유럽녹색물류의 정책적 시사점과 교훈 (Lessons from the Policy Implications of Green Logistics in Europe)

  • Purpose - As economic activities between different countries have rapidly spread in a world of free trade, it is inevitable that a large volume of cargo will be carried between countries. It is natural, then, that CO2 emissions and other environmental pollutions have followed, which exposes people and society to serious environmental problems and social costs, and so on. Therefore, the need to understand logistics is not only a matter of transportation but also an environmentally oriented matter. The purpose of this study is to look at some lessons and implications from the European case in terms of green logistics matters. Research design, data, and methodology - In order to look into this matter, first, it has to be established that some cargo transport volumes using different transportation modes have clearly declined because of previous economic recessions. Some transport policies produced by the European Union (EU) are based in a long history of struggling to cope with transport matters in European countries. In its recent transport policies, the EU has provided greener transportation alternatives, realizing that pollution matters affect the European transport market. This study tries to determine what policies the EU has implemented to deal with green logistics matters. This study concentrates in particular on the Marco Polo program in the EU. Results - This study found that the EU seems to consider these kinds of matters, that is, transport and the environment in the context of green logistics. The EU launched some policy instruments to solve this matter relatively earlier than other countries and reviewed them as necessary. In order to make these policy tools work, the EU provided PACT for combined transport, and then the Marco Polo I and II European transport white paper packages. These European policies deal with green logistics matters in two ways. First, some restrictions have been imposed, especially taxation, and so on. Transport subsidies are also powerful means of handling green logistics matters in Europe. Along with these two means of dealing with transport and the environment, the EU eventually targeted integration of different transport modes. Instead of employing only a single transport instrument mode to deliver the cargo to be carried, such as trucking, rail, ocean-going carrier, flight, or inland waterway transport, the EU has proposed that combining transport modes is the best alternative for transport and the environment. That is, the EU is pursuing the adoption of multimodalism as an answer to the green logistics challenge as it provides a more cost efficient and more productive means of transport. Conclusions - In conclusion, multimodal transport should be considered when applying green logistics, as it can provide an alternative way to achieve transport and environmental solutions together at the present time. Two methods can be used to encourage multimodal transport: restrictions and subsidies. These are the lessons and implications from European green logistics policies.

주가지수를 통해 살펴본 동아시아의 금융통합에 대한 연구 (Financial Integration in East Asia: Evidence from Stock Prices)

  • 본 연구는 주가지수를 경제적 척도로 삼아 동아시아의 글로벌 및 역내 통합의 정도를 검토하였다. 주가에 대한 충격을 글로벌 충격, 역내 충격 및 개별 국가 충격으로 분해하고 구조적 VAR 모형을 사용하여 이들 충격이 동아시아 국가들의 주가 변동에 미친 영향을 살펴본 결과, 1997년 금융위기 이후 점차 축소되는 추세이나 개별 국가 충격이 여전히 가장 주도적인 역할을 하는 것으로 나타났다. 반면에 글로벌 및 역내 충격은 대부분의 동아시아 국가에서 그 비중이 점차 확대되는 추세이나 영향력은 그리 크지 않았다. 본고의 분석 결과는 최근의 자유화 및 역내 통합 진전에도 불구하고 동아시아 국가들은 아직까지 상호 이질적이며 유럽 국가에 비해 비대칭적인 충격에 더 크게 노출되었음을 의미한다.

  • 본 논문에서는 수직분리 및 수직통합의 경험이 함께 존재하는 유럽철도의 자료를 기존연구에서 사용된 바 없는 Simar and Wilson(2008)의 붓스트랩을 활용한 효율성에 관한 가설검정방법으로 분석하여 수직분리가 철도산업의 운영효율성과 어떤 관련성을 가지고 있는지를 밝혀보고자 하였다. 1998년부터 2005년까지의 20개 유럽국가의 자료를 분석한 결과 검정통계량의 관측값은 수직분리구조를 가진 국가의 철도산업이 수직통합구조를 가졌거나 또는 지주회사의 형태로 수직통합을 유지하고 있는 국가의 철도산업보다 상대적으로 운영효율성이 높게 타나났으나 그러한 차이가 통계적으로 뒷받침되지는 못하였다.

유럽연합의 EA에 비춰본 한국의 환경평가제도 개선 방안 (Improvement Alternative of Korean Environmental Assessment through the EA of the European Union)

  • The introduction of Strategic Environmental Assessment (SEA) has strengthened and extended the value of Environmental Impact Assessment (EIA) as a fundamental tool for sustainable development. In particular, SEA helps to overcome the limitation of project EIA as a stand alone approach that is applied relatively late in the decision making cycle. SEA is applied to proposals of policy, plan, and/or programme when major alternatives are open. In Korea, similar to SEA, the Prior Environmental Review System (PERS) was introduced to overcome the limitations of the EIA, by checking the environmental impacts on major policy and administrative actions in the early stage of decision making process. SEA appears in various national, regional and international laws. SEA is addressed specifically in the UNECE SEA protocol to the Espoo Convention on Environmental Impact Assessment in a transboundary context, as well as the European Commission SEA Directive (2001/42/EC). SEA is a valuable tool for integrating sustainability decisions into country's policies, plans and programmes. This paper reviews the policy direction for implementation of the SEA and efficient Environmental Assessment (EA) through integration of the PERS and the EIA.

  • The article analyzes the possibility of using information and innovation experience in training public administration specialists, and also explores the system of training public administration and management specialists abroad. It was determined that in the European Union, Japan and other developed countries, three concepts of qualified personnel training will be developed: the concept of specialized training is focused on the present or near future and is relevant for the respective workplace; the concept of multidisciplinary training is effective from an economic point of view, as it increases intra-production and non-production mobility of an employee; the concept of learner-centered learning with the aim of developing human qualities.

  • Modern Bulgarian nationalists aspired towards incorporating the self-identified Bulgarian lands into the Bulgarian state. The Treaty of San Stefano ending the Russo-Turkish War of 1877-78 tantalizingly achieved these so-called national ideals. Great Power diplomacy quickly diminished Bulgaria's borders and international legal status with the 1878 Treaty of Berlin, exacerbating nationalist grievances. Bulgaria would expand vast resources to restore the San Stefano borders until Balkan Communist authoritarian regimes eventually suppressed the Macedonian issue as a foreign policy subject. Sofia's policy towards its neighbor has been overdetermined by the efforts of successive Bulgarian governments to institutionalize post-communist Bulgaria's own national identity. Bulgaria's integration into so-called Euro-Atlantic structures, i.e., NATO and the EU, had been the primary strategic objective of the Bulgarian authorities since the end of the Zhivkov regime. North Atlantic community security policy aims in response to the earliest post-Cold War foreign policy crises in the Western Balkans framed the parameters of Bulgarian diplomacy. The stabilization of FYROM in 2001, followed by Bulgaria's 2007 EU accession, led to Bulgarian nationalist values become more salient in Bulgarian politics and foreign policy. Sofia-Skopje relations are a test case for the effects of Europeanization on interdependent Balkan ethno-sectarian nationalisms and state territorial institutional development.

But Europe is not the most welcoming place for North Koreans at the moment. The European Alliance for Human Rights in North Korea, an advocacy group, reported in 2015 that many European countries had rejected the vast majority of North Korean asylum cases. Partly this is to do with how governments view North Korean defectors: the UK "considers North Koreans as South Korean citizens, thus excluding them from refugee status".

Automatic 3D soil model generation for southern part of the European side of Istanbul based on GIS database

  • Automatic large scale soil model generation is very critical stage for earthquake hazard simulation of urban areas. Manual model development may cause some data losses and may not be effective when there are too many data from different soil observations in a wide area. Geographic information systems (GIS) for storing and analyzing spatial data help scientists to generate better models automatically. Although the original soil observations were limited to soil profile data, the recent developments in mapping technology, interpolation methods, and remote sensing have provided advanced soil model developments. Together with advanced computational technology, it is possible to handle much larger volumes of data. The scientists may solve difficult problems of describing the spatial variation of soil. In this study, an algorithm is proposed for automatic three dimensional soil and velocity model development of southern part of the European side of Istanbul next to Sea of Marmara based on GIS data. In the proposed algorithm, firstly bedrock surface is generated from integration of geological and geophysical measurements. Then, layer surface contacts are integrated with data gathered in vertical borings, and interpolations are interpreted on sections between the borings automatically. Three dimensional underground geology model is prepared using boring data, geologic cross sections and formation base contours drawn in the light of these data. During the preparation of the model, classification studies are made based on formation models. Then, 3D velocity models are developed by using geophysical measurements such as refraction-microtremor, array microtremor and PS logging. The soil and velocity models are integrated and final soil model is obtained. All stages of this algorithm are carried out automatically in the selected urban area. The system directly reads the GIS soil data in the selected part of urban area and 3D soil model is automatically developed for large scale earthquake hazard simulation studies.

유럽연합(EU)내 한국 가전 대기업들의 진입과 퇴출 (Entries and Exits: Case Studies of the Foreign Direct Investment of Korean Consumer Electronics Chaebols in the European union)

  • 본 논문의 목적은 (1) 한국 가전 대기업들의 진입과 퇴출과정을 유럽통합과 확대과정의 맥락에서 살펴보는데 있으며, (2) 그 과정이 각기 다른 지리적 규모(세계적, 지역적(EU), 국가적, 지방적 규모)와 얼마나 역설적으로 상호 얽혀있는가를 밝히는데 있다. 1980년대 이후 급격하게 증가된 한국 가전 대기업들의 對EU 해외직접투자는 EU의 강화된 무역지역주의에 대응한 결과였다. 이러한 방어적 투자는 관련 대기업의 계열사들 및 중소협력업체들의 시기적으로 다른 진입을 통하여 이루어 졌으며, 결과적으로 EU내 기업전략으로써 방어적 유럽화를 창출시키는 계기가 되었다. 그럼에도 불구하고, 방어적 진입은 이후 대기업들의 생산의 일부가 (1) EU 무역규제의 변화에 민감하게 반응하면서, (2) EU내 투자유치 지역에서의 비용경쟁력유지에 실패함으로써 (입지이전을 통한) 퇴출로 이어졌다. 결국, 한국 대기업들의 진입과 퇴출과정은 통합유럽을 향한 EU의 무역, 산업, 외국인투자 및 지역정책들이 일관된 방향으로 결합되지 못하면서 야기되었으며, 이와 같은 맥락에서 그 과정들은 세계적-지역적-국가적-지방적 연결체라는 상호 얽힌, 역설적 구조속에서 진행되고 있다.

독일의 상호문화교육 사례에 대한 연구 : 베를린 EU학교의 교육과정을 중심으로 (A Study on the Case of Inter-cultural Education in Germany: Focus on the Curriculum of SESB)

  • 본 연구는 베를린 국립유럽학교(SESB)의 교육과정을 분석하여, 독일의 이주민 사회통합 정책에 따른 상호문화교육에 대하여 이중언어교육을 중심으로 알아보았다. 이를 위하여 베를린 국립유럽학교 중에서 Joan-Miró 초등학교와 Finow 초등학교을 사례로 교육과정을 분석하였다. 독일에서는 이주가정의 학생이 자신이 속한 문화적 공동체의 언어 및 정체성을 유지하면서 동시에 독일사회에 통합할 수 있는 다문화교육 정책을 유지하고 있다. 따라서 이주자들의 모국어 사용능력 유지와 이주학생들의 독일어습득이 독일의 사회통합 정책의 중심에 있다고 할 수 있다. 베를린 국립유럽학교는 학생들의 언어능력뿐만 아니라, 다양한 문화적 배경의 학생들을 위한 상호문화교육 환경 조성을 위하여 설립된 일반 공립학교이다. 베를린의 국립유럽학교는 이주가정 출신의 학생들이 그들의 언어와 문화정체성을 유지하는 것과 동시에 독일사회에 통합할 수 있도록 하는 상호문화교육을 교육목표로 하고 있다. Joan-Miró 초등학교에서는 학생들의 미래 지식사회를 위한 준비와 함께 상호문화 능력 및 이중언어 능력을 장려하고, 학생들로 하여금 독립적 생활과 자기주도적 학습을 할 수 있도록 하고 있다. Finow 초등학교에서는 학생들에게 미래 유럽의 지식사회에서 요구하는 시민으로서의 역량을 강화시킬 수 있는 기본능력 이외에 상호문화적 역량 및 언어적 역량, 그리고 지향성 역량을 장려하고 있다. 한국 학교의 외국어교육에서도 독일의 국립 유럽학교와 같이 실용적으로 다변화할 필요가 있다. 이와 함께 학생들의 이중언어능력의 개선, 학생 각각의 개인별 특성에 맞는 능력개발, 그리고 상호문화이해역량을 증진할 수 있도록 교육환경의 개선이 필요하다.
