Development of Evaluation Indices for Redundant Farmlands Rehabilitation-Policy Directions (유휴농지의 활용방향 설정을 위한 평가지표 개발)

  • The objective of this study is to develop evaluation indices which can be applied to analyze rational rehabilitation-policy directions of redundant farmlands. To achieve this objective, the main tasks of this research are 1) categorizing the redundant farmlands rehabilitation types 2) developing the evaluation indices of redundant farmlands rehabilitation 3) determining the weights of each index. The redundant farmlands rehabilitation types were classified into agricultural rehabilitation type, non-agricultural rehabilitation type and hybrid type which are called by agricultural income model, rural environment improvement model and hybrid model as development project name, respectively. The 5 parts and 21 indices for evaluation of redundant farmlands rehabilitation directions were extracted by case studies and experts brainstorming. The weights of each index were determined by Analytic Hierarchy Process (AHP). The developed evaluation indices were applied to study areas located on Yanghwa district of Gongju-city and Aewol district of Jeju-city. From the results of this study, it was ascertained that the evaluation indices developed in this study would help the decision-makers in the planning process of redundant farmlands rehabilitation directions.

Improvement Directions for Life Cycle Cost Analysis and Evaluation in the Design-Build and Alternative Bidding Projects (설계.시공일괄입찰공사 및 대안입찰공사의 생애주기비용 분석 및 평가체계 개선방향)

  • The report of the Korean Board of Audit and Inspection(BAI) on May 2007 indicates the problems of Life Cycle Cost (LCC) analysis and evaluation in the Design-Build(Turn-Key) and alternative bidding system. The point which the report indicates is that the cost estimation system for LCC analysis has nothing in common each other and there's no consistency among the repair cycle and ratio per facilities parts. For solving these problems, BAI demands the establishment of the guidelines for LCC analysis and evaluation from the competent authority Korean Ministry of Construction And Transportation(MOCT). The objective of this study is to develop the improvement directions for LCC analysis and evaluation which are suitable to the public construction projects especially for the Design-Build and alternative bidding system in Korea. For this study, the LCC related raws and regulations, LCC analysis guidelines of public cooperations, actual condition of LCC analysis and evaluation which include, the elements of LCC, the estimation rules of the initial cost and the maintenance cost, the analysis standards of time value of money, etc. are investigated to provide the improvement directions for LCC analysis and evaluation.

A Study on Directions and Criteria for the Evaluation of Engineering College by the Media (언론사 공과대학 평가방향 및 기준에 대한 연구)

  • This study was carried out with the aim of suggesting the directions and criteria for the evaluation of engineering college by the media. In order to accomplish the purpose of the research, we compare and analyze items and criteria of the evaluation of the engineering colleges by domestic and foreign major media companies and investigate and analyze opinions of the engineering community on the evaluation on engineering colleges and universities by media, and then suggest direction of improvements of the evaluation including evaluation items. As the methods of study, literature survey, field investigations, and interviews of experts were utilized. The results of this study are as follows. At first, the direction of evaluations should be focused on educational values of institutions, and then evaluation should consider the characteristics of each universities and engineering colleges. Expansion of participation of engineering communities in evaluation process is also necessary and to secure of reliable and public data is highly important. In addition, the weighting factor of educational performance area were proposed to raise and also the factors should be adjusted to reflect the characteristics of engineering colleges.

Characterization of Artificial Graphite Electrodes

  • Physical properties of artificial graphite electrodes were evaluated along three different directions; circumferential (X), radial (Y), and axial (Z) directions. Four kinds of commercial electrode products were used in this study for the evaluation; pole (AP) and nipple (AN) of manufacturer A, pole (BP) and nipple (BN) of manufacturer B. The mechanical, electrical, and thermal properties in X and Y directions were very similar to each other. In Z direction, however, the mechanical properties, including flexural strength and compressive strength, were higher, and electric resistance and thermal expansion were much lower than those in the other directions. The microstructures observed by optical microscope and scanning electron microscope revealed that the differences in properties by the measuring direction were caused by the preferential alignment of needle cokes along the Z direction. When comparing the properties of the electrode samples in the same direction, the mechanical properties mainly depended on the bulk density or porosity of the samples as well as preferential alignment of needle cokes.

Future Directions of the Integrated Health Promotion Programs in Health Center (보건소 통합건강증진사업의 발전 방향)

  • Objectives: This paper reviews the integrated health promotion program in health center to analyse the problems and to provide the future directions aiming to health promotion block grants. Methods: The guidebook for the integrated health promotion program published by the Minister of Health and Welfare were reviewed in this study. And also the empirical results and theoretical considerations were used in making future directions. Results and Conclusion: This paper suggested four improvement directions as follows; first, the legal review committee is needed to approve when the central government change the way of health promotion program in health center. Second, the required programs should be replaced by an integrated outcom evaluation indicators. Third, the central government should strengthen the capacity of local government. And finally, visiting training should be conducted each health center.

Trends and Directions of Management Evaluation of the Public Libraries in Korea (국내 공공도서관 경영평가의 동향과 지향성)

  • Recently, the policies and management of public libraries have been evaluated by the Ministry of Public Administration and Security, the Ministry of Culture, Sports and Tourism of the central government, and Gyeonggi Province in Korea. However, these evaluations do not meet the international trends where simple input-output measures are being overtaken by outcomes calculating broad socio-economic values. Taking these facts into consideration, the main goal of this paper is to analyze the limitations of the recent library evaluation cases and to suggest some desirable directions for the evaluation of the socio-economic values (i.e., impact and benefits) of public libraries.

  • This paper seeks to search a improved evaluation system of government sponsored research institutes(GSRI) as a knowledge system It begins with a brief review of the theory of knowledge and knowledge system This is followed by a search of the desirable conditions of the evaluation system of GSRI as a knowledge system These conditions presented are applied within the context of the current evaluation system of GSRI. Finally conclusions are drawn and directions for improvement of the system are outlined.

Research on the Current Science Teaching Evaluation System and Directions for Improving Teaching Evaluation (과학과 수업평가 실태 및 개선 방안 연구)

  • This study investigated the current science teaching evaluation system implemented in schools and directions for improving teaching evaluation using literature review, survey, and teacher interview. The first part of this paper analyzed the types, roles, and major issues of the current science teaching evaluation. In-service teachers argued that the current teaching evaluation system was discredited because of the bureaucratic procedures of teacher performance review, showcase classrooms, teachers' views on classroom as their own personal space, low ratio of teaching component in the current teacher evaluation, untrained evaluators, and the absence of professional teaching standards. The second part of the paper investigated the need for a formative teaching assessment, an ideal type of teaching assessment, and the role of participants in the teaching evaluation processes. The way forward, therefore, is to start not at the level of the administrative superstructure but at the level of teachers who will assume responsibility for developing standards of practice as the basis for evaluating their own work and improving their own professional learning to provide quality assurance.

A Study on the Performance Evaluation of Cook in Hotel Restaurant (호텔레스토랑 조리직무의 평가에 관한 연구)

  • The purpose of this study looks for the directions to improve the performance evaluation of cook by examining the perceptions for performance of cook by supervisors in hotel restaurant. In order for this purpose, this study focuss on two areas: (1) the significant differences of each hotel type on the perceptions of each performance evaluation item, (2) the significant differences of each kitchen type on the perceptions of each performance evaluation item in terms of two different types of hotel. To examine (1) and (2), this study uses Student t test and anova analysis. The findings from this study have both theoretical and practical implications. Implications of these findings are discussed.

  • This paper presents an evaluation of new drill and blast method with two different drilling directions for pilot tunnel enlargement using numerical experiment and field test. To evaluate the effieiency of new tunnel enlargement method, field tests were performed and compared with conventional drill and blast method. Also, three dimensional transient dynamic analysis was made to investigate the effect of the ground vibration when blasting was performed at same position using the equivalent single hole charge.
