Based on the general policy called "Green Growth", the Korean government planed to establish a biomass town in South Korea in order to recover energy from organic waste and to substitute for fossil fuel at rural region. Technical and financial support for the establishment of biomass town was insufficient so far. There are some policies to support biomass town establishment, however financial support from several Korean ministries seemed not to have been used efficiently. Some policies are planned excessively so that they cannot be realized on time. Therefore, there is a need to analyze the status of biomass utilization technology and policy in Japan from the point of view of an external biomass expert, since biomass utilization technology and policy of Japan take good achievement during the many developed countries. For the analyzing of technology and policy in Japan, literatures concerned biomass management policy and biomass town design were collected by visiting Japan Ministry of Agriculture, Forestry and Fisheries and interview of public officials in charge was carried out. There are several implications for the promotion of Korean policy concerned with biomass utilization and biomass town establishment.

This study was conducted to provide basic data for the establishment school forests in order to utilize school forests as a place for environmental education through analyzing the planting status in elementary schools located in Changwon-city. School forests including meditation forest were the largest in Yongho elementary school (below e.s.) in meditation forest school and Dogye (e.s) in normal school. Jehwang (e.s.) and Sangnam (e.s.) showed the most abundant green area given for the management per member. The number of planting species and individuals in school forests differed greatly by elementary schools. There was also a difference in the number of planted species for establishment of meditation forest. There were no significant difference the concordance rate between the plants planted in the school forest and the plants mentioned in the textbook between meditation forest schools and normal schools. Index of ecological health averaged 3.2 for meditation forest schools and 2.4 for normal schools, which is the result of increase in green area and green rate due to the establishment of the meditation forest.

This study was conducted to investigate the status and prospects of seed quality researches in rapeseed. Rapeseed Quality was mainly related to oil and protein content, fatty acid composition and glucosinolate content. Hence, breeding for improvement of rapeseed Quality has been emphasized as follows: 1) inheritance mode, 2) investigation of germplasm, 3) establishment of analysis technique, 4) establishment of selection method, 5) idealization of cultural technique. The oil quality is determined by its fatty acids. Fatty acids have been determined by gas chromatography. To improve oil quality was emphasized for zero erucic acid, the highest possible linoleic acid and the lowest possible linolenic acid content. Rapeseed meal is not considered as top quality feed ingredient although it has higher protein content and well-balanced amino acid composition. This is mainly because of the presence of considerable amounts of glucosinolates. Thus the reduction of glucosinolate content in rapeseed meal is of great importance. In breeding for meal quality, low glucosinolate lines (plants) were selected and analyzed by gas chromatography and UV-spectrophotometer. Current problems and future researches of rapeseed quality in Korea are 1) improvement of researcher's number and facilities, 2) depression of animal feeding trials, 3) unsatisfied relationship between research and manufacturing and products field, 4) improvement of fertility for yellow and thin seed coat lines crossed between mustard and rapeseed, 5) establishment of new rapid analysing system for rapeseed quality.

The Institute of Electrical Engineers of Japan (JIEE) was founded far back in 1888, in the very dawn period of the electric power utilities, For the past 93 years since its establishment, the JIEE has been contributing much, in the same manner as you, towared technological progress and industrial growth in many fields of electrical engineering in Japan. Now, I am very happy to say that it will certainly be a matter of great significance for the Institute of Electrical Engineers in both countries to exert their cooperative efforts for establishment of new technologies towared the future. Today I would like to introuduce you the current status fo electrical power engineering in the Japanese electric utilities and to refer to the future R and D tasks coping with the severe energy situation.

Today diving activity and technology are indispensable for underwater technology and offshore engineering. And then diving business is still more important to business of subsea. This study surveyed the issue of diving activity in Korea as for compared foreign diving activity. This paper analyzed the status of diving business that include commercial and sport-leisure diving business and development of commercial divers in Korea. This paper reputed the object, the necessity and the character of commercial divers. For the purpose of this study is considered in order to analyze the environment of commercial divers and propose the planning for industrial diving business. Under the present circumstance in Korea this development planning study may be restricted. but the effective planning to activate Korean commercial diving business is abstracted as follows; First, establishment of new course, grade, certificate and licence test for diver is a pre-requisite factor for the successful enactment. Second, the political assistance of concerned government authority is needed. Third, establishment of Korean diving school and medical center for divers are strongly required. Forth, setting up the department of diving activity in university.

Recently school counselors have begun to be employed to school and the office of local school districts. Now it is our challenging task to firmly establish school counseling system. The purpose of this study was to review the current status of school counseling in Korea and to suggest future directions of school counseling. For this purpose, characteristics of school counseling and school counselor's role were first reviewed. In lights of these criteria, several areas which need to be improved were identified. Authors suggest the four future directions of school counseling : introduction of school psychology-based service, establishment of comprehensive school counseling program, improvement of professional ability according to school counselor's role, establishment of support system.

The recent decline in the school-age population has led to a more conservative and conservative approach to the establishment of schools. In the judgment of school establishment, it is required to make a decision method that can make objective and comprehensive judgment of various situations rather than local analysis of a single school. In this changing situation, EduFine system and placement establishment system were introduced to comprehensively analyze the feasibility of student placement and school establishment. However, the EduFine system of the Ministry of Education has few users because it is difficult to use education and it is difficult for users to use. Based on the GIS, the placement establishment system was able to analyze the number of students and the status of apartment buildings in a comprehensive manner. But placement establishment system has been used mainly in support of investment assessment rather than research. Therefore, there is a need to increase the utilization of users by linking two systems or integrating them into one system. In this study, we want to derive the functions to improve the GIS - based layout establishment system through user analysis such as comparative analysis and survey of existing systems. In particular, the purpose of the study is to improve the function of system, to improve the students' placement ability and the school establishment work ability and to improve the user satisfaction.

In this paper, the status of forest and forestry together with the trend of forest hydrology in Japan are firstly overviewed for the mutual understanding between the Japan Society of Hydrology and Water Resources (JSHWR) and the Korean Water Resources Association (KWRA). Then, Long-Term Ecological Research recently introduced in Asia is briefly explained, and the establishment of Japan-Korea Long-Term Forest Hydrological Research Network is proposed.

This paper presents a Rotem's methodology for the establishment of train operation plan in Railway system. Train operation plan is the key prior plan to proceed the design of the civil and E&M relevant subsystem. But, due to the limitation of the environmental and project condition, common consensus to the key factors which make up the operation plan have not been accomplished. So, as a result of this comparative review for the general approaching method of train operation plan and application status of the major key factors being performed by Rotem, we will get the opportunities to improve the accuracy of the train operation plan.
