The goals of this study were to development Natural Ecosystem Value Assessment Model, to suggest the practical applicability of the Natural Ecosystem value assessment for development areas, and to assess natural ecosystem quantitatively using GIS. The Model can evaluate Natural Ecosystem Value between before and after land developments. To select indicators for the model, we conducted the literature reviews. and six indicators and the standard of evaluation had been developed through the expert interviews and literature reviews. the relative importance of the evaluation index throught two times expert questionnaires was found out. the Natural Ecosystem Value Assessment Model has been established, The results demonstrate that although the suggested six indicators are arranged by priority, to maintain quantitative and qualitative the natural ecosystem value, all indicators are desirable to be maintained complementarily. The findings of this study suggest that the natural ecosystem value assessment model appears to be effective an assessment for damaged natural environment value and possible to assign a score value. Also, this model can be applied to research areas and has implications to help maintain the natural ecosystem in land development districts.

최근 연구개발 투자규모가 급속히 증가함에 따라 정부는 R&D사업의 투자효율성을 높이기 위한 다양한 정책을 구사하고 있다. 구체적으로 R&D사업에 대한 성과평가를 강화하고 평가결과를 예산의 조정 및 배분에 반영하는 등 성과중심의 평가체계를 정착시키기 위해 노력하고 있다. 이처럼 국가연구개발사업에 대한 평가가 성과중심으로 체계화되기 위해서는 R&D 성과물을 과학적 객관적으로 분석할 수 있는 성과지표의 개발이 필요하다. 이에 본 연구에서는 전 부처 연구개발사업에 공통으로 적용할 수 있는 성과지표인 SCI논문지표를 바탕으로 교육과학기술부 3대 연구개발사업에 대한 구체적인 사례분석을 실시하여 이들 사업이 우리나라 전체 R&D에서 차지하는 질적 양적 위상을 파악하고자 하였다. 이러한 분석을 위해 SCI 관련 기존지표와 더불어 4개의 신규지표를 소개하였고 신규지표들의 타당성 조사를 위해 모의실험을 실시하였다. 그 결과 보완된 순위보정영향력지수(ordinal rank normalized impact factor, omIF)가 분야간 비교 시 가장 적절한 성과지표인 것으로 분석되었다.

국가기록관은 국가적 보존가치가 높은 중요 기록물을 소장하고 있는 곳이며, 교육과 연구에 도움이 되는 다양한 자료와 정보를 보유하고 있는 곳이다. 따라서 웹사이트를 통해 기록물에 대한 서비스를 효과적으로 제공한다면 현재 이용자의 기록정보서비스 만족도를 높이고, 잠재적 이용자를 개발할 수 있다. 본 연구에서는 국가기록관 웹사이트 평가에 적합한 지표를 개발하고 이 지표를 이용하여 국내외 국가기록관 웹사이트를 평가해 봄으로써 국가기록원 웹사이트의 개선안을 영역별로 제안하였다.

이 연구의 목적은 토마토 재배시설을 종합적으로 평가할 수 있는 지표를 개발하는데 있다. 이를 달성하기 위해 관련 문헌 및 선행 연구들을 분석하여 예비 평가항목을 추출하고, 전문가 집단을 대상으로 델파이 설문조사를 실시하여 평가 항목, 등급 및 기준으로 구성된 평가지표를 개발하였다. 토마토 재배 및 시설 관련 교수, 연구원, 농업인(현장 사용자) 등으로 구분하여 100명의 전문가 패널을 선정하였으며, 1차부터 3차까지 폐쇄형 질문 방식의 설문조사를 진행하였다. 그 결과 최종적으로 확정된 평가 항목은 4개 대분류 영역과 39개 세부 평가항목으로 이루어졌다. 대분류 영역은 시설 구조적 요소, 시설 설비적 요소, 재배적 요소, 생산 기반적 요소이며, 요소별로 각각 9개, 15개, 7개, 8개씩 세부 평가항목으로 구성되었다. 또한 전문가 의견을 수렴하여 39개 평가항목별로 가중치를 산정하고, 등급 및 기준을 설정하였다. 이 연구에서 개발된 평가지표는 새로운 시설 모델 개발, 사용 중인 시설에서 우선적으로 보완해야 될 사항을 판단하거나 정부 지원사업의 효율성을 높이는데 중요한 역할을 할 것이다.

In order to revive the ecological function of degraded rivers, a total restoration plan for riverbeds and riparians needs to be developed. Previous evaluations for rivers were mainly focused on the river's physical structures. Therefore, this research has developed indicators to evaluate a riparian restoration considering biodiversity. Through literature and previous cases review, 4 fields and 13 indicators are selected for the evaluation. Four fields are biodiversity, habitat diversity, connectivity and habitat functionality. In the biodiversity field, 4 indicators of the exuberant extent of herbaceous vegetation and their diversity, the exuberant extent of shrub and woody plants and their diversity, the number of plant communities and naturalized plants are included. Habitat diversity are comprised of 4 indicators of the longitudinal continuity of vegetation, the mixture of plant communities, the extent of plant type color fruit abundance and the distribution of vegetation. Connectivity includes 3 indicators of target distribution, the shore slope of low water channels and the extent of artificial embankment materials. Habitat functionality has 2 indicators of the status of food supply plants and the habitat functionality. The value weighting for the fields and indicators has been calculated based on the AHP(Analytic Hierarchy Process) method. 50 experts were surveyed with quantifiable questionnaire, among them 43 experts have more than 10 yesrs experiences in the nature restoration field. The selected and weighted indicators have been tested to the 12 sections in Gap stream located in Daejeon. In conclusion, the indicators are feasible and the selected indicators could be used to establish the direction and objectives of riparian restoration.

이 연구는 필자들의 선행연구로 이미 제시되었던 공공도서관 평가지표에 대해 도서관 관리층과 사서직은 물론 이용자들이 생각하는 중요성에 대한 인지도를 비교, 분석하였다. 전국의 공공도서관을 무선표집하여 설문 조사하였는데, 분석된 결과는 공공도서관 평가작업을 위한 지표선정 및 가중치 부여 등의 기초자료로 활용할 수 있을 것이다.

Block Grants System to the agriculture sector has been started from 2010. This paper has been studied for the effective Integrated Rural Development under Block Grants System. For this, project evaluation items and indicators (PEI) were studied by internal and external example and specialist questionnaire on project evaluation. As the result of study, necessity of project, faith of project, efficiency of project, utilization of resources and operating capability were established in planning step, and most important PEI was established the necessity of project. And in enforcement step, performance result, monitering, capability, achievement and maintenance were established, and most important PEI was established performance results. Finally, monitering, capability, achievement and maintenance were established in completion step.

Given the difference in research performance in various scientific fields, this study aims to weight and valuate current indicators used for evaluation of scientific productions (publications), in order to adjust these indicators in comparison to each other and make possible a more precise evaluation of scientific productions. This is a scientometrics study using documentary, evaluative, and survey techniques. The statistical population consisted of 106 top Iranian researchers, scientists, and scientific and research managers. Then their research résumé information was gathered and analyzed based on research questions. In order to compare values, the data gathered from research production performance of the population was weighted using Shannon entropy method. Also, the weights of each scientific production importance according to expert opinions (extracted from other works) was analyzed and after adjustment the final weight of each scientific production was determined. A pairwise matrix was used in order to determine the ratios. According to the results, in the area of engineering sciences, patents (0.142) in the area of science, international articles (0.074) in the area of humanities and social sciences, books (0.174), and in the area of medical sciences, international articles (0.111) had the highest weight compared to other information formats. By dividing the weights for each type of publication, the value of each scientific production compared to other scientific productions in the same field and productions of other fields was calculated. Validation of the results in the studied population resulted in very high credibility for all investigated indicators in all four fields. By using these values and normalized ratios of publication indicators it is possible to achieve precise and adjusted results, making it possible to feasibly use these results in realistic policy making.

현행 국내 건강영향평가는 환경영향평가제도 내 특정 개발사업에 한해서 수행된다. 하지만 건강영향평가가 개발사업의 시행 단계에서 수행됨에 따라 심각한 건강 악영향이 예상됨에도 불구하고 적절한 조치를 취하지 못하는 경우가 있다. 특히 산업단지 개발사업의 경우에 운영으로 인한 건강 악영향 예상 및 개발단계에서의 건강영향평가로 인해 환경갈등이 자주 발생하고 있다. 이 연구는 산업단지 개발에 있어 건강영향을 고려한 계획 적정성 평가 방법을 제안하고 이를 실제 개발사업들에 적용하고자 하였다. 이 연구는 US EPA의 CalEnviroScreen 3.0 및 US ATSDR의 Public Health Assessment를 참조해서 건강영향을 고려한 계획 적정성 평가 방법을 제안하였다. 평가 방법으로는 지역사회 특성, 배경노출, 그리고 개발부담으로 구분한 지표 사용을 제안하였다. 문헌조사 등을 통해 지역사회 특성 지표 5개, 배경노출 지표 3개, 개발부담 지표 7개를 선정하였으며, 건강영향평가 관련 전문가들에게 계층적 의사결정법 설문조사를 통해 각 지표의 가중치를 산출하였다. 과거 국가 주도의 3개 국가산업단지 개발사업에 대해 시범 적용하였으며, 이를 통해 각 지표들에 대한 활용자료 및 평가값을 세분화하여 평가 방법을 구체화하였다. 건강영향을 고려한 계획 적정성 기준은 산업단지 개발에 대한 정부의 정책방향과 연계하여 첫째 총점기준, 둘째 총점 및 지역사회 특성기준, 그리고 개발부담 지표에 예외를 둔 총점 및 지역사회 특성기준으로 제안하였다.

Objective : Use of Internet for health related information is rapidly increasing. There is, however, no consensus as to which information is correct and reliable. This study was conducted to develop an evaluation standards for health related information on the Internet for the purpose of delivering correct information to internet users. Methods : A Delphi technique, which involved a panel of 65 experts, was used as the research design for this study. In the first round, the initial evaluation criteria which consisted of 12 items was developed through a literature review by the researcher and the items represented 2 categories, structure and function. In the second round, a semi-structured questionnaire was sent to the experts with the initial evaluation tool and the respondents identified 55 items. In the third round, these 55 items were analyzed for content validity by the experts and a total of 35 items were included in the model; 11 items in the structural area, 24 in the functional area. Conclusions : Development of indicators for the evaluation of internet site for health information is crucial to provide correct and reliable information. For evaluation to be effective further evaluation programs need to be developed so that users can be sure that the information they received is accurate.
