Development of the Assessment Indicators for Railway Safety

  • This study proposes a model for railway safety assessment with which the safety of whole railway system can be evaluated. The purpose of the assessment model is to generate safety indicators which quantitatively represent the degree of railway safety. Safety indicators were proposed as three indicators according to their functions; accident indicators, safety management indicators, and safety culture indicators. This paper describes the first result on the safety target which will be a key starting point toward the development of safety assessment model. It is recommended that the safety target to be composed of several sub-targets are apportioned to constituent components. It is concluded that the classification of safety target has influence on deciding components or attributes that constitute each sub-indicators; accident indicators, safety management indicators, and safety culture indicators. Based on this study, a railway safety assessment model will be developed in the following study.

  • At present, the highest operation speed of general domestic train is in the level of 140km/h and it is being improved to reach at the level of 200km/h in 2011. The improved environment of train operation speed which inevitably occurs owing to the operation of KTX on the existing line badly requires technology development such as testing and evaluating technology of factors hindering high speed of railway infrastructure including railway bridge, technology to ensure operation safety and technology to evaluate structure stability. Comparing dynamic numerical interpretation for railway truss bridge and load of design standard by using dynamic response measurement and analysis for the railway truss bridge currently in use, this study established the improvement program to ensure the lateral dynamic safety of truss bridge with the increased speed of train.

Design of Fire Source for Railway Vehicles and Measurement of Critical Velocity in Reduced-Scale Tunnels (축소터널 철도차량 화원 설계 및 임계속도 측정연구)

  • In this study, the authors designed a reduced-scale railway vehicle fire, which was necessary for evaluating the fire safety of railway tunnels using a reduced model. To overcome the shortcomings of the methods used in conventional reduced-scale railway tunnel tests, the authors simulated the fire source of a railway vehicle using a methanol fire source for fire buoyancy, and a smoke cartridge for smoke visualization. Therefore, the heat release mass consumption rates of various methane trays were measured using a cone calorimeter (ISO 5660). The critical ventilation velocity in the railway tunnels was obtained using the designed fire source of the railway vehicle, which was evaluated by the measured temperature at the top of the tunnel as well as laser visualization.

  • In recent, the railway system consists of subsystems as rolling stock and infrastructures as signaling, telecommunication, power supply, overhead contact and platform screen door, etc. Furthermore, each subsystem has complicated interface so as not to understand these relationship. Consequently, to operate the railway system continuously with required safety and availability, the failure data should be corrected and analyzed systematically during operation. To achieve this object effectively, this paper presents the method which is evaluating the operational risk quantitatively using failure data, and selecting the critical equipment. Following this analysis, the improvement plan is established and applied to reduce the operational risk on system or equipment. From this study, the critical equipments of system could be determined and prioritized by risk analysis. Also, the effective maintenance to prevent critical failure could be implanted by this suggested methodology.

  • The additional stresses and displacements produced by the use of long rail, typical of the high-speed railway, are investigated for the Taiwan high-speed railway bridges. In addition, an important special feature of the Taiwan high Speed Railway Design Specifications specifies that service earthquake has to be considered during the rail-structure interaction analysis before evaluating the stresses and relative displacements of the bridge. As pound motion is taken into account under seismic event the seismic response of the structure is applied as displacement in the rail-structure interaction analysis. The stresses and relative displacements of the structure are checked according to the consideration of seismic loading.

  • The inspection of track irregularity, which is the most important index for the evaluation of the dynamic safety of the rolling stock, is performed by setting up the testing train set. The self-diagnosis for the various rolling stocks and railways can be obtained if it is possible to take the simultaneous inspection of track irregularity for the commercial vehicle while it is running and to build up a dynamic safety evaluation system. It is expected to have some good effects, such as preventing accident with the low dynamic safety, cutting cost for the testing train set and evaluating the exact influence on the rolling stock and railway. In this study, innertial measuring method, which allows us to directly measure the track irregularity from the commercial vehicle, will be considered and some overseas cases will be explored as well.

Development of performance evaluation model for road and railway tunnels in use

  • Accurately evaluating and predicting the performance of facilities is a key task in establishing a maintenance strategy for facilities. The importance of performance evaluation is becoming more pronounced, especially when the aging of facilities requires a huge budget. In this study, performance assessment models were developed for road and railway tunnels. Delphi analysis was performed to identify sub-elements necessary to evaluate the performance of a tunnel. The relative importance of the evaluation factors was derived from the AHP analysis. The correlation analysis was performed between each assessment factor and the final result to verify the significance of the model. For the correlation analysis, the survey data measured through precision safety diagnosis in tunnels in use was applied. The cost effectiveness analysis was also conducted according to the scenarios with different composition of performance factors in order to improve the practical applicability of the evaluation model developed in this study.

Vibrational Characteristics of Suspension Bridge by Full-Scale Test (실교 가진시험을 통한 현수교의 고유진동특성 연구)

  • The bridge to be analyzed is a self-anchored suspension bridge which is constructed within the country. Forced vibration test was performed with oscillator for verification of safety, maintenance and management. In this study, the feasibility of deduction was verified with the modified analysis model by comparing natural frequency, natural mode and damping ratio of the real bridge, which are obtained from the vibration test of the whole bridge after construction of 3-dimensional self-anchored cable suspension bridge, with the eigenvalue of analytic computation model and evaluating them. As a result of study, the friction of bridge bearing must be considered to get the natural frequencies of flexural vibration, and evaluating the polar moment of inertia is critical factor in analysis modeling in case of torsional vibration. The logarithmic damping ratio of the test appeared to exceed the ordinary one assumed at the design phase.
