生态补偿的权益量度与机制创新 - 基于云南洱海治理的调查分析 (The Evaluation and Innovation of Ecological Compensation Mechanism based on Practice of Erhai in Yunnan Province)

  • With the rapid development of Chinese economy, the uncooperativeness between economy and ecological environment has become an obstacle to the progress of the society. Due to the limitations in terms of scale, source of funds and quality, the present ecological compensation mode doesn't realize the planned effects. In this paper, a new framework and mechanism of ecological compensation has been proposed, which could guide the adjustment and improvement of the present policies based on the analysis of implementation to meet the demand for environmental management in Erhai, so as to achieve the co-existence between human beings and nature.

인사제도에 대한 구성원 인식이 조직몰입 및 이직의도에 미치는 영향: 경력정체성의 매개효과를 중심으로 (The Effects of Employee's Perception of HR Practices on Organization Commitment and Turnover Intention: The Mediated Effect of Career Plateau)

  • 본 연구는 인사제도에 대한 구성원의 인식과 조직몰입 및 이직의도 간의 관계에서 내용적 경력정체성이 어떤 영향을 미치는지를 검토했다. 이를 위하여 본 연구는 내용적 경력정체성을 독립변수인 교육훈련제도와 평가보상제도, 종속변수인 조직몰입과 이직의도간의 매개변수로 설정한 연구 모형을 설정하였다. 본 연구 모형을 실증하기 위해 보건의료업종의 근로자 442명으로부터 수집된 데이터를 대상으로 공분산구조분석 결과, 교육훈련제도에 대한 구성원의 인식은 조직몰입에 정(+)의 영향을 미치고, 이직의도에는 부(-)의 영향을 미쳤으나, 평가보상제도에 대한 인식은 조직몰입과 이직의도에 직접적인 영향을 미치지 않는 것으로 나타났다. 매개 분석 결과, 내용적 경력정체성은 교육훈련제도 인식도가 조직몰입과 이직의도에 미치는 효과를 간접 매개하는 것으로 나타났다. 본 연구 결과는 구성원들의 조직몰입과 이직의도를 관리하는데 있어 내용적 경력정체성을 적극적으로 관리할 필요가 있으며, 그 관리 방법으로서 조직 내 인사제도들에 대한 구성원들의 인식을 충분히 검토하여 제도 설계와 시행이 필요함을 시사하고 있다.

의료과오소송 입증책임론의 전개와 발전 (The Development on Medical Malpractice Lawsuit and its Burden of Proof)

  • The medical practice does not always get a satisfatory result since the disease progress of patients are depended on patients' physical constitution and the doctors cannot control the outcomes about patients' physiological and biological reaction after the treatment. Moreover, the medical practice may bring wrong result fatalistically because of the unpredictablility of life. To demand for compensation of the damage to the doctors about these wrong result, the patient side holds the burden of proof that is between medical practice and demage, and there is damage from doctor's malpractice according to the accepted theory about the fundamental principle of distribution of the burden of proof. This falls not only under the liability of Tort Law, but also liability of Contract Law. However, the patient may be in difficult situation to prove the malpractice of doctors since he or she cannot recognize the facts because he or she was in unconscious while the medical practice was conducted, or they cannot judge precisely even though they recognize the facts. Nevertheless, the lawsuits against medical malpractice are the field that never achieves the equality of arms since the most of the evidence belong to the doctor's side. Hence, to maintain the principle of the equality of arms under the constitution, the theory leads to alleviate the burden of proof that patients hold. However, the doctors cannot be asked for the burden of proof that they conduct medical practice without errors. Because the doctors may experience difficulty to prove their innocence as the patients because of the unique characteristic that medical practices have. Therefore, the methods of the alleviation of the patient's burden of proof should have the equality of arms and the equal opportunity between the patients and the doctors with the evaluation of the justifiable interest from both the patients and the doctors. As the methods of the alleviation of the burden of proof, the alleviation of the demands and the degree of the burden of proof or resolutely the conversion of the burden may be considered. However, Recognizing the exception from general principle with converting the burden of proof is not proper in principle because the doctors may experience difficulty of the proof as the patients may have. If the difficulty of proof can be resolved by alleviating of the demands and the degree of the burden of proof, it is more desirable resolution rather than converting the burden of proof.

건설업 산재 은폐의 문제점과 대책에 관한 연구 (A Study on the Problem and Countermeasure of Concealment of Industrial Accident in Construction Site)

  • According to statistics released by the Ministry of Labor for the past 6 years, work-related accidents in the construction industry have been on the continued increase, resulting in social and economic losses that are difficult to determine at an exact amount. However, the number will likely get much bigger if unreported cases are included, considering the fact that the aforementioned statistics are based soley on the applications filed with Korea Workers' Compensation and Welfare Service. The practice of businesses choosing not to report and dealing with industrial accidents in an unauthorized manner is defined as "concealment of industrial accident". The reason the employers tend to engage in the concealment practice even at their huge cost is a "pre-qualification" scheme for the applicants in the government procurement process. Under the pre-qualification scheme, the applicants with a high rate of industrial accidents receive a low grade and become less attractive candidates in the procurement process, thus losing an opportunity to win a contract. Such failure relates directly to the fate of business organizations, to survive or not. That is why they are making all-out efforts to obtain a high grade in the pre-qualification evaluation. With regard to the accident-concealment problem, the following can be mentioned as preventive measures: (1) To exclude a rate of industrial accidents from the pre-qualification scheme; (2) To strengthen the institution of imposing penalties on the occurrence of industrial accidents; (3) To introduce private insurance system to the current industrial accident compensation insurance; and (4) To give non-recognition treatment to industrial accidents that were not reported upon occurrence. In conclusion, the concealment problem can be resolved if the aforementioned measures are to be taken continuously along with corrective measures against institutional deficiencies.

Theoretical Examination of the Pay-for-Performance Practice: Case of a Shipbuilding Company

  • Pay-for-performance plans are some of widely used human resource practices in many firms, including shipbuilding, for productivity and motivational improvement purposes. Such plans play an important role in industries that are highly labor-intensive, and where effective management of human resources is critical to business operations, such as the shipbuilding industry. Those practices can have large impact on employee performance and ultimately company competitiveness. Research studies that show how such incentive plans improve productivity and reported pattern of adoption by firms have spurred the use and adoption in many firms. However, there are also researchers who point out that there are negative consequences to using incentive plans. Therefore it is important for companies to carefully consider the practices they use. In this paper, I discuss research findings that support the practices and critical viewpoints related to pay-for-performance plans. Research findings from Korean literature are, then, discussed. The shipbuilding industry is chosen because proper human resource management is critical in reducing turnover and increasing employee satisfaction. Through a shipbuilding company case, problems related to using pay-for-performance incentive plans and how they affect work-related issues of employee morale, cooperation, and teamwork will be discussed. While positive aspects have been emphasized to drive greater adoption among firms, the resulting consequences of the pay plans need to be seriously considered and improvements upon the plans made by firms. Improvement suggestions are discussed in the conclusions and implications.

  • 본 연구는 중국 산동성 중소기업들이 도입하고 있는 성과주의 인적자원관리 관행이 어떻게 구성되어 있으며, 이러한 성과주의 인적자원관리제도가 기업의 성과에 어떠한 영향을 미쳤는지에 대해서 검증하고자 한다. 본 연구의 목적은 중국 산동성의 중소기업을 대상으로 채용제도, 교육훈련, 평가제도, 보상제도 및 승진제도 등 성과주의 인적자원관리제도와 조직유효성, 특히 조직몰입간의 인과관계를 분석하여 이에 관한 시사점을 모색하는데 있다. 연구결과 채용제도, 교육훈련제도, 승진제도 등의 성과주의 인적자원관리제도는 조직몰입에 매우 유의적인 영향을 미치는 것으로 나타났으나, 평가제도, 보상제도 등의 다른 요인들보다는 상대적으로 약한 영향을 미치는 것으로 확인되었다.

  • High speed precision machines have been introduced to the CNC industry in order to improve productivity, shorten the appointed date of delivery and reduce the prime cost. High speed machines have more functions then general machines, and they were proved in performance. The production and sales of the high speed machines have been increased not only in domestic market but also all over the world. Accordingly, machines are faster, there are lots of problems to be solved. One of the most difficult problems is the thermal displacement on the main spindle due to generated heat while the spindle is rotated in high speed. Since the thermal displacement directly effects the quality of the machined parts, utmost efforts to minimize the thermal displacement have to be given from the beginning of designing machines. In practice, variety of methods are attempted and practiced to minimize the thermal displacement such as design of symmetrical frame, adoption of high speed bearings, application of compensation system using non-contact sensor and use of forced circulating lubrication system with oil cooler. Even if these variable methods have been practically used in the industrial field, generated heat has not been Perfectly Prevented lienee, in this paper, the characteristics of thermal displacement were investigated when several kinds of oil were tested for a high speed machine with forced circulating lubrication system within the same atmosphere and under the same conditions.

두개골 측방향 X-선 촬영에서 정확도 향상을 위한 촬영 보조 기구의 유용성 평가 (Evaluation of Usefulness of Assertive Devices to Improve the Accuracy in Skull lateral X-ray Projection)

  • 일반 X-선 촬영에서 경험이 없는 비숙련자의 경우, 검사 실패의 경험을 통해 숙련되는 과정을 겪는다. 이것은 불필요한 의료 피폭 가중의 문제를 유발한다. 본 연구에서는 배치 전 비숙련 방사선사가 임상 숙련도를 높일 수 있는 방안으로, 시각적, 공간적 보조 장치를 이용한 두개골 측방향 촬영 실습을 통해, 촬영 보조장치 사용에 따른 정확도와 유용성을 평가하였다. 육안적 관찰과 학습에 의존해서 촬영한 경우 영상 왜곡을 나타내는 회전 이격도 7.85 ± 1.45 mm, 기울임 이격도 4.84 ± 0.5 mm였다. 시각적 보조 장치를 이용해서 실습한 경우 회전 이격도 4.4 ± 0.76 mm, 기울임 이격도 3.01 ± 0.87mm였다. 공간적 보정 기구를 이용해서 실습한 경우 회전과 기울임 이격도는 5.2 ± 0.69 mm, 3.33 ± 0.61 mm로 나타났다. 배치 후 작업 환경과 동일한 조건에서 경험적 촬영 실습에 의한 영상 왜곡은 5.4% 감소하였으나, 기울임에 의한 영상 왜곡은 1.2% 증가하였다. 시각적 보조 장치를 이용해서 실습한 경우, 경험적 촬영 실습보다 회전이격도 40.1% 기울임 이격도 30.7% 감소하였다. 공간적 보정 기구를 사용할 경우, 기존의 경험적 실습 방식보다 회전 이격도 41.7%, 기울임 이격도 23.7% 감소하였다. 따라서 비숙련 방사선사의 배치 전 시각적, 공간적 촬영 보조 기구를 이용한 실습은 배치 후 검사 정확도 향상과 재촬영률 감소에 도움을 줄 수 있을 것으로 사료된다.

신경발달 장애 아동의 지하철 이용하기 작업에 대한 작업기반 중재의 적용 (Application of Occupation-Based Practice for Neurodevelopmental Children's Subway Use)

  • 목적 : 본 연구는 신경발달 장애 아동들에게 작업기반(occupation-based) 중재를 그룹 프로그램으로 적용하여 작업 수행의 질, 수행도 및 만족도, 프로그램에 대한 만족도의 효과를 알아보고자 하였다. 연구방법 : 신경발달 장애 아동 10명을 대상으로, ADOC-S(Aid for Decision making in Occupation Choice-School) 및 COPM(Canadian Occupational Performance Measure)을 사용하여, 모든 클라이언트에게 의미 있고 공통된 작업 목표를 수립 하였다. '지하철 이용' 작업수행 분석한 후에 PQRS(Performance Quality Rating Scale)를 사용하여 작업수행의 질 변화를 조사하였다. 작업기반 중재는 가장 자연스럽고 실제생활과 비슷한 상황에서 의미 있는 작업을 직접 수행하며 진행되었다. 실험은 사전 평가 1회기, 중재기는 주 1회, 회기당 100분, 8주간, 총 8회기 진행되었고 사후 평가 1회기 실시되었다. 결과 : 작업수행의 질인 PQRS에서는 중재 전에 비해 중재 후 38.10의 증가를 보였다. 유지, 보상 및 적응접근을 적용하여 초기 회기(1~4회기)에 큰 증가율이 나타났다. COPM의 수행도는 중재 전에 비해 5.80, 만족도는 7.00의 증가가 나타났다. 또한 보호자 인터뷰를 통한 프로그램 만족도에서 높은 점수가 나타났다. 결론 : 작업기반 중재는 신경발달장애 아동의 작업수행을 향상시킬 수 있는 중재방법이며, 수행도 및 만족도, 프로그램 만족도에 긍정적인 결과를 도출할 수 있었다.
