Agricultural environmental policies to reduce negative externalities and expand positive externalities became common around the world. However, literature regarding the efficient and effective implementation of agricultural environmental policies, such as optional direct payment, is limited. This study, thus, analyzes the relative importance for target selecting-criteria in order to enhance the cost-effectiveness of the Agricultural Environment Conservation Program in Korea. In this context, we conducted survey to 15 experts who are related in agricultural environment policies and analyzed survey results based on ANP method which can consider correlation between selecting criteria. The results show that, in the case field, "soil", "water", and "ecology" field have relative high importance than the other fields. Also, the relative importance for 'improving rural landscape', 'giving nutrient input moderately', and 'conserving agricultural heritage' activities is higher than the other activities. Furthermore, the relative importance among fields and activities of ANP is different from those of AHP. This result implies that it is necessary to consider the correlation between selecting criteria in order to design effectively. Finally, we suggest that in order to enhance the effectiveness of the program, it would be appropriate to assign differential points according to the importance of each activity when identifying appropriate farms.

A questionnaire survey from 200 visitors and 100 residents was carried out to establish the management plan of the artificial structures constructed in valley within Bughansan National Park. According to the result of the survey respondents realized that the valley ecosystem could be damaged by artificial structures, but not pollutants of stream water. About 60 % of the respondents felt uncomfortable by artificial cement constructures and about 22 % was concerned about negative effect of valley ecosystem by the constructures. The results categorized by management body, management system and management cost indicate that the artificial constructures should be managed in terms of the safety and conservation of valley ecosystem.

Road construction has been worked on by focusing on cost effectiveness such as the reduction of construction costs without understanding the natural environment and ecosystems. In addition, since ecosystems have been destroyed and the habitats of animals and plants have been isolated, wild animals have sought other habitats or have moved into isolated habitats. Thus, issues such as roadkills or the extermination of species are increasingly occurring. Based on this background, the development and application of a general assessment method need to be researched in order to verify whether or not spaces or habitats where animals can be inhabited and their species can be maintained exist. The purpose of this study is to develop an ecosystem map where a conservation value evaluation method considering the functions of an ecosystem where animals live as well as the naturalness of ecosystems is used and can be made into a drawing. The items applied to evaluate the habitat conservation values were naturalness, rarity, and functionality, and sub-items for evaluation were created. GIS as well as the evaluation items were used to create a digital map about the level of importance based on the evaluation criteria. The created digital map showed that it was not limited to the adjustment or distribution of the fauna and flora but was applicable for a general ecosystem evaluation method for the conservation of habitats. It is expected that the isolation of habitats would be able to be minimized if the digital map is used for road construction projects. The digital map is deemed to be able to be used for the construction of environmentally friendly roads, which will minimize the destruction of ecosystems and the isolation of habitats for creatures.

Recently as people's values are changing from development into quality of life, the needs of environmentally friendly construction are gradually increasing, also popular discontent about the construction pollution such as the noise and vibration cause by construction machinery is increasing. Even though it is impossible to eliminate construction pollution fully, it is necessary to make efforts to reduce construction pollution to a minimum. The first step solving these matters is that the necessary sum of expense must be secured as the environmental budgeting method regarding Environmental management costs. To provide an efficient budgeting method, a interview with the person in charge of environment management was conducted. and the environmental management costs were analyzed through the historical data.
Recently, rapid increase in electricity demand, tremendous financial need for new power plant construction, and environmental problem have led to search for more efficient energy production and energy conservation technologies. Due to the potential energy and cost savings to electric utilities, DSM plays an important role in the electric resource planning. However, implementation of cost-effective DSM program requires appropriate analysis methodologies and procedures. In this study, we present the cost-effectiveness analysis model for DSM program evaluation. We also present a case study to analyze DSM program.

Natural disturbances and human development can cause habitat fragmentation. Plant and wildlife can become isolated, and habitat fragmentation and shrinkage have been recognized as a key issue facing the conservation of biological diversity. However, eco-corridors can alleviate the problem by providing linkages between isolated patches. The purpose of this study is to plan the eco-corridor for connecting urban forest via the urban stream with low cost and to restore the ecosystem. The results were as follows (1) Falco subbuteo, and Dryocopus martius inhabit in the study site. They are protected species designated by Korean Ministry of Environment. Thus the study site should be preserved as urban wildlife habitat species biodiversity (2) If the biodiversity of the study site is maintained properly, the eco-corridor can be constructed with low cost.
Recently, electric industry confront a strategical change and high competiveness environment in the course of deregulation. Especially, rapid growth in electricity demand, financial need for new power plant construction, and environmental problems have led to search for more efficient energy production and energy conservation technologies in Korea. With the increasing development and commercial use of genetically modified maize, it is essential to develop an appropriate method for detection of individual LMO (Living modified organism) events for monitoring the samples. In South Korea, commercial planting and accidental or unintentional releases of LMOs into the environment were not approved. In this study, to increase the efficiency of LMO detection, we developed simultaneous detection methods for 11 LM maize events. This multiplex PCR detection method is economical, as it saves time, cost and labor. We developed 11 individual LM maize events, and applied 4 multiplex PCR sets to the LM maize samples. These results are confirmed by applying the multiplex analysis of LMO environmental monitoring from 2012 to 2014, which represents the unintentionally released LM maize samples. The data were correlated with event specific PCR results. Our results indicate that the multiplex PCR method developed is suitable for detection of LM maize in LMO monitoring.

This study was conducted to investigate the current status and the improvement plans of the ecosystem conservation fund return projects. In 2007, there was a reformation of the ecosystem conservation fund system but the fund return projects were not vitalized up until now. In this study, 35 of ongoing and finished fund return projects were investigated on their types, sites, costs, local governments, and time required to return the fund. Through the on-site survey of 9 finished projects (4 biotope, 2 corridor and 3 natural conservation facility projects), construction and management conditions were investigated. The main findings are as follows: Among the five fund return types, 17 cases were biotope restoration projects, 4 cases were ecological corridor projects, and 1 case was a nature replacement project. In the case of project sites, there were 14 cases near schools and public facilities, 8 cases near rivers or streams, and 2 cases near ponds or wetlands. For the construction costs, there were 19 cases (65% of all the projects) that cost less than 300 million won. In terms of the involvement of the local government, most of the fund return projects were concentrated in Gyeonggi province and Ulsan city, and there were some local governments outside of these regions that did not carry out any return projects at all. Lastly, in the case of fund return time required, 35% of the fund returns were completed within 5 months, but the overall average fund return time was 9.8 months. In respond to the above study results, the improvement plans to encourage fund return projects are as follows: To diversify return types and sites, piloting and modeling projects for the representative types and sites should be preceded. To emerge from customary small-scaled projects, incentives to encourage large-scale and ecological networking projects should be considered. In addition, in order to write up business plans for the fund return projects, long-term investigations of at least 2 seasons from spring to fall are necessary. Finally, for the continuous management and maintenance of the ecological fund return sites, easier way for the citizens to actively participate in the projects should be incorporated.
For trying to frontal attack of new solution by fusion of technical tasks and conditions with it's solving methods of the essential tasks of marine resource development and environmental conservation in addition with elements of electronic high-technologies, the magnetic oil spill adsorbent of Mag-Sorbent* has been prepared and proposed to dispose oil spill from the marine disaster for preventing oil pollution by using them and their system with sequentially circular collection of oil spill mag-sorbent powder and fabrics on the electronic equipment like as barge robot for the scheme of sustainable development of environment-friendly technology. Because of recent marine accident occurred at Tae-An cost and earthquake in Sichuan province were very large scale accident of disaster to prevent and manage of them. So, it was verified from the experiment of electronic demonstrator that the skimmer system of oil spill mag-sorbent powder and fabrics prepared was very effective and useful technique to collect oil spill samples on the water surface specially at the closed space of underground cave. At this point, the barge-based electronic remote control was very useful system operating easily on the marine fields but also water level at the small pool to skim it with the environment-friendly system of the disposing marine disaster and preventing oil pollution using magnetic adsorbents of Mag-Sorbent*.
