Environmental impact assessment (EIA) practitioners play a very pivotal role in establishing EIA policies, and when implementing EIA environmental conflicts can be prevented and resolved by sharing information with stakeholders and coordinating opinions. For this reason, grasping the perceptions of stakeholders including practitioners about the overall system, such as EIA policies and implementation, can be helpful in setting improvement directions and policy directions for EIA. However, there is an insufficient information on the perception and understanding of stakeholders about the EIA system and operation currently in effect in Korea. Therefore, this study diagnoses operational and procedural problems for the EIA system, which is a decision-making tool and a precautionary technique that can minimize adverse effects through the environmental information analysis method, and improvement points and systems of the EIA system in the future. We tried to find a complement of an online survey of 37 questions,responses from 95 responses from stakeholders of EIA were summarized. Stakeholders were aware of the problems of the operation of the current system and the preparation of the evaluation form, and this was reflected. Period and cost of preparation of EIS (49%), the introduction of a new method (26%) and the items of collecting opinions and conflict management (41%), which showed high negative response rates (dissatisfied and very dissatisfied), are considered to be areas that we need to supplement further in the future. As society develops rapidly, the system needs to be supplemented accordingly, and policy improvement efforts are needed for items with high negative responses as a result of the survey.
Objectives : This study was to examine the state of customized visiting oral health programs in a bid to help facilitate the unified operation of the programs and the development of required guidelines. Methods : The subjects in this study were 49 dental hygienists who were professionals responsible for customized visiting health care programs across the nation. Results : 1. Regarding the form of employment of the dental hygienists were investigated many contract and daily workers. 2. As to the possession of equipment necessary for visiting oral health programs, denture cleaners(12.2%) were most widely possessed in some regions, followed by mobile scalers(10.2%) and mobile suctions(8.2%). In terms of expendable devices and materials, dental mirrors, pincettes and explorers were the most widely possessed dental checkup devices, and the most widely possessed oral hygiene supplies were toothbrushes, interdental brushes and denture cleaners. Those devices and materials were in more possession than the other types of devices and materials. The most widely possessed equipment for educational purpose was laptop computers, followed by beam projectors and screens. The most widely possessed teaching materials were dentiform, followed by CD-ROMs. 3. Those whom they visited the most for oral health care service were elderly people, followed by the disabled and patients with chronic diseases. The dental hygienists who went out to visit those people outnumbered the others who stayed at public health centers. Concerning the types of visiting oral health care service, the most prevalent service provided to the elderly included denture cleaning/management, oral massage and preventive treatment against dental caries. The most dominant service provided to the disabled involved education of the oral health care act, preventive treatment against dental caries and toothbrushing by professionals. The most common service offered to patients with chronic diseases was education of the oral health care act and oral health education. The dental hygienists paid a visit to a mean of 5.8 households a day. The average weekly number of households cared by the dental hygienists was 27.3. It took a mean of 37.1 minutes for them to take care of each household. 4. As for satisfaction level with the implementation of the visiting oral health programs, they expressed the greatest satisfaction at teamwork with professionals($3.56{\pm}0.94$), followed by the professionalism of their work($3.21{\pm}0.94$) and workload($3.08{\pm}0.94$). Their satisfaction level with the work conditions required for creative job performance($2.75{\pm}0.98$) and partnership with other institutions($2.64{\pm}1.03$) was below 3.0. In regard to the impact of their characteristics, marital status made a statistically significant difference to satisfaction level with workload. The unmarried dental hygienists were more pleased with their workload than the married ones(p<0.05). 5. As to needs for education for professionalism improvement, they asked for education about visiting oral health care skills the most, followed by education about oral health care for patients with chronic diseases, education of planning/evaluation and education of oral health care for the disabled. Conclusions : The top priority for the vitalization of the programs was the procurement of budget, followed by the procurement of equipment and educational media and the procurement of human resources.
Accidents are important causes of death and disability in children. They also have enormous financial implications. Young children become an victim of accidents easily because of their physical fragileness and their coping behavior being vulnerable to any actions taken by accidents. Once they have a accident, the children whose not fully developed, suffer from devastating long-term after-effects. Lee, Lee, Kang and Han(1995) reported that ninety percent of accidents can be prevented. But there is no national system to manage, evaluate and analyse the information about child accidents, even though it is necessary for accident prevention policies and health promotion of the general public. The purpose of the study was to determine how often children have accidents and define the accident prevention strategies in children. The investigator conducted a descriptive study by performing the surveys, interviews, and workshops for the 2,458 young children, 10 teachers, and 1,494 parents. The data collection for the study began on September 2000 and completed on April 20, 2001. The analysis of the data was done with Window SPSS 10.0 for descriptive statistics. Among those children, 1,298 children(52.8%) injured from accidents. The children who had accident answered that they injured from traffic accident(27.3%), inside the home(26.3%), on the playground(17.0%), during playtime(13.6%), in the school(5.9%) and food poisoning(7.1%). To define accident prevention strategies for the school children, the parents and the teachers who had a special interest in this topic formed a special task force under the guidance of the investigator. The team was charged to prepare the basis of content materials by identifying the problems, setting standards for the program, prioritizing the process, and selecting the methods of implementation and evaluation. Eight issues and concerns identified by the team were: 1)allowing young children to learn undesirable habits and behaviors that would bother others without knowing; 2) not guarding young children from car accident; 3)unattended accident at playground; 4) considering home places safe; 5)unattended accident at school. These issues were found to be coinciding with the actual child accident cases occurred recent years in Korea. Greater efforts are required to reduce unnecessary deaths and disability from childhood accidents. This study gave a very useful and important data to prepare accident prevention educational program and to prepare accident prevention strategies.
This study aims to examine the distinctions in evaluation index items between overseas and domestic ecological area-related systems, derive analytical indicators, and assess recently completed apartment complexes before and after the implementation of overall ecological area ratios. The objective is to analyse variances in the application of ecological area characteristics, categorizing them into ecological area analysis indicators and presenting their implications. The spatial scope covers completed apartment complexes in both metropolitan and non-metropolitan areas. Thirty-six completed apartment complexes were selected for analysis, and basic ecological area data were compiled. Subsequently, the data was utilized to categorize three analysis indicators-ecological area ratio, ecological area diversity, and ecological area connectivity-by metropolitan and non-metropolitan areas, as well as by type of apartment complex (sale housing versus rental housing) and size (large-scale, medium-scale, and small-scale). Results of the analysis indicate higher ecological area ratios and greater diversity in ecological area spatial types in metropolitan areas compared to non-metropolitan areas, and in pre-sale housing complexes compared to rental housing complexes. Mediumand large-scale apartment complexes exhibit higher ecological area ratios, with ecological area diversity being more pronounced. Ecological area connectivity reveals more numerous and varied connection points and types in metropolitan areas than in non-metropolitan areas. Implications of this study suggest that large-scale development should prioritize securing ecological area ratios and diversity in apartment complexes. Enhancing biodiversity necessitates establishing connections within and beyond the ecological area network of the complex. Future research should focus on linking the ecological area network within the complex.

Purpose : This study aimed to evaluate the effectiveness of an integrative medical service model applied to breast cancer patients and their caregivers, exploring its feasibility and challenges within the context of South Korean healthcare system. Methods : A case study approach was chosen to assess the integrative medical service model's efficacy, involving one breast cancer patient and her primary caregiver from W University Hospital. The patient had completed reconstructive surgery and chemotherapy and was undergoing radiotherapy. The model included standard treatments alongside psychological counseling, aromatherapy, axillary rehabilitation exercise, make-up program, art therapy, laughter therapy, horticultural therapy, and yoga programs, and meditation programs delivered over eight weeks. Quantitative and qualitative data were collected through surveys, psychological tests, and feedback assessments. Results : The integrative medical service model demonstrated notable improvements in the quality of life for both breast cancer patients and their caregivers. Participants reported enhanced emotional well-being, reduced stress levels, and improved coping mechanisms throughout the treatment journey. Qualitative feedback highlighted the positive impact of holistic interventions in alleviating psychological distress and fostering resilience. Quantitative data corroborated these findings, showing statistically significant improvements in various psychosocial parameters assessed. Conclusions : Our findings underscore the benefits of integrative medical service model with standard medical treatments in the care of breast cancer patients and their caregivers. The holistic approach not only addresses physical symptoms but also enhances overall well-being and quality of life. However, the implementation of such models faces challenges within the South Korean healthcare system, including fragmented service networks and financial constraints. Addressing these structural barriers is crucial for the widespread adoption and sustainability of integrative care models in oncology practice. Future research should focus on larger-scale studies to further validate these findings and inform policy decisions aimed at optimizing cancer care delivery.
Lately innovation is perceived as a systemic, horizontal phenomenon and requires a new governance for innovation. Subsequently, broader societal questions enter the domain of innovation policy and coordination and integration between innovation policy and various other policy domains, such as economic, educational, social, regional and environmental policies become crucial. Definitions of policy integration include terms such as coherence, cooperation, coordination and put great emphasis on joint working to promote synergies among policies and reduce duplication and the use of the same goals to formulate policy. As innovation capabilities of the private sector have improved and it has become unclear who to catch up with, the Korean government, a leading player in the process of "catch-up," is likely to have more difficulties in maintaining the old way of planning and executing policies. The Korean government is now under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries longer, which in turn reveals various limits of the existing policy framework. Policy integration involves a continual process demanding changes in political, organizational and procedural activities. To ensure long term and cross sectoral innovation policy, overall change and improvement in policy and its implementation needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.
This study examined the effects of referral requirements for insurance patients which have been enforced since July 1, 1989 when medical insurance coverage was extended to the whole population except beneficiaries of medical assistance program. The requirements are mainly aimed at discouraging the use of tertiary care hospitals by imposing restrictions on the patient's choice of a medical service facility. The expectation is that such change in the pattern of medical care utilization would produce several desirable effects including increased efficiency in patient care and balanced development of various types of medical service facilities. In this study, these effects were assessed by the change in the number of out-patient visits and bed-days per illness episode and the share of each type of facility in the volume of services and the amount of expenditures after the implementation of the new referral system. The data for analysis were obtained from the claims to the insurance for government and school employees. The sample was drawn from the claims for the patients treated during the first six months of 1989, prior to the enforcement of referral requirements, and those of the patients treated during the first six months of 1990, after the enforcement. The 1989 sample included 299,824 claims (3.6% of total) and the 1990 sample included 332,131 (3.7% of total). The data were processed to make the unit of analysis an illness episode instead of an insurance claim. The facilities and types of care utilized for a given illness episode are defined to make up the pathway of medical care utilization. This pathway was conceived of as a Markov Chain process for further analysis. The conclusion emerged from the analysis is that the enforcement of referral requirements resulted in less use of tertiary care hospitals, and thereby decreased the volume of services and the amount of insurance expenses per illness episode. However, there are a few points that have to be taken into account in relation to the conclusion. The new referral system is likely to increase the use of medical services not covered by insurance, so that its impact on national health expenditures would be different from that on insurance expenditures. The extension of insurance coverage must have inereased patient load for all types of medical service organizations, and this increase may be partly responsible for producing the effects attributed to the new referral system. For example, excessive patient load for tertiary care hospitals may lead to the transfer of their patients to other types of facilities. Another point is that the data for this study correspond to very early phase of the new system. But both patients and medical care providers would adapt themselves to the new system to avoid or overcome its disadvantages for them, so as that its effects could change over time. Therefore, it is still necessary to closely monitor the impact of the referral requirements.
According to the COVID-19, development of various medical software based on IoT(Internet of Things) was accelerated. Especially, interest in a central software system that can remotely monitor and control ventilators is increasing to solve problems related to the continuous increase in severe COVID-19 patients. Since medical device software is closely related to human life, this study aims to develop central monitoring system that can remotely monitor and control multiple ventilators in compliance with medical device software development standards and to verify performance of system. In addition, to ensure the safety and reliability of this central monitoring system, this study also specifies risk management requirements that can identify hazardous situations and evaluate potential hazards and confirms the implementation of cybersecurity to protect against potential cyber threats, which can have serious consequences for patient safety. As a result, we obtained medical device software manufacturing certificates from MFDS(Ministry of Food and Drug Safety) through technical documents about performance verification, risk management and cybersecurity application.The purpose of this study is to conduct a usability assessment to ensure that ergonomic design has been applied so that the ventilator central monitoring system can improve user satisfaction, efficiency, and safety. The rapid spread of COVID-19, which began in 2019, caused significant damage global medical system. In this situation, the need for a system to monitor multiple patients with ventilators was highlighted as a solution for various problems. Since medical device software is closely related to human life, ensuring their safety and satisfaction is important before their actual deployment in the field. In this study, a total of 21 participants consisting of respiratory staffs conducted usability test according to the use scenarios in the simulated use environment. Nine use scenarios were conducted to derive an average task success rate and opinions on user interface were collected through five-point Likert scale satisfaction evaluation and questionnaire. Participants conducted a total of nine use scenario tasks with an average success rate of 93% and five-point Likert scale satisfaction survey showed a high satisfaction result of 4.7 points on average. Users evaluated that the device would be useful for effectively managing multiple patients with ventilators. However, improvements are required for interfaces associated with task that do not exceed the threshold for task success rate. In addition, even medical devices with sufficient safety and efficiency cannot guarantee absolute safety, so it is suggested to continuously evaluate user feedback even after introducing them to the actual site.
With the advent of 5G, characterized by Enhanced Mobile Broadband (eMBB), Ultra-Reliable Low Latency Communications (URLLC), and Massive Machine Type Communications (mMTC), efficient network management and service provision are becoming increasingly critical. This paper proposes a novel approach to address key challenges of 5G networks, namely ultra-high speed, ultra-low latency, and ultra-reliability, while dynamically optimizing network slicing and resource allocation using machine learning (ML) and deep learning (DL) techniques. The proposed methodology utilizes prediction models for network traffic and resource allocation, and employs Federated Learning (FL) techniques to simultaneously optimize network bandwidth, latency, and enhance privacy and security. Specifically, this paper extensively covers the implementation methods of various algorithms and models such as Random Forest and LSTM, thereby presenting methodologies for the automation and intelligence of 5G network operations. Finally, the performance enhancement effects achievable by applying ML and DL to 5G networks are validated through performance evaluation and analysis, and solutions for network slicing and resource management optimization are proposed for various industrial applications.
