우리 나라 기업의 환경성과평가 실태 연구 (An Empirical Survey on the Current Practices of Environmental Performance Evaluation in Korean Firms)

  • Environmental Performance Evaluation(EPE) is a key process of Corporate Environmental Management. This paper presents the results of an empirical survey on the status of current practices in EPE of Korean firms. Based on a corporate environmental management(CEM) model, which is initially developed by Hibbitt and Kamp-Roelands(2001) and modified in terms of EPE, the survey is peformed on the population of Korean firms, which are composed of firms certified as "environmentally friendly" by Korean government and/or certified under Is014001, and compares its results with those of Europe's. Although the relatively low response rate and some methodological limitations makes us be cautious about the interpretation, the results shows many interesting aspects of the current states of Korean firms' EPE practices. That is, the levels of EPE implementation in the environmentally-leading companies of Korea are almost the same as that of European companies, I. e., in the-final-part-of-developing-stage (3rd stage) level of the CEM model. It is also shown that as In Europe's case, Korean firms are also moving slower in external relationships than in internal control and management, are more developed in the parameters like environmental policy, Internal control, Information system, which are requirements of certification under Is014001, than in parameters like life cycle analysis and full cost accounting, which requires more research efforts, etc.orts, etc.

  • Background: A quantitative structure-activity relationship (QSAR) model was adopted in the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH, EU) regulations as well as the Act on Registration, Evaluation, etc. of Chemicals (AREC, Republic of Korea). It has been previously used in the registration of chemicals. Objectives: In this study, we investigated the correlation between the predicted data provided by three prediction programs using a QSAR model and actual experimental results (acute fish, daphnia magna toxicity). Through this approach, we aimed to effectively conjecture on the performance and determine the most applicable programs when designating toxic substances through the AREC. Methods: Chemicals that had been registered and evaluated in the Toxic Chemicals Control Act (TCCA, Republic of Korea) were selected for this study. Two prediction programs developed and operated by the U.S. EPA - the Ecological Structure-Activity Relationship (ECOSAR) and Toxicity Estimation Software Tool (T.E.S.T.) models - were utilized along with the TOPKAT (Toxicity Prediction by Komputer Assisted Technology) commercial program. The applicability of these three programs was evaluated according to three parameters: accuracy, sensitivity, and specificity. Results: The prediction analysis on fish and daphnia magna in the three programs showed that the TOPKAT program had better sensitivity than the others. Conclusions: Although the predictive performance of the TOPKAT program when using a single predictive program was found to perform well in toxic substance designation, using a single program involves many restrictions. It is necessary to validate the reliability of predictions by utilizing multiple methods when applying the prediction program to the regulation of chemicals.

예측식을 이용한 철도방음벽의 성능평가에 관한 연구 (A Study on the Performance Evaluation of Noise Reduction for Railway Noise Barrier using Prediction Equation)

  • Railway noise barrier is generally used with welding of joint rail for railway noise reduction in our country. In this study, method for performance evaluation of railway noise barrier using insertion loss was suggested in case of without having noise measurement results before barrier installation. For this, railway noise measurements were performed in commercial high-speed railway site which has railway noise barrier. As a noise level before noise barrier installation, predicted noise level were used. From this method the performance evaluation for railway noise barrier were performed accurately and efficiently.

택지개발사업의 환경친화적 대안평가모형 구축 (Alternative Evaluation Model in the Development of Environment-friendly Residential Land)

  • 최근 들어 택지개발사업이 크게 증가하는 추세이지만, 무분별한 택지개발은 개발대상 부지의 기존 녹지나 수목을 훼손시키게 되며 지형에도 많은 변화를 가져와 절개지가 발생하게 하는 등 환경을 많이 훼손하고 있다. 택지개발 등 개발사업을 시행할 때 지구지정시 수행하는 사전환경성검토제도와 개발계획의 승인전 협의를 하게 되어 있는 환경영향평가제도가 있다. 사전환경성검토는 택지개발계획 수립 후에 시행하며 환경영향평가는 실시설계 완료 후에 수행하기 때문에 선정된 택지개발지에서 발생할 수 있는 환경문제에 대한 저감방안 강구 등 소극적이고 수동적인 대처에 그치는 경우가 많다. 본 논문의 목적은 초기 입지선정단계에서 택지개발사업을 환경친화적으로 지속가능하게 수행할 수 있도록 대안평가모형을 구축하는 것이다. 이를 위해 선행연구에서 조사된 택지개발사업의 환경평가요인을 바탕으로 퍼지추론과 AHP기법을 이용하여 대안평가 모형을 구축하였다. 의사결정자가 각 대안의 환경훼손도를 10점 척도법에 의해 평가하면 퍼지추론에 의해 환경성능(EP: Environmental Performance)으로 변환하고, AHP기법에 의해 미리 산정된 항목별 가중치를 적용하여 통합환경성능(TEP: Total Environmental Performance)을 산정한다. 통합환경성능이 가장 높은 대안이 최적안으로 선택된다. 이 연구에서 제시한 평가방법을 적용하면 토지이용계획이 확정되지 않은 상태에서 두 가지 이상의 택지개발 예정지역 대안을 정량적으로 평가할 수 있을 것이다. 이로써 택지개발 사업시행으로 발생할 수 있는 환경훼손을 초기 입지단계에서 확인하여 환경오염을 원천적으로 제거해 나갈 수 있을 것이다.

Real-time large-scale hybrid testing for seismic performance evaluation of smart structures

  • Numerous devices exist for reducing or eliminating seismic damage to structures. These include passive dampers, semi-active dampers, and active control devices. The performance of structural systems with these devices has often been evaluated using numerical simulations. Experiments on structural systems with these devices, particularly at large-scale, are lacking. This paper describes a real-time hybrid testing facility that has been developed at the Lehigh University NEES Equipment Site. The facility enables real-time large-scale experiments to be performed on structural systems with rate-dependent devices, thereby permitting a more complete evaluation of the seismic performance of the devices and their effectiveness in seismic hazard reduction. The hardware and integrated control architecture for hybrid testing developed at the facility are presented. An application involving the use of passive elastomeric dampers in a three story moment resisting frame subjected to earthquake ground motions is presented. The experiment focused on a test structure consisting of the damper and diagonal bracing, which was coupled to a nonlinear analytical model of the remaining part of the structure (i.e., the moment resisting frame). A tracking indictor is used to track the actuator ability to achieve the command displacement during a test, enabling the quality of the test results to be assessed. An extension of the testbed to the real-time hybrid testing of smart structures with semi-active dampers is described.

Seismic performance evaluation of RC bearing wall structures

  • Reinforced concrete bearing walls (RCBWs) are one of the most applicable structural systems. Therefore, vulnerability analysis and rehabilitation of the RCBW system are of great importance. In the present study, in order to the more precise investigation of the performance of this structural resistant system, pushover and nonlinear time history analyses based on several assumptions drawing upon experimental research were performed on several models with different stories. To validate the nonlinear analysis method, the analytical and experimental results are compared. Vulnerability evaluation was carried out on two seismic hazard levels and three performance levels. Eventually, the need for seismic rehabilitation with the basic safety objective (BSO) was investigated. The obtained results showed that the studied structures satisfied the BSO of the seismic rehabilitation guidelines. Consequently, according to the results of analyses and the desired performance, this structural system, despite its high structural weight and rigid connections and low flexibility, has integrated performance, and it can be a good option for earthquake-resistant constructions.

토양오염 최적정화기술 선정을 위한 성능평가모델 개발 (Development of Performance Evaluation Model for Optimal Soil Remediation Technology Selection)

  • In this study, we have developed the performance evaluation model for the optimal soil remediation technology selection. Performance evaluation model is composed in the evaluation of two steps. In the first stage, the candidate technologies are derived according to the conditions of drilling, type and concentration of pollutants, and the saturated/unsaturated of target site. In the second stage, each individual candidate technology is evaluated by performance evaluation model. The performance evaluation model has 5 groups of evaluation items and 12 evaluation items which have their own evaluation index and their own weights through the AHP approach surveying 40 experts. From the case study of actual design cases, the applicability of the performance evaluation model was confirmed.

OECD 농업환경지표와 정책연계 방안 (Directions for Linkages between Policy Measures and the OECD Agricultural Environmental Indicators)

  • Agricultural environmental indicators (AEIs) are useful tool for evaluating environmental performance induced by agri-environmental policy measures. General and specific criteria have been set to assess the linkages between policy measures and environmental states. In addition, a number of specific AEIs such as nutrient balance indicators and farm management indicators have been posit to review environmental performance associated with agri-environmental policy measures. The proposed environmental subjects encompass soil quality, qualities of underground and surface water, water resource preservation, species and genetic diversity, diversity for wildlife habitats, and agricultural landscapes. The developed AEIs may contribute to establishment or adjustment of environmental targets and ex-ante or ex-post evaluation for environmental performance associated with policy measures. In addition, the AEIs may be useful to consider introduction of new agri-environmental measures and enhance policy efficiency by assessing environmental performance, considering specific locality, and harmonizing support measures.

Periodic seismic performance evaluation of highway bridges using structural health monitoring system

  • In this study, the periodic seismic performance evaluation scheme is proposed using a structural health monitoring system in terms of seismic fragility. An instrumented highway bridge is used to demonstrate the evaluation procedure involving (1) measuring ambient vibration of a bridge under general vehicle loadings, (2) identifying modal parameters from the measured acceleration data by applying output-only modal identification method, (3) updating a preliminary finite element model (obtained from structural design drawings) with the identified modal parameters using real-coded genetic algorithm, (4) analyzing nonlinear response time histories of the structure under earthquake excitations, and finally (5) developing fragility curves represented by a log-normal distribution function using maximum likelihood estimation. It is found that the seismic fragility of a highway bridge can be updated using extracted modal parameters and can also be monitored further by utilizing the instrumented structural health monitoring system.
