Cost-Effectiveness Evaluation of the Structure with Viscoelastic Dampers (점탄성감쇠기를 설치한 구조물의 비용효율성 평가)

  • Installing vibration control devices in the structure rises as a solution instead of increasing structural strength considering construction cost. Especially, viscoelastic dampers show excellent vibration control performance at low cost and are easy to install in existing structures compared with other control devices. Therefore, cost-effectiveness of structure with viscoelastic dampers needs to be evaluated. Previous cost-effectiveness evaluation method for the seismically isolated structure(Koh et al., 1999;2000)is applied on the building structure with viscoelastic dampers, which combines optimal design and cost-effectiveness evaluation for seismically isolated structures based on minimum life-cycle cost concept. Input ground motion is modeled in the form of spectral density function to take into account acceleration and site coefficients. Damping of the viscoelastic damper is considered by modal strain energy method. Stiffness of shear building and shear area of viscoelastic damper are adopted as design variables for optimization. For the estimation of failure probability, transfer function of the structure with viscoelastic damper for spectral analysis is derived from the equation of motion. Results reveal that cost-effectiveness of the structure with viscoelastic dampers is relatively high in how seismic region and stiff soil condition.

A Systematic Reviews on the Effectiveness of Foreign Health Promoting School (외국의 건강증진학교 효과에 대한 체계적 고찰)

  • Purpose: This study aims to investigate effectiveness in foreign Health Promoting School through a systematic review. Methods: To perform a systematic literature survey, the researcher searched two database (PubMed and Springer Link) for literature relevant to 'health promoting schools' (published up to April 2013 from 2004). The key words used for the search were "effectiveness", "evaluation" and "health promoting school". five evaluations in this review were selected in the peer reviewed. Results: 1. The areas of standardized assessments were dealing with school health policy, physical environment, psycho social environment, community participation, Literacy on health, personal hygienic skills, academic achievement, self reported health status, and mental health. 2. There was evidence that the health promoting school has some positive influence on various domains of assessment. Conclusion: This systematic review provides evidence concerning the effectiveness of the health promoting school.

  • We have developed a weapon effectiveness evaluation model for top-attack smart munitions(WEEM/TASM), which is a many on many Monte Carlo Model evaluating the effectiveness of top-attack smart munitions against armoured ground vehicles. In this model the battle is reduced to a one-sided battle situation in that the target vehicles are regarded as being stationary and passive. It can simulate the whole attack process of smart munitions from firing artillery dispenser to sensing and hitting processes after dispense. It can also calculate the probability of kill of each target and the numbers of rounds required to fulfill the degree of damage in statistical manners. In this paper, we describe the basis for our design concepts reflected in the model to simulate the weapon effectiveness of top-attack smart munitions and provide simulation results for an example case.

  • This study aimed to identify the effectiveness of the use of distance-evaluation tools and methods among students with learning difficulties from the teachers' point of view, to achieve this goal. A scale was built, and the psychometric characteristics were validated. It consisted, in its final form, of 17 items distributed on four axes, in addition to three open questions. It was applied to a random sample of (149) teachers of students with learning difficulties in Makkah Region. The results showed that teachers' keenness to encourage students with learning difficulties, so that they would not feel frustrated with the distance learning process. It was also evident that teachers did not use achievement portfolios in the evaluation process. In connection with the appropriate evaluation methods, the majority indicated the use of work sheets and visual evaluation methods that rely on audio and visual skills, such as presenting videos, pictures, audio and games, and applying short objective tests. Among the proposals to improve evaluation methods and tools: Individual evaluation, attention to individual treatment, obligating personal attendance of students to school, splitting the required tasks, and not increasing the skills required to be mastered. As for the obstacles that teachers face: Lack of time, difficulty in communicating with students with distance learning difficulties and problems related to the Internet such as interruption, weakness, or lack of availability.

Evaluation on the effectiveness of the activation policy for Seongsu handmade shoes industry (성수동 수제화 산업 활성화 정책의 효과 평가)

  • The purpose of this study is to conduct a comprehensive and objective evaluation on the effectiveness of the activation policies for the Seongsu handmade shoe industry and to suggest the direction of more effective future policies using the results. The list of the activation policies for the Seongsu handmade shoe industry was investigated and awareness, appropriateness, effectiveness, and satisfaction were measured from the representatives of the Seongsu handmade shoe companies via an off-line survey. A total of 61 usable data sets were statistically analyzed. Based on the evaluation result of the policies, a focus group interview with 6 representatives of the Seoungsu handmade shoe industry was conducted to investigate the causes and effectiveness of the policies and the problems pertaining to those policies. The awareness, effectiveness, and satisfaction of the policies were evaluated as negatives, while the appropriateness of the policies was evaluated as a positive. The manufacturers of the handmade shoes evaluated policies that improve the environment of the workplace higher and evaluated the handmade shoes education policy lower than the distributors and raw materials suppliers. The problems with the activation policies for the Seongsu handmade shoes industry were found to be structural problems, issues with the implementation of the policies, and that the fact that the policies did not reflect the reality of the industry.

Cost-Effectiveness Analysis of Breast Cancer Screening in Rural Iran

  • Background: Although breast cancer is the most common cancer in women, economic evaluation of breast cancer screening is not fully addressed in developing countries. The main objective of the present study was to analyze the cost-effectiveness of breast cancer screening using mammography in 35-69 year old women in an Iranian setting. Materials and Methods: This was an economic evaluation study assessing the cost-effectiveness of a population-based screening program in 35-69 year old women residing in rural areas of South east Iran. The study was conducted from the perspective of policy-makers of insurance. The study population consisted of 35- to 69-year old women in rural areas of Kerman with a population of about 19,651 in 2013. The decision tree modeling and economic evaluation software were used for cost-effectiveness and sensitivity analyses of the interventions. Results: The total cost of the screening program was 7,067.69 US$ and the total effectiveness for screening and no-screening interventions was 0.06171 and 0.00864 disability adjusted life years averted, respectively. The average cost-effectiveness ratio DALY averted US$ for screening intervention was 7,7082.5 US$ per DALY averted and 589,027 US $ for no-screening intervention. The incremental cost-effectiveness ratio DALY averted was 6,264 US$ per DALY averted for screening intervention compared with no-screening intervention. Conclusions: Although the screening intervention is more cost-effective than the alternative (noscreening) strategy, it seems that including breast cancer screening program in health insurance package may not be recommended as long as the target group has a low participation rate.

  • This paper presents the evaluation model which is included in a quantitative evaluation methodology for evaluation processes of validity and effectiveness of information budget investment and improving conformance of ROI(Return On Investment). That is, the right efficiency targets of information investment for the development project to GDOC (Government electronic Document Distribution Center), and KPls(Key Performance Indexes) which enable to evaluate objectively effectiveness in the preliminary and post evaluation phases are developed, and then the results were come out by practical investigation study using quantitative evaluation methodology.

  • This research is a progress in order to answer the research question of 'how the listed World Cultural Heritage is being managed now?' the alternate indicators of management effectiveness evaluation were set up based on international principles which were published by UNESCO, ICOMOS etc. Meanwhile the international contents of management and requirements were reflected in the alternate indicators of management effectiveness evaluation. The results were five evaluation categories included context, planning, setting, tourism and community were divided and total 46 alternate indicators in all were selected. In addition, to develop evaluation criteria for Management effectiveness evaluation of world cultural heritage by using Delphi Technique, three rounds of surveys were conducted on a selected expert group to derive and structuralize the evaluation factors. 46 factors got channeled into 32 factors after Delphi survey on appropriateness and credibility. The selected indicators were 7, 6, 7, 6 and 6 respectively in the five evaluation categories. According to the results the follow-up study, it selected management effectiveness evaluation index of world heritage.

  • The aim of this study is to demonstrate the effectiveness of bibliotherapy program for university students. Bibliotherapy program was designed and apply to crash course of 'Library Science' at Graduate School of Library, Archive & Information Studies in Pusan National University for fall semester 2006. A evaluation way of bibliotherapy program was a self-evaluation method for 5 cases of 39 university students participated in bibliotherapy program with examining of self-identity. The results have two obtains. 1) This program has a effectiveness in change of inner world. 2) Bibliotherapy program has a effectiveness in establishing ego-identity of university students.

  • In accordance with the stipulations of the STCW Convention, simulation training has been enforced in order to develop practical skills so as to prevent accidents by predetermining the risks in special marine environments. Simulation training is a useful way to acquire navigation abilities, and can continuously measure the ability of a trainee by applying an appropriate evaluation. However, the result of training is evaluated by the instructor's subjective judgment without quantitative criteria. Therefore, this study aims to quantitatively evaluate the effectiveness of simulation training. For this purpose, evaluation items were derived by analyzing legal standards, earlier studies, and the current status of MET institutions. The simulations were then performed three times in the same scenarios and analyzed the results. As a result, it has been shown that the objectively analyzed ability to keep the route and to make safe passage with other vessel, as well as subjectively evaluated ability by the apprentice officer has been improved as training progressed. Through the evaluation of simulation training results, it can be derived that simulation education needs supplementation, and can be provided as a basic form of data to quantify the evaluation results of the simulation training in the future.
