This paper presents an effective construction method of adaptive multiple control systems utilizing some knowledge upon the plants. The adaptive multiple control system operates plants un-der widely changing environmental conditions. The adaptive multiple control system is composed of a family of candidate controllers together with a supervisor. The system does not require any identification schemes of environmental conditions. Monitoring outputs of the plant, the supervisor switches from one candidate controller to another, The basic ideas of adaptation are as follows: (1)each candidate controller is prepared for each environmental condition in advance; (2)the supervise. applies a sequence of speculative controls to the plant with candidate controllers just after the start of control or just after the detection of a change in the environmental condition. Each candidate controller can keep the system stable during one-step period of the speculative control and the most appropriate candidate controller for the environmental condition to which the system is exposed can be selected before the last trial of speculative control step comes to an end. We proposed a construction method of adaptive multiple control system without any knowledge of plant dynamics and applied the method to a cart-pole balancing problem and a vehicle anti skid braking system. In real applications, as we can often easily obtain a piece of knowledge upon plant dynamics beforehand, we intend to extend the method such that multiple control systems can be efficiently designed using the knowledge. We apply the new idea to the cart-pole balancing problem with variable length of the pole. The simulation experiments lead us to the conclusion that the new attempt can reduce the manpower to design the candidate controllers for adaptive multiple control systems.
Objectives: This study aims to investigate the atmospheric concentration of polycyclic aromatic hydrocarbons (PAHs) and volatile organic compounds (VOCs) and the urinary concentration of biomarkers in residents near the Shinpyeong·Jangrim Industrial Complex to compare them with those of residents in a control area. Methods: Hazardous air pollutants (PAHs and VOCs) were measured in an exposure area (two sites) and a control area (one site). Urine samples were collected from residents near the industrial complex (184 persons) and residents in the control area (181 persons). Multiple linear regression analysis was used to identify which factors affected the concentration of PAHs and VOCs metabolites. Results: The average atmospheric concentration of PAHs in Shinpyeong-dong and Jangrim-dong was 0.45 and 0.59 ppb for pyrene, 0.15 and 0.16 ppb for benzo[a]pyrene, and 0.29 and 0.35 ppb for dibenz[a,h]anthracene. The average atmospheric concentration of VOCs was 1.10 and 0.99 ppb for benzene, 8.22 and 11.30 ppb for toluene, and 1.91 and 3.05 ppb for ethylbenzene, respectively. The concentrations of PAHs and VOCs in residents near the Shinpyeong·Jangrim Industrial Complex were higher than those of residents in the control area. Geometric means of urinary 2-hydroxyfluorene, 1-hydroxypyrene, methylhippuric acid, and mandelic acid concentrations were 0.45, 0.22, 391.51, and 201.36 ㎍/g creatinine, respectively. Those levels were all significantly higher than those in the control area (p<0.05). In addition, as a result of multiple regression analysis, even after adjusting for potential confounding factors such as gender and smoking, the concentration of metabolites in urine was high in residents near the Shinpyeong·Jangrim Industrial Complex. Conclusion: The results of this study show the possibility of human exposure to VOCs in residents near the Shinpyeong·Jangrim Industrial Complex. Therefore, continuous monitoring of the local community is required for the management of environmental pollutant emissions.

Effect of the addition of an enzyme/microbial additive(EMA) to enhance anaerobic digestion of the primary sludge was investigated. Two laboratory scale anaerobic digester were operated with primary sludge taken from a municipal wastewater treatment plant. The digester receiving EMA with the sludge feed performed better than the control digester, when both were operated at 10-days and 15-days Solid Retention Time(SRT). Addition of EMA to the experimental digester provided 7%(10-days SRT) and 16%(15-days SRT) higher gas production compared to the control digester when both were fed with the same amount of volatile solids. The reduction in volatile solids was 24% better in the experimental digester compared to the control ar 10-days SRT, and the improvement 10% at 15-day SRT. Improvement in COD reduction, and fecal coliform density reduction were also seen in the experimental digester due to EMA addition compared to the control both ar 10-days SRT and 15-day SRT operation. Preliminary cost benefit analysis for a wastewater treatment plant showed that approximately $115/day in gas production improvements can be realized upon addition of EMA to primary sludge anaerobic digesters operating at 10-day SRT. The value of increased gas production was $172/day if the same digesters are operated with EMA addition at 15-day SRT.

This study develops a fusion priority signal control algorithm to pass without delay in emergency events. Fusion priority signal control is method combined center control with local control. The center control method applies signal times for each signalized intersection on the emergency vehicle's route when an emergency call is received. As signals are controlled before the emergency vehicle leaves for its destination, it is possible to clear the queues at each intersection more effectively. However, since the traffic information (speed, position) of the real-time emergency vehicle is not used, the intersection arrival time predicted by center control and actual arrival time of the emergency vehicle may be different from each other. In the case, it is possible to experience a delay caused by the signal. Local control method operate priority signal use the real-time information of EV, but there is a limitation that queue elimination time can not be reflected. In this study, fusion(center+local) control algorithm is proposed to compensate the disadvantages of center and local control also maximizing its advantages. Proposed algorithm is expected to decrease delay time of EV in emergency situation.

In 2005, the KMOE and an advisory members for environmental health policy are exploring new environmental policy directions in the 21st century by suggesting a 10-year plan of environmental health policy with its specific goals, grounded on four basic principles: preemptive environmental control instead of post hoc facto control of environmental contaminants or discharged substances, receptor-centered approach, priority on protection of the people vulnerable and sensitive to environmental contamination, and warranty of citizens' rights to be engaged and informed. Such new policy challenges in the area of environmental health, which must be significant of important policy shift for environmental health in the 21t century, is expected to conduct to improvement of environmental health in Korea and Northeast Asian Regions as well.
Environmental pollution is common problem of the present world that is intimately related to the future survival of human beings. The problems of environmental pollution originate from the pursuit of benefit by enterprises, insufficient countermeasure of government and ignorant life style of the people. Health hazards due to environmental pollution have characteristics of irreversibility, difficulty in measurement and ineffectiveness of personal prevention. Objects of this article are to review the various aspects of environmental pollution, to outline the present status of environmental pollution and strategy to control environmental pollution in Korea. In the first part of this article, causes of environmental pollution are presented. International relationships, world-wide status of environmental pollution and health hazards due to environmental pollution are briefly reviewed. In the second part, present status of air, water, soil and ocean pollution in Korea is presented. Pollution by radioactive materials, noise, vibrations, odor, wastes and chemicals is reviewed. Climate changes related to environmental poisoning, problems of workplace environment, pesticide and defoliants are also reviewed. Finally, control measures for environmental pollution including the role of government are reviewed.

Objectives: Carbon nanotubes (CNTs) are next-generation industrial nanoparticles which possess excellent mechanical strength along with good thermal conductivity and electric properties. Given these characteristics, carbon nanotubes are being widely applied in various fields, including research and development. However, concerns have been raised over hazardous properties due to their similar fiber shape to asbestos. Recent studies have shown that CNTs pose potential hazards which may cause fibrosis and/or lung inflammation similarly to asbestos. Methods: After intratracheal instillation of SWCNTs and MWCNTs to rats, pulmonary surfactant (PS) of the SWCNTs and MWCNTs was measured and analyzed using bronchoalveolar lavage fluid collected from the lung. After a single intratracheal instillation of SWCNTs and MWCNTs, phospholipid predominantly showed a significant increase compared to the control group, while proteins exhibited a significant increase both three days and one week after instillation. Results: As a result of surface tension, MWCNTs showed a significant decrease three days after treatment compared to the control group. In the case of the total cell number three days after instillation, MWCNTs revealed a temporarily significant increase when compared to the control group. For PMN number, when compared to the control group, SWCNTs displayed a significant increase throughout the observation period, while MWCNTs showed a significant increase three days and three months after treatment. Conclusions: After exposure to CNTs, the total cell number and PNT number, which indicate inflammatory response, were significantly increased. Therefore, this study suggests fiber-shaped CNTs may have a harmful effect on the lungs.

There are two major issues for activated sludge process in sewage treatment plant. One is how to make sewage be more clean and the other is the energy saving in sewage treatment process. The major monitoring sewage qualities are chemical oxygen demand, phosphorus, nitrogen, suspended solid in effluent. These are transmitted to the national TMS(Telemetry Monitoring System) at every hour. If these exceed the environmental standard, the environmental charges imposed. So, these water qualities are to be controlled below the environmental standard in operation of sewage treatment plant. And recently, the energy saving is also important in process operation. Over 50% energy is consumed in blowers and motors for injection oxygen into aeration tank. So, with the water qualities to be controlled below the environmental standard, the energy saving also is to be accomplished for efficient plant management. Almost researches are aimed to control water quality without considering energy saving. AI techniques have been used for control water quality. AI modeling simulator provided the optimal control inputs(blower speed, waste sludge, return sludge) for control water quality. Blower speed is the main control input for activated sludge process. To make sewage be more clean, the excessive blower speed is supplied, but water quality is not better than the previous. In results, non necessary energy is consumed. In this paper we propose a new method that the energy saving also is to be accomplished with the water qualities to be controlled below the environmental standard for efficient plant management. Water qualities in only aeration tank are used the inputs of fuzzy models. Outputs of these models are chemical oxygen demand, phosphorus, nitrogen, suspended solid in effluent and have the environmental standards. In test, we found this method could save 10% energy than the previous methods.
