Water quality in four major river basin in Korea was managed with Total Maximum Daily Load (TMDL) System. The unit watershed in TMDL system has been evaluated with Target Water Quality (TWQ) assessment using average water quality, without considering its volume of water quantity. As results, although unit watershed are obtained its TWQ, its allocated loads were not satisfied and vice versa. To solve these problems, a number of TWQ assessments with using Load Duration Curve (LDC) have been studied at other watersheds. The purpose of this study was to evaluate achievement of TWQ with Flow Duration Curve (FDC) and Load Duration Curve(LDC) at 26 unit watersheds in Han river basin. The results showed that achievement rates in TWQ assessment with current method and with LDC were 50~56 % and 69~73%, respectively. Because of increasing about 20% of achievement rates with using LDC, the number of exceeded unit watershed at Han river Basin was decreased about 4~6 unit watersheds.
Four major river basin in Korea has been managed with Total Maximum Daily Load(TMDL) System. Water quality indicators as targeted pollutants for TMDL were BOD and TP. In order to satisfy water quality criteria, government allocation using public treatment facilities and its action plan has been used. However, the role to improve water quality were recently faced to its limitation. It is time to require the role of non-government allocation in private discharge facilities to control good water quality. This study investigated three different scenarios in reduction demands of non-government allocations about industry and private sewages. The three different scenarios were discharge under 1) legal water quality standard, 2) water quality level in 2011 and 3) current water quality level with maximum value in group. The results showed that reduction potential in water discharge for TP indicator was 1,118kg/day, under second scenario with 20% of deduction. This results arrived at 42% of whole reduction potential costs and 0.012mg/L improvement in water quality. In conclusion, to intrigue voluntary participation in non-government allocation, various benefits such as tax reduction, tax exemption, and water quality trading should be provided.
기후변화에 대한 우려가 커지면서 건설산업에서도 환경부하를 줄이기 위해 지속적으로 노력하고 있으며, 환경부하를 산정하기 위한 효과적인 방법론으로써 LCA (life cycle assessment)가 제시되고 있다. 그러나, LCA는 환경부하량 산정을 위해 작업에 투입되는 자원량에 대한 정보가 필요하기 때문에 이러한 정보의 확보가 어려운 초기 설계단계의 환경적 검토에는 활용되지 못하고 있다. 이 연구에서는 도로의 배수시설물을 대상으로 표준단면에 기반한 작업물량산출체계를 개발하고 환경부하량을 산출할 수 있는 모델에 활용하였다. 이 모델은 초기 설계단계의 가용정보만으로 LCA에 필요한 자원량을 산정함으로써 환경부하량을 산출할 수 있다. 모델의 유효성을 검증하기 위해 5개의 검증사례를 적용하였으며 원단위추정모델 및 회귀모델과 비교하였다. 그 결과 평균 9.94%의 절대오차율평균을 나타내 다른 모델보다 상대적으로 정확하며 초기 설계단계에서 사용할 수 있는 유효한 모델이라는 점이 확인되었다.
This study evaluated the feasibility of recovering and recycling nitrogen (N) and phosphorus (P) from livestock excreta as struvite ($MgNH_4PO_4{\cdot}6H_2O$) in South Korea. Our experimental results showed that struvite precipitation was a very effective way to recover N and P from livestock excreta. Moreover, our study demonstrated that struvite precipitates from livestock excreta (SPL) contain higher concentrations of N, P, and magnesium (Mg) as compared to compost and liquid manure from livestock excreta. In addition, although SPL contain high concentrations of copper (Cu) and zinc (Zn), they meet the fertilizer criteria for concentrations of heavy metals. In South Korea, SPL cannot currently be used as a fertilizer due to legal constraints. Legal permission for SPL use would offer greater choice in livestock excreta management. In conclusion, recovery and recycling of N and P from livestock excreta as struvite can be an effective tool for managing nutrients in livestock excreta.
2015년부터 한국에서 시행된 "탄소배출권 거래제"로 인해 각 분야에서 환경문제에 대응하고자 하는 움직임이 커지고 있다. 특히 환경부하량의 정확한 산출이 어려운 건설 분야에서는 ISO 14040 Series의 LCA (Life Cycle Assessment)를 적용하여 환경부하량을 산출하고자 하는 움직임이 지속되고 있다. 본 연구에서는 PSC beam 교량의 시공중 발생하는 환경부하량을 전과정 평가(Life Cycle Assessment, LCA) 방법론을 기반으로 분석하였다. 총 34개의 교량을 대상으로 분석한 결과, 건설 자재별 환경부하량은 레미콘(53.3%), 선재(9.6%), 철근(7.8%), 시멘트(6.8%) 합판(5.5%), 에너지(5.2%) 순으로 도출되었으며, 환경 범주별 환경부하량은 지구온난화(45.5%), 자원고갈(30.4%), 인체독성(10.5%), 광화학산화물생성(8.9%) 순으로 도출되었다. 향후 LCA를 기획 및 설계 단계에서 도입한다면, 환경부하를 고려한 의사결정을 수행할 수 있을 것으로 기대된다.

This study is to examine the emission quantity of $CO_2$ gas as the environmental load in office buildings. After the investigation of monthly consumption of each energy source(electricity and natural gas), it is analyzed that the $CO_2$ emission quantity of 34 office buildings surveyed is 22.4 kg-c/$m^2$-year, which consists of 17.5 kg-c/$m^2$-year by consurunlelectncif. and 4.9 kg-c/$m^2$-year by consuming natural gas. And the $CO_2$ emission quantity of each load in those buildings consists of 68% emitted by general electricity, 16% by cooling load and 16% by beating load. It is also proposed that the $CO_2$ emission quantity of cooling and heating load is profoundly pertinent to the variation of outdoor temperature.

Load Duration Curve (LDC) can be used as a method for load management of point and non-point pollution source because the LDC easily assesses the water quality corresponding to hydrological changes in a watershed. Recently, the application of LDC to total pollution load management is a growing interest in Korea. In this regard, A desktop-based LDC assessment system was developed in this study to provide convenience to users in water quality evaluation. The developed system can simply produce the LDC by using streamflow and water quality data involved in its database. Also, The system can quantitatively inform the success or failure of the achievement for a target water quality at monthly scale. Furthermore, seasonal water quality and point/non-point pollution load in a watershed can be estimated by this system. We expect that the developed system will contribute to establish local and national policies regarding water management and total pollution load management because of its advantages such as the pollution tracking investigation and the analysis of water quality and pollution loading amount in an ungauged watershed.
The allocation of margin of safety (MOS) at a uniform rate to all areas of the unit watershed makes it very difficult to keep the load allotment stable in the area for lack of reduction measures like forest land. This study developed an equation to calculate margin of safety differentially according to the regional characteristics. The equation was formulated on the basis of the regional characteristic factors such as a load contribution factor for land use type and a site conversion factor for the unit watershed. The load contribution factor represents a contribution of loads from a particular land use. The site conversion factor was derived from the site conversion ratio of a unit watershed. Margin of safety for the non-point pollution load in the land use sector decreased by 20~25% in three river basins. The margin of safety in the unit watersheds with low site occupation ratios decreased in high rate, while in the unit watersheds with large urban area decreased in low rate. With the application of the differential margin of safety considering regional characteristics, not only the reduction of pollution loads can become lighter but also it can be easier to develop plans for Total Maximum Daily Loads (TMDLs) even where the reduction measures are not available.
In this study, Calculated the nonpoint sources(NPS) load per unit area about various rainy events in vineyard of Nakdong River basin. NPS monitoring and calculation for NPS load per unit area were estimated from 'Investigation method of precipitation discharge(National Institute of Environmental Research, 2007)'. The evaluation of applicability for NPS load per unit by compared with prior research data and Total Maximum Daily Load(TMDL) data. Five target areas were each $2000m^2$, $1800m^2$, $1943m^2$, $2484m^2$, $864m^2$ and located in Gyeongsangbukdo Gyeongju, Gyeongsangbukdo Sangju, Gyeongsangnamdo Hapcheon in Korea. Since fruits were the only crop on the target area, the characteristics of stormwater discharge at survey sites could be evaluated independently. A total of 115 rainfall events in the Orchard area during five years(2008-2012) was surveyed, and 38 of them became stormwater discharge. In the Nakdong River watershed, average of event mean concentrations(EMCs) in Orchard area for biochemical oxyzen demand(BOD), Chemical oxyzen demand(COD), total nitrogen(T-N), total phosphorus(T-P) were 2.0mg/L, 10.1mg/L, 3.195mg/L, 0.578mg/L, respectively. NPS load per unit area in Orchard area showed BOD : $2.0kg/km^2{\cdot}day$, COD : $10.2kg/km^2{\cdot}day$, T-N : $3.220kg/km^2{\cdot}day$, T-P : $0.606kg/km^2{\cdot}day$.
