The Republic of Korea (Korea) and the Russian Federation (Russia) are actualizing the cooperation in the Arctic area. As a result, Korean companies have begun to enjoy real economic benefits. However, since there are some troublesome aspects associated with this cooperation, measures that can lead to sustainable development through the supplementation of relevant norms are critical. Russia is also aware of these problems in obtaining economic benefits in the future; cooperation between the two countries should be extended to sufficiently cover this point. The laws related to the region are vague and do not encompass every field. In addition, when it comes to national interests, many situations arise from areas where international and national laws are not clearly harmonized. Therefore, efforts should be made to reflect the interests of both sides and to maintain economic benefits, in case Korea participates in Russia's development of the area, as well as for the legal foundation to reduce negative issues. The Korea-Russia Free Trade Agreement (FTA) negotiation is on the track for the purpose. The two governments should consider various tasks, such as harmonizing with the former FTAs and dealing with the domestic law in accordance with the new FTA. The two countries also have to conduct researches on the efficient use of the FTA and for the 'Sustainable Arctic Development'.
United Nations Framework Convention on Climate Change(UNFCCC) is one of the international environmental convention with the goal of stabilizing Greenhouse Gas(GHG) concent in the atmosphere and preventing potentially dangerous change in the earth's climate. The purpose of this convention is to reduce fossil fuel consumption and to prevent GHG emission. The Republic of Korea was one of the Annex-II parties submitted its national communication to the UNFCCC. As a developing county, there is no GHG emission reduction commitments made by South Korea during first commitment period(2008~2012). On the contrary, South Korea' status as an OECD member, joining in 1996, ranks 6th in GHG emission. Furthermore the rate of increase of GHG is first among OECD countries in year 2005. As a result, Korea will probably be incorporated into Annex-I in second commitment period (after 2013). So, Korea government established and announced Voluntary GHG Reduction scheme to reduce emissions of 4%(accounting for 30% reduction base on Business As Usual) from the 2005 level by the year 2020 for mitigation of reduction duty impact. In specific case of Korea, transportation section occupied almost 21% of total energy consumption and nearly 17% of total GHG emission at 2005, so systematic emission management is required. To do so, in this research, we focus on systematic way of GHG management system to handle GHG reduction duties in Railroad section.
We classified wind sectors according to the wind features in South Korea. In order to get the information of wind speed and wind direction, we used and improved on the atmospheric numerical model. We made use of detailed topographical data such as terrain height data of an interval of 3 seconds and landuse data produced at ministry of environment, Republic of Korea. The result of simulated wind field was improved. We carried out the cluster analysis to classify the wind sectors using the K-means clustering. South Korea was classified as 8 wind sectors to the annual wind field.
Background: In this study, we aimed to investigate the recent trends for health care indicators including maternal mortality ratio, infant mortality rate, under-five mortality rate, life expectancy, years of life lost, and healthcare resources in South Korea, North Korea, Germany, Russian Federation, Mongolia, Vietnam, China, Czech Republic, Poland, and Hungary. Methods: We used data from five sources: World Health Organization, Federal Institute for Population Research, World Bank, Organization for Economic Cooperation and Development health statistics, and national statistics. Results: In the early 1990s, health indicators continued to improve in countries that switched to the health insurance system, but the gap widened in North Korea as health indicators worsened. Conclusion: The establishment of a sustainable health care system after unification of the Korean peninsula requires substantial changes in the health care system and efforts to improve the health of North Koreans.

Cloud computing has become one of the most important technologies for reducing cost and increasing productivity by efficiently using IT resources in various companies. The cloud computing system has mainly been built for private enterprise, but public institutions, such as governments and national institutes, also plans to introduce the system in Korea. Various researches have pointed to security problems as a critical factor to impede the vitalization of cloud computing services, but they only focus on the security threats and their correspondents for addressing the problems. There are no studies that analyze major security issues with regard to introducing the cloud computing system. Accordingly, it is necessary to research the security factors in the cloud computing given to public institutions when adopting cloud computing. This research focuses on the priority of security solutions for the stepwise adoption of cloud computing services in enterprise environments. The cloud computing security area is classified into managerial, physical and technical area in the research, and then derives the detailed factors in each security area. The research derives the influence of security priorities in each area on the importance of security issues according to the identification of workers in private enterprise and public institutions. Ordered probit models are used to analyze the influences and marginal effects of awareness for security importance in each area on the scale of security priority. The results show workers in public institutions regard the technical security as the highest importance, while physical and managerial security are considered as the critical security factors in private enterprise. In addition, the results show workers in public institutions and private enterprise have remarkable differences of awareness for cloud computing security. This research compared the difference in recognition for the security priority in three areas between workers in private enterprise, which use cloud computing services, and workers in public institutions that have never used the services. It contributes to the establishment of strategies, with respect to security, by providing guidelines to enterprise or institutions that want to introduce cloud computing systems.
As the second-largest 1st degree of ecological zone in Kangwon Province, Pyeongchang County is expected to play an important role in expanding the protected areas of the Republic of Korea. However, Pyoungchang County is expected to experience an increase in demand for development due to the 2018 Winter Olympics. Problems related to various stakeholders and limited budget will arise regarding the issue of expanding the protected areas. In this study, in order to effectively control these problems, we designed expansion plans for the 1st degree ecological zoning map areas and the observed data of threatened species I and II in Pyoungchang County by using the MARXAN Software. As for the methods, we first set the planning units(PUs) for the spatial analysis. The PUs include boundary length, land cost, land status, etc. Then, we made the input data by controlling the conservation features, BLM(Boundary Length Modifier) and iteration numbers. There are two measures for the establishment of the protected areas, one of which only concerns with the ecological priority, and the other with combining the land cost on forest. The one illustrated shows that the larger patches that include the conservation feature was selected as a candidate of the protected areas. The other one presented shows that inexpensive land cost areas were selected. As this study produces visual results and enables an efficient application of various values in selecting protected areas, we believe that it will be useful to various stakeholders in spatial decision-making process.
The Green growth has been demanded in all industrial sectors due to environmental destruction and exhaustion of natural resources. Buildings have consumed 1/3 of the total energy and 40% of natural resources and have accounted for 50% of $CO_2$ emissions and 30-50% of waste materials. In 1991, BREEAM(Building Research Establishment Environmental Assessment Method) of the British BRE(Building Research Establishment) had begun reduction of $CO_2$ emissions and energy saving movements, in which all the countries around the world have participated. The Republic of Korea has taken part in this trend by declaring a "National Vision in the Green Growth" in 2008 and implementing regulations on "Low Carbon, Green Growth" in 2010. G-SEED(Green Standard for Energy and Environmental Design) based on GBCS(Green Building Certification System) has been actively promoted for its application. This study has limited its scope to G-SEED office buildings. It has conducted surveys of problems and assessment items of the G-SEED identified in the preceding study by the AHP(Analytic hierarchy process) method. The purpose of this study is to conduct a comparison analysis of problems and ranking of evaluation items recognized in the survey and to be presented as reference materials for G-SEED system improvements at its next amendments.
This paper empirically studies the effect of public procurement on small and medium-sized enterprises (SMEs) in the Republic of Korea using firm-level data. Public procurement, the purchase of goods and services from private firms by the public sector, is regarded as an important policy measure for providing support to firms, particularly SMEs. This study uses establishment-level panel data of the mining and manufacturing sectors from the Korean National Bureau of Statistics (Statistics Korea) and procurement history from the Korean Public Procurement Service to empirically estimate the effects of public procurement on firms' productivity (total factor productivity) and survivability. Using a propensity score matching estimation method, we find that participating firms showed higher productivity than non-participating ones in the control group only for the year of participation, that is, 2009. After two years, in 2011, they exhibited significantly lower productivity. In contrast, establishments that participated in public procurement for SMEs in 2009 were more likely to survive than those that did not do so in 2011. These results can be interpreted as the negative consequences of government intervention. The market's efficiency enhancement is hindered if underserving companies survive owing to government intervention but fail to improve efficiency.
After liberation from Japanese colonial rule in 1945, there was the three-year period of United States Army Military Government in Korea. In 1948, Democratic People's Republic of Korea, and Republic of Korea were established in the north and south of the Korean Peninsula. The Republic of Korea is now a modern state set in the southern part of the Korean. We usually refer to Koreans as people who belong to the Republic of Korea. Can we say that is true exactly? Why make of this an obsolete question? The period from 1945 when Korea was emancipated from Japanese colonial rule to 1948 when the Republic of Korea was established has not been a focus of modern Korean history. This three years remains empty in Korean history and makes the concept of 'Korean' we usually consider ambiguous, and prompts careful attention to the silence of 'some Koreans' forced to live against their will in the blurred boundaries between nation and people. This dissertation regards 'Koreans' who came to live in the border of nations, especially 'Korean-Japanese third generation women artists'who are marginalized both Japan and Korea. It questions the category of 'Korean women's art' that has so far been considered, based on the concept of territory, and presents a new perspective for viewing 'Korean women's art'. Almost no study on Korean-Japanese women's art has been conducted, based on research on Korean diaspora, and no systematic historical records exist. Even data-collection is limited due to the political situation of South and North in confrontation. Representation of the Mother Country on the Artworks by First and Second-Generation Korean-Japanese(Zainich) Women Artists after Liberation since 1945 was published in 2011 is the only dissertation in which Korean-Japanese women artists, and early artistic activities. That research is based on press releases and interviews obtained through Japan. This thesis concentrates on the world of Korean-Japanese third generation women artists such as Kim Jung-sook, Kim Ae-soon, and Han Sung-nam, permanent residents in Japan who still have Korean nationality. The three Korean-Japanese third generation women artists whose art world is reviewed in this thesis would like to reveal their voices as minorities in Japan and Korea, resisting power and the universal concepts of nation, people and identity. Questioning the general notions of 'Korean women' and 'Korean women's art'considered within the Korean Peninsula, they explore their identity as Korean women outside the Korean territory from a post-territorial perspective and have a new understanding of the minority's diversity and difference through their eyes as marginal women living outside the mainstream of Korean and Japanese society. This is associated with recent post-colonial critical viewpoints reconsidering myths of universalism and transcendental aesthetic measures. In the 1980s and 1990s art museums and galleries in New York tried a critical shift in aesthetic discourse on contemporary art history, analyzed how power relationships among such elements as gender, sexuality, race, nationalism. Ghost of Ethnicity: Rethinking Art Discourses of the 1940s and 1980s by Lisa Bloom is an obvious presentation about the post-colonial discourse. Lisa Bloom rethinks the diversity of race, ethnicity, sexuality, and gender each artist and critic has, she began a new discussion on artists who were anti-establishment artists alienated by mainstream society. As migration rapidly increased through globalism lead by the United States the aspects of diaspora experience emerges as critical issues in interpreting contemporary culture. As a new concept of art with hybrid cultural backgrounds exists, each artist's cultural identity and specificity should be viewed and interpreted in a sociopolitical context. A criticism started considering the distinct characteristics of each individual's historical experience and cultural identity, and paying attention to experience of the third world artist, especially women artists, confronting the power of modernist discourses from a perspective of the white male subject. Considering recent international contemporary art, the Korean-Japanese third generation women artists who clarify their cultural identity as minority living in the border between Korea and Japan may present a new direction for contemporary Korean art. Their art world derives from their diaspora experience on colonial trauma historically. Their works made us to see that it is also associated with postcolonial critical perspective in the recent contemporary art stream. And it reminds us of rethinking the diversity of the minority living outside mainstream society. Thus, this should be considered as one of the features in the context of Korean women's art.

Smartphones have become one of the most prevalent information devices in the current information environment. Although many people use smartphones for communication and information acquisition, these two functions are closely related and cannot be separated. However, many studies have focused on identifying each function of a smartphone independently. There are few studies that investigate the relationships between communication and information acquisition functions on smartphones. This research empirically analyzed and identified the relationships between these two functions of smartphones by conducting a survey. The results of the analysis showed that the activities for information acquisition make differences in communication on a smartphone. People who want to acquire more information tend to use a smartphone for communication purposes. Besides, communication activities on a smartphone also affect the acquisition of information. In addition, communication activities on a smartphone also affect the establishment of interpersonal relationships that lead to the acquisition of more information. From these results, it is identified that communication activities and information acquisition are interrelated when satisfying the information needs of smartphone users. Especially, communication activities on a smartphone positively affect people's information activities and enhance information acquisition.
