Development of Human Detection Technology with Heterogeneous Sensors for use at Disaster Sites (재난 현장에서 이종 센서를 활용한 인명 탐지 기술 개발)

  • Recently, a special purpose machine with two manipulators and quadruped crawler system has been developed for rapid life-saving and initial restoration work at disaster sites. This special purpose machine provides the driver with various environmental recognition functions for accurate and rapid task determination. In particular, the human detection technology assists the driver in poor working conditions such as low-light, dust, water vapor, fog, rain, etc. to prevent secondary human accidents when moving and working. In this study, a human detection module is developed to be mounted on a special purpose machine. A thermal sensor and CCD camera were used to detect victims and nearby workers in response to the difficult environmental conditions present at disaster sites. The performance of various AI-based life detection algorithm were verified and then applied to the task of detecting various objects with different postures and exposure conditions. In addition, image visibility improvement technology was applied to further improve the accuracy of human detection.

  • Typhoons Rusa (2002) and Maemi (2003) struck Kangwon and Gyeongnam provinces of Korea and caused the most extensive flood damages ever blown since the foundation of Meteorological Agency in 1927. Many cities are inundated, crippling the critical facilities and resulting In high irreversible losses of human lives, and damages to infrastructures. These kinds of flood damages were among the worst natural disaster that Korean people experienced. In order to reduce flood damage, it is necessary to investigate how to use the information of water environment during the rainfall disaster. Therefore as per the result of this study, we have suggested few but effective countermeasures for controlling the flooding damages and also the advancements in the areas of disaster information dissemination and early warning system for water environmental management by using optical fiber system in Japan are discussed.

  • In the past, MSW (Municipal Solid Waste) disposal was typically done by recycling, incineration, or landfilling. In South Korea prior to the late 1950's, land burial was usually accomplished by disposal in an open dump. Currently, with increasing concerns and environmental recognition, MSW disposal and landfilling is more restricted. MSW landfill facilities have been developed with certain design and construction specifications. However, these methods have a space for improvement. MSW landfill facilities follow a step wise approach of design, construction, operation and closure management after use in agreement with established environmental and sanitary standards. This study intends to give a technical guidance for installation and consideration of newly established MSW landfill facilities, and also provide an establishment and regular inspection of MSW landfill facilities.

Experimental study on tuned liquid damper performance in reducing the seismic response of structures including soil-structure interaction effect

  • In this paper, the performance of a tuned liquid damper (TLD) in suppressing the seismic response of buildings is investigated with shake table testing of a four-story steel frame model that rests on pile foundation. The model tests were performed in three phases with the steel frame structure alone, the soil and pile foundation system, and the soil-foundation-structure system, respectively. The test results from different phases were compared to study the effect of soil-structure interaction on the efficiency of a TLD in reducing the peak response of the structure. The influence of a TLD on the dynamic response of the pile foundation was investigated as well. Three types of earthquake excitations were considered with different frequency characteristics. Test results indicated that TLD can suppress the peak response of the structure up to 20% regardless of the presence of soils. TLD is also effective in reducing the dynamic responses of pile foundation.

  • Weather forecasts and advisories provided by the national organizations in Korea that are used to identify and prevent disaster associated damage are often ineffective in reducing disasters as they only focus on predicting weather events (World Meteorological Organization(WMO ), 2015). In particular, typhoons are not a single weather disaster, but a complex weather disaster that requires advance preparation and assessment, and the WMO has established guidelines for the impact forecasting and recommends typhoon impact forecasting. In this study, we introduced the Typhoon-Ready System, which is a system that produces pre-disaster prevention information(risk level) of typhoon-related disasters across Korea and in detail for each region in advance, to be used for reducing and preventingtyphoon-related damage in Korea.

  • Integrated disaster management system in Korea is recently concerned due to incompletion and inadequacy in establishment of the system. In this regards, this study aims to examine improvement of the domestic integrated disaster management system considering sustainability and resilience concept, which are recently considered in disaster and safety management. To do this, the authors examined the integrated disaster management system with representative principles to enhance sustainability and resilience in community based on diversity and redundancy, connectivity, slow variable, systematic approach, learning and feedback, and active participation. It is believed that the improvements and recommendations proposed by sustainability and resilience principles in this study can contribute to establishment of strategies, policies, and R&D for enhancing domestic integrated disaster management and sustainability and resilience in community.

  • The increasing number of global natural disaster has been raising people's concerns, and at the same time, disaster prevention technologies have been developed and advanced continuously. At this stage, it is necessary for the natural disaster prevention industry to be aware of the current status of the disaster prevention technologies and strength their competitiveness of technologies. This study investigates not only the current situation on the domestic natural disaster prevention industry, focusing on competitiveness of technologies, but also analyzes technologies based on type of disaster and type of technology by survey. The analyses reveal that there are differences in a way that companies categorized by annual revenue feel based on their competitiveness of disaster prevention technologies. This paper provides with suggestions, and policy implications are discussed.

A Study on the Disaster Prevention Plan to minimize the School Damage in the Earthquake Disaster (학교 지진피해 최소화를 위한 방재대책 개선에 관한 연구)

  • School is a place to be done the education of Disaster Prevention and to be established the function of Disaster Prevention and seismic performance to secure the safety of children as well as emergency evacuation facilities for local communities in case of disaster. To improve the ability of Earthquake Disaster Prevention for students and teachers schools have to put the Earthquake Disaster Prevention on the subjects, for an example ethics, social study, science and gym and make a plan to efficiently manage school disaster prevention facilities. Seismic retrofitting on school facilities have to be established with the method of construction for steel bracings and seismic shear walls choosing old architectures first which is not the design with the seismic performance considering educational environmental aspects, and reconstruction of old architectures to get the agreement of societies. Furthermore, there is great demand for the effective, efficient and systematic improvement of school facilities for the use of shelters to be disaster prevention facilities.

  • In this study, the history of disaster occurrence in rural area was reviewed and damage characteristics were analyzed in order to improve the safety level according to the occurrence of disasters in non-urban area (rural area). Also, the concept of regional disaster prevention was adopted to rural area and the basic direction for establishing a disaster safe village in rural area was set. Due to the characteristics of rural area, the population and the number of households in the rural area were small, and the rural area showed lack of various disaster safety facilities and infrastructures and limitation in the access to the outside due to its geographical characteristics. Therefore, the matters regarding the direction for establishing and operating a regional disaster safe village reflecting humanities, facilities, infrastructures, and geographical and environmental characteristics were summarized.

The Integration of Smart Disaster Site Support System and Prototype Simulation for Effective Disaster Response (효율적 재난대응을 위한 스마트 재난현장지원시스템 통합방안 및 프로토타입 시뮬레이션)

  • The purpose of this study is to quickly collect and analyze information generated in real-time at disaster sites to propose an integrated plan for an on-site support system that can support accurate disaster site situation identification and decision-making, and to review field applicability through prototype simulation. Accordingly, information collection, sharing, and convergence technologies that can be used at disaster sites were reviewed, and a plan for integrating a smart disaster site support system that can create an efficient flow of information resources and information necessary for the entire stage of disaster management was presented. In order to examine the possibility of operating the system with a prototype manufactured based on the integration plan, simulations were conducted based on the storm and flood disaster scenario, and it was confirmed that various functions in the system were implemented normally and displayed on the GIS situation board. Through this study, it is expected that efficient and active disaster response will be possible in a rapidly changing disaster environment.
