Ali Bey Hüseyinzade and His Impact on National Thought in Turkey and the Caucasus

  • Ali Bey $H{\ddot{u}}seyinzade$ (1864-1940) was one of the most significant Azerbaijani Turkish intellectuals in the late nineteenth and early twentieth centuries, formulating Azerbaijani national identity around its Turkish, Islamic and territorial dimensions. His solution to the ambiguities of the identity crisis among the Turkic-Muslim people of Azerbaijan was Turkification, Islamization and Europeanization for the Turkic and Muslim peoples of the Caucasus and Ottoman Turkey. Ali Bey $H{\ddot{u}}seyinzade$ was an influential Azerbaijani Turkish intellectual who had a direct impact on Turkish nationalists in the late Ottoman Empire and early Republican Turkey. $H{\ddot{u}}seyinzade^{\prime}s$ formulation of the triple processes of Turkification, Islamization and Europeanization spread among the Azerbaijani and Ottoman Turkish intellectuals in their respective countries. This article aims to discuss the ideas of Ali Bey $H{\ddot{u}}seyinzade$, especially regarding nationality, religion and Westernism and their impact on intellectuals and policy makers in the Caucasus and Turkey. His physical odyssey from Tsarist Russia into the Ottoman Empire is indicative of his ideological proclivities and his subsequent influence on the Turkish-speaking peoples in the two major empires in the late nineteenth and early twentieth centuries.

The Europeanization of Bulgarian Nationalism: The Impact of Bulgaria's European Union Accession on Bulgarian-Macedonian Relations

  • Modern Bulgarian nationalists aspired towards incorporating the self-identified Bulgarian lands into the Bulgarian state. The Treaty of San Stefano ending the Russo-Turkish War of 1877-78 tantalizingly achieved these so-called national ideals. Great Power diplomacy quickly diminished Bulgaria's borders and international legal status with the 1878 Treaty of Berlin, exacerbating nationalist grievances. Bulgaria would expand vast resources to restore the San Stefano borders until Balkan Communist authoritarian regimes eventually suppressed the Macedonian issue as a foreign policy subject. Sofia's policy towards its neighbor has been overdetermined by the efforts of successive Bulgarian governments to institutionalize post-communist Bulgaria's own national identity. Bulgaria's integration into so-called Euro-Atlantic structures, i.e., NATO and the EU, had been the primary strategic objective of the Bulgarian authorities since the end of the Zhivkov regime. North Atlantic community security policy aims in response to the earliest post-Cold War foreign policy crises in the Western Balkans framed the parameters of Bulgarian diplomacy. The stabilization of FYROM in 2001, followed by Bulgaria's 2007 EU accession, led to Bulgarian nationalist values become more salient in Bulgarian politics and foreign policy. Sofia-Skopje relations are a test case for the effects of Europeanization on interdependent Balkan ethno-sectarian nationalisms and state territorial institutional development.

  • 본고는 한국비교교육연구에 영향을 주고 있는 유럽비교교육학회와 영국비교교육학회의 담론생성활동을 고찰함으로서 그 역사적 성격을 밝히고자 하는 연구목적을 가진다. 유럽비교교육학회(CESE)는 1963년 영국 비교교육학자들의 주도로 설립되어 현재 유럽화를 넘어선 국제학회로서의 자리매김을 위한 노력을 하고 있다. 유럽이 세계의 중심이라는 오랜 질서가 미국주도의 세계비교교육학회의 출현으로 인해 위축되고 있으나 여전히 미국적인 것과 차별되는 유럽만의 방법론 구축을 향한 지적 고투를 하고 있다고 보여 진다. 반면 영국은 1997년에 영국국제비교교육학회(BAICE)로 늦게 시작했으나 많은 유학생들과 영어권의 이점으로 국제학회로서의 면모를 보이고 있다. 그 결과 유럽화가 아닌 글로벌 이슈를 적극적으로 다루며 비판적 균형이론으로서 비교교육연구를 자리매김하려는 노력을 하고 있는 것으로 평가된다.

프랑스 지역개발정책의 변천과 농촌 개발정책의 제유형 (The Evolution of the Regional Development Policy and Types of the Rural Development Policies in France)

  • The purpose of this study is to examine France's regional development policy in terms of rural development since the end of World War II. Following decentralization in 1982, France's regional and rural development policies have been focused on the interrelated actions of government, local authorities and European authorities. The aim of their works was to extend the dispersal of industrial activities to the reorganization of the rural space. The rural development policies aimed to the agricultural modernization in the 1950s have differed in their goals, methods, and implements. France's regional and rural development clearly illustrates the key role played by the government despite the decentralization and the challenges of the europeanization leading to a unique market of European nations. This reinforces the fact that the government is instrumental in organizing population distribution and regulating regional decision centers to harmonize both national objectives and local authorities' concerns. The French experience will be helpful as reference in the field of regional and rural development for Korea which has recently begun decentralizing.

Digital Technologies in the Innovative and Structural Transformation of Low- and Middle-Income Economies

  • While in high-income countries the development of digital technology began in the 1970s, in low- and middle-income countries it began in the 1990s and even after 2005, due to the political regime that constrained economic development and innovation. At the same time, there are no studies of the relationship between technological development and structural changes through innovation in low- and middle-income countries. The article aims to quantify the relationship of the introduction of digital technologies on innovation, structural transformation of low- and middle-income economies. The industrial-agrarian economy of Uzbekistan with an authoritarian regime is in a state of transition to a market economy, while in Ukraine, there are active processes of Europeanization and integration into the EU. Ukraine's economy is commodity-based (the export of raw materials of industries and the agricultural sector in developed countries predominates) and industrial-agrarian. Digital technologies and the service sector are little developed in Uzbekistan. On the other hand, Ukraine has a more developed ICT sector. Uzbekistan is gradually undergoing an innovative and structural transformation of the economy: the productivity of the agricultural, industrial, and service sectors is growing, but the ICT sector is virtually undeveloped. In comparison, in Ukraine, there are no significant structural transformations due to a significant drop in productivity of the industrial sector, with stable growth of productivity of the agricultural sector due to technology and a slight increase in productivity of the service sector. It is revealed that Ukraine and Uzbekistan have undergone structural transformations of the economy in favor of the service sector, while the agricultural and industrial sectors produce less and less. If Uzbekistan remains the industrial-agrarian country with an aggregate share of the added value of these sectors 59% in 2019, Ukraine transits to the post-industrial type of economy where the added value of the service sector in GDP grows (55% compared to agrarian and industrial sectors at 42%).
