The health risks from the magnetic fields exposure have been brought out difficulties in the construction of transformer substation. According to several epidemiologic studies and the relevant international organizations, magnetic fields should not exceed the exposure limits of 3mG for the people living near electric power lines. The rigid regulation of the exposure levels for the elementary school and residental areas has been established already in Switzerland and Italy. Since 1998, the environmental impact assessment system in Korea has been reviewed for power-frequency magnetic field by precautionary policies. In this study, the possible application of Prior Environmental Performance Review System for the transformer substation was reviewed from the points of the properties of the powerfrequency magnetic fields. The ranges and survey methods of the assessment for the transformer substation were proposed. The ranges of magnetic fields was between 300m to 500m for the 345kV transformer substation. It is necessary to develop further specific assessment methods for various high-voltage transformer substations.
This study was carried out to find the problems of assessment on terrestrial ecosystem part in environmental impact analysis(EIA) and to suggest the proper amelioration measures by analyzing 19 environmental impact statements(EIS) published during the period from 1991 to 1994. The results obtained from this study were as follows. Field survey for the investigation of fauna and flora in project areas should be conducted at least 3 times a year and name of investigator should be written on the EIS clearly. Increase or decrease in degree of green naturality and productivity cannot be an absolute criteria for expressing the amount of changes in ecosystem. Evaluation for the ecosystems and their composition in project area is more important than presenting merely the increase or decrease in degree of green naturality and productivity. Alleviation measures in 19 EISs analyzed in this study were summarized into 6 types: They are establishment of landscape plan, transplanting of useful trees preservation of big tree and protected species, restoration and preservation of existent vegetation, establishment of soil conservation measures and diminution of the impact on animal. However, they were somewhat insufficient because they wouldn't suggest the alleviation measures in detail. The more positive counter-proposals are needed to decrease the impact of the project on terrestrial ecosystem.

Recently, negative effects on human health such as disease caused by harmful environment have been dealt with seriously. In particular, studies on the effect of radon exposure, which is known as a primary carcinogen in lung cancer due to radioactive materials, have been actively studied. In Korea, since January 1, 2018, radon measurement is mandatory when building a new apartment, so it is necessary to measure the radon concentration and submit it to the local government and it should be posted where residents can see it. Radon has only recommended standards for multi-use facilities, but now it has decided to set recommendation standards for private homes. Therefore, it should now be possible to manage the radon in the environmental impact assessment phase as well as in the Post-environmental Impact Assessment. It should be possible to share health information such as the radon concentration and the risk of radon, and participation of health experts in the environmental impact assessment stage is required. Soil, air quality, hygiene and aerial items should be improved to take into account the effects of radon on human health during the environmental impact assessment process. If the level value of conncentration of radon shows above the recommended level, then alternative measures should be prepared and mitigation measures should be prepared as well.
In order to use fundamental data for conservation of species diversity and stream health with dam development, fish investigation in up- and downstream of Pyeonglim Dam was seasonally conducted in 2007~2008. In addition, data of water qualities, investigated for environmental impact assessment, were used to determine a water quality standard level in Pyeonglim Stream, and it revealed that water environment condition was good in the stream. During the study period, a total number of fish caught from the 4 study sites was 5,449 representing 9 families 25 species, and there were 8 Korean endemic species (32.0%) including Rhodeus uyekii, Squalidus gracilis majimae, and Microphysogobio yaluensis. Two species of Zacco temminckii (37.5%) and Zacco platypus (26.3%) were dominant and subdominant in all sites. There were few individuals of the $2^{nd}$-class endangered species (Sand lamprey, Lampetra reissneri) and the introduced species (Bluegill, Lepomis macrochirus), found in the upstream of the dam. and further investigation for conservation of the endangered species and for prevention of the introduced species is needed in future. With fish fauna and multi-metric health assessment model in each sampling attempt, index of biotic integrity(IBI) was evaluated and it resulted mostly in good(26~35) and excellent(36~40) condition in all sites. The results indicate that it is very important to study not only environmental impact assessment with fish composition but also stream health assessment in order to conserve healthy aquatic ecosystem.
Health impact assessment in the environmental impact assessment is conducted to determine whether to exceed the standard of each single substance and to establish appropriate reduction measures. In some development projects, although all substances in risk assessment meet the standard, exposure concentration is very close to it. However, considering the cumulative exposure of all substances, health effects are likely to occur considerably severer than those of individual substances, so it is necessary to prepare a concrete and improved methodology for integrating evaluation of emissions to identify the health effects actually exposed to receptors of living things. This study established the definition of cumulative risk assessment through overseas advanced cases and domestic and foreign literature reviews, and proposed a methodology for utilizing cumulative risk assessment considering health effects on multiple substances when developing industrial complexes. Applied by the proposed methodology, integrated indicators forfourtypes of hazardous heavy metals (Ni, Cr6+, Cd, As) emitted from industrial complexes were calculated, and applicability was tested with case of the industrial complex development projects conducted over the last decade (2011-2020).
As the world's attention turns to sustainability and the considerations of cumulative effects, the concept of Strategic Environmental Assessment(SEA) has become more significant and urgent and increasing number of countries and international organizations now undertake some forms of SEA. The term SEA, however, is variously defined and understood; generally it means a formal process of systematic analysis of the environmental effects on development policies, plans, programmes and other proposed strategic actions. This process extends the aims and principles of EIA upstream in the decision-making process, beyond the project level in which major alternatives are still open. There is a shift toward more integrative approaches and greater use of Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) as sustainability tools in cooperation with Environmental Management System (EMS). Currently, Korea has EIA system and Prior Environmental Review System (PERS) which is different type of SEA as Environment Assessment (EA) system. APEMI IA MODEL integrated following three pillar(refer to attached figure.1) ; First pillar symbolized decision making cycle with planning process. Second pillar symbolized integrated assessment which tying SEA and EIA with specific impacts assessment(eg: social impact assessment, economic impact assessment, health impact assessment etc) in cooperation with EMS. Third pillar symbolized EA best practical procedure of International Association for Impact Assessment(IAIA). Considering the above, we applied new conceptual model(APEMI IA MODEL) into Impact Assessment for better integrated decision-making in KOREA as an alternative IA system(IS IA MODEL A and B refer to attached figure 4, 5).
With its more than 35 years of experience with EIA of NEPA in United States, the extensive knowledge base of EIA could be the most suitable place for initial field of HIA to explore lessons available for. However, caution is needed as the technical differences in analysis, different policy context, and distinct professional culture between EIA and HIA might be. The successe of EIA of NEPA is the integration of environmental goals into decision making process, improved planning, and increased transparency and public involvement, whereas shortcomings of it were defined as the excessive volume and complexity of EIA documents, the limited and adversarial public involvement, the procedural process (not substantive), focus on projects (not on policies and programs), and the limited consideration of health impacts. Integrating HIA into existing EIA process is positive in two reasons that the human health is closely related with natural environment and EIA process is a fully established process that effectively cuts across bureaucratic and sectoral boundaries. Also, integrating of HIA into EIA might be a way with least resistance for the widespread use. A freestanding HIA separated from EIA is desirable in terms of excessive volume of EIA documents and the procedural and legal focus of EIA. It is needed to develop the formulated methodologies for advancing HIA whether it is a part of or separated from EIA, and to estimate the potential values of HIA in the substantial society context. When possible, HIA should be established on the ways that EIAs have been used successfully.

For managing and analyzing effectively diverse and complicated environmental informations, informations should be built systematically, and techniques should be developed. Environmental Information System(EIS) is composed of environmental informations, GIS, and manpower. Recently it is applied to Environmental Impact Assessment and environmental management, etc.. For effective application, EIS techniques will be improved. This article has four components. First, it describes building of environmental information comprising geographic and attribute data using GIS in Chuncheon district. Second, it explains programming for effective information analysis and management using AML(Are Macro Language in ARC INFO). Third, it provides specific functional capabilities including suitability analysis. Based on these analysis, this study makes some examples for systematic analysis and management of environmental information using interactive system.
In generally speaking, the purpose of Environmental Impact Assessment(EIA) is to give the environment its due place in the decision-making process by clearly ealuating the environmental consequence of a proposed activity before action is taken. The introduction of conventional EIA is to be seen as an end product of a very long evolutionary process, starting with rudimentary but evolving pollution control measures for air, water, noise, land and chemicals, each governed by separate, and separately administered pieces of legislation. In EIA process, the measures of status, scoping, proposed mitigation and communication have not been very quantitative in their significancy. Of course, the determinations have uncertainity in the implications for significant impacts. To improve the determination of significant impacts, some more comprehensive methodologies of EIA has been proposed with the concepts of risk analysis in the proposed projects. The concepts of risk analysis has been introduced to the expression of human health impairment due to environmental pollutants since the early 1980's. The risk analysis being meant by the statistical significance of impact has a process quantitatively considering uncertainities and importances of ecological systems and human health as well. The process of risk analysis shows assessment, doseresponse in toxicity, exposure assessment and risk characterization. With the risk assessment, it could be suggested for the proper measurements against their anticipated risk in the EIA. This paper deals the priciples developing process and application of the risk-based analysis in EIA.
