Collection and Utilization of Unstructured Environmental Disaster by Using Disaster Information Standardization (재난정보 표준화를 통한 환경 재난정보 수집 및 활용)

  • In this study, we developed the system that can collect and store environmental disaster data into the database and use it for environmental disaster management by converting structured and unstructured documents such as images into electronic documents. In the 4th Industrial Revolution, various intelligent technologies have been developed in many fields. Environmental disaster information is one of important elements of disaster cycle. Environment disaster information management refers to the act of managing and processing electronic data about disaster cycle. However, these information are mainly managed in the structured and unstructured form of reports. It is necessary to manage unstructured data for disaster information. In this paper, the intelligent generation approach is used to convert handout into electronic documents. Following that, the converted disaster data is organized into the disaster code system as disaster information. Those data are stored into the disaster database system. These converted structured data is managed in a standardized disaster information form connected with the disaster code system. The disaster code system is covered that the structured information is stored and retrieve on entire disaster cycle. The expected effect of this research will be able to apply it to smart environmental disaster management and decision making by combining artificial intelligence technologies and historical big data.

  • Disaster Safety Management Information standardization and harmonization simplifies the process of disaster management (prevention, preparedness, response and recovery) to increase the efficiency of disaster management, it is necessary to minimize the people's life and property damage. Disaster safety standardization is to standardize disaster safety information in the past to respond to an uncertain future and systematically manage disaster safety accordingly. This study developed a standard code system to utilize disaster safety information such as earthquake, fire, and fine dust, which are of social interest among various and complex environmental disasters. It aims to support practitioners to conduct efficient disaster tasks in the event of a disaster.

  • In this study, among the W-S-R(Wiper-Signal-Rainfall) relationship methods used to produce sensor-based rain information in real time, we sought to produce actual rainfall information by applying machine learning techniques to account for the effects of wiper operation. To this end, we used the gradient descent and threshold map methods for pre-processing the cumulative value of the difference before and after wiper operation by utilizing four sensitive channels for optical sensors which collected rain sensor data produced by five rain conditions in indoor artificial rainfall experiments. These methods produced rainfall information by calculating the average value of the threshold according to the rainfall conditions and channels, creating a threshold map corresponding to the 4 (channel) × 5 (considering rainfall information) grid and applying Optima Rainfall Intensity among the big data processing techniques. To verify these proposed results, the application was evaluated by comparing rainfall observations.

The Campus of University Earthquake Disaster Prevention Planning - The Research of Spatial Pattern Based on GIS

  • In the background of rapid urbanization and frequent earthquakes, earthquake disaster prevention planning has become an important topic of current research. Universities are irreplaceable disaster shelter, as they are public institutions with a lot of open space. This article puts forward the concept of "disaster prevention campus". With the refuge behavioral and psychological characteristics of people in the campus when the earthquake happens, it integrated uses GIS spatial analysis technique, takes Shandong Agricultural University as an example, and studies the spatial pattern of earthquake disaster prevention planning in campus from five aspects. The aspects include building distribution, population distribution, analysis of service radius, infrastructure configuration and choice of the optimal refuge path. On the basis of researches above, reform proposals and specific strategies are put forward to build the safe and harmonious disaster prevention campus.

  • In this study, a research on disaster countermeasures to strengthen the disaster management field of rural areas. The purpose of this study is to investigate the measures to cope with the disaster in order to enhance the rural disaster management capacity. For this purpose, social and environmental characteristics of the rural area were examined and the characteristics of rural disaster perspective were derived. As for social characteristics, we analyzed the direct and indirect damage of disaster through interviews with residents affected by disaster. In the case of environmental characteristics, the factors that threaten the safety in the rural area were extracted based on the geographical and geographical characteristics of the rural area and quantitative analysis of the difference of the disaster response infrastructure compared with the city was conducted. In addition, it is necessary to further study the priority of disaster prevention in order to apply the disaster prevention method to rural areas.

  • Natural hazards such as typhoon, flood, landslide affect both coastal and inland areas more often according to increasement of severe and unusual weather. To provide adequate coastal disaster mitigation strategies, coastal disaster prevention system using GIS is very useful. Application methods of digital map on this issue was discussed in this study. For developing of coastal disaster prevention system, the data structures related to disaster monitoring is needed to be revised for interdisciplinary framework. To improve the current coastal disaster mapping methods, GIS based new model for coastal disaster mapping was suggested. In this study, coastal GIS showed the attribute data and structures of coastal disaster mapping.

Environmental Cooperation with the Distribution of Urbanization between South and North Korea

  • Purpose - This study aims to lay the foundation for a desirable direction to solve future environmental problems through framework research on environmental cooperation according to distribution of urbanization between South and North Korea. The article also attempts to explore solution to two Koreas' environmental problems from the cooperative perspective between South and North Korea and draw future policy tasks. Research design, data, and methodology - For methodology, North Korea's legal system to cope with disasters is taken into consideration in terms of literature review. This study also analyzes a series of processes related to North Korea's disaster management through case study, and draws policy measures for North and South Korea's cooperation scope and methods. Result - The results support that North Korea is very vulnerable to environmental disasters due to food shortages, economic sanctions, and enormous natural disaster damages including flood damages occurring each year, because of the lack of disaster prevention infrastructure such as river maintenance. Conclusion - At the current time when North and South Koran exchange and cooperation increase, a disaster management cooperative system is needed for the areas where South and North Korea manage through division. It also suggests that there is a need to establish regulations and procedures for support items in advance for a quick response to disasters in North Korean region.
