This study is to consider varying factors of jnternal/external informational and operational environments in libraries, and develop a new evaluation indicators for university libraries in digital environments. The main research results are as follows. First, the results through the Delphi method that was to adopted to verify evaluation items and indicators determined by the literature review show that the repressed values for each evaluation category is greater than 3.00, overall average is 4.02, and standard deviation is ranged from 0.40 to 0.62 for each category. This means that the evaluation indicators are valid. Second, the factor analysis was performed to verify .the construct validity of evaluation indicators. As a result, the cumulative variance of evaluation indicators consisting of 11 dimensions per factor is 72.733%. In turn, this result shows that the validity of these indicators is very reliable. Third, t-test and one-way ANOVA are performed within significance probability 0.05 in order to verify differences in each librarians point of views for the degree of importance in evaluation indicators. Based on the Delphi study and our own analysis, we developed a new evaluation indicators that consists of 7 evaluation categories, 35 evaluation items, and 92 evaluation indicators.

As the number of University libraries which adopt subject divisional Plan in Korea is increasing, lots of problems are coming out, which results from a lack of close examination and analysis before adopting, and the lack of continuous checking and evaluation after adopting. Therefore, this article will do the following. First, study the example of the U.S. university libraries which have a longer history of subject division adoption than Korea. It covers going through the situation at the moment of adopting, the phase of development and decline Second analyse the differences between the libraries in U.S. and Korea on the basis of first study. Finally, study the resonable adoption method considering the changing circumstances aound Libraries and forecast the future movement in adopting the Subject division plan in the university libraries in Korea.

The purpose of this study is to analyze domestic academic library development plans, check whether key components are reflected, and seek ways to improve the establishment of academic library development plans. To this end, a rubric evaluation technique derived from research related to evaluation of foreign universities and libraries was used. The libraries of the top 15 domestic universities were selected by referring to the QS World University Evaluation and THE World University Evaluation as the subjects of the study, and how much the core components of the development plan were reflected were evaluated. The results of the study are as follows. First, as a result of evaluating the university library development plan, most of the contents of 'purpose', 'goal', and 'action plan' were reflected, but vulnerabilities were found in 'mission' and 'vision'. Second, some private academic libraries were moving toward strategic planning at the level of advanced countries, including all of the core components. Third, although most academic libraries specified 'purpose', it showed limitations due to perfunctory description and connection. In the comprehensive evaluation, out of the highest score of 15, 12 were good and 3 were poor, indicating that the development plans of domestic academic libraries were generally at a 'good' level. As an improvement measure, it was suggested to form a task force for development plan establishment, to disclose and promote development plans, and to strengthen education on development plans for librarians.

Recently, land cover spectral libraries have been widely used in studies to classify land cover based on hyperspectral images. Overseas, various institutions have built and provided land cover spectral libraries, but in Korea, the building and provision of land cover spectral libraries is insufficient. Against this background, the purpose of this study is to suggest the possibility of using domestic and foreign spectral libraries in the classification studies of domestic land cover. Band matching is required for comparative analysis of the spectral libraries and land cover classification using the spectral libraries, and in this study, an automation logic to automatically perform this is presented. In addition, the directly constructed domestic land cover spectral library and the existing overseas land cover spectral library were comparatively analyzed. As a result, the directly constructed land cover spectral library had the highest correlation coefficient of 0.974. Finally, for the accuracy evaluation, aerial hyperspectral images of the study area were supervised and classified using the domestic and foreign land cover spectral libraries using the SAM technique. As a result of the accuracy evaluation, it is judged that Soils, Artificial Materials, and Coatings among the classification items of the foreign land cover spectral library can be sufficiently applied to classify the cover in Korea.

The purpose of this paper is to investigate the domain authority, number of webpages, links, and calculate the web impact factor of six public libraries of India which are fully funded by Ministry of Culture with the supervision of administration. The data for the study were collected from websites of concerned libraries with the help of a suitable search engine, Open Site Explorer. The study found that the highest domain and page authority was recorded by Khuda Baksh Oriental Public Library and National Library, respectively. It also further revealed that excepting the two libraries, i.e., Khuda Baksh Oriental Public Library and Delhi Public Library, the internal equity-passing links and total internal links of rest of the libraries is zero. National Library leads with maximum total links and total equity-passing links, also with the highest followed linking root domains, total linking root domains, and linking C blocks, and concludes with the web impact factor of Central Secretariat Library recording the maximum, followed by National Library and Khuda Baksh Oriental Public Library.

University library is more than just a collection. In other words, it is an access point and gateway to a world-wide information. Therefore, the evaluation of hybrid library and information services should be recognized an essential management activity. The goal of this study is to develope a new evaluation model for Korean university libraries, based on the analysis of existing models and perception level of the shakeholder groups. As result of statistical analysis, the study suggested six evaluation domains, thirty-seven indicators, and the relative importance (weight) and measure criterion.

The purpose of this study is to suggest ways to improve development plans of academic libraries in Korea, comparing development plans of academic libraries in Korea and strategic plans of academic libraries in advanced countries. For this purpose, development plans and strategic plans of academic libraries in and out of Korea were collected and analyzed. And a rubric evaluation was applied to the case plans. The findings indicate that development plans of academic libraries in Korea are written for present problems and individual work, and lack mission and vision statement. On the other hand, strategic plans of academic libraries in advanced countries present distinct mission and vision statement, and set up goals, objectives, concrete activities in the framework. As a conclusion, this study suggests that academic libraries in Korea need mission statement and vision statement, task force of librarians, links among mission and vision and concrete activities. This study can contribute for librarians of academic libraries to develop strategic plans in Korea. This study can be used as a basic consideration for the establishment and evaluation of strategic plans at academic libraries in Korea. As follow-up studies, further case study about academic library which develops and activates strategic plan in Korea, comparative study on development plans and strategic plans of national libraries and public libraries in Korea and overseas are needed.

Recently, most cloud services use Docker container environment to provide their services. However, there are no researches to evaluate the performance of communication libraries for multi-GPU based distributed deep learning in a Docker container environment. In this paper, we propose an efficient communication architecture for multi-GPU based deep learning in a Docker container environment by evaluating the performances of various communication libraries. We compare the performances of the parameter server architecture and the All-reduce architecture, which are typical distributed deep learning architectures. Further, we analyze the performances of two separate multi-GPU resource allocation policies - allocating a single GPU to each Docker container and allocating multiple GPUs to each Docker container. We also experiment with the scalability of collective communication by increasing the number of GPUs from one to four. Through experiments, we compare OpenMPI and MPICH, which are representative open source MPI libraries, and NCCL, which is NVIDIA's collective communication library for the multi-GPU setting. In the parameter server architecture, we show that using CUDA-aware OpenMPI with multi-GPU per Docker container environment reduces communication latency by up to 75%. Also, we show that using NCCL in All-reduce architecture reduces communication latency by up to 93% compared to other libraries.

Recently, our society is becoming increasingly enthusiastic to acquire knowledge and quality education. Thus, private houses, schools, public libraries and even subways are becoming places to acquire knowledge. Out of all these places, the library, where people visit most frequently to study, has to be quiet, effective and pleasant in order to provide the most efficient place for maximizing learning performance. Many people use public libraries and the age group of people who visit public libraries are very diverse, which makes it particularly necessary to provide the conditions mentioned above. The purpose of this paper is to measure and analyze the differences of thermal comfort and soundscape of library N, which is located in the quiet woods, and library G, which is located in the city center. The measurement and analysis results will be used to evaluate which library has a more pleasant environment.

This study aims to analyze the current status of e-book management and services in academic libraries and identify related issues in the provision of the services. To do that, it performed case studies with A and B university libraries. E-book usage statistics was collected from each library and interviews were conducted with librarians responsible for e-book management and services. The interviews included questions regarding obstacles to e-book management and services and current issues as well as budget and acquisition, access and catalogues, usage, and marketing for e-books. The results show that in both libraries, the usage of e-books is low compared with that of printed books and the usage of e-books has declined recently. This is because of lack of new books with shortage of budget. Also, the most important issue surrounding e-book services is academic library evaluation, enacted by Academic Library Promotion Act in 2015. This study discussed how the criteria for academic library evaluation influence the way the academic libraries acquire and manage e-books.
