공무원 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과 (The Meditating Effects of Public Employees Professionalism on the Relationship between Public Occupational Ethical Awareness and Organizational Commitment)

  • 공무원의 직업윤리의식은 행동에 대한 규범과 기준체계이며 직업전문성의 중요한 요소로서 조직성과와 조직몰입에 영향을 준다. 본 연구는 공무원의 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과를 검증하는데 목적이 있다. 이를 위해 재직경력 1년 이상의 중앙부처 공무원 300명을 대상으로 설문조사를 실시하였으며, 261부를 최종 분석에 활용하였다. 연구결과는 첫째, 공무원의 직업윤리의식은 직업전문성에 유의한 영향을 미쳤다. 개인적 배경변인 중 근속년수가 높을수록 윤리의식수준이 높게 나타났다. 둘째, 공무원의 직업윤리의식은 조직몰입에 유의한 영향을 미쳤다. 이는 공무원의 조직몰입은 직업윤리의식이 내재화된 상태로 해석될 수 있다. 셋째, 공무원의 직업윤리의식과 조직몰입의 관계에서 직업전문성의 매개효과가 검증되었다. 이러한 결과를 토대로 공무원의 직업윤리의식은 공공의 가치와 목표를 수용하는데 기반이 되며, 행동규범과 가치체계가 내재화된 직업전문성은 조직몰입에 영향을 주는 것으로 해석될 수 있다. 공무원 직업윤리의식 향상을 위한 실천적 시사점으로 직급별, 직무별 윤리의식향상 교육프로그램과 직업윤리의식 역량규명을 제시하였다.

전원 관련 안전간호수행에 영향을 미치는 요인 (Predicting Patient Safety Behaviors of Nurses in Inter-Hospital Transfer)

  • Purpose: The purpose of this study was to investigate predictors of nurses' patient safety behavior during inter-hospital transfer. The study was based on the Theory of Planned Behavior (TPB). Methods: A descriptive survey design was used. Data were collected with a self-administrated 39-item questionnaire completed by 111 nurses from a university hospital in Seoul, South Korea. The questionnaire was developed based on the Theory of Planned Behavior (TPB) guideline and included measure of self-reported past patient safety behaviors, intentions, attitudes, subjective norms and perceived behavioral controls. Ethical approval was granted by the hospital review board. Hierarchical regression analyses were carried out. Results: The average score of patient safety behavior was $4.21{\pm}0.63$ (5 point scale). The TPB variables explained 49.9%of the variance in patient safety behavior. Intention and subjective norm were the most significant predictors of nurses' patient safety behavior. Attitude was related to nurses' patient safety behavior. Conclusion: TPB variables predicted the nurses' patient safety behavior during inter-hospital transfer of patients except for perceived behavioral controls. The results of this study suggest that better strategies for subjective norms and intentions related to patient safety behavior will be helpful in safety culture reform.

  • Librarians long ago proclaimed themselves professionals. Until recently, however, librarians and information professionals gave very little thought to professional ethics, which have corne to play an increasingly important role in all areas in modern society. They have been stimulated to consider their specific domain within an ethical context now. Professional norms express obligations which include prescribing standards, principles of responsibilities, and rules of duties. Professional codes attempt to formulate the norms of professional ethics and are the basis for disciplinary measures of various kinds. This paper discusses professional properties and characteristics of libarianship with a special reference to the code of professional ethics. The codes of ethics of the American Library Association, the Library Association, and of the Japanese Library Association have been reviewed and compared. The arguments on the enforcibility of the professional codes of ethics, therefore, on their effectiveness have been discussed. Author concludes that, despite some doubts on the practical effectiveness of the ethics code expressed by a number of scholars, a code of ethics is very much required in the information professions. Properly disseminated, a code would enhance the status and standing of the profession by demonstrating concerns for the maintenance of the highest possible level of standards of professional services. It would also play an important role in raising consciousness of the clients by communicating the value of the works.

Factors influencing nursing students' care intentions toward emerging infectious diseases patients: A descriptive-predictive study

  • Purpose: As coronavirus disease 2019 (COVID-19) and other emerging infectious diseases continue to threaten health security, a strategy is required to increase nursing students' care intention for patients with such diseases. This study aimed to identify factors influencing Korean nursing students' care intentions in regard to patients with emerging infectious diseases. Methods: The care intention, COVID-19 knowledge level, ethical sensitivity, beliefs, attitudes toward the care intention, subjective norms, and perceived behavioral control were investigated using the theory of planned behavior. An online survey was completed from December 2020 to January 2021 by 227 nursing students who had complete a clinical practicum. Descriptive statistics, correlation, and hierarchical regression analyses were conducted on the data. Results: The care intention was higher in men than in women nursing students and in junior than in senior students. Behavioral and normative beliefs, attitude toward the behavior, and perceived behavioral control significantly predicted care intention. Ethical sensitivity increased the predictability of nursing students' care intentions for emerging infectious disease patients. Conclusion: The theory of planned behavior predicted nursing students' care intentions for emerging infectious diseases. Therefore, an experience-based response program on emerging infectious diseases is required for nursing students.

Qualitative Literature Analysis: The Current Challenges and their Solutions in the Beauty Care industry

  • Purpose: This research explores to (1) identify the leading challenges that the beauty care industry faces currently, which includes sustainable development, ethics, and industry laws, (2) describe how these challenges impact industries' practices and customer experience, and (3) propose plausible strategies to address these issues in an effort to enhance sustainability, ethical business practices, and compliance with legal norms in the beauty care industry. Research design, data and methodology: The research approach used is the systematic literature review approach to identify the relevant literature that addresses the current challenges in the beauty care industry and to assess the results of prior studies. Results: The finding indicated the following solutions to handle the current issues in the beauty industry: Solution to (1) Environmental Impact: Sustainable Production and Packaging, (2) Ethical Concerns: Enhancing Supply Chain Transparency, (3) Regulatory Challenges: Proactive Compliance and International Standardization, and (4) Technological Challenges: Personalization and Digital Engagement. Conclusion: Based on the conclusions made in the findings' section, this research examines the implications of the solutions to provide an insight into how the strategies can guide future practices in the beauty care industry. It also points out how these insights can be applied by industry practitioners to improve sector operational and strategic performance.

간호윤리 교육이 간호학생의 도덕적 사고와 윤리적 딜레마 상황에서의 의사결정에 미치는 효과 (Effects of Nursing Ethics Education on Moral Reasoning and Ethical Decision Making for Student Nurses)

  • This study was designed to test effects of nursing ethics education (NEE) on moral reasoning and ethical decision making of subjects. This NEE that was teached for 10 hours course was composed of these : Nurses' ethical code, moral responsibility, Moral value and professional accountability, Respect for human life, General ethics, Theory and Norms of biomedical ethics, Ethical decision making model and Discussion about hypothetical ethical dilemmas Twenty-five senior student nurses were sampled from four year college of nursing from Nov. 3rd, 1993 to Nov. 24th, 1993. Data were collected through self-reported questionnaires included two kinds of tests. Rest's Defining Issues Test was adopted to measure the stage of moral development, which was classified with the stage 2 (instrumental relativist orientation), the stage 3 (interpersonal concordance), the stage 4 (law and order), the stage 5A (societal consensus), and the stage 5B (intuitional humanism), the stage 6 (universal ethical practice). In particular, the level of principled thinking (P) was measured by summing these scores of the stages 5A, 5B, and 6. The possible range of P is 0 to 95. As for measuring the levels of morality and nursing dilemma, Crisham's Nursing Dilemma Test was adopted. This test generated the morality score(MS) and the dilemma score (DS). The data were analyzed by t-test, ANOVA, Kruskal-Wallis test, Mc Nemar's test and Pearson correlation coefficients. The results were as follows ; 1. For the Moral Reasoning both before and after NEE, The Mean score of the stage 5A was significantly higher than that of other stages.(P=0.0001) Before NEE, the mean score of the stage 4 was significantly different from stage 2, 3, 5A, and after NEE, different from stage 2, 5B,6. 2. The analysis of change of moral development level revealed that the score of stage 4 increased after NEE.(P=0.0004) 3. The Effect of NEE for the mean score of 5A, 6, P after education was significantly different by birth place. 4. With regard to the five dilemmas postulated such as forcing medication performing cardiac pulmonary resuscitation, reporting a medication error, informing diagnosis to terminally ill adult, and providing new-nurse orientation, the mean score of the MS and the DS was no significant difference with general characteristics of the students. Effect of NEE morality score and dilemma score after education was no significant difference. 5. As for the correlations between moral reasoning and decision making, the score of the stage 2, 5A, 6, DS was positively correlated with the scores of before and after. Positive correlation was also observed between the scores of stage 2 and stage 4, stage 3 and 6. On the other hand, the score of P was negatively correlated with the scores of stage 2 and of stage 4 and of stage 5A. The score of the stage 5A was also negatively correlated with the score of the sge 6.

  • 현재에는 철학과 그 인접 학문들에서 근본 개념 중의 하나로 자리매김한 책임이라는 개념은 19세기에 와서야 절대적인 자기선택 속에서만 자신을 의식하는 윤리성에 주목한 키에르케고어와 미래의 문제를 해결하는 주권적 개인의 책임을 강조한 니체를 통해 철학적 조명을 받기 시작한다. 니체는 그가 인류 최대의 병이라고 부른 인간의 왜소화가 유럽 전역을 강타하는 것을 철학적 숙고의 기초로 삼은 철학자이다. 유럽 허무주의의 도래와 그 극복을 둘러싼 그의 철학은 유럽의 미래에 대한 염려를 동인으로 가진다. 전통 형이상학과 기독교에 기초를 둔 선과 악의 도덕이 국제화라는 현대성이 가져오는 커다란 문제의 크기와 심연을 포착하지도 못하며 따라서 해결하지도 못할 것이라는 것을 예감하고 대안을 준비한 철학자가 니체이다. 그는 이 옛 도덕의 제거에 인류의 미래가 걸려 있다는 것을 알리는 데 인생을 바친 자이다. 본고에서는 책임이라는 사태를 둘러 싼 니체의 사고를 추적하여 그의 사상에서 책임 개념이 가지는, 일반적인 규범과 가치의 저편에 놓인, 의미의 외연과 내용을 정리해 본다.

Corporate Social Responsibility in Modern Transnational Corporations

  • Since the beginning of 2015, corporate social responsibility (CSR) models have been changing in connection with the trend towards the transition of joint value creation of corporate activities and consideration of stakeholders' interests. The purpose of the academic paper lies in empirically studying the current practice of social responsibility of transnational corporations (TNCs). The research methodology has combined the method of qualitative analysis, the method of cases of agricultural holdings in emerging markets within the framework of resource theory, institutional theory and stakeholders' theory. The results show that the practice of CSR is integrated into the strategy of sustainable development of TNCs, which determine the methods, techniques and forms of communication, as well as areas of stakeholders' responsibility. The internal practice of CSR is aimed at developing norms and standards of moral behaviour with stakeholders in order to maximize economic and social goals. Economic goals are focused not only on making a profit, but also on minimizing costs due to the potential risks of corruption, fraud, conflict of interest. The system of corporate social responsibility of modern TNCs is clearly regulated by internal documents that define the list of interested parties and stakeholders, their areas of responsibility, greatly simplifying the processes of cooperation and responsibility. As a result, corporations form their own internal institutional environment. Ethical norms help to avoid the risks of opportunistic behaviour of personnel, conflicts of interest, cases of bribery, corruption, and fraud. The theoretical value of the research lies in supplementing the theory of CSR in the context of the importance of a complex, systematic approach to integrating the theory of resources, institutional theory, theory of stakeholders in the development of strategies for sustainable development of TNCs, the practice of corporate governance and social responsibility.

Panel Session toward Improved Communication and Engagement with the Public after the Fukushima Daiichi Nuclear Power Plant Accident: Study Reports and Discussion with Specialists from Relevant Fields

  • Background: From 2018 to 2020, the Expert Study on Public Understanding after the Fukushima Daiichi Nuclear Power Plant Accident (the Expert Study Group) identified and analyzed activities designed to promote public understanding of science and radiation since the Fukushima accident, and held discussions on how to achieve public understanding in the situation where public confidence has been lost, and how experts should prepare for dealing with the public. This panel session was held at the 53rd meeting of the Japan Health Physics Society on June 30, 2020. Materials and Methods: First, three subgroup (SG) leaders reported their research methods and results. Then, two designated speakers, who participated as observers of the Expert Study Group, commented on the activities. Next, the five speakers held a panel discussion. Finally, the rapporteur summarized. Results and Discussion: SG leaders presented reports from researchers and practitioners in health physics and environmental risks who provided information after the Fukushima accident. During the discussion, experts in sociology and ethics discussed the issues, focusing on the overall goals of the three groups, local (personal) and mass communication, and ethical values. Many of the activities instituted by the experts after the accident were aimed at public understanding of science (that is, to provide knowledge to residents), but by taking into account interactions with residents and their ethical norms, the experts shifted to supporting the residents' decision-making through public engagement. The need to consider both content and channels is well known in the field of health communication, and overlaps with the above discussion. Conclusion: How to implement and promote the public engagement in society was discussed in both the floor and designated discussions. Cooperation between local communities and organizations that have already gained trust is also necessary in order to develop relationships with local residents in normal times, to establish an information transmission system, and to make it work effectively.

Determinants of Internal Auditor Performance in Islamic-Based Organizations: Empirical Evidence from Indonesia

  • This study aims to obtain empirical evidence of the absence of testing the effect of professional ethics, emotional intelligence, and internal auditor performance on professional skepticism. According to this study, internal auditors can use professional skepticism to better understand red flag fraud. Questionnaires were used as the research instruments in this study. The participants included 186 auditors. Using structural equation modeling, this study confirms the hypothesis. The results show that the application of professional ethics and emotional intelligence has a positive effect on professional skepticism. The findings show that 1) professional skepticism can improve internal auditors' understanding of the red flags of fraud, 2) professional ethical norms influence how people behave and accomplish jobs, and 3) how constructive findings are produced by an audit procedure that adheres to the requirements of an audit expert, not just an espionage agent trained to infiltrate. As a result, internal auditors' higher performance in performing functions as a building agent rather than a secret agent like intelligence can be attributed to this. This study provides evidence that 1) not only does the use of professional ethics increase professional skepticism, but high emotional intelligence also plays a role, and 2) professional skepticism can improve internal auditors' understanding of red flags of fraud.
