Ethical Event of Responsibility in Nietzsche's Philosophy (니체철학에서 책임의 문제)

  • The notion of responsibility, which has now gained a firm foothold as one of the fundamental notions of philosophy and its neighboring disciplines, became the subject of philosophical enquiry only in the 19th century by Kierkegaard, who delved into the morality of critical self-awareness in ethical responsibility of the absolute self; and Nietzsche, who put emphasis on the responsibility of the sovereign self in coping with the problems of the future. Nietzsche is the first philosopher who took issue with the diminishment (Verkleinerung) of humanity-what he called human being's greatest disease-that swept Europe at that time. Concerns about Europe's future were the key movens of Nietzsche's philosophy revolving around the advent of nihilism in Europe and its solutions. He prepared alternative solutions in deep awareness that the ethics of good and evil firmly rooted in the traditional metaphysics and Christianity would not even catch the depth and breadth of the big problem of globalization brought about by modernism, let alone solve it. Nietzsche devoted his whole life to disseminating the knowledge that the future of humankind depends on removing these old ethics. This article traces Nietzsche's reflections on the ethical event of responsibility and provides an overview of the purview and scope contained in the meaning covered by the notion of responsibility in his philosophy beyond common norms and values.

The Development of Issue-Oriented Dilemmas for Measuring Information Ethical Judgments (정보윤리판단력 측정을 위한 이슈 중심의 딜레마 개발)

  • The problem with the Information Ethics is an issue recently since the increase of using Internet by young people. In this study, we developed dilemmas before developing a tool to measure the judgment of secondary school students on the Information Ethic. For this purpose, we selected issues consisted of four kinds of issues(PAPA) by Mason and add recent young people's issues in Korea. By experts in the related fields, we have developed dilemmas for each issues. we have proven the validity of completed dilemmas through pilot test by 30 secondary school students. As a result we completed 12 dilemmas able to measure the judgment of young people on the Information Ethics.

Research on John School as a policy to prevent recidivism of online sex trafficking

  • Recently, President Donald Trump signed FOSTA (Fight Online Sex Trafficking Act) in April 11, 2018, which makes online service no more immune from civil liability for the action of third party facilitating sex trafficking content. Although it is also important to enhance security regulations and cognition on law, but it will be economically more effective to put more energy on preventing recidivism. For John School in Korea, it should increase implementation rate by putting core manpower and budget for preventing needs of sex purchase and then, check operation method and efficacy to improve the actual program. One way is first, empirical analysis and data is required on efficacy of John School program. Second, should have clear definition in Special Sex Trade Law. Third, more strick regulation for selecting participant is required. Fourth, more manpower and budget is required. Fifth, charging the participant for educational fee shall be reviewed. Sixth, educational program should be reviewed. The most important point of education is to make those criminals feel guilty about financially purchasing the sex, basically making them to recognize that it is ethically wrong. However, the current education system contains no clear explanation about the ethical issue of such problem but focusing more on other factors such as sexual disease and structural problem of sexual business. Therefore, this failed to deliver the right psychological training to those criminals without any ethical control. Knowing why women feel hurt when having unwanted sexual relationship by being paid is required part in terms of education for preventing sex trafficking.

A Study on the Methodology for a Clinical Trial of an Antidepressive Korean Herb by Comparison with St. John's Wort Trials (성요한초제제 임상시험 고찰을 통한 한약기원 항우울제 임상시험 방법론 연구)

  • Objectives : This study was undertaken to learn what should be considered in a good clinical trial investigating a herbal medicine as an antidepressant. Methods : Five well-designed clinical trials published from 2000 to 2006 investigating SJWE in depressive disorder were selected. The trials were reviewed and compared in terms of methodology such as trial design, patient selection, efficacy & safety evaluation, and so on. On the basis of this review of the trials and the regulations and guidelines of KFDA, we suggest some points to be considered for a good clinical trial of a herb for depression. Results : Although every trial had its own unique design, procedure, objectives and so on, all trials used randomizing and double blinding methods. If there is no ethical problem, a placebo-controlled design should be considered in a herbal antidepressant clinical trial for depression. Conclusions : Some points to be considered in an optimal & good clinical trial for an antidepressive herbal medicine were suggested as follows: 1) randomizing and double blinding manner is essential, 2) if there is no ethical problem, placebo control design should be considered, 3) the trial period should be 6 weeks, 4) out-patients will be recruited as subjects, 5) investigators will be well-trained psychiatrists or medical doctors, 6) the number of subjects should be calculated by statistical methods, 7) subjects should be diagnosed by DSM-IV criteria, 8) subjects who have current risk of committing suicide should be excluded, etc.

Big Signature Method for Plagiarism Detection (표절 탐지를 위한 비트 시그니처 기법)

  • Recently, the problem of plagiarism has emerged as a big social issue because not only literature but also thesis become the target of plagiarism. Even the government requires conformation for plagiarism of high-ranking official's thesis as a standard of their ethical morality. Plagiarism is not just direct copy but also paraphrasing, rewording, adapting parts, missing references or wrong citations. This makes the problem more difficult to handle adequately. We propose a plagiarism detection scheme called a bit signature in which each unique word of document is represented by 0 or 1. The bit signature scheme can find the similar documents by comparing their absolute and relative bit signatures. Experiments show that a bit signature scheme produces better performance for document copy detection than existing similar schemes.

A Study on Ethical Problem of Insider Trading (내부자 거래의 윤리적 문제점에 대한 연구)

  • The aim of this paper is to reveal the ethical problem of insider trading. 'Insider trading' refer to obtaining information from non-public sources such as private acquaintances about trade secret, using it purposes of enhancing insider's financial advantages. And sometimes such a practice can be conducted fraudulently. Therefore, the focus of this paper will be on fairness or justice arguments against insider trading. And all kinds of discussion this paper are to focus the underlying consideration behind these arguments, that is, the underlying consideration about violation of ethical standards of fairness. First, one of these arguments argues that insider trading does necessarily involve defrauding general investors such as general employees, general stockholders. And economic power and unjust advantage of insider can be exercised to the detriment of this non-insider's interests. Second, another argument argues that insider trading undermines competition which is the principle of any free market. And insider trading is not only a complication in the free market mechanism, but also thwarts free competition which free markets depend. Third, the final argument argues that insider trading will be made something unfair about the concept of equal access to information. This argument argues, therefore, that to permit insider trading would be to set up stock market trading rules that are unfair to non-insiders.

  • This Thesis analyzes the two forms of Confucian Golden Rule(Shu恕) that were proposed by Zhu Xi朱熹 and Dai Zhen戴震 each other, and researches their ethical significances. Zhu Xi don't regards Shu as universal ethics by itself, while Dai Zhen identify Shu as the ground of universal ethics, According to this thesis, Zhu Xi thought that Shu has a danger of immoral misusage in some situation because Shu is so simplistic form of identification. Because this, Zhu Xi, for the purpose of blocking arbitrary misusage of Shu and holding universality of ethics, suggests that moral sincerity(Zhong忠) of subject is necessary to practice of Shu. Dai Zhen, however, criticizes Zhu Xi's Ethical Structure. In Dai Zhen's view, Zhu xi's idea that the subject has to establish his own morality through Zhong before practice Shu cannot make him escape from subjectivity necessarily. In this point, Dai Zhen revive Shu. His Shu concept means the reciprocity of human desires to each other. But Dai Zhen's idea, as Zhu Xi worried, has a danger of immoral misusage in some situation. On this problem, this thesis elucidates that Dai Zhen' desire concept is not individual various desires but is common basic desires of existence, thereby attests that Dai Zhen's Shu is safe from immoral misusage. This thesis claim that even if Zhu Xi's and Dai Zhen's position is so different, the ethical aims of two scholars is same. They both attempted to overcome the evil of subjectivism and to procure universality of ethics, furthermore to accomplish social fairness. Consequently, this thesis claims that two scholars both walked in same way because both wanted to establish the universality of Shu and to pursue realization of social fairness.

A Study on the Artificial Intelligence Ethics Measurement indicators for the Protection of Personal Rights and Property Based on the Principles of Artificial Intelligence Ethics (인공지능 윤리원칙 기반의 인격권 및 재산보호를 위한 인공지능 윤리 측정지표에 관한 연구)

  • Artificial intelligence, which is developing as the core of an intelligent information society, is bringing convenience and positive life changes to humans. However, with the development of artificial intelligence, human rights and property are threatened, and ethical problems are increasing, so alternatives are needed accordingly. In this study, the most controversial artificial intelligence ethics problem in the dysfunction of artificial intelligence was aimed at researching and developing artificial intelligence ethical measurement indicators to protect human personality rights and property first under artificial intelligence ethical principles and components. In order to research and develop artificial intelligence ethics measurement indicators, various related literature, focus group interview(FGI), and Delphi surveys were conducted to derive 43 items of ethics measurement indicators. By survey and statistical analysis, 40 items of artificial intelligence ethics measurement indicators were confirmed and proposed through descriptive statistics analysis, reliability analysis, and correlation analysis for ethical measurement indicators. The proposed artificial intelligence ethics measurement indicators can be used for artificial intelligence design, development, education, authentication, operation, and standardization, and can contribute to the development of safe and reliable artificial intelligence.

Barriers on Development of Clinical Practice Guidelines for Cardiopulmonary Resuscitation (임상진료지침 개발과정의 장애요인 - 심폐소생술을 중심으로 -)

  • Background : Despite favorable effects of guidelines on patient care, guidelines often fail to achieve their objectives. Poorly implemented medical practice guidelines can produce only weak effects on the process of health care delivery. Therefore, we performed this study to investigate barriers related development of clinical practice guidelines. Methods : Cardiopulmonary resuscitation was selected as a target problem. Self questionnaires about management of cardiopulmonary resuscitation were developed by a researcher with advisory 8 experts. The questionnaires were designed as a unstructured methods. The data were collected from March 1 to May 31, 1999. A total 50 death case admitted inpatient to Inha University Hospital were subjected to evaluate the development and application of clinical practice guidelines for cardiopulmonary resuscitation. The data were examined by frequency, t-test with SPSS. Result : The article reviewed several common barriers that might limit successful implementation of guidelines in clinical practice, as illustrated by evaluating recommendations for cardiopulmonary resuscitation clinical practice guidelines. Some major problems with guidelines were characterized as follows (1) ethical problem : euthanasia, (2) occurrence on various emergency event and setting, (3) non-medical problems (4) unreliable of medical record etc. Conclusion : Careful analysis of guideline attributes, anticipated effect on medical care, and organizational factors revealed several barriers to successful guideline implementation that should be addressed in the design of future guideline-based interventions.

Priority analysis of NCS based vocational core competency of dental hygienists in Gwangju (광주광역시 치과위생사의 NCS 기반 직업기초능력 우선순위 분석)

  • Objectives: This study aims to investigate and analyzed the priority of vocational core competency factors in dental hygienists in Gwangju. Methods: Expert survey was conducted and Analytic Hierarchy Process(AHP) was applied to evaluate the weighting factors. First, we established the vocational core competency defined in NCS as AHP analysis model. The vocational core competency has 10 categories and 34 sub-categories. Secondly, AHP survey was conducted by 195 dental hygienists in Gwangju. Finally, the weights representing relative importance of each factor were calculated by using AHP method. Results: The AHP analysis on 10 categories showed that the weighting of interpersonal skills(0.165) was higher than any other categories while that of numeracy(0.035) was at the bottom, and the analysis on sub-categories revealed that the most important factors in each categories included the teamwork skills(interpersonal skills), problem-solving capability(problem-solving skills), listening skills(communication skills), ethical community(professional ethics), ability to understand business(ability to understand organizational structure), applicable technical skills(technical skills), self-management skills(self-development capability), information processing capabilities(information capacity), ability to manage time(resource management capabilities) and basic math skills(numeracy). Conclusions: The results in this study can be used as basic data for the development of liberal arts curriculum for dental hygiene education.
