A Comparative Study of Domestic and International regulation on Mixed-fleet Flying of Flight crew (운항승무원의 항공기 2개 형식 운항관련 국내외 기준 비교 연구)

  • The Chicago Convention and Annexes have become the basis of aviation safety regulations for every contracting state. Generally, the State's aviation safety regulations refer to the Standards and Recommended Practices(SARPs) provided in the Annexes of the Chicago Convention. In order to properly reflect international aviation safety regulations, constant studies of the aviation fields are of paramount importance. This Paper is intended to identify the main differences between korean and foreign regulation and suggest a few amendment proposals on Mixed-fleet Flying(at or more two aircraft type operation) of flight crew. Comparing with these regulations, the korean regulations and implementations have some insufficiency points. I suggest some amendment proposals of korean regulations concerning Mixed-fleet Flying that flight crew operate aircraft of different types. Basically an operator shall not assign a pilot-in-command or a co-pilot to operate at the flight controls of a type of airplane during take-off and landing unless that pilot has operated the flight controls during at least three take-offs and landings within the preceding 90 days on the same type of airplane or in a flight simulator. Also, flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. An operator shall ensure that piloting technique and the ability to execute emergency procedures is checked in such a way as to demonstrate the pilot's competence on each type or variant of a type of airplane. Proficiency check shall be performed periodically. When an operator schedules flight crew on different types of airplanes with similar characteristics in terms of operating procedures, systems and handling, the State shall decide the requirements for each type of airplane can be combined. In conclusion, it is necessary for flight crew members to remain concurrently qualified to operate multiple types. The operator shall have a program to include, as a minimum, required differences training between types and qualification to maintain currency on each type. If the Operator utilizes flight crew members to concurrently operate aircraft of different types, the operator shall have qualification processes approved or accepted by the State. If applicable, the qualification curriculum as defined in the operator's Advanced Qualification Program could be applied. Flight crew members are familiarized with the significant differences in equipment and/or procedures between concurrently operated types. The difference among different types of airpcrafts decrease and standards for these airpcrafts can be applied increasingly because function and performance have been improved by aircraft manufacture company in accordance to basic aircraft system in terms of developing new aircrafts for flight standard procedure and safety of flight. Also, it becomes more necessary for flight crews to control multi aircraft types due to various aviation business and activation of leisure business. Nevertheless, in terms of flight crew training and qualification program, there are no regulations in Korea to be applied to new aircraft types differently in accordance with different levels. In addition, it has no choice different programs based on different levels because there are not provisions to restrict or limit and specific standards to operate at or more than two aircraft types for flight safety. Therefore the aviation authority introduce Flight Standardization and/or Operational Evaluation Board in order to analysis differences among aircraft types. In addition to that, the aviation authority should also improve standard flight evaluation and qualification system among different aircraft types for flight crews to apply reasonable training and qualification efficiently. For all the issue mentioned above, I have studied the ICAO SARPs and some state's regulation concerning operating aircraft of different types(Mixed-fleet flying), and suggested some proposals on the different aircraft type operation as an example of comprehensive problem solving. I hope that this paper is 1) to help understanding about the international issue, 2) to help the improvement of korean aviation regulations, 3) to help compliance with international standards and to contribute to the promotion of aviation safety, in addition.

Study on the System Improvement for Accident Prevention of Forestry Operations in Korea (산림작업에서 안전사고 예방을 위한 제도적 개선에 관한 연구)

  • In order to prevent occupational injury in forestry operations, several laws and regulations related to forestry have been enacted. Forestry education and training is overseen by the Forest Training Institute under the Korea Forest Service and three training centers under the National Forestry Cooperative Federation. The latter are managing both common and specialized courses, with safety education and training as an important focus. Improvements to reduce the accident rate are as follows: (1) strengthening of qualifications (via aptitude test) and selection standards of forestry workers (such as age limits); (2) raise of the number of training days and the rate of certified essential forces that compose Units of Forest Craft Workers; (3) revision of regulations to select forestry management engineers (second grade certified engineer); (4) introduction of a qualification renewal system; (5) improvement of working conditions at forestry scenes and systemization of safety education; (6) revision of regulations of individual protection equipment; (7) enforcement of wearing individual protection equipment; (8) supplementation of disaster response for increasing safety perception.

An Empirical Study on the Designed Burst Pressure of Type3 Composite Cylinder (Type3 복합용기 설계 파열압에 관한 실증연구)

  • In this research, an empirical study on the designed burst pressure of Type3 composite cylinder was performed by hydrostatic burst test equipment. The designed burst pressure of Type3 composite cylinders, which are 6.8 liter and 31 MPa of service pressure, was estimated with the analysis using the finite element method. In order to confirm its accuracy, the burst test of small Type3 composite cylinders was perfomed through three times. The burst test equipment can pressurize to 400 MPa. As a result of comparison between the designed burst pressure and actual burst pressure, the difference was less than 4 percentage. With a test result, the analysis accuracy was verified. This technique will be applied to both qualification and inspection for the composite cylinder.

  • Purpose: This paper aims to derive improvement measures, in terms of legal and technical aspects, which can reduce effectively the casualties caused by drowing accidents. Method: Firstly, we checked the status of drowing accident management and carried out the interview of field private safety guards. field private safety guards. In addition, surveys were conducted on safety personnel and managers. Based on survey results, we are lastly analyzed the specific problems and reviews the improvement measures from technical and legal aspects. Result: As an analytical result, it was considered that supplementary supporting tools such as CCTV, monitoring devices using IoT and artificial intelligence technologies were necessary to prevent drowning accident, and qualification with limited authority should be added to the private safety guard because of the lack of regulation. Conclusion: In order to manage water safety effectively, a comprehensive water safety management system should be established that integrates people and equipment through systemic education of security personnel, authorization of enforcement, and introduction of surveillance equipment.

Dynamic characteristics of single door electrical cabinet under rocking: Source reconciliation of experimental and numerical findings

  • Seismic qualifications of electrical equipment, such as cabinet systems, have been emerging as the key area of nuclear power plants in Korea since the 2016 Gyeongju earthquake, including the high-frequency domain. In addition, electrical equipment was sensitive to the high-frequency ground motions during the past earthquake. Therefore, this paper presents the rocking behavior of the electrical cabinet system subjected to Reg. 1.60 and UHS. The high fidelity finite element (FE) model of the cabinet related to the shaking table test data was developed. In particular, the first two global modes of the cabinet from the experimental test were 16 Hz and 24 Hz, respectively. In addition, 30.05 Hz and 37.5 Hz were determined to be the first two local modes in the cabinet. The high fidelity FE model of the cabinet using the ABAQUS platform was extremely reconciled with shaking table tests. As a result, the dynamic properties of the cabinet were sensitive to electrical instruments, such as relays and switchboards, during the shaking table test. In addition, the amplification with respect to the vibration transfer function of the cabinet was observed on the third floor in the cabinet due to localized impact corresponding to the rocking phenomenon of the cabinet under Reg.1.60 and UHS. Overall, the rocking of the cabinet system can be caused by the low-frequency oscillations and higher peak horizontal acceleration.

  • Radiologic technologists working at the second and third medical institutions are classified as radiation-related workers and radiation workers according to their working departments, and are subject to double regulation by the Ministry of Health and Welfare and the Nuclear Safety Commission. We will try to understand the system of dualization and to understand the investigation of recognition. The dualized system of radiation-related workers and radiation workers includes the difference in name and terminology, the effective dose limit, the maintenance education and training of radiologic technologists, the period of medical examination, the radiation zone, dose of the woman whose pregnancy is confirmed in radiologic technologists, the qualification criteria of the safety officer, and the period of the regular inspection of the radiological equipment. In the questionnaire survey on the dualization system, there were various items showing significant differences between the radiation-related workers and radiation workers Overall, the radiation workers were more aware of the radiation workers' education and related terms than the radiation-related workers.

  • The valve used in nuclear power plant must be qualified but the limitation of the test facility leads to use the numerical analysis. The flow coefficient is calculated with the consideration of the pressure, velocity and geometry. And the flow coefficient is the important physical property which is prepared using experiment or analysis by valve manufacturer. In this study, the analysis model was made according to ISA 75.02.01 and the mass flow rate and pressure drop ratio was calculated. The model of the expansion factor was applied to the simulation result and the pressure drop ratio at the start of the choked flow in the valve was found. With the simulation result, the consideration was performed that the expansion factor is the important physical property to the system engineer in addition to the flow coefficient.

  • The development of ozone SRP (Standard Reference Photometer) designated as a G-7 project by the Korean Ministry of Environment began 1997 and is now nearly completed. With the completion of the ozone SRP we will not only acquire a qualification to participate in the international ozone calibration system but also enhance calibration credibility of ozone similarly to that of other ambient air pollution monitors. As the ozone SRP uses highly cleaned blank air that can be distinguished from general ozone analyzer, it is possible to reduce errors associated with the determination of ozone via elongation of the absorption length as long as 1 meter In addition, gas chopping method hat been adopted to cut down interference of other substances and time drift. Furthermore, the system has also been modified to minimize the strayed ultra-violet noise along the light path. In this paper, a new method for uncertainty evaluation has been introduced, which is guided by the ISO (International Standard Organization) GUM (Guide to the Expression of Uncertainty in Measurement) through assessments of the uncertainty type B (that was impossible to estimate before) as well as the uncertainty type A (based on statistics).

Development of Main Steam Line Break Mass and Energy Release Analysis with RETRAN-3D Code

  • An estimation methodology of the mass and energy (M/E) release due to the main steam line break (MSLB) has been developed with the RETRAN-3D code. In the case of equipment qualification (EQ), the over-estimated temperature would exceed the design limits of some cables or valves. In order to have a more flexible EQ profiles from the MSLB M/E release, the methodology with the best-estimated code was used. The major conditions affecting the MSLB M/E were found to be the initial SG level, heat transfer between primary and secondary sides, power level, operable protection system, main or auxiliary feedwater availability, and break conditions. The RETRAN-3D models were developed for the Kori unit 1 (KRN-1) which is typical two loop Westinghouse (WH) designed plant. Particularly, a detailed model of the steam generators was developed to estimate a more realistic two-phase heat transfer effect of the steam flow. After the modeling, the methodology has been developed through the sensitivity analyses. The M/E release data generated from the analyses have been used as the input to the inside containment pressure and temperature (P/T) analysis. According to the results at the point of view containment P/T, the Kori unit 1 can have more margin of 5∼15 ㎪ in pressure and 8∼15$^{\circ}C$ in temperature.

Development of an Entrainment Model for the Steam Line Break Mass and Energy Release Analysis

  • The purpose of this study is to develop an entrainment model of the Pressurized Water Reactor (PWR) U-tube Steam Generator (SG) for Main Steam Line Break (MSLB) analyses. Generally, the temperature of the inside containment vessel at MSLB is decreased by introducing the liquid entrainment effect. This effect makes a profit on the aspect of integrity evaluation for Equipment Environmental Qualification (EEQ) in the containment. However, the target plant, Kori unit 1 does not have the entrainment data. Therefore, this study has been performed. RETRAN-3D and LOFTRAN computer programs are used for the model development. There are several parameters that are used for the initial benchmark, such as Combustion Engineerings (CE) experimental data and the RETRAN-3D model which describes the test leg. A sensitivity study is then performed with this model in which the model parameters are varied until the calculated results provide reasonable agreement with the measured results for the entire test set. Finally, a multiplication factor has been obtained from the 95/95 values of the calculated (best-estimate) quality data relative to the measured quality data. With this new methodology, an additional temperature margin of about 40$^{\circ}C$ can be obtained. So, the new methodology is found to have an explicit advantage to EQ analyses.
