  • Enforced environmental regulations call for extending the domain of manufacturers' responsibility to the entire product life cycle. To comply with the environmental regulations, manufacturers have constructed reverse logistics networks to re-collect their leftover waste for recycling consumed resources. However, the operational activities associated with storage, loading and transportation processes within the networks inevitably impose environmental burdens. Particularly, the transportation process largely influences environmental performance due to perpetual uses of transportation vehicles. Therefore, there is a need to develop an environmentally-conscious transportation model that can efficiently manage the uses of transportation vehicles. Additionally, it is vital to analyze its significances of environmental performance to compare quantitatively it with existing models. This paper proposes a transportation model for improving environmental performance in a reverse logistics network. This paper also presents a case study to perform its comparative analysis using Life Cycle Assessment that evaluates potential environmental impacts of a product system.

  • 본 연구는 정책적으로 법적 구속력이 있는 건축물의 환경조형물을 대상으로 도시환경의 질적 수준을 향상시킬 수 있는 평가 및 심의방법 개선방향을 고찰하고 제시하는데 그 목적이 있다. 이를 위해서 도시환경조형물의 개념을 정립하고 환경조형물의 인지과정 및 도시환경과 불특정다수의 관람자를 포함한 사회적인 상황과 요인을 분석하였다. 본 연구에서는 환경조형물의 미술장식제도에 관한 고찰과 현행제도의 문제점을 분석하고 이를 토대로 개선된 방안을 제시하고자 한다. 대상 주요도시는 서울시를 비롯한 중부권의 대전시, 영남권의 부산시, 호남권의 광주시의 주요 4대도시의 공공미술제도와 심의방식을 분석하였다. 환경조형물의 설치는 건축주와 작가만의 문제가 아닌 도시문화환경 창출이라는 인간 심성의 질적 가치를 제고하는 방안을 고찰하여 제안하는 것이 주요 목적이다. 미술장식제도가 갖는 사회문화적 가치를 재확인하고 도시문화환경개선의 관점에서 보다 효과적인 방향으로 운영상의 문제점과 원인을 개선하여 공공미술심의제도의 수준을 높이고 이를 토대로 인간과 환경을 위한 심의방식 및 평가방법의 개념의 틀을 추출하고자 한다.

국내 공항 구조 및 소방 업무 개선방안 연구 (A Study on Improvement of Domestic Airport Service for Rescue and Fire Fighting)

  • Aircraft fires due to accident at an airport may be under a special situation. An outstanding characteristic of aircraft fires is their tendency to reach lethal intensity within a very short time. In domestic aviation act, there are regulations related to services coping with the aircraft accidents within an airport. To cope aircraft fires, it is necessary to define clearly the regulations and standards about the services and related activities of rescue and fire fighting, and to keep the regulations and standards. The study has been performed on the basis of International Civil Aviation Organization (ICAO) Airport Services Manual of rescue and fire fighting. The objective of study is to suggest improvement methods for standards applicable to actual service practices of rescue and fire fighting by analyzing through the comparison of domestic and international regulations and standards.

소형자동차 실제도로 주행 배출가스 측정을 위한 국내 주행경로 개발 (Development of Korean RDE Routes for On-road Emissions Measurement of Light Duty Vehicles)

  • Although emission regulations have been gradually strengthened in the past decade, the road transport section remains the most important source of NOx emission in air pollution. One reason is that there has been an increase in the proportion of diesel vehicles and in the volume of traffic. In addition, the certification procedure for standard emission limit does not sufficiently reflect real traffic condition and various driving patterns. Therefore, the European Commission(EC) has recently come up with the RDE-LDV(Real driving emissions-light duty vehicle) regulations, and the Ministry of Environment in Korea has been conducting research on evaluating RDE-LDV with PEMS(Portable Emission Measurement Systems). According to the trip requirements of the 2nd RDE package announced by the EC, the objectives of the present study include the development of Korean RDE routes to reflect domestic traffic and road conditions. Based on the results, both RDE routes are in correct compliance with RDE-LDV regulations, including trip requirements and trip dynamics. KOR-NIER Route 1, in particular, has a higher driving load in rural driving with regard to excessive gradient of elevation compared to KOR-NIER Route 2, including relatively plane rural driving.

심해저 망간단괴 생산규칙의 잠재적 환경보호 의무 범위에 관한 연구 (The Scope of Potential Duties for Environment Protection in the Regulation on the Exploitation for Polymetalic Nodules in the Area)

  • International Seabed Authority (ISA) is currently developing rules with regard to exploitation of manganese nodules which will be contained in its first regulations governing the exploitation of deep seabed mineral resources. A stakeholder survey was conducted in the early 2014 by ISA with the aim of facilitating participation of interested entities in the development process of the rules. The stakeholders who had replied to the survey included existing contractors, sponsoring States, environmentalists, academics, and nongovernmental organizations. Opinions given by them largely reflect their own interests. This paper aims to clarify the scope of the obligations regarding the environmental protection which may be imposed on contractors under the new regulations for the exploitation of manganese nodules. To do so, it first analyses the express provisions on environmental protection applicable to deep seabed mining included in the Law of the Sea Convention, its agreement on implementation of Part XI, and the regulations on exploration for manganese nodules. Secondly, it categorizes these obligations based on the categories of international obligations suggested by Combacau and Alland. Based on the categorizations this paper concludes that, in addition to the existing duties to protect deep seabed environment within the Law of the Sea Convention system, the following new obligations could be added: conservation of exploitation sites for a limited time after the contract is ceased; taking all necessary measures for rehabilitation of destroyed ecosystems that occurredas a result of mining activities; monitoring exploitation sites for a limited period time after the contract is ceased; observing rules and standards on safety of ships and environmental protection adopted under IMO instruments; regulation on the discharge of mine tailings from the facilities used for exploitation of deep sea minerals. Lastly, this paper attempts to provide ways of reflecting national interests in terms of potential obligations which may be included in the new regulations.

방사선항균법과 개스항균법의 비교연구 (A Comparative Study of Radiation and Gas Sterilization.)

  • Ethylene oxide gas has been used as a cold sterilant for heat-sensitive medical equipments and as a fumigant for food for more than 30 years, and it is used more widely than radiation although radiation sterilization has made significant inroads in recent years. But according to recent studies of toxicities such as mutagenicity, haemolytic effect and possible carcinogenicity of Ethylene oxide (ETO) and its two main reaction products, Ethylene chlorohydrin (ETCH) and Ethylene glycol (ETG), Environmental Protection Agency in U.S.A. has suggested some regulations on residual gas in drug products and medical devices for human use. The mutagenic activity of ETO compared with that of X-ray has an equivalency of 1 ppm/hr for ETO as compared to 20 mrad for X-ray, and one could suggest the present maximum allowable concentration for ETO (50 ppm) should be 400 times lower than the radiation standard (2.5 mrad/hr). Although radiation sterilization has advantages of simplicity of operation and complete reliability, changes of physico-chemical properties with possible formation of toxic substances may occur. It is therefore necessary to make some regulations of our own for residual toxicities orginated from each sterilization method.

Working hours and the regulations for night shift workers

  • There are several types of shift work in Korea: rotating shift, 24-hour shift, day-night shift, fixed night work, and.so on. As a result of analyzing the 8th Korea National Health and Nutrition Examination Survey and the 6th Korean Working Condition Survey, Korean shift workers accounted for 11.6%-13.9% of wage workers. Weekly working hours of shift workers were 57.69 ± 1.73 (24-hours shift) and 49.97 ± 0.67 (fixed night shift), which were significantly longer than day workers. To prevent health consequences of night work, many countries regulate the working hours of night work not to exceed 7-9 hours a day. However, Korea does not regulate working hours for night work, and some occupations may work more hours than the prescribed overtime hours. To prevent health consequences and reduce working hours for Korean night shift workers, it is necessary to regulate the working hours of night shift workers by law.
