Wireless smart sensors, which have become popular for monitoring applications, are an attractive option for implementing structural control systems, due to their onboard sensing, processing, and communication capabilities. However, wireless smart sensors pose inherent challenges for control, including delays from communication, acquisition hardware, and processing time. Previous research in wireless control, which focused on semi-active systems, has found that sampling rate along with time delays can significantly impact control performance. However, because semi-active systems are guaranteed stable, these issues are typically neglected in the control design. This work achieves active control with smart sensors in an experimental setting. Because active systems are not inherently stable, all the elements of the control loop must be addressed, including data acquisition hardware, processing performance, and control design at slow sampling rates. The sensing hardware is shown to have a significant impact on the control design and performance. Ultimately, the smart sensor active control system achieves comparable performance to the traditional tethered system.
Natural hazards such as typhoon, flood, landslide affect both coastal and inland areas more often according to increasement of severe and unusual weather. To provide adequate coastal disaster mitigation strategies, coastal disaster prevention system using GIS is very useful. Application methods of digital map on this issue was discussed in this study. For developing of coastal disaster prevention system, the data structures related to disaster monitoring is needed to be revised for interdisciplinary framework. To improve the current coastal disaster mapping methods, GIS based new model for coastal disaster mapping was suggested. In this study, coastal GIS showed the attribute data and structures of coastal disaster mapping.

In order to establish fundamental data for stream restoration and environmental flow, we investigated inhabitation and species diversity of fish to substrate size in the typical streams of Geum River Basin. Field monitoring including fish sampling was conducted from October 2007 to October 2009. Substrate size was determined according to six different : silt (Si), sand (Sa), fine gravel (Fg), coarse gravel (Cg), cobbles (Co) and boulders (Bo). A total number of fish caught in the 18 sites was 7,649 representing 10 families 50 species, and Si, Sa, Fg, Cg, Co and Bo stations occupied 30, 29, 38, 30, 27 and 17 species, respectively. The most frequently found species in number was pale chum (Zacco platypus, 29.7%, n=2,275) followed by Z. koreanus (22.5%, n=1,720) in total stations. Biological diversity with increase of substrate size from the dominance of part species showed higher values as dominance index, lower and diversity, richness and evenness index. Index of biological integrity (IBI) and qualitative habitat evaluation index (QHEI) scores decreased with increase of substrate size. Therefore, it is necessary to make an effort on stream rehabilitation with evaluation of physical habitat condition by indicator species in order to maintain biodiversity and perform ecological restoration.
This paper examines the impact of large-scale tidal flat reclamations on environment by analyzing land use change, ocean cultivation, water quality, sea biota and climate in Shiwha, Sosan and Saemankeum districts. The data used in this paper include Landsat TM images and documents related to population, industry, water quality, sea biota and climate at the time of the pre- and post-reclamation. Many times of field reclamations contribute to the creatation of newly available land for urban and industrial development, but cause environmental degradation significantly. The increase of pollution load and the change of coastal ecology, also cause some changes of climatic element such as relative humidity. As tidal flats were reduced, the area of ocean cultivation and the population of fishing industries were decreased. Conceming the sustainable development. it is necessary to carry out a careful environmental impact assessment accumulating monitoring environmental data continuously by using GIS techniques.

Nature-friendly river project has became common practice in Japan. In order to make it available for the conservation and rehabilitation of desirable water environment, water criteria for water environmental assessment must be established. Especially, the criteria estimating the effects on ecosystem in and around river should be constructed. In this paper, classification method for water quality has been developed using biological indices and applied to observed data in Honmyo River, Nagasaki, Japan. Modified PI method (BI') has been suggested and those of three most abundant species resulted effective estimate for an overall water quality with comparatively simple procedure. Extensive database management code was prepared for the comprehensive ecological monitoring of river basin, which includes various biota. That system enables easy access of all the ecological data for a dissemination of a sound and sustainable water environment. The result of this study could improve knowledge base, serve making consensus for citizens, and help river management plans. In Japan, citizen's realization and action are the most critical factor for nature-friendly river restoration project.
Korea has 30 years of experiences in environmental impact assessment (EIA). Although EIA includes sanitation-public health factor, considering health impacts, among 74 unit projects of 17 sections, health impacts haven't been properly considered or have been ignored in many cases. The increasing awareness on the importance of health impacts has triggered this study to seek an optimal introduction scheme of health impact assessment (HIA). The processes of EIA already include screening, scoping, analysis, impact assessment, consultation, document review, decision making and monitoring, in which they would be the essential parts of HIA. In this context, integrating HIA into the existing EIA process could be the most effective way to use the benefits in both legal and procedural processes existed and to avoid the confusion and overlapping since the close relationships between environment and health impacts might be. Furthermore, it is desirable that the existing sanitation-public health factor should be substituted by and extended to environment-health factor with sufficient determinants to properly consider health impacts. When considering the first step of HIA, the prospective and qualitative approach is suitable more than the retrospective and quantitative one due to the lack of database accumulated. Similarly, an approach based on epidemiology and toxicology could analyze the limited evidences and impacts related to human disease, whereas one based on socio-science and psychology could provide the effective means available for predicting how the people and community will act by the change of surroundings. Checklist approach with various and comprehensive health determinants focused on prospective and qualitative methods will be very useful for more convenient and progressive dissemination of HIA. Various checklist approaches of toolkits could be found from HIA documents elsewhere, for example Westminster Toolkit, and they would be helpful to figure out how to develop common procedures and health determinants for checklist, in which the unique characteristics on korean cultural and political context compared to abroad should be carefully considered since checklist would be the most basic and essential part of HIA. After the establishment of checklist and procedural processes, the pilot projects should be conducted. Main purpose of pilot projects is to apparently prove the effectiveness and profitability of HIA. Pilot projects should be implemented to decide the effectiveness and suitability of HIA for future projects, programs and policies, and should be provided as the positive cases that can be achieved through the proper implementation and progress.
Environmental Specimen Banks (ESBs) are playing pivotal role in monitoring the effect of environmental pollution on the ecosystem based on the retrospective analysis of the representative samples collected regularly and stored in cryogenic condition. In Korea, National Environmental Specimen Bank (NESB) was established in 2009 and the standard operating procedures (SOPs) for sampling, and cryogenic milling and storage had been prepared during 2007-2010. Since then, the tentative SOPs for the seven kinds of specimens (shoots of Red Pine (Pinus densiflora) and Korean Pine (Pinus koraiensis), leaves of Mongolian Oak (Quercus mongolica) and Zelkova Tree (Zelkova serrata), eggs of Feral Pigeon (Columba livia var. domestica), muscles and organs of Common Carp (Cyprinus carpio), and Freshwater Bivalve (Unio (Nodularia) douglasiae)) have been put to test in the field and laboratory as well against the practicality and feasibility. The SOPs were improved by reflecting the findings from the research and the following discussion regarding the selection of specimen (Feral Pigeon suffering from a control management), sample size (a problem of decreasing number of sampling trees related to increasing sampling time) and period (a problem related to a bud growth), and sampling methods etc.. In addition, barcoding system for the management of the specimen information, and monitoring system of the cryogenic storage to regulate the optimum temperature and the liquid nitrogen level were also developed for the efficient and effective control of the samples. Lastly, the safety guide and emergency protocol were augmented to guarantee a safe work environment with the cryogenic facility. These improvements of the SOPs are expected to contribute to more stable operation of the NESB.

Climate change adaptation must be prepared, because the pattern of climate change in Korea is higher than the global average. In particular, it is estimated that Korea's economic loss due to climate change will reach 2,800 trillion won, and at least 300 trillion won will be needed for adaptation to climate change(KEI, 2011). Accurate climate change forecasts and impact forecasts are essential for efficient use of enormous climate change adaptation costs. For this climate change prediction and impact analysis, it is necessary to grasp not only the global average concentration but also the inhomogeneity of the greenhouse gas concentration which appears in each region. In this study, we analyze the feasibility of developing a greenhouse gas observation satellite, which is a cause of climate change, and present a development plan for a low orbit environmental satellite by examining the current status of the operation of the greenhouse gas observation satellite. The GHG monitoring satellite is expected to expand the scope of environmental monitoring by water/soil/ecology in addition to climate change, along with weather/agriculture/soil observation satellites.
Over the past few decades, the impact of natural, manmade and natech (natural hazard triggering technological disasters) disasters has been devastating, affecting over 4.4 billion people. In spite of recent technological advances, the increasing frequency and intensity of natural disasters and the escalation of manmade threats is presenting a number of challenges that warrant immediate attention. This paper explores the integration of drones or Unmanned Aerial Vehicles (UAV's) into infrastructure monitoring and post-disaster assessment. Through reviewing some of the recent disasters, effectiveness of utilizing UAV's in different stages of disaster life cycle is demonstrated and needed steps for successful integration of UAV's in infrastructure monitoring, hazard mitigation and post-incident assessment applications are discussed. In addition, some of the challenges associated with implementing UAV's in disaster monitoring, together with research needs to overcome associated knowledge gaps, is presented.
The centralized power supply system and rainwater treatment system, which are major infrastructure in modern cities, are showing their limitations in accommodating environment load due to climate changes that has aggravated recently. As a result, complex issues such as shortage of reserve power and urban flooding have emerged. As a single solution, decentralized systems such as a model integrating photovoltaic system and rooftop greening system are suggested. When these two systems are integrated and applied together, the synergy effect is expected as the rooftop greening has an effect of preventing urban flooding by controlling peak outflow and also reduces ambient temperature and thus the surface temperature of solar cells is lowered and power generation efficiency is improved. This study aims to compare and analyze the monitoring results of four algorithms that define correlations between micro-climate variables around rooftop greening and the surface temperature of solar cells and generate their significance. By doing so, this study seeks to present an effective algorithm that can estimate the surface temperature of solar cell that has direct impact on the efficiency of photovoltaic power generation by observing climate variables.
