유역이수의 고도화에 대응하는 하구담수호의 계획론 -한국.일본의 대표적 사례의 비교연구- (Planning of Extuary Reservoirs for the Development of Water Resources -A Comparative Study of Representation Cases of Korea and Japan-)

  • Recently, estuary reserovoirs have been actively constructed in Korea and also in Japan there are a large number of estuary reservoirs constructed. But most of the estuary reservoirs are located at the downstream of a river where geographical condition is best for the construction of an enclosing dam. And an effective utilization of water from the estuary reservoir seems to be difficult even if estuary reservoirs are considered to be the water resources the most available for their watershed. Studies on estuary reservoirs so far have been mainly concentrated on the physical and engineering problems of the dam construction itself. The purpose of the present study is to review the estuary reservoir planning in connection with the water resources development and to study a basis of the planning. First, the levels of water use in Korea and Japan were compared with those of other countries in the world. And then, some representative reservoirs were selected to study the roles of a reservoir and water-using conditions in the watershed. Based on the study, a survey was given on the relation between a dam construction upstream and an estuary reservoir construction downstream of a river. Finally, a comprehensive examination was made of the bases of estuary reservoir planning. (1) The estuary reservoir planning is deeply related to the plan for water use develo- pment in the watershed. After the upstream water resources were fully developed up to the most, water reso- urces development by an estuary reservoir should be started. (2) If an estuary lake has a capacity big enough, it can store flood discharge of the watershed without any loss and become a basic facility that will bring about the maxi- mum use of water from the watershed. (3) Estuary reservoirs store water used in the upstream watershed, so recycling of water use is attained by the reservoir. Water in the estuary lake is difficult to be fresh water in its long run. Therefore, estuary reservoir should be located at a place where polluted water is purified and refused. All the planning should be based on the assumption that water in the estuary lake is not fresh but polluted after a long time. (4) The estuary lake can only supply water to the lower basin directly. But the upstream area is benefited from the estuary lake by exchange of irrigation water sources between the lower and the upper area. So a large-scale exchange plan between new and existing water resources is important. By constructing estuary reservoirs and the exchange of water sources between upper and lower areas, the reasonable maximum use of water from the whole watershed is at- tained. (5) The big problem coming from the water resources development by an enclosing estuary is salt water intrusion into the lake. To maintain the estuary lake salt-free, multi-purpose use of the lake should be avoided. It is necessary to take such fundamental measures as abolition of back flow operation of gate, and the closing of the fish port and the fish ladder. The results mentioned above were found in this study and these results of this study could be used for the adequate planning of estuary reservoirs in connection with the maximum water use of the watershed.

Development of a Hydrologic System for Simulating Daily Water Storage in an Estuary Reservoir

  • In order to analyze the water supply capacity in an estuary reservoir, a system composed of daily water balance model and daily inflow model was developed. The agricultural water demands to paddy fields, domestic water demands to residential areas, and industrial water demands to industrial complexes were considered in this daily water balance model. Likewise, the outflow volume through sluice gates and inside the water level at the start of the outflow was initially conditioned to simulate estuary reservoir storage. The DAWAST model (Noh, 1991) was selected to simulate daily estuary reservoir inflow, wherein return flows from agricultural, domestic, and industrial water were included to simulate runoff. Using this system, the water supply capacity in the Geum River estuary reservoir was analyzed.

담수호 Multiple Box 수질모형의 개발과 적용 (Development and Application of Multiple Box Water Quality Model for Estuary Reservoirs)

  • A multiple box model which is suitable for the prediction of water quality in shallow lakes with active mixing is a water quality model expected to be used widely in estuary reservoir. In this study, a multiple box water quality model for estuary reservoirs (MBQER) was developed arid the applicability of the MBQER was tested by applying data obtained from Asan-estuary reservoir. The results of this study can be summarized as follows. 1. The MBQER, dynamic water quality model, was developed to estimate 10-day water qualities of estuary reservoirs. For the proper analysis and the application of hydraulics needed to build a model, lake hydraulics was simplified by condisering only hydrological inflow and lake mixing currents. The box division in the MBQER is longitudinal one dimension for upper and middle part, and two layers for lower part of the reservoir. 2. The methods of box division for the multiple box model were ekamined and applied to Asan-estuary reservoir. For determining the number of boxes, Pe number and Pk number were used. In case of three boxes, the error by the model simplification would be estimated about 5 % Therefore, in Asan reservoir, the proper number of boxes was three. 3. The MBQER was calibrated and verified using measured data in Asan-estuary reservoir from 1986 to 1988. The Root Mean Squares(RMS) for the differences between measured data and simulated results by the MBQER were 1.10$^{\circ}$C C for water temperature, 75.8mg/1 for salinity, 0.082mg/1 for total-phosphorus showing good estimations. 4. Through the simulation of water temperature and salinity by the MBQER, the exchange flow and the mixing coefficients for the estuary lake were determined. As a result of simulation, the horizontal mixing coefficients in Asan-estuary reservoir were in the range of 1.07X 105 to 1.12X 105 cm$^2$/sec and vertical mixing coefficient was 2.90X 10-1 cm$^2$/sec.

SSP 기후변화 시나리오에 따른 간월호 유역의 미래 유출특성 변화 (Future Runoff Characteristics of Ganwol Estuary Reservoir Watershed Based on SSP Scenarios)

  • The estuary reservoir is a major source of agricultural water in Korea; for effective and sustainable water resource management of the estuary reservoir, it is crucial to comprehensively consider various water resource factors, including water supply, flood, and pollutant management, and analyze future runoff changes in consideration of environmental changes such as climate change. The objective of this study is to estimate the impact of future climate change on the runoff characteristics of an estuary reservoir watershed. Climate data on future Shared Socioeconomic Pathway (SSP) scenarios were derived from two Global Climate Models (GCMs) of the Coupled Model Intercomparison Project phase 6 (CMIP6). The Hydrological Simulation Program-Fortran (HSPF) was used to simulate past and future long-term runoff of the Ganwol estuary reservoir watershed. The findings showed that as the impact of climate change intensified, the average annual runoff in the future period was higher in the order of SSP5, SSP3, SSP1, and SSP2, and the ratio of runoff in July decreased while the ratio of runoff in October increased. Moreover, in terms of river flow regime, the SSP2 scenario was found to be the most advantageous and the SSP3 scenario was the most disadvantageous. The findings of this study can be used as basic data for developing sustainable water resource management plans and can be applied to estuary reservoir models to predict future environmental changes in estuary reservoirs.

HSPF 모형과 호소 물수지를 이용한 미계측 간척 담수화호 수문모델링 (Streamflow Modeling in Data-scarce Estuary Reservoir Watershed Using HSPF)

  • This research presents an streamflow modeling approach in a data-scarce estuary reservoir watershed which has been suffered from high salinity irrigation water problem after completion of land reclamation project in South Korea. Since limited hydrology data was available on the Iwon estuary reservoir watershed, water balance relation of the reservoir was used to estimate runoff from upstream of the reservoir. Water balance components in the reservoir consists precipitation, inflow from upstream, discharge through sluice, and evaporation. Estimated daily inflow data, which is stream discharge from upstream, shows a good consistency with the observed water level data in the reservoir in terms of EI (0.93) and $R^2$ (0.94), and were used as observed flow data for the streamflow modeling. HSPF (Hydrological Simulation Program - Fortran) was used to simulate hydrologic response of upstream of the reservoir. The model was calibrated and validated for the periods of 2006 to 2007 and 2008 to 2009, respectively, showing that values of EI and $R^2$ were 0.89 and 0.91 for calibration period, 0.71 and 0.84 for validation period.

서남부지역 수자원의 효율적 이용방안 (A Practical Research for More Efficient Utilization of Water Resources in the South-Western Part of Korea)

  • The south-western part of Korea is situated in an unbalance of water supply and demand relating to the Keum, Mankyung, Dongjin and Youngsan River and their estuary reservoirs. For example, the Keum River estuary reservoir is discharging the larger amount of yearly runoff into the sea due to the small storage capacity, while Saemankeum estuary reservoir which is under construction, has the smaller runoff amount comparing with its storage capacity, And the downstream area of the Youngsan River, such as Youngkwang, Youngam are deficient in water due in larger demand and smaller supply. In order to solve the above unbalanced water supply and demand and also to improve the water use efficiency, the Hierarchical Operation Model for Multi-reservoir System(HOMMS) has been developed and applied to analyze the multi-reservoir operation assuming that the above reservoirs were linked each other. The result of this study shows that 2,148MCM of annual additional water requirement for agricultural and rural water demands are required in this region at 2011 of target year, and these demands can be resolved by diverting and reusing 1,913MCM of the released water from the estuary reservoirs into the sea.

염분수지 및 EFDC 모형을 이용한 간척 담수화호 염도변화모의 (Assessing Temporal and Spatial Salinity Variations in Estuary Reservoir Using EFDC)

  • Forecasting salinity in an estuary reservoir is essential to promise irrigation water for the reclaimed land. The objective of the research was to assess salinity balance and its temporal and spatial variations in the Iwon estuary reservoir which has been issued by its high contents of salinity in spite of desalination process for four years. Seepage flows through the see dikes which could be one of possible reason of high salinity level of the reservoir was calculated based on the salinity balance in the reservoir, and used as input data for salinity modeling. A three-dimensional hydrodynamic model, Environmental Fluid Dynamics Code (EFDC), was used to simulate salinity level in the reservoir. The model was calibrated and validated based on weekly or biweekly observed salinity data from 2006 to 2010 in four different locations in the reservoir. The values of $R^2$, RMSE and RMAE between simulated and observed salinity were calculated as 0.70, 2.16 dS/m, and 1.72 dS/m for calibration period, and 0.89, 1.15 dS/m, and 0.89 dS/m for validation period, respectively, showing that simulation results was generally consistent with the observation data.

유역-호소 연계모형을 이용한 상류 오염원 관리에 따른 담수호 수질영향평가 (Assessment of Estuary Reservoir Water Quality According to Upstream Pollutant Management Using Watershed-Reservoir Linkage Model)

  • Estuary reservoirs were artificial reservoir with seawalls built at the exit points of rivers. Although many water resources can be saved, it is difficult to manage due to the large influx of pollutants. To manage this, it is necessary to analyze watersheds and reservoirs through accurate modeling. Therefore, in this study, we linked the Hydrological Simulation Program-FORTRAN (HSPF), Environmental Fluid Dynamics Code (EFDC), and Water quality Analysis Simulation Program (WASP) models to simulate the hydrology and water quality of the watershed and the water level and quality of estuary lakes. As a result of applying the linked model in stream, R2 0.7 or more was satisfied for the watershed runoff except for one point. In addition, the water quality satisfies all within 15% of PBIAS. In reservoir, R2 0.72 was satisfied for water level and the water quality was within 15% of T-N and T-P. Through the modeling system, We applied upstream pollutant management scenarios to analyze changes in water quality in estuary reservoirs. Three pollution source management were applied as scenarios, the improvement of effluent water quality from the sewage treatment plant and the livestock waste treatment plant was effective in improving the quality of the reservoir water, while the artificial wetland had little effect. Water quality improvement was confirmed as a measure against upstream pollutants, but it was insufficient to achieve agricultural water quality, so additional reservoir management is required.

금강 하구호의 월 유입량 추정에 관한 연구 (A Study on the Monthly River-Inflow Evaluation of the Keumgang Estuary Reservoir)

  • 본 연구의 목적은 수자원 이용이 매우 복잡한 금강유역의 하류부에 위치한 금강하구호에 대하여 물수지를 분석함과 동시에 금강유역 전역의 용수수급 상황을 파악하는 것이다. 본 논문에서는 금강 하구호의 월 유입량을 추정하였으며, 월유출량은 자연유출과 저수유출에 대해 평가하였다. 연구결과, 상류의 대청댐으로 인해 금강 하구호 유입지점의 자연유출에 따른 유입량은 댐 건설전에 비해 홍수기인 7월에는 8.4% 감소하며, 홍수기를 제외한 10월부터 6월까지는 0.4∼17.6%가 증가하는 것으로 나타났다. 또한 저수유출에 따른 유입량의 월별 변동은 농업용수의 수요가 큰 5-6월에 비교적 크게 나타났다.

우리나라 서남부지역 담수호의 효율적 이용방안 (A Practical Research for Mode Efficient Utilization of Estuary Reserviors in the South-Western Part of Korea)

  • 우리나라 서남부지역은 금강, 만경강, 동진강, 영산강 및 이들 하구 담수호와 관련하여 용수수급에 있어 불균형을 이루고 있는 실정이다. 예를 들면, 금강하구호는 저수용량이 작기 때문에 많은 양을 바다로 버리고 있는 실정이다. 반면, 현재 건설중인 새만금호는 비교적 저수용량에 비하여 유입량이 적은 편이다. 그리고 영광, 영암의 경우와 같이 영산강 하류 지역은 용수수요량은 많고 공급량은 부족한 실정이다. 이러한 용수수급의 불균형을 해결하고, 수자원의 이용 효율을 높이기 위해 다중저수지 연계운영모형(HOMMS : Hierarchical Operation Model for Multi-Reservoir System)을 개발하여 이들 담수호가 연결수로에 의해 서로 연결되었다고 가정하여 다중저수지 연계운영을 시도하였다. 그 결과 2011년을 목표로 기존의 담수호에서 약 21억 m3의 농어촌용수가 추가로 필요한 것으로 추정되었으며, 이 양은 각 담수호를 연계운영함으로서 무효방류량 19억 m3 을 물이 부족한 지역으로 도수가 가능하여 재사용할 수 있는 것으로 나타났다.
