Evaluation on Effectiveness of Intelligent Transport Systems in Suwon

  • 수원시는 2001년부터 2006년까지 도시 내 교통혼잡 완화를 위한 대안으로서 다양한 ITS 서비스를 도입하였다. 성공적인 ITS 시설 설치 후, 도입된 ITS 서비스에 대한 다양한 효과에 대하여 종합적으로 그리고 세부적으로 정량적 정성적 평가를 하려는 노력이 있었다. 그러한 노력의 일환으로서, 본 연구는 수원시에서 1단계 및 2단계 ITS 도입을 통하여 발생한 ITS 효과를 과학적이고 합리적인 방법으로 평가하고자 한다. 본 평가는 각종 현장 조사, 설문조사 그리고 경제성 평가를 통하여 수행되었다. 평가결과, 수원시 ITS 서비스 도입은 성공적이었다고 판단되었다. 하지만, 지속적인 유지관리 및 시설투자를 통하여 ITS 도입효과를 확대할 필요가 있는 것으로 사료된다.

표준 기록관리시스템의 전자기록 보존 기능 평가 연구 - 문서보존포맷변환 기능을 중심으로 - (Evaluation of the Preservation Functions in Standard Records Management System for Public Agencies)

  • 본 연구는 표준 RMS를 대상으로 보존 기능 구현 여부와 그 방식을 확인해보고 이후 보존 기능 개선을 위한 고려해야 할 시사점을 도출하였다. 법률과 공공표준 분석을 통해 기록관에서 이루어지는 공공 전자기록 보존 활동을 추출하고, 이를 바탕으로 표준 RMS가 구현하였다 밝힌 보존 기능과의 예비 평가를 실시하였다. 그 결과 표준 RMS는 기록관에서 이루어지는 전자기록 보존 기능의 대부분을 포맷변환에 할당하고 있음이 드러나 이 연구에서도 포맷변환 기능으로 한정하여 평가하는 것으로 축소하였다. 조정된 범위에 맞게 평가에 이용할 체크리스트를 작성한 후, 이를 활용하여 표준 RMS의 보존 기능을 사용한 경험이 있는 기관의 기록물관리 전문요원을 대상으로 면담을 진행하였다. 그 결과, 표준 RMS는 기능 구현의 측면에서는 일정 정도 긍정적으로 평가될 수 있으나 기능의 이용편의성 등과 같은 구현 방식은 기록물 전문요원의 업무를 효율적으로 지원하기 힘든 것으로 드러났다. 이에 이후 표준 RMS의 보존 기능 개선상 고려해야 할 사항을 제안하였다.

Automatic identification of Java Method Naming Patterns Using Cascade K-Medoids

  • This paper suggests an automatic approach to extracting Java method implementation patterns associated with method identifiers using Cascade K-Medoids. Java method implementation patterns indicate recurring implementations for achieving the purpose described in the method identifier with the given parameters and return type. If the implementation is different from the purpose, readers of the code tend to take more time to comprehend the method, which eventually affects to the increment of software maintenance cost. In order to automatically identify implementation patterns and its representative sample code, we first propose three groups of feature vectors for characterizing the Java method signature, method body and their relation. Then, we apply Cascade K-Medoids by enhancing the K-Medoids algorithm with the Calinski and Harrabasez algorithm. As the evaluation of our approach, we identified 16,768 implementation patterns of 7,169 method identifiers from 50 open source projects. The implementation patterns have been validated by the 30 industrial practitioners with from 1 to 6 years industrial experience, resulting in 86% of the precision.

Connecting Program Evaluation Strategies with the Program Life Cycle: Implications for Family Development Programs

  • Family professionals and family program staff need to consider the importance of program evaluation in Korea since an increasing number of Healthy Family Support Centers are providing diverse intervention and education programs. The purpose of this research paper is to (a) introduce a program evaluation model that includes the program life cycle; (b) help family professionals and family program staff understand the link between program implementation and evaluation processes; and (c) facilitate discussions in terms of program evaluation of Healthy Family Support Centers and evaluation roles of different levels of Healthy Family Support Centers including the headquarters, regional, and local centers. Understanding the program life cycle and relevant evaluation processes will help family professionals and family program staff be more strategic in answering critical questions about a program's effectiveness. The benefits of program evaluation and its implications are discussed.

  • This study introduced various theories and related studies on the evaluation of informal environmental education programs and suggested an evaluation procedure for them. The case study on the procedure and the result of Non-indigenous, Invasive Species Management/Education program evaluation was provided, which was conducted by Cornell University in cooperation with Cornell Cooperative Extension, The Nature Conservancy, and Finger Lake Land Trust. The procedure model that was used in this study was based on Herman et al. (1987) and slightly modified for the environmental education program evaluation. The procedure and results indicated that the implementation of NIS management/education program properly accomplished it's intended goal and objectives. This study also specifically described its implications for the evaluation of environmental education programs in informal settings.

A Study on the Quantitative Evaluation Method of Small-Scale Environmental Impact Assessment

  • Purpose: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Research design, data and methodology: The small-scale environmental impact assessment system in Korea was introduced and implemented in August 2000, but it has a problem that it cannot guarantee implementation due to the large proportion of qualitative reduction measures for each evaluation item. Therefore, when preparing a small-scale environmental impact assessment, research was conducted on how to improve the existing simple listing-type reduction measures and qualitative evaluation standards to quantitative reduction measures and evaluation standards reflecting regional characteristics. Results: As a result of the analysis of qualitative and quantitative factors, the arithmetic sum of the qualitative factors of the total six projects is 160, accounting for 80% of the total number of reduction measures, and the quantitative factors are 40, accounting for 20%. Among them, the number of qualitative reduction measures reached 97.4% for animal and plant items, and more than 90% for air quality, noise and vibration, and eco-friendly resource circulation items. Conclusions: Therefore, it is necessary to avoid establishing qualitative reduction measures and set quantitative measures as the basis, but to specify the specifications, size, and installation location related to the reduction measures, and to calculate the numerical reduction efficiency.

  • This study provides a thorough methodology for IT Investment evaluation. A software tool to support the evaluation process was introduced along with a case study. The software supports the methodology that consists of 7 phases : Target analysis, ldentifying IT measures, Measuring IT impact, Assessing business value, Analyzing the decree of realization, Cost-benefit analysis, and Reporting. The case study showed that the software (CAFA) was a very useful tool supporting both decision-making and post-implementation reviews of IT investment.

Experience in Practical Implementation of Abstraction Interface for Integrated Cloud Resource Management on Multi-Clouds

  • Infrastructure-as-a-Service (IaaS) clouds provide infrastructure as a pool of virtual resources, and the public IaaS clouds, e.g. Amazon Web Service (AWS) and private IaaS cloud toolkits, e.g. OpenStack, CloudStack, etc. provide their own application programming interfaces (APIs) for managing the cloud resources they offer. The heterogeneity of the APIs, however, makes it difficult to access and use the multiple cloud services concurrently and collectively. In this paper, we explore previous efforts to solve this problem and present our own implementation of an integrated cloud API, which can make it possible to access and use multiple clouds collectively in a uniform way. The implemented API provides a RESTful access and hides underlying cloud infrastructures from users or applications. We show the implementation details of the integrated API and performance evaluation of it comparing the proprietary APIs based on our cloud testbed. From the evaluation results, we could conclude that the overhead imposed by our interface is negligibly small and can be successfully used for multi-cloud access.
