We discuss some typical procedures to measure the efficiency of telecommand authentication systems in space missions. As a case-study, the Packet Telecommand Standard used by the European Space Agency is considered. It is shown that, although acceptable under well consolidated evaluation suites, the standard presents some flaws particularly in regard to the randomness level of the pre-signature. For this reason, some possible changes are proposed and evaluated that should be able to improve performance, even reducing the on-board elaboration time.

The article identifies areas for effective management of innovative development. The competitiveness of the economy in the context of European integration and economic security is assessed. The level of innovative economy of some countries of the world is analyzed. The issue of attracting foreign investors to stimulate innovative production in Ukraine is raised. It is identified the need for the formation of an updated state policy capable of providing innovative development and improving the competitive position of the state in international rankings. Emphasis is placed on the need to form a critical mass of managers-civil servants capable of developing, implementing and monitoring the policy of innovative development of entrepreneurship.

The hub-and-spoke strategy is widely used in the field of transportation. At the field of rail transportation, however, it is difficult that we find an application case of this strategy because of modal characteristics. According to the fast growth of containerization and the development of transshipment technology, presently, the hub-and-spoke strategy is introduced by operators on actual European rail freight transportation. However, it is hardly to find empirical studies evaluating the applicability of transportation strategy. In this context, this study analyzed the applicabilities of hub-and-spoke strategy in the actual network of European rail freight. For the application and evaluation of the characteristics of hub-and-spoke strategy, it utilized a service network design model for rail freight. Utilizing this model, it analyzed the efficiency of furnished rail freight services, the potential locations of hubs, the characteristics of O-D flows by the types of trains and service links, and the types of paths of O-D flows. Finally, it proposed some implications and the further study topics.

본 논문에서는 수직분리 및 수직통합의 경험이 함께 존재하는 유럽철도의 자료를 기존연구에서 사용된 바 없는 Simar and Wilson(2008)의 붓스트랩을 활용한 효율성에 관한 가설검정방법으로 분석하여 수직분리가 철도산업의 운영효율성과 어떤 관련성을 가지고 있는지를 밝혀보고자 하였다. 1998년부터 2005년까지의 20개 유럽국가의 자료를 분석한 결과 검정통계량의 관측값은 수직분리구조를 가진 국가의 철도산업이 수직통합구조를 가졌거나 또는 지주회사의 형태로 수직통합을 유지하고 있는 국가의 철도산업보다 상대적으로 운영효율성이 높게 타나났으나 그러한 차이가 통계적으로 뒷받침되지는 못하였다.

With the expansion of the global supply chain, the efficiency of maritime logistics is considered a crucial factor for countries' trade and competitiveness. Nevertheless, prior research has not thoroughly evaluated the efficiency of maritime logistics, including countries' ports and shipping capacities. Accordingly, this study examines integrated maritime logistics efficiency at the national level using DEA-CCR, BCC, and super-efficiency DEA. Furthermore, this study identifies a difference between the selected countries' maritime logistics efficiency and LPI (Logistics Performance Index) through Spearman's correlation test as an ad-hoc analysis. From this, Asian countries showed higher efficiency and European countries showed higher LPI scores. These results might be derived from this difference in port-city development patterns. Additionally, the main cause of inefficiency in Europe and Japan might be attributed to high fleet capacity of control. Consequently, this study can provide valuable implications for coastal countries to set more efficient directions for maritime logistics investment and policy.

Minimum Efficiency Performance Standard (MEPS) has already been operated in many countries. In particular, the European Union (EU) has entered the IE3 stage since 2017. Korea will also enter the IE3 phase from October 2018. As for Korea, there is still a restriction on induction motors only. But, in the EU and the United States, efficiency regulation of variable speed drives is being deeply examined. Standards related to this are gradually being fixed. In this paper, the current status and the direction of global standards related to the efficiency of motors, inverters and systems are reviewed. And the case of improving the efficiency of the system including the motor will be examined.

Since efficiency of maximum power point tracking (MPPT) is important for photovoltaic systems, a number of MPPT algorithms have already been researched for other environment, however, the most of MPPT algorithms can't track maximum point in dynamic irradiation. In this paper, P&O and 3-Point MPPT which is more specialized in dynamic irradiation are compared in basis of European Efficiency Test(EN50530). The efficiency of 3-Point MPPT algorithm is proved by simulation and experiment. In result, 3-Point MPPT shows higher efficiency in dynamic irradiation and less affected by environment than P&O.

유럽연합의 자동차산업은 생산공간의 확대와 경제통합의 심화 그리고 미국과 일본 등 역외 완성차업체의 시장진출로 생산방식 및 생산체계의 지리적 재구조화가 형성되고 있다. 생산활동의 글로벌화와 지역화로 완성차업체간 경쟁이 심화되면서 비용절감과 다양한 제품개발, 신속한 제품혁신 위해 생산방식이 플랫폼의 공용화와 모듈화된 부품조달체계로 변화되고 있다. 모듈화된 부품조달방식의 채택으로 완성차업체와 부품공급업체간의 역할이 재조정되고 생산활동과 관련된 다양한 생산기능들의 지리적 재구조화가 활발히 진행되고 있다. 새로운 생산방식과 생산공간 확대, 그리고 경제통합의 심화에 의해 제공된 기회를 이용하기 위해 제품의 특성과 생산활동의 기능별 특성에 따라 공간적으로 전문화되고 집적화되는 경향을 보이고 있다. 고가모델의 생산과 연구 개발 및 전문서비스 기능은 중심부에서 강화되고 저가모델의 생산과 일반화된 장비 및 부품생산 기능은 주변부에 분산 입지하는 계층적 구조가 심화되고 있다.

Research on photovoltaic (PV) generation is taking a lot of attention due to its infinity and environment-friendliness with decrease of price per PV cell. While central inverters connect group of PV modules to utility grid in which maximum power point tracking (MPPT) for each module is difficult, micro inverter is attached on each module so that MPPT for individual modules can be easily achieved. Moreover, energy generation and consumption efficiency can be much improved by employing direct current (DC) distribution system. In this paper, a digitally controlled PV micro converter interfacing PV to DC distribution system is proposed. Boundary conduction mode (BCM) is utilized to achieve zero voltage switching (ZVS) of active switch and eliminate reverse recovery problem of passive switch. A 120W prototype boost PV micro converter is implemented to verify the feasibility and experimental results show higher than 98% efficiency at peak power and 97.29% of European efficiency.

Most Plastic Green Houses in Korea are made according the European weather condition, which lead to have very low solar energy efficiency. Moreover, the function of green houses, as well as the structure of them, has not changed for Korean weather condition. Therefore, the structure and function of them should adopt the regional weather condition in order to improve the energy efficiency. This paper investigates the current plastic green housesin Korea, and presents an alternative for improving the energy efficiency. The elements of green houses were investigated. When using a partial opaque insulation with a thermal storage body, the difference of indoor air temperature became 20C during daytime, and 5C during night, which will save massive fossil fuels.
