환경매체별 취약성을 반영한 장외영향평가 위험도 분석 (Risk Analysis of Off-site Risk Assessment using Vulnerability by Environmental Medium)

  • As the types and usage of chemical increase, modern countries should protect their health and environment from the risk of hazardous chemical. Chemical accidents not only affect humans but also cause huge losses to the environment. Moreover, since its effects do not end in a short period of time, it is necessary to identify the extent of the damage and establish a prevention and response system in advance. In 2015, the Chemical Substances Management Act provided a system for assessing the impact on the people and the environment around the workplace. However, it is difficult to quantitatively evaluate the impact on environmental factors such as vegetation and aquatic, with the current hazard assessment methods. The purpose of this study is to analyze the quantitative risk of environmental receptors. This study improved the existing risk assessment formula by using the environmental vulnerability index and established the end point concentration criterion which can estimate the damage range to environmental media. To verify the results of the study, a virtual accident scenario was selected and a case study was conducted. As a result, the extent of impact on the environmental medium can be calculated, and the degree of environmental risk of the zone can be quantified through the risk analysis considering the environmental vulnerability. This study is expected to increase the reliability of the reliability of the existing risk anaylsis method beacause it is a risk analysis method that can be applied when the environmental factors are absolutely necessary and when the residents and environment are complex.

전과정평가에 있어 확률론적 건강영향분석기법 적용 -Part II : 화학제품의 환경부하 전과정평가에 있어 건강영향분석 모의사례연구 (Application of Probabilistic Health Risk Analysis in Life Cycle Assessment -Part I : Life Cycle Assessment for Environmental Load of Chemical Products using Probabilistic Health Risk Analysis : A Case Study)

  • Health risk assessment is applied to streamlining LCA(Life Cycle Assessment) using Monte carlo simulation for probabilistic/stochastic exposure and risk distribution analysis caused by data variability and uncertainty. A case study was carried out to find benefits of this application. BTC(Benzene, Trichloroethylene, Carbon tetrachloride mixture alias) personal exposure cases were assumed as production worker(in workplace), manager(in office) and business man(outdoor). These cases were different from occupational retention time and exposure concentration for BTC consumption pattern. The result of cancer risk in these 3 scenario cases were estimated as $1.72E-4{\pm}1.2E+0$(production worker; case A), $9.62E-5{\pm}1.44E-5$(manger; case B), $6.90E-5{\pm}1.16E+0$(business man; case C), respectively. Portions of over acceptable risk 1.00E-4(assumed standard) were 99.85%, 38.89% and 0.61%, respectively. Estimated BTC risk was log-normal pattern, but some of distributions did not have any formal patterns. Except first impact factor(BTC emission quantity), sensitivity analysis showed that main effective factor was retention time in their occupational exposure sites. This case study is a good example to cover that LCA with probabilistic risk analysis tool can supply various significant information such as statistical distribution including personal/environmental exposure level, daily time activity pattern and individual susceptibility. Further research is needed for investigating real data of these input variables and personal exposure concentration and application of this study methodology.

우리나라 환경문제의 인지 위해도와 정부규제의 필요성에 관한 연구 (Risk Perception and Need to Regulate towards Environmental Problems in Korea)

  • A substantial literatures on environmental risk perception have emerged since the late 1960s. Most these works focus on how people form risk perception, on what people believe, on difficulties in communicating information about health, safety, or environmental risks to non-experts. In this study, questionnaire surveys were conducted to sample from stakeholders(general public, environmental specialist, governmental official, non-government officials, journalist) during March and Aprils, 2000. Total number of responses was 1,803 including 773 persons of general public, 353 experts, 390 governmental officials, 111 journalists and 176 NGO members. Risk perception on 26 environmental issues were statistically analyzed to relate with the need to regulate each issues, interest and knowledge, experience of hazard, satisfaction in environmental situation, etc. This research aims to aid risk analysis and policy-making by providing a basis for understanding and anticipating group responses to environmental issues and improving the communication of risk information among general public, lay-people, technical experts, and decision-makers. This study concludes that those who are in charge of promoting and regulating health and safety of citizens should understand how people perceive about and respond to environmental risk. Without such understanding, well-intended environmental policies of governments would be ineffective.

Toxicological Effects of PFOS and PFOA on Earthworm, Eisenia fetida

  • Perfluorinated Compounds (PFCs) are anthropogenic compounds found in trace amounts in many environmental compartments far from areas of production. Along with the highly persistent nature of PFCs, there are increasing concerns over the potential adverse effects of them on the ecosystems. Most of highly fluorinated compounds degrade into PFOS and PFOA that are very stable compounds hard to break down. So, in this study, we tried to determine the toxicity of PFOS and PFOA in the terrestrial invertebrate. Acute toxicity test using earthworm, Eisenia fetida, was performed according to the OECD test guideline 207 (Earthworm, Acute Toxicity Tests). In the 14 day acute toxicity tests, the highest concentration causing no mortality and the lowest concentration causing 100% mortality of PFOS were 160 and 655 mg/kg (dry weight), respectively. And the highest concentration causing no mortality and the lowest concentration causing 100% mortality were 500 and 1,690 mg/kg (dry weight), respectively in the PFOA-exposure group. 14 day-LC50 values were estimated at the level of 365 and 1,000 mg/kg (dry weight) in the PFOS and PFOA-exposed group. These results indicate that under laboratory conditions PFOS is about 3 times more toxic to earthworms than PFOA. Based on known environmental concentrations of PFOS in the soil of Korea, which occur in the 0.42~0.73 ng/L range, there is no apparent risk to terrestrial invertebrate, earthworms. However, further work is required to investigate long-term effects on these and other terrestrial organisms.

  • 이 논문은 어떤 환경정책이 의사결정자들의 부(wealth)에 외생적인 위험을 증대시키는 경우 그러한 환경정책의 파급효과가 직접적으로는 상관이 없는 것으로 보일 수 있는 여타 경제적 의사결정에까지 미친다는 것을 기회향상모형을 통해 이론적으로 보인다. 이 논문에서 우리는 어떠한 환경정책에 의해 의사결정자들의 부에 외생적 위험이 커지는 경우 위험기피적인 의사결정자들은 여타 기회향상적 의사결정에서 보다 더 위험기피적으로 행동한다는 것을 입증하고, 이러한 결론이 환경정책의 수립과 시행과정에서 가지는 함의를 논의한다.

  • In Korea, no CRA (comparative risk analysis) studies have been undertaken, nor have their methodologies of such studies been established. Therefore, the objectives of this study were to establish the framework of CRA consisting of health risk, economic risk and perceived risk, and to estimate and compare these risks among the three environmental problems of air pollution, indoor air pollution and drinking water contamination, which are themselves subject to the eight sub -problems of hazardous air pollutants (HAPs), regulated pollutants (representative as PM 10) and dioxins (PCDDs/PCDFs) in air pollution, indoor air pollutants (IAPs) and radon in indoor air pollution, and drinking water pollutants (DWPs), disinfection by -products (DBPs) and radionuclides in drinking water contamination in Seoul, Korea. After which, the priorities of these problems were set by individual and integrated risk. From the results, the rankings of both health risk and economical risk were in the following order: radon, PM10, IAPs, HAPs, DWPs, dioxins, DBPs, and radionuclides among the eight sub problems. On the contrary, the ranking of perceived risk was in the following order: HAPs, dioxins, radionuclides, PM10, DWPs, IAPs, Radon and then DBPs among the eight sub-problems.

환경영향평가에 있어서 건강위해성평가 기법의 활용방안에 관한 연구 (A Developmental Methodology of Environmental Impact Assessment: Application of Health Risk Assessment)

  • Environmental Impact Assessment(EIA) is defined as an activity designed to identify and predict the impact on the environment. In the process of an EIA, the quantitative evaluation is generally performed for the air and water quality which have the national environmental quality standards. But the predicted values for the air and water quality are simply compared to the environmental standards. At present, the EIA process of Korea has no consideration for the possible human health risk resulting from the development projects. Environmental Health Impact Assessment(EHIA) is an applied methodology of EIA to estimate the acceptable health risk caused by a specified level of environmental pollutants. Estimating the excessive lifetime risk that is a possibility of dying of a certain disease by environmental contaminants, is useful as an evaluation technique of EHIA. It is recommanded the decision-makers to make efficient use of EHIA not only the development projects but also legislative proposals, policies and programmes in future.

심혈관계 질환 위험요인으로서의 중금속 - 납과 수은에 대한 분석 - (Heavy Metal as Risk Factor of Cardiovascular Disease - An Analysis of Blood Lead and Urinary Mercury)

  • Objectives : We wanted to investigate the relationship between heavy metal, especially lead and mercury, to the blood pressure and cholesterol level in children. Methods : This study was undertaken in three primary schools and the study subjects were a total of 274 children. The lead in the blood and the urine mercury were analyzed by performing atomic absorption spectroscopy. Results : All of participants' blood lead levels and urine mercury concentrations were below the suggested level of concern according to the criteria of the CDC and ATSDR. We found no significant correlation between lead, mercury and the blood pressure. The blood lead level did not show any relationship with the blood pressure and cholesterol. However, the urine mercury levels were associated with the serum cholesterol. Conclusion : Our study suggests that mercury can induce an increase of cholesterol as a risk factor of myocardial infraction and coronary/cardiovascular disease.

Environmental Distribution of Air Pollutants and Environmental Risk Assessment in Regional Scale

  • We measured the concentrations of air pollutants at several residential sites, roadside sites and industrial sites in Iwate Prefecture, Japan. And the concentration distributions of air pollutants were estimated by atmospheric dispersion model using air emissions data. Based on those results, we calculated environmental risk of air pollutants emitted in Iwate Prefecture. As a result, it was found that the surround of factories with high emissions and highly toxic chemicals and the roadsides were high risk area, benzo(a)pyrene, formaldehyde and ozone exceeded the $10^{-5}$ risk level. Moreover, we tried to use "Loss of life expectancy: LLE" for an index to explain those risk to general public intelligibly. The total LLE of the carcinogenic chemicals was about 8.6 hours. Moreover, LLE of ozone was about 9.2 hours. Ozone has a big influence compared with the carcinogenic chemicals.
