation information which is created through the maintenance of ITS equipment and center, systemization of work responsibility through close analysis of ITS performance test and overall evaluation of role of ITS performance assessment organization will improve and new level of service will be born.

  • Objectives : The aim of this study is reviewing the past legal definition and regulations, to provide basis for the future desirable direction of Korean herbal pharmaceutical industry and national herbal drug policies. Methods : We reviewed how concept of herbal medicinal preparation has been utilized and changed along with various national laws and regulations. And this study also reviewed problems related herbal medicinal preparation policies. Results : Since 1990s, especially inauguration of Korea Food & Drug Administration (KFDA) at 1998, the concept of crude drug preparation has constantly expanded and distorted the scope of herbal medicinal preparations. This resulted in decline of herbal medicinal preparation industry. Conclusions : It means policies related herbal medicinal preparation which was driven steadily during this decade have lost their consistency. Also, it restricted the various medical options which can guarantee people's health rights.
